Agricultural technology transfer plays a chief role in transforming agricultural productivity in rural areas especially in the current setting where food demand surpasses the production capacity. Technology transfer facilitates the movement of soft and hard skills essential for improving farm production. Yet, the technical cooperation projects in Africa have been suffering from effectiveness and sustainability challenges while lacking responsiveness to local demand. This study applies a system dynamic method and a literature review to bring lessons from Japan and China’s experiences in agricultural technology transfer projects to Africa. Three cases in agricultural technical cooperation projects are presented: China—(Agricultural Technology Demonstration Center (ATDC) in Tanzania), Japan—(Smallholder Horticulture Empowerment Project (SHEP), and Rice Industry Development Support (RIDS) in Kenya and Tanzania, respectively). Japanese and Chinese agricultural technology has the potential to improve productivity and the livelihood of rural households. Nevertheless, strong linkages, commitment, and participation of all stakeholders in the design and implementation of agricultural technology transfer projects play an important role in enhancing project sustainability in the recipient countries. Further studies are recommended such as, to explain the agricultural technology transfer mechanism that fits well to equip beneficiary autonomy in terms of knowledge and capacity of production in the recipient country. The local governments need to set policy environments and institutional frameworks that encourage and support the agricultural technology transfer to benefit the rural farmers.

Many Indonesians—primarily those living in rural areas—still follow customary law (adat). The precise rules and processes of that adat differ significantly from place to place, even within short distances. This chapter shows that for many decades, adat has been subservient to national law. State-made law overrode it, leaving it applicable only in a very small proportion of cases where no national law applied, where judges could apply it as ‘living law’. Even in these cases, many judges ignored adat or distorted it when deciding cases. The 1945 Constitution was amended in 2000 to require the state to formally recognize and respect customary law, as practised in traditional communities. The Constitutional Court has given effect to this in various judicial review cases, as have some statutes enacted in the past decade or so. However, this constitutional and statutory ‘protection’ has been impeded in practice by requirements for traditional communities to be formally ‘recognized’ by their local governments, many of whom have been unresponsive to calls for recognition.

China was the first developing country to achieve the poverty eradication target of the 2030 Agenda for Sustainable Development Goals (SDG) 10 years ahead of schedule. Its past approach has been, mainly, to allocate more fiscal spending to rural areas, while strengthening accountability for poverty alleviation. However, some literature suggests that poor rural areas still lack the endogenous dynamics for sustainable growth. Using a vector autoregression (VAR) model, based on data from 1990 to 2019, we find that fiscal spending plays a much more significant role in reducing the poverty ratio than agricultural development. When poverty alleviation is treated as an administrative task, each poor village must complete the spending of top-down poverty alleviation funds within a time frame that is usually shorter than that required for successful specialty agriculture. As a result, the greater the pressure of poverty eradication and the more funds allocated, the more poverty alleviation projects become an anchor for accountability, and the more local governments’ consideration of industry cycles and input–output analysis give way to formalism, homogeneity, and even complicity. We suggest using the leverage of fiscal funds to direct more resources to productive uses, thus guiding future rural revitalization in a more sustainable direction.

Water eutrophication caused by agricultural production has become one of the most important factors that impede sustainable rural environmental governance in China. As a result, the Chinese central and local governments want to reduce the use of nitrogen and phosphorus fertilizer and gain socioeconomical profit simultaneously by promoting crayfish and rice integrated system (CRIS) in the rural areas with abundant water resources. In this article, we investigated whether CRIS in Qianjiang, Hubei, the origin place of the system in China, contributes to fulfilling the governments’ expectations. We found that CRIS efficaciously cuts the fertilizer rate in rice production and boosts farmers’ incomes because crayfish has a demand for water quality and holds a large internal market requirement. However, higher profit encourages farmers to expand crayfish production and thus discourages the initiatives in rice production. The area of the ditch for crayfish production expands ceaselessly and exceeds the limit of regulation of CRIS. As a result, the CRIS in the areas has emerged as a practice of aquaculture but in farmland. This is a regulatory gap. The input–output analysis of CRIS by material balance method can also reveal that excessive feed for crayfish has become a new source of agricultural pollution. Beyond that, due to the changed irrigation system and increased water exchange frequency of CRIS, the pollution has transformed from passive distribution to active, which will increase the risk of water eutrophication on a large area.

The study aims to answer the question concerning how effectively cities of the Siklós district can involve the surrounding settlements in the tourism economy, thereby promoting the development of rural areas. In addition to local governments and tourism organizations, our important goal is to understand the ideas of service providers and their guests related to rural development, as well as the space use characteristics of the latter group. The key method is the questionnaire survey, the target group of which is the mayors of all settlements in the district, as well as the guests of the accommodations belonging to the different product types. The primary sources are based on two further series of interviews, which explore the opinions of service providers and professional organizations. Empirical experience shows that thematic trips can play a prominent role in the development of the less frequented small settlements. The essence of this is to connect the places offering traditional crafts and local products by a bike route.

Abstract   The demand for rural public transportation is dominated by people who cannot access private vehicles. In terms of the number of operating routes and the performance of their services, currently rural public transport services tend to decline. The mobility of rural communities to reach social facilities can be hampered if there is no public transportation service, which in turn will reduce the quality of human resources in rural areas. This study focuses on the movement characteristics of rural public transport passengers in Kuningan Regency. Several rural transportation routes were taken as samples, namely route 030 Cilimus-Linggarjati, route 061 Cilimus-Mandirancan, and route 037 Lengkong-Rancakeusik. This study shows that the characteristics of the movement of rural public transport passengers are an integral part in an effort to maintain rural public transport services. These characteristics of passenger movement can be used to improve the performance of public transportation, become input for public transport operators, and become material for local governments to make policies   Keywords: rural public transportation; public transport routes; public transport services; public transport performance.     Abstrak   Permintaan angkutan umum perdesaan didominasi oleh masyarakat yang tidak dapat mengakses kendaraan pribadi. Dari sisi jumlah trayek yang beroperasi dan kinerja layanannya, saat ini layanan angkutan umum perdesaan cenderung semakin menurun. Mobilitas masyarakat perdesaan untuk menjangkau fasilitas sosial dapat terhambat jika tidak ada layanan angkutan umum, yang pada akhirnya akan menurunkan kualitas sumber daya manusia di kawasan perdesaan. Studi ini berfokus pada karakteristik pergerakan penumpang angkutan umum perdesaan di Kabupaten Kuningan. Beberapa trayek angkutan perdesaan diambil sebagai sampel, yaitu trayek 030 Cilimus-Linggarjati, trayek 061 Cilimus-Mandirancan, dan trayek 037 Lengkong-Rancakeusik. Penelitian ini  menunjukkan bahwa karakteristik pergerakan penumpang angkutan umum perdesaan merupakan bagian yang tidak terpisahkan dalam upaya mempertahankan layanan angkutan umum perdesaan. Karakteristik pergerakan penumpang ini dapat digunakan untuk meningkatkan kinerja angkutan umum, menjadi masukan bagi operator angkutan umum, serta menjadi bahan pemerintah daerah untuk membuat kebijakan.   Kata-kata kunci: angkutan umum perdesaan; trayek angkutan umum; layanan angkutan umum; kinerja angkutan umum.

There are “urban-rural municipalities” in Polish administration nomenclature. They are territorial units where urban and rural areas have one name and one local government. There are also urban and rural municipalities that have one name but different local governments. That neighborhood of municipalities in Polish may be described as “municipalities bagel”. The aim of this article was to investigate whether and to what extent the “municipalities bagel” cooperate (coordinate) the exercising public tasks on the economic level. The article attempts to verify the research hypothesis: in “municipalities bagel” there is a lack of coordination of the exercising public tasks”. The research method was a diagnostic survey in which the questionnaire was conducted. In December 2019, questionnaire forms were sent to all “municipalities bagel” in Poland. The results of the research indicated a lack of coordination in the performance of public tasks between “municipalities bagel”. The result is a reduction of the efficiency of performance of public duties in such municipalities. The “municipalities bagel” are functionally related areas. This link is characterized by the subordination of the interests of the rural municipality (especially economic). The development of bagel rural communes is determined by the development and cooperation with their urban counterparts.

Problem setting. Given the need for the development of small cities, the world practice has developed a number of concepts based not on increasing production capacity, but on the development of creative areas of the economy. Thus, the concept of a glocal city, or stimulation of glocalization processes, is quite effective for the development of such cities.Recent research and publications analysis. The very concept of “glocalization” dates back to its widespread use from the end of the twentieth century, its origins in the sociological research of R. Robertson and M. Epstein. In the meaning of this term, they invested such a combination of globalization and localization in which informal components (mentality, cultural traditions, features) are closely intertwined with communicative practices due to the existing globalization features. R. Robertson, studying the phenomenon of glocalization, argued that global trends and local features can harmoniously complement each other, although sometimes in confrontation.Highlighting previously unsettled parts of the general problem. Given the development trends of the modern world, we note that localization and globalization (which together are glocalization) and open network economy - the key vectors of development of countries, regions and territories. At the same time, the concept of a glocal city is little studied and insufficiently represented in the domestic science and practice of public administration.Paper main body. Globalization involves the use of modern information technology, which allows for much less resource to spread information far beyond the city, and therefore the use of elements of image marketing strategies of territories are also available and possible.It is with the choice of a creative trajectory of development that a small town has a real opportunity not only to become more attractive, but also to consolidate the efforts of the three sectors present in the area around a single concept. Finally, glocalization creates a reliable and adaptive platform for business development: a clear positioning and presence in the information field attracts investors, and the uniqueness of the proposed product determines the demand for it.Since the basis of glocalization is a combination of globalization and localization, the basic here is the reorientation towards the creative economy. The main feature of the creative economy is that the main product in it is innovation, the resource for the production of which is certain information.The concept of “glocal city” is a very unique form of creative economy, which chooses one key vector of development, a common brand / concept / idea / uniqueness, around which the activities of all actors present in the small town: business, public, cultural figures, etc.Conclusions of the research and prospects for further studies. One of the important vectors of small town development at the present stage is its transformation into glocal. Such transformations require a reorientation to a new path, namely the creation and functioning of a creative economy based on globality, freedom of access, openness and peer-to-peer. Such a reorientation, first of all, requires proper management support from local governments.

The US Constitution never mentions “city,” “county,” or “township,” not even “local” or “municipal” governments. It concerns itself only with sovereign entities. Because local governments “cannot claim to be sovereigns” and because whatever power a local government has tends to flow from its state, that sounds like the end of the matter. But local governments still exercise sovereign powers, including law enforcement, eminent domain, education, taxing, zoning, and other indispensable “attributes of sovereignty.” Even if the US Constitution does not mention cities by name and even if cities cannot claim sovereign status, the federal charter still has ample consequences for municipal governments. This chapter takes vertical separation of powers one step further, to federalism within federalism. It explains the division of powers between state and local governments and chronicles disputes that have arisen between them. If, in modern America, like-minded people increasingly gravitate to similar states, the same is true within states, whether in cities, suburbs, or rural areas. Home rule and other local allocations of power sometimes allow people in these communities to express their distinct political preferences and live under them, too.

SMEs snacks in Gondangan village has the potential to be developed. The village has the potential to be Gondangan Agro-industry region, although it is still much that needs to be repaired and prepared.This study aims to determine the attitude of the public about the development of SMEs in rural areas Gondangan into Agro-industry clusters and how community participation in the development of SMEs in rural areas Gondangan to be Agroindustri. Respondents in this study were the leaders and local community leaders, citizens, snack home industry in the region.This study is a descriptive study with a qualitative approach. The data of this study is primary data and secondary data consists of qualitative and quantitative data. Primary data were obtained with the interview and focus group discussion.The results showed that the attitude of the public, snack ho,e industri actor and local governments support the development of the region as an area of Agro-Industry cluster. In terms of participation, the government showed a high participation and support by facilitating a variety of activities to realize the region of Agro-Industry cluster, while the snacks businessman as the main actor of Agro-industry development of the area did not show a high level of participation.
