In article the complex assessment of the market of milk and molokoprodukt including allocation of positive and negative trends of development is given. The analysis of a condition of the dairy industry it was carried out according to Rosstat and FCS. The author considers that decrease in consumption against the background of the stagnating income of households, and with another — rather strong differentiation on extent of saturation is characteristic of the dairy market. The pursued protectionist agrarian policy provides to domestic agricultural producers of preference, providing development of the dairy industry. However, growth rates are insufficient. For fundamental change of a situation in the industry it is necessary to expand the list of restrictive measures and also to apply the measures of state regulation focused on increase in productivity of work, implementation of innovative technologies, ensuring the principles of the healthy competition, etc.

In our paper we researched the state regulation in agriculture of Ukraine, as well as world experience in this field. The distribution of state financing for support of agricultural production is analyzed. We singled out the direction of state support to the agrarian sector of Ukraine. The directions of organizational reforming of households in the market conditions are investigated. The variants of integration of households of the population into more consolidated economic forms are offered. The priority of the development of cooperatives in agriculture has been argued. The positive experience of state support of servicing cooperation is considered on the example of «The Benefits of the Development of Personal Peasant, Farmers, Cooperative Movement in the Village and Advice Service for 2016-2020» of the Vinnytsia Region. The prospects of creation of cooperatives for the provision of oilseeds processing services for the energy needs of agribusinesses and provision of livestock feed with forages are argued. Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.

The paper deals with the analysis of changes in the development of basic characteristics of the dairy industry in the Czech Republic, which cohere with the integration of the Czech Republic into the European Union. The attention is paid on size of the market, growth rate, life cycle, development of prices and development of foreign trade. The total domestic consumption reached 2111.1 million litres in 2004. The industry is in the maturity. The excess of supply exists in the industry; the growth rate is low, under 5% per year. The integration of the Czech Republic into the EU didn’t bring about changes in the development of basic characteristics – size of the market, growth rate, and life cycle. The volume of production changed. The total volume of purchase of raw milk for production went down by 1.4% to the value in 2000. And all prices in the product vertical – milk and milk products (prices of agricultural producers, production prices and consumer’s prices) rose.The paper is a part of solution of the research plan of the FBE MUAF in Brno, No. MSM 6215648904.

The paper is devoted to the study of the possibilities of developing conceptual approaches to create a legal definition of the concept of “sports-doping drug”. Foreign court practice is examined in order to identify legal positions that suggest ways to improve the definition of the concept of «sports doping». The author explains that in the field of preventing and eliminating the illegal use of doping in sport, the administrative potential of the current state regulation is exhaustive in the framework of the modern paradigm, it has limitations to improve the efficiency of administrative and restrictive measures. The paper describes a set of regulatory and empirical materials developed by the author to develop a theoretical framework for a homologated (for new challenges and requirements) legal definition of the term “sports doping agents”. The author gives a legal definition of this concept. The legislation of 33 foreign countries became the regulatory basis of the study. The court practice of 16 foreign countries became the empirical basis of the study. Based on the aforementioned regulatory and empirical foundations, using the methods indicated at the beginning of the paper, the author has developed an author’s conceptual and in-depth legal definition of the term “sports doping agents”, which can significantly improve state regulation in this field.

One of the most important directions in this context is the problems of organizational and legal forms of development of entrepreneurial activity in agriculture. Effective development of entrepreneurial activity in agriculture is hindered by poor adaptation to market conditions and low investment attractiveness of agrarian production and economic formations, unsystematic and dispersed revenues for modernization of production activities, insufficient state support, imperfection of the organizational and economic mechanism for managing the development of various organizational and legal forms of entrepreneurial activity activities in the agrarian sector. In the historical aspect of the development of entrepreneurial activity there are the following forms: private farms, individual holdings, households, peasant farms, private and state agricultural enterprises, collective farms, in particular peasant unions, agricultural companies, inter-farm enterprises and associations, of various kinds and types societies that are divided in form of association and level of responsibility. The most important of these, which have become accustomed and function in agriculture, are agricultural enterprises, in particular private ones, and households. However, today the state of development of entrepreneurial activity in the agroindustrial complex remains rather complicated and requires complex comprehensive reforms, the main role of which should be owned by the state. That is why among the objects of state regulation a special place should occupy the agrarian sector of the economy and the forms of entrepreneurial activity, in particular the agrarian market and the formation of its infrastructure, which is conditioned by the state regulation. The main problems of the agrarian sector development include the low efficiency of agricultural production and the problem of deformation of price proportions, the solution of which is directly related to the perfection of the infrastructure and mechanisms for regulating the agricultural market. The process of establishing enterprises on the basis of co-operation and their integration with processing enterprises will reflect the interests of agricultural producers and promote their stable and efficient development. The most effective form of co-operation is production, sales and service cooperatives, created on the basis of cooperation of shares and natural forage lands, fixed assets, livestock of animals that unite agricultural producers, households, purchasers, enterprises of the processing industry, various catering enterprises, institutions and organizations. Co-operation, by its very nature, is an economic and voluntary phenomenon. Integration is the next stage of effective economic forms of cooperation among the participants in the agrarian market.

The contradiction between the profitable work of agriculture and the lack of its simple reproduction is revealed. Profits of agricultural enterprises are secured by a strict restriction on all major items of expenditure, including labor costs, which farmers are forced to go to due to the low profitability of the industry. They have to tighten their belts more and more, saving even on the necessary things. At the same time, monopolized suppliers of resources to agriculture and network trading networks, which are oligopolies, continue to siphon resources from producers of products. The author emphasizes the nature of perfect competition of the mass of agricultural producers, to which the market economy should strive. The term “market hinterland” is introduced, which characterizes the current situation of agriculture, which is economically disadvantaged by its counterparties. This intersectoral imbalance is not eliminated and is not compensated by the state, since the subsidies allocated are not enough even to bring the wages of agricultural workers to the average size in the Russian economy. The conclusion is made about the weak state regulation of intersectoral relations, which should limit monopolies and oligopolies and create equal economic conditions for different industries and also about the need for a significant increase in state support for agriculture.

The purpose of the article is to develop practical recommendations for improving the tools of state regulation of the agricultural insurance market. Research methods. The research was based on general scientific research methods, scientific works of domestic and foreign economists on insurance in the agricultural sector of the economy, regulations and Internet resources. The application of the method of comparison, the monographic method in combination with the method of induction made it possible to systematize and generalize the foreign experience of state support for agricultural producers. Research results. The reasons for the need to improve the system of state regulation of the agricultural insurance market are systematized. The international practical experience of formation of systems of the state support of agricultural insurance is generalized. The normative-legal acts regulating relations in the field of insurance of agricultural products are considered. Emphasis is placed on existing programs to protect agricultural producers from the risks posed by the state. An assessment of the current state of the agricultural insurance market in Ukraine and identified prospects for its development using the tools of state regulation. Scientific novelty. It is proved that agricultural insurance is a new effective tool for state support of farmers in case of risks, which will help improve the economic performance of the agricultural sector of Ukraine. Practical significance. Measures to improve the instruments of state regulation of the agricultural insurance market are proposed. The introduction of state support for agricultural insurance will contribute to the growth of the domestic market of agricultural insurance, which will provide additional revenues to the state budget. Develop a strategy of import substitution in the manufacturing industry, aimed at creating a competitive hightech industries, should be implemented at the enterprises of the domestic industry at the expense of own and borrowed funds investors, with the introduction of a series of restrictive measures of state regulation of TTR in order to protect the domestic market from foreign products with high added value. Customs payments must serve as a stimulus for the development of its own domestic industry. Effective use of the tools of customs and tariff regulation should be an important factor for economic development and a necessary condition for the existence of a strong state.
