The major grain-producing areas will be the key areas of future China fallow. It is important to explore the influence of farmers’ value perceptions on their fallow willingness in these areas. We analyzed this impact of value perception by using an ordered PROBIT model and survey data from the major grain-producing areas of Hubei and Hunan, China. The conclusions of this study are as follows: (1) A considerable proportion of farmers are willing to participate in farmland fallow, while a considerable proportion of farmers are neutral; (2) farmers’ value perceptions of farmland fallow have a significant positive impact on their fallow willingness; (3) farmers’ ages and education levels have a positive impact on farmers’ willingness to directly participate in farmland fallow, while per capita farmland area has a negative impact; (4) the key factors for successful fallow are solving the problem of non-agricultural employment of farmers and appropriately formulating fallow mode, scale, and subsidy standards. This study proposes that the government can develop farmers’ good value perceptions of fallow through appropriate subsidies and adequate publicity to strengthen their fallow consciousness.

Abstract In this paper, the Probit model was established based on the survey data of 105 loan officers in China’s Western Region, and the factors influencing the willingness of mortgage loan supply of farmland management rights under the government-led model were investigated from the perspective of financial supply. The research shows that farmers’ income, farmers’ policy awareness, farmland scale, loan experience, risk compensation system, legal perfection and policy stability have a positive impact on the willingness of loan officers to issue mortgage loans for farmland management rights. Factors such as farmers’ age and education level have a negative impact on the willingness to supply. In addition, by comparing the stability of the regression model before and after the addition of risk compensation system, legal perfection degree and policy stability degree, it is concluded that the policy variables have a great influence on the decision-making of financial institutions.

It is a problem worth thinking about whether the government’s environmental regulation policies can meet the residents’ requirements for environmental quality, and benefit the people. The study of the public’s subjective evaluation can more intuitively judge whether the government’s environmental regulation has realized “ecological benefits for the people”. Based on the data of the Chinese General Social Survey (CGSS) in 2013, this paper studied the impact of environmental regulation and environmental awareness on environmental governance satisfaction by an ordered probit model. The study found that environmental regulation has a significant positive impact on environmental governance satisfaction, while environmental awareness has a significant negative impact on environmental governance satisfaction. We also found that when public environmental awareness is taken into account, the positive relationship between environmental regulation and environmental governance satisfaction is affected. The robustness test proved this conclusion.

The COVID-19 pandemic has adversely impacted the agricultural supply chain, export of agricultural products, and overall food security. However, minimal exploration has been attempted of farmers’ confidence in agricultural production recovery after the COVID-19 pandemic. Therefore, this study intends to explore the determinants of farmers’ confidence in agricultural production recovery in China during the early stages of the COVID-19 pandemic. More specifically, we analyzed the relationship between risk expectation and social support on the farmers’ confidence in agricultural production recovery by using the ordered probit model. Cross-sectional survey data were collected from February to March 2020 from 458 farm households in the 7 provinces of China to produce the findings. We found that the risk expectation of farmers had a significant negative impact on farmers’ confidence in agricultural production recovery. Social support seemingly had a significant positive impact on the farmers’ confidence in agricultural production recovery, and could play a supportive role in moderating the relationship between risk expectation and farmers’ confidence in recovery. However, social support alleviates the adverse effect of risk expectation on farmers’ confidence in agricultural production recovery to a certain extent. In addition, there were intergenerational differences in the effects of risk expectation and social support on farmers’ confidence in agricultural production recovery. These results imply that policies establishing the risk early warning mechanisms for agricultural production and strengthening the social support from governments and financial institutions are likely to significantly impact agricultural development in the post-COVID-19 era. The formal and informal risk minimization mechanisms should extend their support to vulnerable sectors such as agribusiness.

Background: The Government of Tanzania through the Ministry of Finance and Planning implemented the Government Electronic Payment Gateway (GePG) system to improve the whole cycle of revenue management. As of June 2020, the system has been implemented in 660 institutions, 28 commercial banks, and 6 mobile money operators. Whilst the initial acceptance of this system is positive, relatively no study has evaluated its effectiveness in meeting the expected benefits. Elsewhere, similar systems showed initial acceptance at the beginning, followed by failures after some years of use. Therefore, it is important to evaluate the effectiveness of GePG system to find out how effectively public money is spent. Objective: The objective of this study was to evaluate the success of GePG system using users’ satisfaction as a success measure.Method: The study adapted the updated Delone and Mclean Information Systems success model whereby perceived usefulness and trust in system were added as new factors. The sequential explanatory design research design integrating quantitative and qualitative data within a single investigation was adopted. A total of 442 users from 271 institutions in 11 regions in Tanzania participated in the study. Results: Trust in system, information quality, and perceived usefulness had a significant positive impact on users’ satisfaction with GePG system, whilst service quality had a significant negative impact. In contrast, system quality did not have an effect. Conclusion: The study shows that trust in system and perceived usefulness are important factors in the updated Delone and Mclean IS success model in evaluating user satisfaction with revenue collection systems. The findings from the open-ended questions and implications of the findings are discussed.

Abstract Between 1965 and 1980, the Indonesian government issued three religious policies. These had both positive and negative impacts on Christianity in Indonesia. As a positive impact, the Indonesian Council of Churches (DGI) and the Supreme Council of Indonesian Bishops (MAWI) were motivated to work together in lobbying the government. The policies also boosted the growth of local leadership in Catholic churches. However, the policies also brought a negative impact in that it became difficult for churches to obtain an IMB (Building Permit). In mid-eighties, Christianity could still perform religious services in churches without any disturbances, but after the 1990s, churches with no Building Permit were banned by some radical Islamic organizations. Preaching the gospel was considered violation of the law and a Christian could be sent to prison for performing this activity.
