Aim. The development of a software product based on the methodology of integral assessment of the health status of the rural population for the rapid assessment of the situation and management decisions. Methods. The study was conducted in the Orenburg region, which is part of the Volga Federal District. The object of the study was the rural population of the Orenburg region (40.1% of the population of the region) and 35 rural areas with a total number of 799 thousand people. As the initial information for an integral assessment of the health status of the population, the data of the state statistical reporting of the Medical Information and Analytical Center of the Orenburg Region were used. The health status of the rural population was studied in the context of rural areas. Among the indicators (P) for assessing the health status of the rural population the following were used: V the average age of the population of the territory; Zp an indicator of primary incidence; Zo an indicator of the overall incidence; I disability indicator; S mortality rate. The methodology for calculating the integral indicators for assessing the state of health has been tested in all 35 rural areas of the Orenburg region. The analysis made it possible to calculate the number of rural areas that are optimal, favorable, limitedly favorable, unfavorable and especially unfavorable by integral indicators for assessing the health status of the rural population. Results. Based on the application of our methodology, a software product has been developed that includes a two-dimensional assessment of the results: numerical and color, reflecting the degree of participation of each indicator in the integral assessment. The software product we developed allows us to evaluate public health indicators in a monitoring mode in rural areas. Using a software product makes it possible to assess and determine priorities for making strategic decisions at the level of heads of health authorities and institutions, as well as heads of administration of a subject of the Federation. Conclusion. The software product for assessing the health status of the population in a rural area may be subject to further expansion and modification of the function, and is also recommended for the presentation of information on the website of administrative territories and the administrative apparatus.

The study of the state of health of the population requires special attention due to the difficult socio-economic situation in which the entire national economy and, above all, the agricultural sector found itself. The labor intensity of workers in this industry directly depends on the season of the year, mechanized labor-intensive processes, labor supply. Of particular concern are the unfavorable tendencies that are now manifesting themselves more vividly. The agrarian sector of Tatarstan employs about 400 thousand people, of which almost 300 thousand are directly in agriculture.

The article analyzes the number, employment and dynamics of monetary income of the population of the Orenburg region for a long-term period. The production of social and engineering arrangement of rural territories of the region for a number of years is analyzed in detail. Negative destructive changes and trends in employment and social development of rural areas are revealed. The directions of improvement and dynamic development of agricultural production, rural areas, and employment of the rural population are proposed.

The fi rst stage of its development (1919-1921), associated with the formation of this educational institution, the creation of its material base, the formation of the staff and the structure of the educational process, is considered.

The first data about the algae flora of the water bodies of the “Aschisayskaya Steppe” plot of the State Nature Reserve “Orenburgsky” are presented. 217 species and intraspecies taxa of microalgae belonging to the phyla Chlorophyta, Euglenozoa, Bacillariophyta, Ochrophyta, Streptophyta, Miozoa and Cyanobacteria were found in five reservoirs of the plot. New species for the territory of the Orenburg Region, as well as rare species for Russia are noted, their characteristics and micrographs are given. The obtained data expands the current understanding of the range of the identified taxa.

<p><strong>Resumen</strong></p><p>En Uruguay, el Instituto Nacional de Colonización (INC) es la institución encargada de la adjudicación de tierra por parte del Estado, orientado a la distribución racional de la tierra y su acceso por parte de la población rural más vulnerable. A partir del año 2005, atravesó una reforma que jerarquizó su rol en las políticas de Estado y gestó un nuevo modelo de adjudicación de tierras: las experiencias asociativas. Ese mismo año, el nuevo gobierno impulsó la transversalización de género en el Estado, impulso que anclara en el INC a partir del 2013. Este artículo analiza desde una perspectiva de género la reforma refundacional y la nueva política de tierras, develando la ceguera de género de la reforma y evidenciando desafíos pendientes para la transversalización de género en el diseño de la principal modalidad de adjudicación de tierras públicas.   </p><p> </p><p><strong>Abstract</strong></p><p><strong></strong>In Uruguay, the National Institute of Colonization is the institution resposible for the adjudication of land by the State, aimed at the rational distribution of land and its access by the most vulnerable rural population. Since 2005, the INC went through a reform that prioritized its role in the policies of the State and created a new model of land adjudication: associative experiences of colonization. In that same year, the new government promoted gender mainstreaming in the State, impulse that took roots in the INC from 2013 onwards. Aim. To assess the territorial accessibility of primary health care (PHC) to the rural population in the Orenburg region. Methods. Statistical, monographic, organizational experiment research methods were applied. Statistical processing was carried out by using the Statistica 10.0 software. Basic statistics were calculated (arithmetic mean, weighted arithmetic mean). All parameters were checked by using ShapiroWilk, KolmogorovSmirnov and Lilliefors tests for normal distribution. The parametric method of statistics (Student's t-test) was used. Results. The assessment of the territorial accessibility of primary medical health care to the population of the Orenburg region was carried out using the methodology developed by us for calculating the criteria for the accessibility of primary medical health care to the rural population Rating of medical organizations according to the criterion of territorial accessibility of primary medical care to the rural population. The use the methodology allows making management decisions regarding the territorial planning of primary health care for the rural population in the selection of problem areas with low accessibility of primary medical care. In the Orenburg region, there are the following problems: different levels of accessibility of primary health care with a variety of distance up to 30 km and different population sizes in settlements create difficulties in organizing the provision of primary health care; remoteness from the regional center up to 300 km forms a personnel deficit. Conclusion. Application of the methodology Rating of medical organizations according to the criterion of territorial accessibility of primary medical care to the rural population in the Orenburg region has allowed the development of the following recommendations for making management decisions at the regional level: (1) prioritization of territories for priority measures to ensure the availability help; (2) selection of the form of primary health care organization for the timely medical care provision to the population; (3) the formation of competition among medical organizations in the ranking of the availability of primary health care.

At the present stage in the domestic scientific environment, the problems of ensuring sustainable development of rural areas are insufficiently studied and require further study. The goal of sustainable development of rural areas is a balanced development of the economic, social and environmental spheres, aimed at ensuring a favorable life of the population. The article considers the economic aspects of the functioning of rural territories of Pavlodar region and provides a comprehensive assessment to solve the problems of socio-economic development of these territories in the current and long-term perspective. As a base of analysis and assessment used statistical data of the official website of the Committee on statistics of MNE of RK, and also empirical observation and informational resources of local Executive bodies region. Based on the results, which identified systemic problems of the rural economy that have a negative impact on the level and quality of life of the rural population. These include, first and foremost, the dominant raw material orientation of the rural economy, low labour productivity, due to the significant moral and physical deterioration of the production-technical base, including the excess of the lifespan of the majority of equipment, as well as the rate of fleet renewal machines relevant regulatory requirements, using a separate are subject obsolete resource-intensive technologies. It is shown positive dynamics of key indicators of agriculture, which developed in the first place, due to government regulation of agriculture and the creation of an enabling environment through the extension of the relevant package of measures of state support aimed at the development of this sector of the national economy. Recommendations aimed at activating the processes of rural economy diversification have been developed. Analysis of the state of domestic beekeeping shows that this market niche in the national economy is not sufficiently developed and this industry has a significant unrealized potential. Significant benefits of the development of the beekeeping industry are shown, which will have a positive impact on strengthening the export positions of non-resource orientation, increasing employment of the rural population, crop yields, solving the problems of degraded agricultural land, etc. The economic feasibility and effectiveness of investment projects in the field of beekeeping development, which simultaneously provide a significant social effect, are justified. For the transition of rural territories to a qualitatively new level of development, based on the conclusions made about the priorities of rural development, the authors justify strategic prospects for further development using the internal mechanism of their functioning, reserves of economic growth and taking into account the specifics and features of administrative-territorial units.

We examine the state of communes and farms, the attitude of the rural population to their organization and activities, as well as the state of collective farms on the eve and during the Tambov rebellion of 1920–1921. The relevance of the topic is determined by the need for a scien-tific understanding of the problem of insurrection in the Civil War and its manifestation in the form of a peasant rebellion led by A.S. Antonov. The purpose of the study is to establish the fate of collective farms during the armed protest of the Tambov peasants. The work was carried out on the basis of a wide range of archival sources, some of which are introduced into scientific circulation for the first time. The analysis of the problem is carried out taking into account the achievements of modern historiography of the issue and the use of scientific tools of advanced methodological approaches. We apply the entire arsenal of methods of historical research based on the principles of historicism, objectivity and consistency. It is established that the armed raids of rebel detachments on agricultural communes, Soviet farms were due to the need of the partisans for food, horses, forage, and the active participation of the local population in them stemmed from their view of the land and property of collective farms as rightfully belonging to them.

Chapter 2 brings new information to Florida’s sparse historical record of the Sheppard-Towner Maternity and Infancy Protection Act, initiated from 1922 to 1929. To provide expert administration of the program, public health nurse Laurie Jean Reid arrived, armed with a reformer’s vision augmented by a large dose of cultural chauvinism. Reid soon declared bringing federal initiatives into the state would be an uphill climb when the intertwining problems of race and poverty mired the state in its backwardness. The task of establishing authority over the predominantly black midwives and bringing health improvements to mothers rested with Reid’s team of public health nurses. They found innovative ways to bridge the communities they served with policies that addressed the threats of infection and the high infant and maternal mortality levels. Meeting these cultural and environmental challenges became not only a test of Reid’s judgment, but also a trial of how well the nurses operating under the Sheppard-Towner Act effectively imposed rules and regulations to a mostly rural population without creating racial and class tension.
