This research aims to (1) Analyze and find out how the performance of employees in Mandonga District in providing KTP services to the community, and (2) Analyze and find out how the quality of KTP services in Mandonga District.The method used in this research is descriptive qualitative. The results of this study indicate that the performance of the apparatus in the District of Mandonga in KTP services is quite good. This can be seen from the indicators of productivity, quality of service responsiveness, and responsibility, but there is still the behaviour of officials who are concerned with personal interests rather than the quality of the kites provided. In the variable quality of public services shows that in the Identity Card service there are still irregularities in the actions, attitudes or behaviour of the authorities, so that it causes a reaction from the public (social control) to the deviation of actions, attitudes and behaviour of government officials, including legal and illegal levies against Identity Card services. In line with the results of this study, in order to improve and even avoid the occurrence of deviations in the actions, attitudes and behaviour of the Mandonga District government officials, it is necessary to review the rules that are imposed regarding the procedures and costs of levies in KTP services

THE APPLICATION OF GOOD GOVERNANCE IN PUBLIC SERVICES (Study on the Quality of Electronic Services of Good Governance Identity Card in Sukolilo District Surabaya). The principles of good governance is the government whether it is done in the government in the implementation of the public service. So this research aims to determine and analyze the value of the application of good governance and also knowing and analyzing yhe value of the quality of public service in the Sukolilo in Surabaya. The gathering data carried out by using interviews conducted with the head of the sie the government, as well as questionnaires in the spread of the Sukolilo in Surabaya with the amount of an informant for the 25 people who take care of the sevice E – ID cards, and also use techniques the observation of data – data obtained from the Sukolilo in Surabaya. The data analysis carried out in this study is the reduction of data to select the data according to the research, also the presentation of data with the present data that has been reduced and obtained from the Sukolilo, Surabaya, and also use techniques of pigeons gathered to conclude the data that has been reduced and is served. The results of this that the value of the implementation of the principle of good governance in the service of the E – ID cards in the Sukolilo of Surabaya was enough it’s fine with the value of approximately 21,6 and obtained also the results of this research that the value of the quality of service E – ID cards in the Sukolilo of Surabaya was enough it’s fine with the value of approximately 51. Keywords: good governance, the quality of public service.

Successive governments have encouraged the view of users of public services as consumers, choosing between different providers on the basis of information about the quality of service. As part of this approach, prospective students are expected to make their decisions about which universities to apply to with reference to the consumer evaluations provided by the National Student Survey. However, a case study of a post-1992 university showed that not all students made genuine choices and those who did tended to be in stronger social and economic positions. Where choices were made, they were infrequently based on external evaluations of quality.

Applications Good Governace District Government Rasau In District Kubu Raya Jaya selected researchers are encouraged by the phenomenon is still not maximal implementation of good governance in Sub Rasau Jaya, it's still not expected because of the implementation of the principles of good governance right. To that end, the general problem of research formulated: "How Good Governace District Government Applications In District Rasau Jaya Kubu Raya". The study design used a qualitative approach. The results showed that in general the public services that promote the principles of Good Governance in Sub Rasau Kubu Raya have been implemented, although not yet fully maximized. The principle of participation as one of the principles of good governance is still visible not optimal, it's like what was said by the employees of the district office "people are less active in following the activities carried out by the district government, they tend to be busy farming". In the principle of the Rule of Law (Rule of Law) is still discrimination between Kecamtan government officials with an acquaintance. Principle responsive (responsiveness) in the implementation of public services, it is seen still lambanya work done by the sub-district employees in service delivery.


This study is to examine Describe and analyze the quality of the implementation of public services by the district government in public services through the Public Service Mall (MPP) in the Sumedang patent district. Seeing the supporting factors and servants in the process of public service that refers to KememPan number 31 of 2019 there are still not many maximums from the start of the regent's regulations that have not yet come out even though the service has begun to run, this study will analyze how public services should be carried out in the process of implementing the pub service system lik through the Mall Public Services (MPP) in Sumedang Regency. The method used in the activity is a descriptive method through a qualitative approach. With this method and approach, it is expected to be able to describe various problems in their entirety and comprehensively, so that the results of the problem analysis can be used as a basis for understanding phenomena and giving birth to a concept of the quality of public service delivery in Sumedang Regency

<em>This research title is ”Services Building Permit in Achieving Optimal Quality Public Services are held at Integrated Licensing Service Agency Pematang Siantar”. So far, in the minds of the public, that the quality of service Building Permit less bureaucracy and process sounds a bit complicated, and less than optimal. The main problem in this research is how the quality of public services in the granting of building permit in the Integrated Licensing Service Agency Pematang Siantar. The methods of data collection to use in this research were kuesioner, observation and documentation. The results showed that the quality of public services in the Service Agency of Integrated Licensing Pematang Siantar has been running well although there are still some constraints. This research uses the service quality theory of Zeithaml, Parasuraman and Berry consisting of 5 indicators of service quality that is tangible (physical evidence), reliability, responsiveness, Assurance and Emphaty. The survey results obtained from the respondents are tangible (physical evidence) of 51.9% (Pretty Good), Reliabelity of 77.2% (Good), Responsiveness of 73,4% (Good), Assurance 65,8% (Good), and Emphaty of 60,76%(Good). From these indicators can be concluded that the quality of service in the Integrated Licensing Service Agency Pematang siantar included in good category</em>

<p>Setiap negara hukum menuntut agar dalam penyelenggaraan pemerintahan harus didasarkan pada asas legalitas yaitu ketentuan undang-undang, termasuk juga Indonesia. Namun dalam hal melaksanakan tugas dan kewajiban penyelenggaraan pemerintahan agar dapat memberikan dan menjaga kualitas pelayanan publik serta mengusahakan kesejahteraan, di samping memberikan jaminan dan perlindungan bagi warga negara, maka tidak bisa hanya berpegang pada asas legalitas, karena semakin hari, perkembangan tuntutan pelayanan publik semakin kompleks dan beragam. Permasalahan demi permasalahan muncul dimasyarakat, dan pada kondisi seperti inilah muncul prinsip bahwa pemerintah tidak boleh menolak untuk memberikan pelayanan kepada masyarakat dengan alasan tidak ada peraturan perundang-undangan yang mengaturnya atau belum/tidak ada peraturan perundang-undangan yang dijadikan dasar kewenangan untuk melakukan perbuatan hukum. Oleh karena itu pemerintah diberikan kewenangan bebas melakukan tindakan/perbuatan tanpa harus terikat undang-undang yaitu <em>discresionary power</em>. Sehingga dalam penelitian ini akan dikaji lebih dalam tentang pentingnya penggunaan diskresi bagi pejabat pemerintah dalam penyelenggaraan pemerintahan. Metode penelitian yang dipergunakan diantaranya adalah jenis penelitian yuridis normatif, dengan pendekatan perundang-undangan dan konsep, spesifikasinya diskriptif analitis, pengumpulan data dengan studi kepustakaan dan akan dilakukan analisis secara kualitatif. Adapun hasil penelitian menunjukkan bahwa pentingnya penggunaan <em>discresionary power</em> bagi pejabat pemerintah dalam penyelenggaraan pemerintahan adalah sebagai alternatif untuk mengisi kekurangan dan kelemahan di dalam penerapan asas legalitas (<em>wetmatigheid van bestuur</em>), agar di samping pemerintah dapat melindungi dan menjamin kepastian hukum warga negara, pemerintah juga dapat memberikan pelayanan publik dan kesejahteraan bagi warga negara.</p><p><em>Each legal state requires that in the administration of the government should be based on the legality principle of the provisions of the law, including Indonesia. However, in terms of carrying out the duties and obligations of government administration in order to provide and maintain the quality of public services and prosperity, in addition to providing guarantees and protection for citizens, it can not just stick to the principle of legality, because the day, the increasingly complex demands of public services and diverse. Problems after problems arise in the community, and in such conditions the principle that the government should not refuse to provide services to the public on the grounds there is no legislation that regulate it or not / no legislation on which the authority to do legal action . Therefore the government is given free authority to perform actions / deeds without having to be bound by legislation that is discretion. So in this study will be studied more deeply about the importance of the use of discretion for government officials in the administration. The research method used is normative juridical research type, with approach of legislation and concepts, analytical descriptive specification, data collection with literature study and will be analyzed qualitatively. The results of the study indicate that the importance of discretionary power for government officials in the administration is an alternative to fill the shortcomings and weaknesses in the application of legality principle (wetmatigheid van bestuur), so that in addition to the government can protect and ensure legal certainty of citizens, the government can also provide public services and welfare for citizens. </em><em></em></p>

ABSTRACTThe purpose of this study is expected to be useful for the development of the concept of quality public services in order to develop lecture material in the field of public administration, and also useful as a contribution of thought to the local government of Kendari City in the form of community service.The population in this study were 203 people, consisting of elements from the village and sub-district government officials and community elements who had received custody services in the last three months (April, May and June 2009). The sample size is calculated according to Yamne formula, by setting a precision of 5% and a degree of trust of 95%, then the sample obtained by respondents is 158 people. The sampling of each element is based on a proportional formula then drawn by a simple random sampling technique from each element. Data collection / information, breastfeeding using questionnaires and interviews. Data analysis was performed using tabulation tools, percentages and averages, which were then interpreted to determine the level of influence of variable dimensions of the apparatus' ability on the variable quality of public services in the Abeli District of Kendari City.The results of this study indicate that the condition of the ability of government officials to work in public services in the Abeli District of Kendari City can be illustrated through 3 (three) basic dimensions of apparatus capacity, as follows: (b) Professional technical training possessed by apparatus is classified as high. (c) The work experience of the officers in general is less useful because their placement is not relevant to their work experience. With these conditions, the influence of the ability of government officials on the quality of public services in the Abeli District of Kendari City is generally low.Keywords :  Apparatus Ability, Quality of Public Services

In era globalization the state is expected to change for the better, one of them in the service of maintenance of manufacture Electronic Identity Card. In realizing the changes the government is expected to apply the principles of good governance in giving services must oriented to meeting the needs and satisfaction of the people. This research aims to determine the quality of service maintenance of manufacture Electronic Identity Card based on good governance. Data collection was conducted using questionnaires, interviews, and observations in the District Sukolilo Surabaya, questionnaires were distributed to the public as much as 25 informants. Methods for the data analysis is a data reduction, data presentation, and draw conclusions. The results of the study to get a whole that the implementation aspects of good governance to the dimensions of quality of public services have not felt very good satisfaction just people feel good.Keywords: good governance, the quality of service.

This public service is very important because it is always connected with the public or the general public who have a variety of interests and goals. The results showed that the Community Satisfaction Survey (SKM) on services at the Office of Religious Affairs in Rantau Bayur District was good. This can be seen from the survey value obtained by 3.47 and the SKM value of 86.75 which means that the quality of service is included in category B, so that the service can be said to be good. Based on the determinant test, it was found that the adjusted R Square (coefficient of determination R²) was 0.355 which means that the variable quality of service to community satisfaction at the Office of Religious Affairs, Rantau Bayur District, Banyuasin Regency has a contribution of 0.355 or 35.5% while the remaining 0.645 or 64.5 % explained by other variables not included in this study.

Purpose The purpose of this paper is to identify the influence exerted by a quality management system (QMS) under ISO 9001: 2015 on the quality of public services organizations in Mexico. Design/methodology/approach The methodological design was quantitative, explanatory, observational and transversal, for which a sample of 461 public servants from the state of Guanajuato, Mexico was obtained. To test the hypotheses, a structural equation model (SEM) was developed through the statistical software Amos v.21. For the analysis of the data, software SPSS v.21 was used. Regarding the goodness and adjustment indices of the SEM (χ2 = 720.09, df = 320, CFI = 0.933, TLI = 0.926 and RMSEA = 0.05) which, therefore, proved to be acceptable. Findings According to the results obtained through the SEM model, the QMS under ISO 9001: 2015 is positively and significantly influenced tangible aspects (β1 = 0.79, p < 0.01), reliability (β2 = 0.90, p < 0.01), related to response quality (β3 = 0.93, p < 0.01), guarantees (β4 = 0.91, p < 0.01) and empathy (β5 = 0.88, p < 0.01) of the quality related to public services in Mexico. The study’s key contribution is that it discovered that implementing a QMS in accordance with the ISO 9001: 2015 standard has an impact on the quality of public services, with the most influential quality of response. Similarly, the assurance and dependability of service quality turned out to be important in providing public service quality. Research limitations/implications In this paper, the QMS was only evaluated as a variable that intervenes in the process of obtaining quality in public service under the ISO 9001 standard in its 2015 version. In this regard, the results’ trustworthiness is limited to the extent that the findings may be generalized in the state of Guanajuato, Mexico’s public service. As a result, the scientific community is left primarily focused on service quality to promote new future research. Practical implications The ISO 9001: 2015 standard’s QMS is one of the tools for success in both the commercial and government sectors. However, there are practical limitations, which focus on the time during which managers exercise their vision in the public sector: first, the dynamics that managers play in public policy; second, the length of time they have served in public office; and third, the interest of directors of public institutions to improve the quality of service provided by the government. Other practical consequences concern organizational culture and identity, public servant commitment, senior management or secretaries of government, as well as work and training. Originality/value The findings of this paper are important and valuable because they foster knowledge generation in the public sector through the ISO 9000 quality area. A model that permits the adoption and implementation of a QMS based on the ISO 9001: 2015 standard in public organizations that seek to provide quality in their services offered to the user is also presented to the literature. Similarly, the paper is important because there is currently insufficient research focusing on the variables examined in the context of public service in Mexico.
