Located on the banks of the main avenue that crosses the neighborhood of Del Castilho and its surroundings, in the northern part of the city of Rio de Janeiro, is one of the last examples of the rural colonial architecture of the State: Fazenda Capão do Bispo. This study seeks to present the history of the farm and discuss the change in its importance in the region and its trajectory in the immediate urban context, especially with regard to the importance of the USA as a good to be preserved. Originally based on a coffee-producing farm, not in the beginning of the 17th century, a property went through a fragmentation process due to sesmarias concessions and the growth of the central region of the city that induced a population to migrate towards the rural region. Listed by the National Historical and Artistic Heritage Institute in 1947. After years of tutelage by the IAB in 2011, there was a resumption of possession by the government, which has not yet promoted preservation actions. In contrast, the region continues to grow and the farm loses visibility in its surroundings. Then, as a result of this work, we seek, through the analysis of the Capão do Bispo Farm, demonstrating the importance of establishing preservation zones around listed assets, associated with the need for preservation of the city's memory by public administrators.

Статья посвящена истории бытования мезенской росписи - зооморфного орнамента, использовавшегося с начала XIX в. мастерами д. Палащелье Архангельской губ. для декорирования деревянных изделий, и в первую очередь прялок. В центре внимания находится судьба мезенской лошадки - главного символа палащельской росписи, ставшего в XXI в. основой локального бренда в г. Мезени и его окрестностях. В работе рассматривается история палащельского промысла, включая трансформацию его социального, экономического и культурного значений на протяжении XX-XXI вв. Прялка - главный носитель мезенской росписи - перестала выполнять свою утилитарную роль, став объектом семейной памяти и культурной ценностью, связанной с локальной идентичностью местных жителей и художественным значением, определяемым экспертами-профессионалами. Вследствие этих перемен, а также миграций населения из деревень в города прялки с мезенской росписью стали ассоциироваться с покинутой малой родиной и деревенским миром в целом, вызывая к жизни особую форму чувствительности, требующей специальных навыков понимания, толкования и любви к мезенской росписи. Как показано в работе, два режима восприятия мезенской лошадки - семейной памяти и эстетической ценности - тесно взаимосвязаны, определяя эмоциональную привязанность и популярность этого элемента традиционной росписи среди современных жителей г. Мезени и Мезенского района. This article concerns the history of the Mezen horse, a zoormorphic ornament from the village Palashchelye in the Mezen Region of Arkhangelsk Province. From the beginning of the 19th century it has been used by craftsmen to decorate wooden items, especially spinning wheels. In the beginning of the present century the Mezen horse became the symbol of Palashchelye painting and the main local brand for the city of Mezen and its environs. The article examines the history of Palashchel crafts and discusses the transformation of its social, economic and cultural significance during the 20th and 21st centuries. The spinning wheel, the main bearer of Mezen decoration, has ceased to fulfill a utilitarian role, becoming instead a focus of family memories and cultural value, interpreted both in terms of local identity and artistic significance. As a result of this change, as well as the migration of the population from villages to cities, spinning wheels with Mezen painting began to be associated with one’s abandoned birthplace and the rural world in general. This has given rise to a special kind of sensitivity that entails special skills of interpretation as well as love. Two different modes of such sensibility are discussed in the article - the mode of family memory and the mode of esthetic value - that are interwoven, endowing the Mezen horse with emotional meaning and broad popularity among the modern urban inhabitants of Mezen and its environs.

Architecture, which is associated with the practice of producing space, has always rendered the powers and ideologies visible. This study investigates the government houses in the 19th century Ottoman State with regard to the notions of power and ideology and focuses on the Government House of Safranbolu. It is known that, in the specified period, government houses were important ideological interventions to urban space. This study aims to address the ideological context of the Safranbolu Government House, which is positioned with the ideal of the state. Based on this, first, the urban history of Safranbolu was examined. The importance of Safranbolu Government House in the history of the city, its relationship with the city, its ideological message to the city-dwellers and its architectural style were analyzed through a method based on archival research. All government houses of the period are the artifacts of urban-spatial structures and their architectural style as well as a shared ideology. Safranbolu Government House, which is one of the structures symbolizing the Ottoman State, was also built with a similar ideological consideration. Thus, the readability of the dominant ideology through the production style of Safranbolu Government House, one of the final period architectural artifacts of the Ottoman State, was verified.

The city of Kyoto witnessed Japan’s first public-owned electric utility and first hydraulic station for general supply, and was the first Japanese city in which every household became electrified. Behind these achievements, the interaction between the privately owned Kyoto Electric Light Company and the government-owned Kyoto Municipal Electric Works were important. By exploring their origin, collusion, competition, and demarcation between them from 1887 to 1915, this article addresses business–government relations in the history of Japanese electrification through the case of Kyoto.

AbstractThis article demonstrates that there has never been a clear definition of public land in Liberian legal history, although in the past the government operated as if all land that was not under private deed was public. By examining primary source materials found in archives in Liberia and the USA, the article traces the origins of public land in Liberia and its ambiguous development as a legal concept. It also discusses the ancillary issues of public land sale procedures and statutory prices. The conclusions reached have significant implications for the reform of Liberia's land sector.

The author analyzes the economic documentation sent by the Nizhyn governors to the Malorossiyskyi Prykaz in the 1650s and 1670s. The excerpts published in the Acts relating to the History of Southern and Western Russia. This source the author used to show the nature of the interaction between the Nizhyn Voivodship and the government, to identify the main issues voivode had to report on and the tasks he had to solve, as well as to consider the situation of the Russian military contingent in Nizhyn.The author notes that the royal pledges led by the voivods appeared in Chernihiv, Nizhyn, Pereyaslav and other Ukrainian cities in the late 1650s. The names of the Nizhyn voivods, who served in the 1650-1670s, were identified, and the author described their activities. She found out that the voivode had to build a fortress in the city to defend against enemies, manage the affairs of their garrisons, send to Moscow financial statements of expenditures, to issue a sovereign's pay to the archers, to fight against their escape, which was very common, and in addition to monitor on the activities of the local Cossack administration and internal policy in the territories subordinate to them, submit to the king petitioners and petitions, provide information on events in the Ukrainian lands and in the neighboring territories, involve the local population in the work . Under the rule of Ivan Bryukhovetsky, voivode had to collect taxes from inhabitants of the Hetmanate (except for Cossacks and clergy). The author concludes that it was through regular reports that the voivode in Moscow knew about the state of affairs in the Hetmanate region and, following the information received, adjusted their policy towards the Ukrainian lands. Therefore, the voivodship runoff can be considered a valuable source from the history of the hetman's Ukraine itself.

Bandung experienced a rapid urban development after 1918, when the city was prepared to be the new Dutch East Indies’ capital city, replacing Batavia. In the era of economic liberalization, Bandung also became one of the tourist destinations that has promoted by the businessmen. This paper is a study on how mass tourism as the new urban culture in the beginning of 20th century had a contribution to urban planning in Bandung. The timeline was after the establishment of train as a modern transportation in Bandung (1884) until the end of the Dutch Colonialism in Dutch East Indies (1942). Through the Georg Simmel's theory of sociology and the city, I tried to analyze the the tourism activity and its relations to the 20th century urban architecture in Bandung, West Java. I use the method that was introduced by Iain Borden and friends in The Unknown City to understand tourism and urban history of Bandung through the spatial practice, city representation and experiences.

<p>The Ludovico Quaroni's competition winner project for the urban park of the Tobacco Manufacturing and the Navile dockyard, although unrealised, still represents a sort of conclusive point of the search path (he died in 1987) of one of the most prominent characters of the Italian architectural scene – and not only - of the 20th century. Furthermore, the high number of contenders to the competition’s first stage (139) made the contest itself an extraordinary occasion of rethinking an important part of the city of Bologna, a somewhat hybrid part located on the verge of town historic centre and its first expansion and offered the chance of challenge for the mostly Italian architects. The Quaroni’s group was composed by many others architects including important authors of the reconstruction projects of Bologna in the years following World War II; their proposal aimed at bringing order in a non-connected urban context filled with many fragments of historical memories of the site. The process of spaces redefinition, as in the beginning projects of the architect’s career, is conducted with the tools of the “design” (as used by Manfredo Tafuri, 1964), as an instrument of territorial and urban areas re-composition, undertook through the conservation of trails, overlapped by a new system of episodes, keeping the idea of fragments, responding to the competition requirements. In fact, the project balances the new parts in strict relation with the pre-existing elements of the historic town centre, considering the tangible and material dimensions of the city. Such a new system is governed by a clear scheme of structured elements based on the project of void, provided with a clear formal image, whose final outcome is a figurative regeneration. In this idea and formal organism Quaroni developing many of his design principles, gives a personal interpretation to the contemporary issue of regeneration empowered by those reflections that had just entered in the much wider debate in the mid-eighties, about conservation and sustainability of historic centres and the natural environment. Notably, this issue is dealt with in a cultural environment such as the one of Bologna, a city that gave much to the debate on conservation of old towns (see the Cervellati plan); a discussion founding the Italian experience of the 20th century and particularly of its second half. From this point of view, the contribution of architects from Bologna at Quaroni’s project has therefore probably accounted for the special sensibility shown by the project on those matters. After giving up on Quaroni’s plan Aldo Rossi was chosen by the Municipality to develop the project; his ideas confirm, although with different outcomes, an approach based on the value of the conservation of memory and the use of clear forms as means of urban regeneration.</p>

After the war, the world was divided between two main powers, a Western capitalist bloc led by the USA, and an Eastern communist bloc, driven by the USSR. From Japan to Mexico, the post-war years were ones of prosperous economic growth and profound social transformation. It was the time of re-housing families split apart and of rebuilding destroyed cities, but it was also the time of democratic rebirth, the definition of individual and collective freedoms and rights, and of belief in the open society envisaged by Karl Popper. Simultaneously, it was the time of the biggest migrations from the countryside, revealing a large faith in the city, and of baby booms, revealing a new hope in humanity. (...) Whether through welfare state systems, as mainly evidenced in Western Europe, under the prospects launched by the Plan Marshall (1947), or through the establishment of local housing authorities funded or semi-funded by the government, or through the support of private companies, civil organizations or associations, the time had come for the large-scale application of the principles of modern architecture and engineering developed before the war. From the Spanish polígonos residenciales to the German großsiedlungen, ambitious housing programs were established in order to improve the citizens’ living conditions and health standards, as an answer to the housing shortage, and as a symbol of a new egalitarian society: comfort would no longer only be found in bourgeois houses.

In 2019 the doctrine, called “Modern Monetary Theory” (MMT), broke into the political Olympus. Political, academic and financial circles in the USA, the United Kingdom and Australia are actively discussing what was previously unthinkable: the budget deficit does not matter, the money printing is able to close the gap between government spending and taxes without inflation pressuring and other well-known ideas presented in a new light. The strict criticism of MMT was voiced by the economists of all kinds, from Kenneth Rogoff and Lawrence Summers from Harvard University to Paul Krugman from the City University of New York. All of them claim that under the mask of a new theory simple left populism is hidden. Representatives of MMT believe that when their supporters win in the upcoming elections in the USA, they will open a new page in the history of economics and politics.
