The purpose of the article is to assess the impact of restrictive quarantine measures in 2020-2021 related to the spread of the COVID-19 pandemic on the rural labor market, the level of employment and the extent of rural poverty. Research methods. The basis for the study were general scientific and economic methods, creative heritage of the classical political economy founders, publications of Ukrainian scientists on the impact of quarantine restrictions related to the spread of the COVID-19 pandemic, on social and labor relations in rural areas, regulations, data from the State Statistics Service of Ukraine and the State Employment Service, Internet resources and other sources. The monographic approach was used in the analysis of the employment rate dynamics of the rural population, changes in the labor market and the scale of poverty caused by the lockdowns introduction in 2020-2021. Normative and positive approaches are used to highlight the labor potential of rural areas and opportunities for its implementation in a pandemic. A number of abstract-logical techniques allowed formulating intermediate and final conclusions and proposals. Research results. The phenomenon of the category "labor" as a process of conscious and purposeful activity on the transformation of natural and economic factors of production in order to meet human needs is considered. The institutional preconditions of spatial differences in the concentration of jobs in rural and urban areas and the deepening of inequality in their development are highlighted. Changes caused by a number of restrictions on economic activity in order to prevent the spread of the COVID-19 pandemic in Ukraine are analyzed, in the field of the rural population employment by age groups, employment status, unemployment among working-age people, the number of employees who received unemployment status, as well as the workload per vacancy registered with the State Employment Service, the dynamics of its provision of services to rural residents. Public opinion that in the employment and rural labor market due to non-compliance with quarantine restrictions on economic activity, technological features of agricultural production and lower density, the rural population suffers less from quarantine measures is refuted. As a result of the introduction of two all-Ukrainian lockdowns in 2020–2021, the number of employed rural population decreased by 361 thousand people, or by 7%, of them employed - by 198 thousand and self-employed - by 153 thousand. The unemployment rate for this period also increased by 1.7 percentage points, or 11.5%. In April-May 2021, almost 120,000 workers received the status of unemployed dismissed from agricultural, forestry and fisheries enterprises, or one in five of the total in the economy. In addition, the number of applicants for one vacancy in rural areas has doubled, while reducing the financial capacity of the State Employment Service, especially with regard to the implementation of active forms of employment recovery. An integral consequence of quarantine restrictions was the spread of poverty among the rural population and the further social exclusion of people with unprotected self-employment. Scientific novelty. Methodological approaches to assessing the negative impact of quarantine restrictions related to the spread of the COVID-19 pandemic on rural employment, the rural labor market and the well-being of rural households have been further developed. Practical significance. The results of the impact of quarantine restrictions on employment and the rural labor market in 2020-2021 may be taken into account when developing measures to support micro and small businesses and self-employed agricultural workers in extreme conditions of society, such as a pandemic. The study of the state of health of the population requires special attention due to the difficult socio-economic situation in which the entire national economy and, above all, the agricultural sector found itself. The labor intensity of workers in this industry directly depends on the season of the year, mechanized labor-intensive processes, labor supply. Of particular concern are the unfavorable tendencies that are now manifesting themselves more vividly. The agrarian sector of Tatarstan employs about 400 thousand people, of which almost 300 thousand are directly in agriculture.

In the article the essence and peculiarities of microimitational modeling are considered. The advantages of microimitational models over the statistics models are substantiated. Micro-simulation models, that prognosticate somehow dynamic changes in health and which are most appropriate to use in development and health research policy, such as POHEM, CORSIM and Sife Paths, are outlined. It is proposed to use elements of statistical and dynamic microimitation modeling, agent modeling and the concept of a life course for the estimation of the influence social and economic determinants. The synthetic model of population which has been formed on the basis of representative data sets of sample surveys of living conditions of households and economic activity of the population of the State Employment Service of Ukraine, as well as microdata of the Multicultural Survey of the Population of Ukraine (2012) and the Medical and Demographic Survey (2013). The generalized scheme of the method of microimulation modeling of the influence of social and economic determinants on the health status of the population of Ukraine has been developed. The influence of the main determinants on the health of certain age, gender and social and economic groups of the population is estimated on the basis of the methodology of synthetic data.

There is no doubt that digitalization processes make positive effects on the development of a company as emphasized and evidenced by many research papers and studies. However, there are a few empirical research studies on digitalization in the public sector, particularly in public administration institutions. Therefore, the present research aims to identify and compare the level of digitalization in four national public administration institutions: the State Revenue Service, the Office of Citizenship and Migration Affairs, the State Social Insurance Agency and the State Employment Agency. In Latvia, very good technical solutions and a broadband mobile Internet network are available, the number of Internet users increases all over the world every year, but are they widely used by public administration institutions to provide consumers with appropriate digital services? The State Revenue Service has reached the highest level of maturity in digitalization, and the institution has also allocated the most funds from its budget to information technologies and the maintenance of their systems. The level of digitalization is low in the State Employment Agency and the Office of Citizenship and Migration Affairs. The public requires public administration services to be available digitally on a 24-hour/7day basis.

Introduction. Social, political and economic transformations, which have been taking place in Ukraine, set strict requirements for the professionalism of staff of the State Employment Service of Ukraine in terms of emotional awareness and emotional flexibility, which are necessary for providing good social services to clients with negative emotional manifestations. Therefore, studying the level and socio-demographic and professional characteristics of the emotional intelligence of staff of the State Employment Service of Ukraine is of great importance. The aim was to empirically investigate the levels and socio-demographic and professional characteristics of the State Employment Service of Ukraine staff's emotional intelligence. Research methods. The instruments used included N. Hall's The Level of Emotional Intelligence and mathematical statistics (descriptive statistics, variance and correlation analyzes). Research results. It was found that a significant number of the staff of the State Employment Service of Ukraine had low level of emotional intelligence, which had certain relationships with staff's gender, age, work experience and profession-relevant characteristics. Conclusions. Underdeveloped emotional intelligence and its components among the staff of the State Employment Service of Ukraine can negatively affect their work performance. A special emotional intelligence development training program designed in line with this research findings can promote State Employment Service of Ukraine staff's work efficiency in stressful work conditions.

<p><strong>Resumen</strong></p><p>En Uruguay, el Instituto Nacional de Colonización (INC) es la institución encargada de la adjudicación de tierra por parte del Estado, orientado a la distribución racional de la tierra y su acceso por parte de la población rural más vulnerable. A partir del año 2005, atravesó una reforma que jerarquizó su rol en las políticas de Estado y gestó un nuevo modelo de adjudicación de tierras: las experiencias asociativas. Ese mismo año, el nuevo gobierno impulsó la transversalización de género en el Estado, impulso que anclara en el INC a partir del 2013. Este artículo analiza desde una perspectiva de género la reforma refundacional y la nueva política de tierras, develando la ceguera de género de la reforma y evidenciando desafíos pendientes para la transversalización de género en el diseño de la principal modalidad de adjudicación de tierras públicas.   </p><p> </p><p><strong>Abstract</strong></p><p><strong></strong>In Uruguay, the National Institute of Colonization is the institution resposible for the adjudication of land by the State, aimed at the rational distribution of land and its access by the most vulnerable rural population. Since 2005, the INC went through a reform that prioritized its role in the policies of the State and created a new model of land adjudication: associative experiences of colonization. In that same year, the new government promoted gender mainstreaming in the State, impulse that took roots in the INC from 2013 onwards. At the present stage in the domestic scientific environment, the problems of ensuring sustainable development of rural areas are insufficiently studied and require further study. The goal of sustainable development of rural areas is a balanced development of the economic, social and environmental spheres, aimed at ensuring a favorable life of the population. The article considers the economic aspects of the functioning of rural territories of Pavlodar region and provides a comprehensive assessment to solve the problems of socio-economic development of these territories in the current and long-term perspective. As a base of analysis and assessment used statistical data of the official website of the Committee on statistics of MNE of RK, and also empirical observation and informational resources of local Executive bodies region. Based on the results, which identified systemic problems of the rural economy that have a negative impact on the level and quality of life of the rural population. These include, first and foremost, the dominant raw material orientation of the rural economy, low labour productivity, due to the significant moral and physical deterioration of the production-technical base, including the excess of the lifespan of the majority of equipment, as well as the rate of fleet renewal machines relevant regulatory requirements, using a separate are subject obsolete resource-intensive technologies. It is shown positive dynamics of key indicators of agriculture, which developed in the first place, due to government regulation of agriculture and the creation of an enabling environment through the extension of the relevant package of measures of state support aimed at the development of this sector of the national economy. Recommendations aimed at activating the processes of rural economy diversification have been developed. Analysis of the state of domestic beekeeping shows that this market niche in the national economy is not sufficiently developed and this industry has a significant unrealized potential. Significant benefits of the development of the beekeeping industry are shown, which will have a positive impact on strengthening the export positions of non-resource orientation, increasing employment of the rural population, crop yields, solving the problems of degraded agricultural land, etc. The economic feasibility and effectiveness of investment projects in the field of beekeeping development, which simultaneously provide a significant social effect, are justified. For the transition of rural territories to a qualitatively new level of development, based on the conclusions made about the priorities of rural development, the authors justify strategic prospects for further development using the internal mechanism of their functioning, reserves of economic growth and taking into account the specifics and features of administrative-territorial units.

We examine the state of communes and farms, the attitude of the rural population to their organization and activities, as well as the state of collective farms on the eve and during the Tambov rebellion of 1920–1921. The relevance of the topic is determined by the need for a scien-tific understanding of the problem of insurrection in the Civil War and its manifestation in the form of a peasant rebellion led by A.S. Antonov. The purpose of the study is to establish the fate of collective farms during the armed protest of the Tambov peasants. The work was carried out on the basis of a wide range of archival sources, some of which are introduced into scientific circulation for the first time. The analysis of the problem is carried out taking into account the achievements of modern historiography of the issue and the use of scientific tools of advanced methodological approaches. We apply the entire arsenal of methods of historical research based on the principles of historicism, objectivity and consistency. It is established that the armed raids of rebel detachments on agricultural communes, Soviet farms were due to the need of the partisans for food, horses, forage, and the active participation of the local population in them stemmed from their view of the land and property of collective farms as rightfully belonging to them.

Chapter 2 brings new information to Florida’s sparse historical record of the Sheppard-Towner Maternity and Infancy Protection Act, initiated from 1922 to 1929. To provide expert administration of the program, public health nurse Laurie Jean Reid arrived, armed with a reformer’s vision augmented by a large dose of cultural chauvinism. Reid soon declared bringing federal initiatives into the state would be an uphill climb when the intertwining problems of race and poverty mired the state in its backwardness. The task of establishing authority over the predominantly black midwives and bringing health improvements to mothers rested with Reid’s team of public health nurses. They found innovative ways to bridge the communities they served with policies that addressed the threats of infection and the high infant and maternal mortality levels. Meeting these cultural and environmental challenges became not only a test of Reid’s judgment, but also a trial of how well the nurses operating under the Sheppard-Towner Act effectively imposed rules and regulations to a mostly rural population without creating racial and class tension.
