The article is devoted to the development of theoretical issues pertaining to the analysis of current state and trends in tourism management development, the disclosure of opportunities and prospects for the development of tourism, as well as the formation of scholarly and methodological prerequisites for its management development. According to the ratified Strategy for the development of tourism and resorts by 2026 the coordination of mechanisms and tools with the direct strategy for the development of tourism in Ukraine has been explicated. The state regulation mechanisms of the sphere of tourism development, as well as the development of tools for the implementation of governmental strategy have been accordingly systematised. The organisational and economic mechanism of securing the Ukrainian tourist industry development has been suggested in this article. The main directions of tourism management development have been established. The investigation of the development functions of tourism allowed estimating the predominant role of economic, social and ecologic functions. The main principles for the development of tourism management have been established. Tourism is considered to be a system with internal and external environment. The internal body of tourist industry is represented by its organisational structure, personnel, marketing and finance whereas the external one includes political, economic, social, natural, and technological parts. The formation of efficient system and development of tourism management is essentially predetermined by tourist destination, possible only when supported by all tourism stakeholders. The article analyses the leading world practice of tourist destinations with successfully implemented principle of state and private partnership.

As far as Uzbekistan is implementing a number of reforms to develop the tourism sector, it is very important to identify natural, socio-economic factors and objects that are the basis for the development of tourism in the Khorezm region. The article aims to cover the theoretical issues of gastronomic tourism, its current state, its role in tourism of different countries and regions, as well as the features of the Uzbek national cuisine, cooking. The study used statistical, questionnaires, geographical comparisons, regional analysis, extrapolation, ecological and systematic approaches, and expert evaluation. The article also describes gastronomic travel and its types, economic and social aspects. The article does not take into account the specific features of the types of tourism, such as medical tourism, business tourism, etc., and focuses on gastronomic tourism. Particular attention is paid to the opportunities for the development of gastronomic tourism and the work of foreign scientists who have contributed to the development of the socio-economic basis of gastronomic tourism management. It was concluded that Khorezm region is one of the most ancient and beautiful regions of Uzbekistan, which has long been distinguished by gastronomic tourism.

The article is devoted to the study of the history of state regulation in the tourist sphere in Ukraine, as a component of socio-political and economic development of the country. The peculiarities of the management of the industry at the time of Ukraine’s joining the USSR along with the presence of a bureaucratic and controlling apparatus were determined. The article focuses on the study of the history of the formation and development of state regulation of tourism commencing with the proclamation of Independence to the present. The need for a well-considered and competent approach to determining the place and role of the tourism industry in the current challenges is emphasized. At present, it is the acknowledged fact that in many countries of the world the tourism industry has long been established and is steadily developing, having a material base and providing work to millions of people, which undoubtedly positively influences the development of individual states. In Recent years, building of market economy model in our country requires the development of fundamentally new approaches to the formation of effective regulatory mechanisms in the field of domestic tourism. There is a number of problems in Ukraine that do not contribute to the development of the tourism sector, leading to significant destruction of economic and social relations in tourism industry. The reasons for the inefficient realization of the competitive advantages of Ukraine’s unique resource potential are the lack of a comprehensive system of public tourism management in the regions; subordination of establishments for temporary accommodation of tourists as well as sanatorium-resort, health and recreational establishments to different ministries and departments; imperfection and «scattering» of the legal framework; slow rate of growth of investments in the development of the material and financial facilities of tourism industry; lack of state support and a comprehensive approach to the promotion of the national tourism product in the domestic and international market of tourism services; insufficient level of information infrastructure development; imperfection of the database regarding tourist destinations etc.

This article presents the author’s view on the integration strategy for the development of tax mechanisms in agriculture. The importance and necessity of developing such a tax mechanism are updated, and arguments in favor of such a development strategy are presented. The authors proposed a new scientific term that characterizes the process of harmonization of tax regulation mechanisms in related sectors of the economy. The ways and directions of such harmonization within the agricultural and agro-industrial sector of the Russian economy as a whole are proposed. The analysis of the current state of the tax environment for Russian agricultural producers has been carried out, and the main factors for strengthening and reducing the growth rate of the agricultural sector have been identified. Based on the results of the study, the author gives an opinion on the current state of the tax environment in relation to agriculture.

Abstract Tourist services represent a category of services in which the inseparability of production and consumption, the inability to be storable, the immateriality, and last but not least non-durability, induces in tourism management a number of peculiarities and difficulties. Under these circumstances the development of medium-term strategies involves long-term studies regarding on the one hand the developments and characteristics of the demand, and on the other hand the tourist potential analysis at regional and local level. Although in the past 20 years there has been tremendous growth of on-line booking made by household users, the tour operators agencies as well as those with sales activity continue to offer the specific services for a large number of tourists, that number, in the case of domestic tourism, increased by 1.6 times in case of the tour operators and by 4.44 times in case of the agencies with sales activity. At the same time, there have been changes in the preferences of tourists regarding their holiday destinations in Romania. Started on these considerations, paper based on a logistic model, examines the evolution of the probabilities and scores corresponding to the way the Romanian tourists spend their holidays on the types of tourism agencies, actions and tourist areas in Romania.

Introduction. Article reviews the current state and key aspects of financial policy in higher education and it’s innovative development in Ukraine. Through education institutions achieved increase of social standards, needs and increase welfare, increase the competitiveness of the state as a whole. Purpose. The purpose of this paper is to determine the characteristics of the development strategy of financial policy of innovative development of higher education and finding ways to improve its implementation. Results. The article deals with the importance of an innovative approach to the development of financial strategy in higher education. The ways to improve the effectiveness of the financial policy of innovative development of higher education are defined. Today an important form of state regulation of the economy is macroeconomic planning and forecasting. Conclusion. Innovative development of higher education is the foundation of economic growth of the economy and improvement of social standards. The financial policy of the state in this area is aimed, ultimately, to ensure the welfare of all members of society. Achieving high rates of innovation in the field of higher education facilities by building efficient system of economic mechanisms of financing. Important direct result of providing innovative educational services not only to order the state or the employer, but also on the personal needs of citizens in their development. The level of education is a key factor the ability of the workforce to adapt to new conditions, increase overall efficiency, etc.

Sustainable development is socioeconomic growth that integrates political, economic, and social measures alongside environmental protection to meet the needs of communities and citizens without compromising the ability of future generations to meet their needs. The sustainable development concept was initially based on three main pillars: environment, economy, and society. In successive years, this concept has been expanded to include new pillars. The awareness of these changes has influenced our research interests. The main research objective of this study was to evaluate the applicability of geographic information system (GIS) tools (data, tools, and multidimensional analyses) to the implementation of sustainable development principles in rural areas. The study covered rural and nonurbanized areas in Poland, especially farmland, forests, fisheries, and farms. The study presents the results of our research into environmental, economic, and social determinants of growth in the spatial dimension. GIS tools continue to evolve, which improves access to information and increases database managers’ awareness that highly accurate data are needed for spatial analyses. GIS systems allow us to formulate, in a structured and formal way, models that reflect both the current state and forecast changes that will occur in space. It is a very useful tool in the sustainable development of rural areas.

Introduction. The development of the tourism industry significantly affects the development of the country's economy as a whole. Its role is determined not only in the financial contribution, but also in stimulating other related industries that perform both ancillary and independent functions. The modern Ukrainian tourist market is undergoing many changes, so one of the current problems today is the use of effective tools for finding and systematizing the necessary information to forecast the development of the tourism industry. The purpose of the paper is to define the concept of monitoring the tourism industry as a means of improving the efficiency of state regulation of the economy, proving the importance of monitoring research, identifying problems of monitoring and ways to solve them. Results. The main purpose of tourism monitoring is to assess and forecast the state of tourism. Tourist services are localized and specialize in meeting the socio-economic needs of the population directly at the municipal level and are one of the main sources of funds coming to the state budget and ensure the reproduction of social infrastructure. In order to analyze trends in tourism and tourism in Ukraine, as well as assess the socio-economic effect of the implementation of measures of state support for domestic and inbound tourism, the central executive bodies of state regions of Ukraine, carrying out executive and administrative activities in tourism, the state of the tourism industry is being monitored. Given the large recreational and tourist potential in Ukraine, there is no full-fledged system of monitoring the market of tourist services by the state. This is due to the lack of an independent executive body in the field of tourism, endowed with certain powers, and a single system of statistical indicators of the market of tourist services. Modern statistics, both at the state and regional levels, do not give a complete picture of the state of tourism. Monitoring of tourist resources, objects of the tourist industry should give a clear picture of interaction of various branches of economy of the republic for the purposes of a complex estimation of directions of improvement and efficiency of functioning of the connected branches, exclusion of interbranch disproportions which negatively affect general development. Conclusion. To increase the growth rate of the tourism industry, the formation of a positive tourist image of the region, increase its visibility requires constant monitoring of the state and development of the tourism market. Monitoring will allow tracking the trends of the tourism market in the dynamics and promptly make changes to the developed programs and plans for the development of the tourism industry, develop recommendations for their adjustment, increase the effectiveness of tourism management.

The paper is devoted to the study of the possibilities of developing conceptual approaches to create a legal definition of the concept of “sports-doping drug”. Foreign court practice is examined in order to identify legal positions that suggest ways to improve the definition of the concept of «sports doping». The author explains that in the field of preventing and eliminating the illegal use of doping in sport, the administrative potential of the current state regulation is exhaustive in the framework of the modern paradigm, it has limitations to improve the efficiency of administrative and restrictive measures. The paper describes a set of regulatory and empirical materials developed by the author to develop a theoretical framework for a homologated (for new challenges and requirements) legal definition of the term “sports doping agents”. The author gives a legal definition of this concept. The legislation of 33 foreign countries became the regulatory basis of the study. The court practice of 16 foreign countries became the empirical basis of the study. Based on the aforementioned regulatory and empirical foundations, using the methods indicated at the beginning of the paper, the author has developed an author’s conceptual and in-depth legal definition of the term “sports doping agents”, which can significantly improve state regulation in this field.

Experience of foreign countries demonstrates that approaches to the organization of territorial defense are based on theoretical foundations of state regulation. In the US, emphasis is placed on improving the Department of Defense’s contractual regulation of public good contentment with an actual product or service acquired by the government or the procurement process itself, with a prominent role for the private sector, to which the powers of the state (legal, economic, and public territorial defense state regulation mechanisms) are delegated. In the UK, emphasis is placed оn the territorial defense of overseas (remote) territories as important zones that require defense responsibility in terms of ensuring the security of the nation and its overseas territories, protecting their citizens and their way of life, which are the duties of the government (economic and social territorial defense state regulation mechanisms). The territorial defense of France depends on state jurisdiction and know-how, and the idea of «a spirit of protection» that is developed from school age (social, legal, information, public territorial defense state regulation mechanisms). The concept and system of territorial defense, based on military service and aimed at increasing the combat readiness of the mobilization forces, by which the government identifies potential candidates for professional armed forces in Finland (territorial defense state regulation mechanisms: political, organizational, legal, information, public, economic). For China, territorial defense is the protection of the homeland for which the frontier forces of public security (legal, social and organizational territorial defense state regulation mechanisms) have been created. Polish territorial defense is based on training, equipment, cooperation and interaction of territorial defense forces with third parties (legal, social, organizational, cultural, economic, informational, educational and propaganda territorial defense state regulation mechanisms). Implementation of the territorial defense state regulation mechanisms of foreign countries provides an opportunity to develop proposals for improvement of territorial defense state regulation mechanisms as a component of defense reform.

The current state of the radical left and, more broadly, politics in Scotland has its roots in the unique set of political, economic and intellectual conditions found in the 1960s and 1970s. Where mainstream accounts of the origins and development of Scottish nationalism - and its increasing popularity on the left - emphasise political and economic origins in these decades, this chapter emphasises the equally crucial intellectual developments of the period. Khruschev’s ‘secret speech’, ‘de-Stalinization’ and the Soviet invasion of Hungary in 1956 engendered a growing plurality of perspectives on the European left, and it was under these new conditions that the British left increasingly questioned Stalinist orthodoxies, and established critiques of labourism and the ‘British Road to Socialism’. The search for alternatives to the classical Marxist, social democratic and Soviet canons led to a new theoretical heterodoxy, bringing Gramscian and world-systems theories to the fore along with a more politically ambiguous conception of the ‘national question’. This chapter integrates an analysis of the intellectual development of left-wing Scottish nationalism with a consideration of the growth of its influence within the labour movement during the 1960s and 1970s.
