The paper substantiates the state of the system of children’s healthcare and leisure institutions development in Ukraine. We can state that today there is a fairly extensive system of institutions that have a certain time frame of functioning (during the calendar year, in the summer), different bases of existence (in general secondary educational institutions, in additional educational institutions, in medical and health centers, bases and complexes, tourist centers), and different profile (healthcare, leisure, education). The regulative base of the institutions functioning is characterized. The strategy of branch development, types and forms of activity, principles and directions of work are emphasized. Documents legally regulate their organizational, financial, educational, and cultural components. The aim, objectives, directions of public organizations work are covered. The main aim of the public organizations activities in the field of children’s healthcare and leisure institutions is the protection of rights and freedoms, the satisfaction of public, including children’s economic, social, cultural, environmental and other interests. Objectives of organizations include the following ones: defending the rights and freedoms of the process participants, the need to develop educational, methodological, information base, and training of qualified professionals capable of providing a high level of services in the sphere of children’s healthcare and leisure; the development and implementation of innovative technologies for internal and external use; and the development of a system for monitoring and evaluating the work of healthcare and leisure institutions. Approaches to the classification of types of institutions are revealed. Features of work of different types of institutions are defined.

The article is devoted to the preservation and development of the multicultural environment of the capital. The focus is on the analysis of the organization of public events for multinational voters of the city. Addresses the issues of history and current state of the festival movement in the city.This article discusses new forms of education programs, created in close cooperation with diasporas of Moscow. Analyzes the use of modern technology media and Internet space, to create a vast field of information capable of creating a high level of tolerance and interaction between people of different nationalities. (International festival «Moscow – city of peace held since 2002, Educational program «Moscow – city of peace» tested in secondary and higher educational institutions of Moscow since 2006, the project «Multicultural informational portal» has passed approbation in the public chamber of Russia and received the approval of interested organizations.) In the framework of this article is the draft of multicultural information portal (web portal project has been tested in the Public Chamber of Russia and received the approval of the concerned organizations). Materials provided in the article by these projects are author's developments of the authors of this article.

This paper is focused on the history of development and current state of regulation of the provision of radiation safety of the public. It includes data on the history of discovery of the X-rays, radioactivity and development of the atomic industry in the USSR and in the world as well as the issues of evaluation of the radiobiological effects of the ionizing radiation on the human and history of the development of regulations. It is indicated, that the principles of the radiation safety, norms and approaches to the provision of the radiation protection presented in the Federal state Law № 3-FZ “On the radiation safety of the public” and NRB 99/2009 fully comply with the ICRP Publication 60 (1990) and International Basic Safety Standard (IAEA, 1997). For decades, FZ-3 and NRB 99/2009 have allowed provisioning the high level of radiation safety of the personnel and the public.

Relevance of the study. The problem of thematic misbalance in news is indisputable nowadays. Newsmakers are obliged to meet not only standard news criteria, but also a media audience expectations regarding the structuring of its interests. The main objectives of the study were to detect the coherence in agendas of the leading Ukrainian TV channels as well as to trace their conformity with the public agenda. Methodology. Content-analysis method was used to identify those topics in news stories (N=1186) that got the most attention on the studied channels. Calculating the coherence and rank correlation coefficients made it possible to trace the commonality in thematic priorities among channels themselves and between channels and their audience. Data triangulation method made it possible to select the points of public agenda from the survey by the “Democratic Initiatives” Foundation. Results. The studied channels tend to reflect Ukrainian and world events in identical thematic proportions: coherence coefficient of devotion attention to the topics was fixed at a high level: W = 0.87 (p≤0.005). There is a tendency for emphasizing particular range of issues (bureaucrats, corruption, crime, material support) and missing from attention of some others (decentralization, environmental issues). Only a half of the topics (49%) was identified as important to the public’s view, other issues didn’t correspond to public agenda, therefore, the manifestation of the agenda-setting effect was fixed at a weak level (r = 0.2 at p> 0.1). The probable cause of the low correlation between media and public agendas may be the deterioration of living standards in Ukraine due to current state of war conflict. Conclusions. In terms of thematic priorities, leading television channels can be characterized by a high degree of consistency, while the television agenda is only half-compliant with public agenda, so that its conformity with the public agenda was fixed at a weak level.

The heart of public management is that the public sector context matters in ways that generic management research typically neglects. Generic management scholarship has found that the degree of match between top managers’ career experience and the characteristics of their current organizations creates managerial fit or misfit. However, public sector management adds the insight of “publicness fit” and the empirical finding that managers appointed from outside of public organizations tend to have shorter tenures, and in some contexts, weaker performance than managers with experience managing inside public organizations. This chapter reviews the current state of research on managerial publicness fit. First, the publicness fit on dimensions of public ownership, funding, and regulation is presented and a systematic review of broader studies of managerial fit for their relevance to the topic is given. Then, review evidence on publicness “insider/outsider” fit and its consequences for the public sector is offered. The third section concludes with an agenda for integrating publicness fit with the other dimensions of managerial fit identified in the review.

This paper deals with the issue of the recurrent tax on immovable property and its significance in the tax systems of the EU Member States. The recurrent tax on immovable property is classified as property taxes, also according to the international methodology of the classification of taxes. This tax is imposed on the owners (in some cases on the lessee or user) of the immovable property in the various tax jurisdictions and belong to the taxes that the taxpayer cannot avoid and from this perspective it represents a stable source of income for the public budgets of the modern market economies. This paper discusses the current state of the application of this tax in the tax systems of the Member States with an emphasis on numerical characteristics on the defined timeline. In frame of the analysis of the numerical characteristics there are use the primary sources, which are followed by the interpretation of the calculated results. The theoretical introduction is defining the theoretical basis for the application of this tax in modern tax systems and its conflict with the issue of double taxation.

As global communities respond to the COVID-19 pandemic, there has been an increasing emphasis on public health strategies, like implementation of ‘lockdowns’, closure of educational institutions and offices, cancellation of events, and enforcement of social distancing measures to slow the rate of transmission. The main objective of this article is to find out how the public health interventions and national lockdown affected people’s perception and attitudes to limited mobility and how people reacted by their spatial mobility behaviours in new reality of the first weeks of COVID-19 pandemic in Poland. The study is based on the on-line survey research conducted among Polish residents supplemented by the analysis of data on changes in the spatial mobility based on Google dataset. The obtained results highlight high level of self-discipline in the population in response to restrictions and social distancing obligations, and as a result significantly lower spatial mobility level, before the restrictions began to be lifted. The size of the respondents’ place of residence had the greatest impact on changes in spatial mobility.

The activity of officials on the formation of public non-political organizations of the Tomsk province in the last quarter of the XIX — early XX centuries is considered. The picture of the current state of research of public organizations and officials of the Russian Empire is presented. Based on the analysis of a number of published and unpublished sources, examples of the participation of representatives of the Tomsk administration in the process of creating various societies are revealed. The features of interaction of officials with representatives of the local society (scientists, political exiles, merchants, industrialists), as well as with city government bodies are highlighted. The main forms of the contribution of the Tomsk bureaucracy to the creation of societies are determined: the development of a charter, a petition to the state to open an organization, a search for like-minded people, and financial support. The author establishes the main reasons for the participation of employees of administrative institutions of the Tomsk province in the formation of new societies: job responsibilities, joint initiative with members of the public, personal interest. A correlation was found between the direction of work of some organizations and the official and non-official activities of civil servants. In general, the potential for establishing interaction between officials and the local community in the process of creating non-political organizations was noted.

In the context of the development of new digital public administration and the transition from workstations to digital platforms, the task of systematizing knowledge about professional software (ProSW) used in state and municipal institutions is becoming urgent. One of the approaches to the systematization of information about software is its typification and classification. To solve this problem, the author chose from open Internet sources and analyzed the main characteristics of leading Russian vendors that supply their software products for public finance management, including such well-known brands as Firma 1C, Parus Corporation, NPO Krista and a number of others. Based on the analysis of the data submitted by the vendors of the descriptions of their ProSW, the article first proposed its typification and various classification, including with respect to the ownership of ProSW. The proposed structuring of information on the software for financial management can be used for registering software in the Unified Register of Russian Programs and in standardized lists of goods, works and services that are purchased by customers in order to meet state and municipal needs, including the comparative assessment of the cost of the same type of software. The author concludes that the architecture of the universally used ProSW is not sufficiently effective due to the use of outdated approaches to system design. The results of the study can be used to expand the knowledge of students in higher educational institutions in areas related to public administration, IT management and software development.

Public universities in Southeast of Mexico need to increase their scientific productivity to generate competitive advantages that increase their economic value. The academic ability indicators that measure the knowledge management of these institutions are below the national average. The purpose of this research was to analyze the knowledge management in the public universities in Southeast Mexico as a tool to increase their competitiveness. Interviews and surveys were applied to managers, middle managers and teachers. It was found that in these universities the knowledge factor is not managed efficiently. This research provides information on the current state of knowledge management and a knowledge management model for these educational institutions. The model will enable the implementation of efficient knowledge management and the development of its intellectual capital.

Today, it is decisive to determine educational trends for the long-term development of both states and societies. The 21st century proposed fundamentally new approaches to setting educational goals and achieving educational results. An important step towards addressing this issue was the introduction of the “21st Century Skills” concept. One of its elements is “Cultural and civic literacy”. Thus, the international community has made an effort to conduct research in the field of citizenship education. The study aims at forming a comprehensive understanding of the content and assessing the formation of civic literacy by various subjects (in this case, participants in the educational process in the city of Moscow). The selection of research methods and the development of research tools are based on the conceptual provisions in the field of functional literacy. The research novelty is associated with the adoption of innovative international methods by Moscow educational organizations. The study results can be presented in the form of three blocks: a block that determines the level of knowledge and understanding of civic literacy; a block that describes the preconditions and current formation of civic literacy in Moscow educational institutions; a block that represents the self-assessment of civic literacy among participants in the educational process. The study results prove that the respondents demonstrate a fairly high level of proficiency in basic civic terms in the field of knowledge and understanding. This fact correlates with their level of self-esteem. According to the respondents, the necessary conditions for mastering civic literacy are systematic citizenship education at school, the formation of legal culture in families, and the availability of the Internet.
