Problem setting. Regular contacts between representatives of different cultures determine the need to solve problems that always arise in the form of the need to adapt representatives of one culture in the conditions of their existence in another culture. It is important to understand that the cooperation of such entities on a professional basis also requires the development of approaches that would allow a high level of effectiveness of such interaction. A special role should be played by public authorities and management, designed to implement the relevant functions. Recent research and publications analysis. At the present stage, the issue of intercultural communication is covered in the works of such scientists as Hasanov Z., Zasluzheniuk V., Kucherian S., Miroshnichenko V., Zhornova O., Nieto S., Rulker T. and others. Socio-cultural environment forms certain patterns of behavior of individuals, as claimed by such researchers as Verbytska P., Manakin V., Traiger G., Hall E., Shaigorodskyi Y. and others. Scientists argue that intercultural communication underlies the implementation of civilized relations observed in modern society. Highlighting previously unsettled parts of the general problem. It should be noted the need for in-depth research in the context of public administration, as this aspect is extremely important for state building and the transition to a new communicative format among the population and public authorities. Such research should begin with the elucidation of the theoretical foundations and features of intercultural communication in public administration. Paper main body. Communication will be effective if the participants of the communication process are able to understand each other. It occurs in accordance with the worldview of an individual and is the main way of human communication. The term “intercultural communication” appeared in the scientific literature in the 1970s. Already in the next decade there was a significant surge of interest in the issue of intercultural communication among specialists in the field of linguistics, psychology, culturology and sociology. Currently, there are a large number of special institutes and scientific schools that study the features of intercultural communication The set of terminological positions of intercultural communication gives grounds for such generalizations. The subjects of intercultural communication are the representative of one culture as the producer of the message and the representative of another culture as the recipient of this message. Intercultural communication should be considered as “adequate mutual understanding of two participants in a communicative act who belong to different cultures”. The interaction of parties with different experiences, and their individuals are the  different patterns of behavior that have historically developed in different periods. This refers to a communicative format in which the sender and recipient of information belong to different cultures. In the process of studying the peculiarities of intercultural communication, it is necessary to focus on the study of differences between cultures on the basis of the theory of four dimensions: the first dimension is the distance of power; the second dimension is individualism and collectivism; the third dimension is the avoidance of uncertainty; the fourth dimension is male and female. The public aspect is dominant in intercultural communication, as it is realized through open interactions, which in one way or another must regulate, coordinate and be guided from the outside. Publicity in this case manifests itself as the influence of certain external factors, the most important of which is public authority. In particular, the power-management vectors aimed at ensuring that the process of intercultural communication is carried out within the legislative and regulatory framework of those countries in which such communicative interaction is observed. And public authorities and administration are called to perform the following functions: to inform participants of intercultural communication by placing information in the media, on the official websites of government agencies, providing answers to inquiries, etc.; to advise communicators in order to acquaint the parties with the position of public administration bodies regarding a particular format of behavior; to conduct a dialogue with the participants of intercultural communication by transmitting the necessary information bilaterally and waiting for the relevant results; to cooperate with the authorities and participants of intercultural communication on the basis of partnership. Conclusions of the research and prospects for further studies. The studied concept has a sufficient justification in the scientific literature. Based on the versatility and multifaceted nature of this definition, it is correct to say that it is closely related to various sciences and worldviews, which allows us to deeply understand the importance of understanding the term under study by participants in intercultural communication. The sphere of public administration contributes to the establishment of effective cooperation between representatives of different cultures and countries, while performing a number of functions. The main ones are informative, consultative, partnership and dialogue function. Effective cooperation between public authorities and participants in intercultural communication helps to improve the quality of the communication process and meeting of the goals.

The theoretical approaches characterizing openness of the power as the direction of modernization of public administration are presented. An attempt of the analysis of pluralism of approaches to understanding of essence of public control in scientific literature is made. A number of judgments about improvement directions of public control are expressed.

Problem setting. The system of public administration is a complex set of related elements and entities that interact with each other, so the manifestation of negative corruption minimizes the possibility of achieving positive results in the process of these communications. Special attention should be paid to the functioning of the customs system, which is an important part of the national economy of Ukraine. In this area, corruption abuses are extremely pronounced, given the peculiarities of the customs industry. This problem is acute and urgent, as its existence causes the progression of those negative phenomena that are currently present in the customs system of Ukraine and reduce the effectiveness of public administration in general.Recent research and publications analysis. The issue of corruption in the context of public administration is the subject of research by many scientists: V. Averyanov, O. Antonova, V. Bashtannyk, Y. Bytyak, I. Borodin, A. Vasyliev, I. Golosnichenko, E. Dodin, L. Koval, V. Kolpakov, A. Komzyuk, N. Lypovska, V. Olefir, O. Ostapenko, I. Pakhomov, O. Petrenko, S. Seryogin, I. Khozhylo, V. Shamray, H. Yarmaki etc. Given the wide range of researchers who study the specifics of corruption in the context of public administration, it is worth noting the significant gaps in the assessment of this issue from a sectoral perspective. In particular, it should be noted the great need to study corruption in customs and find ways to minimize this shameful phenomenon in modern conditions.Highlighting previously unsettled parts of the general problem. The need to analyze corruption processes in the customs authorities and substantiate offers for anti-corruption actions in the field of public administration led to the choice of the topic of the article.Paper main body. Corruption in the general sense can be defined as the illegal activity of persons called to perform the functions of the state, in the form of misuse of their powers in order to obtain benefits by increasing their material wealth, obtaining illegal services or benefits.Global trends indicate the presence of corruption in all countries, so this issue is a priority in solving all spheres of life, both developed and developing countries. In particular, public administration of European countries in the political, informational, institutional and legal context is aimed at combating corruption. To this end, there are such institutions common to EU countries as Greco, the Venice Commission, Olaf, Eurojust, Europol and others. At the interstate level, they coordinate and provide information and analytical support for anti-corruption measures, develop common legal standards in the form of community regulations.In the field of public administration, there is a sufficient legal resource on the basis of which it is possible to ensure anti-corruption policy in the state and, in particular, in the customs sphere. However, the customs system is characterized by a wide range of unresolved issues related to corruption abuses. Accordingly, there is a need to develop offers for overcoming and preventing corruption: development and implementation in the practice of customs authorities of methodological recommendations relating to their employees and aimed at resolving conflicts related to corruption; observance by customs officers of relevant ethical norms, which must harmonize with anti-corruption activities; effective application of responsibility to those guilty of corruption and comprehensive implementation of measures aimed at combating corruption; clear identification of those responsible for corruption in areas where there is a high risk of such abuses; regulation of procedures aimed at preventing corruption of customs officers in the performance of their official duties.Anti-corruption in customs authorities in the context of ensuring the effectiveness of public administration should include the implementation of the following measures: development of conceptual foundations of anti-corruption policy in the customs sphere; adopt a Code of Ethics for Customs Officers in accordance with the needs of anti-corruption policy; effective implementation of the principle of equality before the law in the context of reducing corruption; ensuring equal responsibility for corrupt actions not only for individuals but also for legal entities; ensure the absence of immunity from corrupt practices for officials, including senior executives; delimit the powers of bodies engaged in anti-corruption activities; to intensify the public to combat corruption; wide informing of the public about cases of corruption in customs bodies.Conclusions of the research and prospects for further studies. The problem of corruption in public authorities is a long-standing and painful issue in Ukraine. This problem is especially acute in the activities of customs authorities, as their activities are directly related to foreign economic activity, significant flows of goods and flows of financial resources across the customs border of the state. In turn, this is a direct threat to the country’s national security. Given the fact that Ukraine ranks relatively low in global rankings on the existence of corruption abuses, it is necessary to take decisive measures to reduce the manifestations of this phenomenon, in particular, in the customs authorities.

Problem setting. Increased corruption at all levels of government has led to a significant minimization of the efficiency and performance of the entire system of political institutions, negatively affected the socio-economic well-being of the population, hampered the foundations of democracy, rule of law and civil society, created a real threat to Ukraine's national security. Therefore, the problem of preventing and combating corruption in the field of public administration is relevant and needs to be addressed immediately. Recent research and publications analysis on the prevention and combating of corruption in public authorities and local government shows a significant interest of scientists (N. Armash, K. Babenko, Y. Bisaga, A. Horowitz, K. Dubich, L. Campbell, I. Kerusauskaite, M. Kornienko, V. Tertyshnyk, S. Lazarenko, N. Lord, M. Melnyk, F. Mendes, A. Novak, S. Rose-Ackerman, I. Skobina, A. Stevanovich, V. Trepak, J.  E. Foster, I. Shvydkyi and many others) to improve mechanisms to combat corruption in Ukraine. However, despite numerous studies and effective proposals to overcome this destructive phenomenon in the public sector, this problem remains unresolved. Goal setting. The purpose of this article is to find effective legal and organizational tools to combat corruption in public administration in the conditions of the modern development of the Ukrainian state. Paper main body. During the years of independence, corruption has taken root at all levels of government and in many spheres of society, which was facilitated by political, economic, socio-psychological, organizational and managerial reasons. In addition, numerous forms of corruption were institutionalized into informal destructive institutions (nepotism, cronyism, patrimonialism, clientelism, favoritism, etc.), which led to the establishment of clan governance practices and leveling any prospects for state development. Based on the analysis of legal and organizational principles of preventing corruption in public authorities and local self-government, the authors propose a number of effective tools to combat corruption in the sphere of public administration, including, for example, high-ranking officials’ reports on their wealth and income through e-declarations, the institution of whistleblowers, control by anti-corruption bodies and public organizations over the wealth of those in power, the integrity of civil servants, anti-corruption activities of the media and anti-corruption education. Conclusions of the research. In order to optimize the current anti-corruption mechanisms, we consider it appropriate to take into account such factors as comprehensive rule of law and improvement of anti-corruption norms in order to prevent gaps and avoidance of legal liability for corruption, ensuring transparency of all management processes as well as transparent use and disposal of budget funds, adherence to the principles of openness and accessibility of information on the activities of public authorities and local self-government and ensuring effective interaction between public authorities and civil society organizations, a fair justice system, independent media and an active civil society.

Further development of consolidated democracy in the modern world involves the implementation of the concept of responsible, socially significant and law-compliant behaviour of public servants. This urges the issue of defining social responsibility as a qualitatively new performance indicator of public authorities in public discourse. The research aims at analysing the relevance of the use of social responsibility as a criterion for evaluating the work of public authorities. The relationship of the social responsibility and professionalism development processes is analysed from the angle of public administration, and their impact on ensuring the effective implementation of competencies by public authorities is determined. The article analyses professionalism styles, substantiates the reasonability of wider application of professionalism as a factor capable of ensuring the introduction of social responsibility by public authorities for the effective implementation of their competencies. The theoretical approaches of New Public Management and Good Governance for the development of a socially responsible approach in the work of public authorities are analysed. Emphasis is placed on the practical significance of Good Governance in ensuring the sustainable development of public sector organizations and their transparency as an important factor and consequence of the realization of social responsibility principles. It is concluded that the ongoing implementation of social responsibility approaches in the work of public authorities in the 10’s of the 21st century has been re-actualized. It is generalized that social responsibility is a means of maintaining the integrity of society, ensuring social justice, social relations development. It is determined that the social responsibility level of the state is a performance indicator of public administration. Under the conditions of the global threat of the modern world - the novel coronavirus (Covid-19) pandemic, the demand for social distancing as a commonly proven method of preventing fatal cases and stopping the virus has fundamentally changed the process of communication in an intercultural environment. Our research aims to study the impact of the pandemic on the intercultural communication process and its quality in a multicultural environment. Cabin Crew of Qatar Airways, as one of the largest multicultural/multinational companies, was selected as a target group. A qualitative method of data collection – interviewing – was used as a research technique. In particular, the target group was interviewed through a semistructured questionnaire – by a so-called "narrative interview" method. This research enabled us to obtain new narratives which were created on the coronavirus background – responses of the Qatar Airways Cabin Crew and the company's international passengers to the challenge of Covid-19. The study and analysis of these responses revealed that representatives of different cultures (Individualistic/Collectivist cultures, High/Low uncertainty avoidance cultures, Submissive orientation/Mastery orientation cultures, Tight/Loose cultures) have different attitudes towards the pandemic as an uncertain and unpredictable future; towards the Covid-19 vaccine; towards wearing a mask and eye contact related to it; in addition, they can be distinguished by different perceptions of territorialism as personal space (physical and social distancing); different feelings of fear and anxiety and readiness to obey/disobey introduced rules or restrictions (so-called Lockdown, Curfew). According to the research, these differences are due to the "mental program" of a society, i.e. a purely cultural factor. However, despite several intercultural differences, daily contact with groups having other cultures significantly increases opportunities for collaboration, which, in times of crisis, does not hinder the process of interaction between different cultures, but on the contrary, it increases the level of intercultural acceptance and sensitivity.

Intercultural communication aims at forming harmonious life, bringing together two or more people from different cultures to form a new culture. Trust or religion is part of culture. Intercultural communication can basically form a new culture. Mass media plays an important role in people's lives in the process of sending information and reciprocal processes. This paper examines how the intercultural communication process is delivered through Radio media. The process of intercultural communication in the program Sandya Kala Gita is seen as a transactional process that affects the behavior of communicators and communicants intentionally, aware of the behavior to produce messages that are channeled through channels to stimulate or obtain certain attitudes or behaviors. Intercultural communication on the Sandya Kala Gita program shows implications for the strengthening of cognitive communicants, the affective formation of communicators and communicants, and behavioral development for communicators and communicants.

The study analyzes the categorical apparatus related to the concept of administrative activity of the State Migration Service in Ukraine, namely the categories «administration», «public administration», «public administration», «administrativeactivity»andothers.Thedefinitionoftheconceptof«administration» in the encyclopedic literature, in particular in the Legal Encyclopedia, highlights the main features of the administration, public administration. The term «public administration» is analyzed, the positions on definition of this definition by researchers O. Shatylo are given), it is indicated that this term is used in two meanings (narrow and wide), the definitions of public administration of V. Averyanov, R. Kravtsova, S. Chernov are also given. A. Zelentsov’s position on the characteristic features of public administration that distinguish it from private administration is highlighted. The main attention is paid to the disclosure of the term «administrative activity», the definition is defined in the reference literature, namely in the Great Ukrainian Encyclopedia, the Encyclopedia of Modern Ukraine. It is emphasized that the administrative activities of public authorities are implemented through the powers vested in the state, and from the state they receive the right to perform administrative functions, such powers are defined exclusively in regulations of the state and its authorities. Positions on the definition of «administrative activity» by M. Ishchenko, E. Mishchuk, A. Sorochynsky, S. Petkov and L. Spytska are given. Based on the analysis of legislation, bylaws and scientific literature on administrative law, the definition of the concept of administrative activity of the State Migration Service of Ukraine is proposed.

Intercultural communication is an interdisciplinary science that studies issues such as the interaction between people of different cultures, the emergence and preservation of cultural diversity, and the perception of foreigners. With globalization; the denaturation of the borders between the countries, the emergence of cultural diversity, an increase in intercultural communication and interaction are observed. Insuch an environment; multiculturalism, intercultural communication process, and intercultural communication competence is gaining importance. Multiculturalism refers to the existence of different cultures in a pluralistic society. Intercultural communication illustrates the communication and interaction between different cultures. Intercultural competence is with the acceptance of differences and the desireto livetogether. In this context, as a result of partnerships and cultural agreements between countries, various international student programs like Erasmus program take place between higher education institutions within the lifelonglearning. The implementations in higher education institutions where such education programs are carried out are the basis of this research. Cultural problems that the students who come to study here at Kocaeli University Faculty of Communication through different programs face in the educational process are discussed in the context of intercultural communication. In the study, qualitative research method was used. For students open-ended questions was applied in the form of an interview consisting of. The population of the study is comprised of foreign students studying at Kocaeli University Faculty of Communication by way of different programs. The data obtained by choosing sampling criteria, one of the purposive sampling methods, are assessed by classifying them according to certain characteristics. As a result, even though they lived some problems of international students in the education process, multicultural education in higher education institutions by enabling the formation of cultural environment they are to create awareness have been observed. In addition, this educational environments, with the acquisitions of intercultural communication and competence, bias by getting rid of the molds, are expected to develop awareness of the coexistence of different cultures. ÖzetKültürlerarası iletişim, farklı kültürlere mensup insanlar arasında iletişim, kültürel farklılıkların ortaya çıkması ve korunması, yabancının algılanması gibi konuları inceleyen disiplinler arası bir bilim dalıdır. Küreselleşme ile birlikte; ülkeler arasındaki sınırların yapaylaştığı, kültürel farklılıkların ortaya çıktığı, kültürlerarası iletişim ve etkileşimin arttığı görülmektedir. Böyle bir ortamda; çokkültürlülük, kültürlerarası iletişim süreci ve kültürlerarası iletişim yeterliliği olguları önem kazanmaktadır. Çokkültürlülük, çoğulcu toplumlarda farklı kültürlerin varlığını ifade etmektedir. Kültürlerarası iletişim, farklı kültürler arasındaki iletişim ve etkileşimi göstermektedir. Kültürlerarası yeterlilik ise, farklılıkların kabulü ve birlikte yaşama isteği ile gerçekleşmektedir. Bu bağlamda; ülkeler arasındaki birliktelikler ve kültürel anlaşmalar sonucunda, Yüksek Öğretim Kurumlar’ı arasında, çeşitli uluslararası öğrenci programları gerçekleşmektedir. Bu eğitim programlarının görüldüğü, Yüksek Öğretim Kurumları’ndaki uygulamaları çalışmanın temelini oluşturmaktadır. Farklı programlarla Kocaeli Üniversitesi İletişim Fakültesi’nde eğitim görmek amacıyla gelen yabancı öğrencilerin eğitim sürecinde karşılaştıkları kültürel problemler, kültürlerarası iletişim çerçevesinde ele alınmıştır. Çalışmada, nitel araştırma yöntemi kullanılmıştır. Öğrencilere yönelik açık uçlu sorulardan oluşan bir görüşme formu uygulanmıştır. Araştırmanın evrenini, farklı programlarla gelen Kocaeli Üniversitesi İletişim Fakültesi’nde eğitim gören yabancı öğrenciler oluşturmaktadır. Amaçlı örnekleme yöntemlerinden ölçüt örnekleme seçilerek elde edilen veriler, belirli özelliklere göre sınıflandırılarak değerlendirilmiştir. Sonuç olarak uluslararası öğrencilerin eğitim sürecinde bazı sorunlar yaşamalarına rağmen, gittikleri Yüksek Öğretim Kurumları’nda çokkültürlü eğitim ortamlarının oluşumuna olanak sağlayarak, kültürel farkındalık oluşturdukları görülmektedir. Ayrıca bu eğitim ortamları sayesinde kültürlerarası iletişim ve yeterlilik kazanımlarıyla, önyargı kalıplarından kurtularak, farklı kültürlerle birlikte yaşama bilincinin gelişeceği düşünülmektedir.

Introduction: the article notes that in the spread of Orthodoxy among the indigenous population of North-West Siberia, Christian rituals played a special role, among which confession and communion are distinguished. The study of the influence of these sacraments on newly baptized allows to better understand the methods of Christianization of the region, peculiarities of relations of the Orthodox clergy and the «foreign» congregation, the nature of interaction of representatives of two different cultures: arrived and autochthonous. Objective: to identify the regional specifics of organization and conduction of the sacraments of confession and communion in the «foreign» parishes of North-West Siberia during the synodic period, forms and results of influence of Orthodox rituals on the indigenous population. Research materials: a sample of confession and clerical records of the parishes of Beryozovsky and Surgutsky Districts, correspondence, reports of abbots, deans about the participation of indigenous people in the sacraments of confession and communion. Results and novelty of the research: the study showed that the timely fulfillment of Orthodox rituals by the «foreigners» required considerable efforts from the parish clergy and was a constant concern of the diocesan leadership. The majority of the newly baptized were generally loyal to confession and communion, which were also one of the instruments of control over the religious life of the indigenous population. Along with other elements of Christianity, confession and communion contributed to the penetration of certain elements of Russian everyday culture into its environment and the formation of religious syncretism. In the scientific literature, no research has been conducted on their impact on the newly baptized people of the Tobolsk North.

The article explores the process of communicative interaction between government and society, aimed at forming their constructive dialogue and partnership to ensure order and stability as well as establishing partnerships between government authorities and civil society. It is proved that the management consensus should be built as well as the partnership between the structures of public administration authorities and the public should be ensured within the framework of communicative interaction. Accordingly, the effectiveness of the public administration system will depend on the optimization of the communicative interaction of the public administration authorities, the effective communication policy, the effectiveness of a single communicative space, implemented on the basis of the partnership principle, the implementation of which implies complete public trust in government authorities. It is established that the organizational and legal capacity of civil society institutions to articulate social interests, their promotion and protection is one of the conditions for establishing a communication partnership, a bilateral dialogue between the authorities and the public, as well as the success of such a dialogue depends on the joint actions of public authorities and associations of citizens, and their willingness to cooperate. Prerequisites that identify the urgency of reforming the mechanisms of communication partnership between public authorities and the public are identified. It is substantiated that communicative partnership in its essence is a kind of rational social interaction, based on the trust and mutual respect of the participants of the communication process and aimed at ensuring equal dialogue and/or joint activity. Key aspects of the activity of government authorities in Ukraine, ensuring the intensification of the development of communication partnership, the development of political networks and the transition to new principles of public administration, are underlined. It is stated that the communication partnership can become a new tool that will provide the unlocking of the potential of public structures, more active participation of citizens in the activities of public authorities, increasing the accountability and accountability of the authorities and, as a result, building a modern democratic system of communication partnership.
