ABSTRAKTindak lanjut dari penerapan GNNT dibuat MOU (kerjasama) antara Bank Sulut dan Pemerintah Kota Manado tentang meningkatkan transaksi non tunai untuk layanan keuangan Pemerintah Kota Manado. Adapun pelaksanaan berbagai pembayaran secara transaksi non tunai diwujudkan sebagai salah satu upaya pembenahan tata kelola keuangan di Pemerintah Kota Manado yang di implementasikan oleh Walikota Kota Manado tentang pelaksanaan transaksi non tunai (transaksi non-cash). Tujuan dari penelitian ini adalah mengetahui proses implementasi system transaksi non tunai terhadap pengelolaan keuangan daerah di Kota Manado. Kemudian mengetahui keuntungan dan kendala yang dihadapi dalam proses implementasi system transaksi non tunai terhadap pengelolaan keuangan daerah. Metode penelitian yang digunakan dalam penelitian ini adalah penelitian deskriptif kualitatif. Hasil penelitian yang diperoleh adalah Penerapan sistem transaksi non tunai di Dinas Pendapatan Daerah Kota Manado di terapkan secara bertahap berdasarkan Surat Edaran Menteri Dalam Negeri. Keuntungan penerapan system transaksi non tunai di Dinas Pendapatan Daerah Kota Manado yaitu, penggunaan aliran dana seluruh transaksi dapat ditelusuri sehingga lebih akuntabel, dikarenakan seluruh transaksi didukung dengan bukti yang sah. Dalam penerapan system transaksi non tunai ada beberapa kendala-kendala yang dihadapi oleh Dinas Pendapatan Daerah Kota Manado adalah sebagi berikut sulit menerapkan system pada penerimaan retribusi. Pembuatan SPTD mengalami keterlambatan. Kata Kunci: gerakan nasional non tunai, pendapatan daerah, transaksi non tunai ABSTRACTThe follow-up to the implementation of GNNT was a MOU (cooperation) between Bank Sulut and the City Government of Manado about increasing non-cash transactions for financial services in the Manado City Government. The implementation of various payments in non-cash transactions is realized as one of the efforts to revamp financial governance in the City of Manado which is implemented by the Mayor of Manado City regarding the implementation of non-cash transactions (non-cash transactions). The purpose of this study is to know the process of implementing the non-cash transaction system for regional financial management in the city of Manado. Then find out the advantages and obstacles faced in the process of implementing a non-cash transaction system for regional financial management. The research method used in this research is qualitative descriptive research.  The results of the research obtained are the application of a non-cash transaction system in the Regional Revenue Office of the City of Manado which is implemented in stages based on the Circular of the Minister of Home Affairs. The advantage of applying the non-cash transaction system in the Regional Revenue Office of the City of Manado, that is, the use of the entire flow of transactions can be traced so that it is more accountable, because all transactions are supported by valid evidence. In the implementation of the non-cash transaction system there are several obstacles faced by the Regional Revenue Service of the City of Manado as follows as it is difficult to implement the system for receiving retribution. The waste problem that occurs in almost a number of big cities in Indonesia has a serious impact on these handling efforts. Through the policy launched by the City Government itself, efforts to deal with waste in the city environment itself continue to be carried out and pursued together. Depok City as one of the cities in the West Java region is highly committed to the waste problem that occurs in the Depok City Area.Every day the city of Depok has to deal with 1,250 tons of mounting waste, causing concern for the Depok City Government to immediately handle the waste problem. With the issuance of the Depok City Government Regulation Number 5 of 2015 concerning Waste Management, it has become an important issue of the Depok City Government's work program in the success of the waste management program.The main program carried out by the Depok City Government is through the Strategy  Duck Garbage which is expected to be able to solve the waste problem in Depok City. In this study the author uses a qualitative descriptive research method with government informants as competent sources and can answer the strategies carried out by the Depok City Government itself. In addition to Interview with informants, the author also uses Observation and Study of documents to support information

In an effort to improve an efficient regional financial management system, the government issued the Minister of Home Affairs Circular No. 910/1866 / SJ concerning the Implementation of Non-Cash Transactions on April 17, 2017, which is in accordance with the Provisions of Article 283 paragraph (2) of Act Number 23 of 2014 and in accordance with Presidential Instruction Number 10 of 2016 concerning Prevention and Eradication of Corruption. Non-cash transactions are transactions that do not make payments in cash but by way of transfer or transfer between accounts from one party to another. The purpose of this study is to determine the readiness of the process of implementing a non-cash transaction system in the management of regional finances in the Bitung City Environment Agency and to find out what obstacles occur in the process of implementing non-cash transactions in regional financial management in the Bitung City Environmental Service. The research method used is qualitative descriptive. The results of the research, namely the Environmental Office of the city of Bitung has implemented a system of non-cash transactions in stages in the APBD based on Circular of the Minister of Home Affairs No. 910/1866 / SJ. One source of Regional Original Revenue is local taxes, regional levies and other legitimate local revenue management. Regional levies consist of 3 types of retribution, namely general service retribution, business service retribution and certain licensing retribution. Market’s levies is one type of regional retribution that is included in general retribution whose collection must be in accordance with the existing operational procedure standards to support the realization of its acceptance. This study aims to determine the mechanism of market’s levies collection and the level of effectiveness of market’s levies in the city of Bitung. The research method used is qualitative descriptive analysis, by analyzing the collection mechanism and the effectiveness of market’s levies. The results of the study show that the mechanism of collection of retribution is in accordance with the existing SOP and the achievement of its effectiveness is effective with an average level of 87.13%. Bitung city government can be better able to approach marketers for example by socializing market’s levies regulations so that later can also support the realization of  levies revenue.Keywords : Market’s Levies, Collection Mechanisms and Effectiveness

AbstractIn this paper we discuss the SKPD Filing Unit Employee Perception of the Regional Archival Information System Application (SIKEDA) and the Regional Archival Information Network (JIKEDA) in  the City Government of Bukittinggi. The purpose of this study is to determine the competence and optimal shield of SKPD employees in inputting files to the SIKEDA application.This type of research is descriptive research with a qualitative approach. The location of this study was carried out in 5 SKPD Institutions in Bukittinggi, namely: (1) the Library and Archives Office of Bukittinggi City, (2) the Education and Culture Office of the City of Bukittinggi, (3) the Youth and Sports Pariwasata Service of the City of Bukittinggi, (4) the Health Service City of Bukittinggi, (5) Social Service of the city of Bukittinggi. The object of the study was SKPD employees in five government agencies in the city of Bukittinggi. Writing this paper aims to describe (1) To describe the optimization of the use of SIKEDA and JIKEDA applications by Admin node SIKEDA in supporting records management in the city administration of the City of Bukittinggi; (2) To describe the competencies possessed by HR in SKPD in utilizing information technology in the application of SIKEDA and JIKEDA applications in the City Government of Bukittinggi.Data was collected by observation and direct interviews with SKPD employees in the Bukittinggi city government and literature studies in the application of electronic records in the government of the City of Bukittinggi.Based on the discussion, it can be concluded that the First Employee in the SKPD in the City Government of Bukittinggi is still not optimal in inputting the archive to the sikeda Second application.iKeywords: optimization, competence, electronic archives.

The increase in population in Malang City can encourage the implementation of good population data recording, this is because population data is very important in planning and development in the evaluation stage. The purpose of this research is to analyze the policies of the population service and civil registration in the administrative services for data collection on Covid-19 social assistance recipients in Malang City. This research is a descriptive research with a qualitative approach. The population administration policy in this study is focused on administrative services for the data collection of Covid-19 Social Assistance Receipts in Malang City. The results of this study indicate that there is a policy of centralizing the management of resident identification cards, the first step to progress in the city government of Malang, especially in the field of administrative services for data collection on Covid-19 Social Assistance Recipients in Malang City so that they try to make other policies that have concrete data.

<p align="center"><strong>ABSTRAK</strong></p><p> </p><p>Tulisan ini membahas tentang strategi kota Pekalongan dalam <em>mempromosikan city branding “World’s City of</em> <em>Batik”. </em>Metode yang digunakan adalah kualitatif deskriptif, dengan teknik pengumpulan data yaitu telaah<em> </em>dokumen, wawancara dan studi pustaka. Hasil dari tulisan ini adalah (a) menghasilkan pemaparan tentang aset kota yang dimiliki oleh kota Pekalongan, yaitu budaya <em>(cultural)</em> yang diwakili oleh pariwisata berbasis batik dan kemudahan <em>(amenity)</em> termasuk fasilitas yang tersedia di kota Pekalongan. Aset kota ini merupakan salah satu penguat <em>branding</em> kota. (b) strategi <em>branding</em> yang dilakukan pemerintah kota meliputi strategi visual dan strategi promosi. Strategi visual yang dilakukan di antaranya penciptaan identitas visual yang merepresentasikan karakter kota Pekalongan seperti logo, <em>tagline</em>, warna dan tipografi. Identitas visual ini nantinya dikomunikasikan dalam berbagai media promosi seperi <em>merchandise,</em> spanduk, poster, leaflet, dan sebagainya. Strategi promosi yang dilakukan oleh pemerintah kota yaitu dengan mengadakan festival tahunan Pekan Batik, membuat labelisasi batik, <em>landmark</em>, zebracross batik. Selain logo <em>branding</em>, kota Pekalongan secara konsisten menggunakan motif batik khas Pekalongan, yaitu Jlamprang dalam media promosi.</p><p> </p><p><strong>Kata kunci</strong>: City Branding, Pekalongan, Batik.</p><p> </p><p> </p><p align="center"><strong><em>ABSTRACT</em></strong></p><p> </p><p><em>This paper discusses about the strategy of Pekalongan city in promoting the city branding “World’s City of Batik”. The method used is qualitative descriptive, with data collection techniques namely document review, interviews and literature study. The results of this paper are (a) an explanation of the city assets owned by Pekalongan city, it is the culture represented by batik-based tourism and convenience (amenities) including available facilities in Pekalongan. This city asset is one of the city’s branding boosters. (b) the branding strategy carried out by the city government includes visual and promotion strategies. Visual strategies carried out include the creation of visual identities that represent the character of Pekalongan city such as logos, taglines, colors and typography. This visual identity will be communicated in various promotional media such as merchandise, banners, posters, leaflets, and so on. Promotional strategies carried out by the city govern-ment include an annual Batik Festival, making batik labels, landmarks, and zebra cross batik. In addition to the branding logo, Pekalongan city consistently uses typical batik motifs of Pekalongan, namely Jlamprang in promotional media.</em></p><p> </p><p><strong><em>Keywords: </em></strong><em>City Branding, Pekalongan, Batik.</em></p>

The purpose of this paper is to determine the factors that have stopped the Sister City cooperation between Malang City and Fuqing City in the field of soybean commodity. Fulfilling the need for imported soybeans is important for Malang, because it is well-known for its many ‘Keripik Tempe’ producers or commonly called ‘IKM Tempe’, so that the potential for Fuqing imported soybean is important to be realized. The study used a qualitative descriptive method, and used the Paradiplomacy Concept and the Sister City Concept in explaining the cooperation between Malang City and Fuqing City. The results obtained were the cooperation between sister city Malang City and Fuqing City in the field of soybean commodity which ‘failed’ because soybeans from Fuqing were of lower quality than soybeans imported from United States and had large production losses, so that the IKM Tempe in Malang preferred to use imported United States soybeans and stopped the use of imported Fuqing soybeans. Until now, the two city governments have not been heard meeting to discuss this issue, which makes the city government as a sub-state actor not yet having a strong commitment to this cooperation.

This research will further explore the practice of Good Financial Goverance (GFD), with case studies on the partnership process that took place between the city government of Makassar with PT.GMTD in managing the finances for the participation of local government capital. The research will focus on actor relationships taking place between actors involved in capital partnerships as a recipe offered by Good Financial Governance. The research used qualitative method with researcher location in Makassar South Sulawesi, Indonesia.The main argument of this study is to question the claims of Good Financial Governance, which relies on economic development issues and good financial governance by opening investment shells and the involvement of actors outside the government. For this study, the claim is completely wrong. The results of this study found that good financial governance actually gave birth to a new problem that is Exclusivity Actors. Exclusivity of actors as a consequence of the unequal amount of capital on actors involved in Good Financial Governance. Exclusion of Actors Governance impact on the limits of power between governance actors to be biased, depending on the composition of capital in partnership.Keyword : Exclusivity of Actor, Good Financial Governance, Capital Governance

Kaiser, Crother, Kelly, Luiselli, O’Shea, Ota, Passos, Schleip and Wuster (2013) have shown the relationship between fiscal discipline and the successful completion of municipal projects in Sub-Saharan African countries. The study aims to assess and evaluate the degree of fiscal discipline exercised by employees of the City of Tshwane on municipal finance. Financial practitioners working in the City of Tshwane are required to comply with regulations and guidelines stipulated in the South African Municipal Finance Management Act (Act number 56 of 2003). Data was collected from a stratified random sample of 146 employees of the City of Tshwane who were responsible for providing financial services to customers. Data was collected by using a structured, pre-tested and validated questionnaire of study. Statistical methods such as frequency tables, cross-tab analyses and ordered probit regression were used for performing data analyses. Efficiency in financial management was assessed by assessing the degree of adherence of employees to the Municipal Finance Management Act (MFMA) based on a composite index defined by Kaiser, Crother, Kelly, Luiselli, O’Shea, Ota, Passos, Schleip & Wuster (2013). The study showed that 89% of the 146 employees who were selected for the study demonstrated adequate adherence to the Act, whereas 11% of employees failed to do so by the same standards. The study found that the degree of adherence of employees to the MFMA was significantly influenced by 3 factors. These 3 factors were degree of skills in financial accounting and auditing, duration of service, and degree of job satisfaction, in a decreasing order of strength. The results indicated a robust association between fiscal discipline and the successful completion of municipal projects.

<p>The<strong> </strong>results of the survey of literacy and Financial Inclusion Shari'ah in Indonesia 2016 each show numbers 8.11 %  and 11.06 %. Whereas the inhabitants of the religion of Islam in Indonesia more than 85%. With this then needs to be formulated strategies that can increase the level of literacy and financial inclusion shari'ah in Indonesia. The importance of literacy improvement and Financial Inclusion Shari'ah to improve the behavior of the community in financial management and to improve the welfare of them. So that priorities are intended to know how the strategy applied to increasing literacy and Financial Inclusion Shari'ah. This research uses qualitative research method with the approach of the case study. The results of this research are some government policy that is contained in the form of National Strategy for Financial Literacy Indonesia (SNLKI) to improve financial literacy Shari'ah and inclusive Financial National Strategy (SNKI) to improve financial inclusion. But the next research needs to examined and monitored about various programs to increase shari'a literacy and financial inclusion is doing by the government.</p><strong>Keywords: </strong>Sharia Financial Literacy, Sharia Financial Inclusion, the strategy.
