scholarly journals The Coastal Area Development Strategy Based on Community of Fishermen in Merauke Regency Indonesia

This study is entitled coastal community development strategy based on the community of fishermen in Merauke Regency. The concept of developing coastal areas in Merauke Regency is the main driver in increasing regional economic income with the main sectors of the chemical and marine resources. The purpose of this study to develop a strategy for the development of coastal communities in Merauke Regency. The methodology used is the method of social, economic analysis with the LQ method and SWOT analysis. The results of the study were: based on the results of surveys and interviews with fishermen in merauke district, it was shown that the commodity of snapper became the main commodity of fishermen because the selling price was quite expensive. Especially china snapper (barramundi) where the price of dry air bubbles per ounce is between rp. 500,000 to rp. 800,000. To achieve the objectives of coastal zone development in merauke regency, development policies and strategies are formulated which will be used as a basis for formulating the direction of coastal zone development from the following spatial aspects: 1) space structure development policies and strategies; 2) space pattern development policies and strategies. Community empowerment strategy. In the corridor of the implementation of community empowerment activities is very dependent on the pattern of approaches and/or implementation, one of the implementations can be guaranteed that the implementation of these activities will encounter obstacles, not optimal and even fail.

Vaname shrimp is one of the leading cultivations of fishery production commodities in Indonesia which has high selling price and market share, also relatively resistant with high stocking density. Cultivation activities of this commodity can be carried out through three systems; namely traditional, semi-intensive, and intensive system. One group of cultivators who develop shrimp farming business is Mina Nusantara group in Lamongan District, where the cultivation system is still performed traditionally. The shrimp size was not uniform, and the survival rate was low once it harvested. Moreover, community empowerment was applied to increase vaname productivity towards semi-intensive system by culture potential analyses using SWOT and self-feed production training. Survey and experimental approach were used during the activities. The activities included survey and discussion with shrimp local farmer (Mina Nusantara), identified internal and external factors of culture by using SWOT analysis, carried out self-made artificial feed training, and program evaluation at the end. The activity resulted an increasing of farmer understanding of various culture system and they can produce the pellet in small scale by themselves. Based on SWOT analysis, the culture is potential to develop sustainably by regarding both internal and external factors.

Kediri City is known by the name of the “Kota Tahu” because many tofu scattered craftsmen. There is a production center area know precisely in the village of Tinalan Kediri. Whose citizens produce tofu and dairy. The purpose of this research is to describe and analyze the implementation of the development of tofu village in Kelurahan Tinalan Kota Kediri become an educational tourism area to make various processed tofu. Researchers collect data in the field by acting as an active instrument. Researchers use data collection techniques through interviews, observations, Forum Group Discussion (FGD) and documentation. The data analysis used is an interactive analysis model. This study uses a qualitative descriptive approach. Analysis of data used include data reduction, data presentation, withdrawal conclusion/verification and validity of data is done with the trust test, acquisition, dependency and certainty and SWOT analysis. Data collection techniques are conducted with interviews, documentation and observations. Based on the results of the research, the development strategy can be concluded in the education tourism Kampung Tahu that promote promotion through mass media, social media and web. Building infrastructures such as providing adequate parking space, making the tourist attractions processed products know and involve the community in the management of tours. With the proper development strategy saw from increased strength and opportunities as well as minimizing weaknesses and avoiding threats, the educational tourism object of the tofu village that located in Kelurahan Tinalan subdistrict Pesantren Kediri City will be able to Compete with other attractions. This study aims to determine the Coastal Zone Development Strategy as a Tourism Object in Mamuju Regency. This type of research is qualitative research using the exploratory method. In the selection of research, informants were carried out deliberately (purposive sampling) with as many as 7 informants. Data analysis with an interactive model consists of three stages of data reduction, data presentation, drawing conclusions. The results showed that the policy in developing the coastal area as a tourist destination in the Mamuju Regency area by increasing the promotion of regional tourism in Mamuju Regency, developing environmentally-based productive tourism, growing the active role of the community to participate in building the tourism sector, and increasing the role of local government, Private sector and society in tourism development in Mamuju regency. Factors that influence the development of tourism, namely the supporting factors in the management of tourist objects, namely the potential of the area and the active role of the community so that they can develop and build a tourist attraction for Tapandullu Beach that is better and can attract the attention of tourists. While the inhibiting factors in Tapandullu Beach Tourism Governance are inadequate facilities and infrastructure and limited budget so that it hinders the process of developing the Tapandullu Beach tourism object. The managerial strategy for developing tourist beach tourism is realized in the form of strengthening the mass tourist market segment and developing the tourism market segment to optimize the development of coastal tourism destinations.

<em>The problem faced by micro business tempe customer of micro financial institution (LKM) of Sidoarjo Regency so that can improve competitiveness of Micro Business of Tempe for business sustainability is loan interest rate and unstable of soybean price as main raw material of tempe product. The purpose of this study is to examine and determine alternative micro business tempe competitiveness strategy that has obtained financing from MFIs so as to create sustainability of business in the era of MEA competition amid widespread imports of soybeans. The method of research used mix method (mixed method) object of this research is micro entrepreneur of tempe product in village area sepande subdistrict of Sidoarjo district which is not member of cooperative and have become customer of Micro Finance Institution amount 10 person. The analysis method used in this research is SWOT Analysis, SWOT matrix then continued with QSPM (Quantitative Strategic Planning Matrix). The result of the research shows that the right competitiveness strategy is product development strategy by developing the type and variant of tempe product, especially the change of form and packaging which is more interesting and hygienic so that it can give the added value of the product and increase the selling price, which in turn will increase the business profit and can overcome the weaknesses in the burden of interest costs on loans provided by microfinance institutions.</em>

Improvement of connectivity between islands known as the sea Tollway initiative has minimized pricing inequalities and improved connection in poor, remote, outer, and border areas. The biggest challenge to implementing the Program of Sea Tollway are port infrastructure readiness, collector and feeder ports for the movement of goods into a node. Tanjung Ringgit Port must serve as a feeder port for Makassar's main port to support the program. The approach used in this research is quantitative. Data collection consists of primary data through interviews, field observations and secondary data. This research used port performance analysis to analyze the needs of port performance facilities such as container field facilities, warehouses and jetty, and SWOT analysis to determine port development policies and strategies. The findings of the study show that more warehouse space will be required until 2035. The development strategy of port capacity and facilities is done by changing patterns of shipments, a dedicated terminal for large volume cargo, infrastructure development, equipment and container stevedoring, warehouse replacement truck losing systems.

Four urban villages in the administrative area of Tuminting District, i.e. Sindulang Satu, Sindulang Dua, Bitung Karangria and Maasing based on North Sulawesi Provincial Regulation Number 1 of 2017 concerning Coastal Zone Zoning Plans and Small Islands (RZWP-3-K) of Prov. North Sulawesi 2017-2037, will be used as a location to establish tourism supporting infrastructures. The purpose of this study is to determine the key factors for the success of the strategy for public facilities zone construction in Manado Bay, by taking into account the environmental, economic and social aspects. The study was conducted from September 2018 to March 2019. Data collection was carried out through in-depth interviewing techniques to 15 key people selected based on pentahelix. Data analysis employed SWOT and Strategic Analysis and Choice (SAC) to determine the alternative strategy. The results found six priority strategies as follows: (1) synchronizing the regulations for Coastal Zone spatial planning, (2) evaluating the coastal spatial planning regulations with regional development planning documents, (3) conducting socialization for coastal communities, (4) increasing the prosperity through small-scaled fishermen empowerment ( 5) developing 3A (increase, accessibility, and amenity) to support the tourism by increasing tourists’ visit, and (6) Improving the quality of human resources.Key words: RZWP-3-K, Public Facilities Zone, Pentahelix, SWOT. ABSTRAKEmpat kelurahan yang masuk dalam wilayah administrasi Kecamatan Tuminting yaitu: Sindulang Satu, Sindulang Dua, Bitung Karangria, dan Maasing berdasarkan Peraturan Daerah Provinsi Sulawesi Utara Nomor 1 Tahun 2017 tentang Rencana Zonasi Wilayah Pesisir dan Pulau-pulau Kecil (RZWP-3-K) Prov. Tujuan penelitian ini untuk menentukan faktor-faktor kunci keberhasilan sebagai strategi prioritas untuk pembangunan zona fasilitas umum penunjang pariwisata di Teluk Manado, dengan memperhatikan aspek lingkungan, aspek ekonomi dan aspek sosial. Penelitian dilakukan dari bulan September 2018 sampai Maret 2019. Pengumpulan data dilakukan dengan teknik wawancara secara mendalam (in depth interview) kepada 15 key persons dipilih berdasarkan pentahelix. Metode analisis data untuk menentukan strategi alternatif dengan menggunakan SWOT dan Strategic Analysis and Choice (SAC). Hasil penelitian menunjukan ada enam strategi prioritas yaitu: (1) melakukan sinkronisasi peraturan perundang-undangan bidang penataan ruang daerah pesisir, (2) melakukan sinkronisasi peraturan penataan ruang daerah pesisir dengan dokumen perencanaan pembangunan daerah, (3) melakukan sosialisasi kepada masyarakat pesisir, (4) meningkatan kesejahteraan melalui pemberdayaan nelayan kecil, (5) meningkatkan 3A (atraksi, aksesibilitas, dan amenitas) sebagai penunjang pariwisata untuk meningkatkan kunjungan wisatawan, (6) peningkatan kualitas sumber daya manusia.      Kata Kunci: RZWP-3-K, Zona Fasilitas Umum, Pentahelix, SWOT.

Edelweiss for the tenggerese is the sacred plant, when the Edelweiss became extinct then it will affect the cultural customs of tenggerese. To cope with the extinction of the Edelweiss TNBTS party empower indigenous peoples by creating a tourist village of Edelweiss to maintain continuity, Edelweiss and used to meet the needs of the indigenous. Edelweiss as indigenous because needs as a form of devotion to the deities match the trust community Perched on the Wonokitri. This research aims at 1) to determine the strategy of the development of Village Tourism Edelweiss, 2) to find out the participation of the community. The method used a qualitative descriptive analysis is used to find out the participation of the community. The SWOT analysis is used to determine the development strategy of the tourist village of Edelweiss and continued with the analysis of the SWOT matrix. Research results indicate that the development is done Developing Tourism towards Community Based Tourism; utilization and optimization of tourist attractions with the tourist destination with the elements of education, conservation, culture and economic activity of the community; build and improve the means and infrastructure maintenance tourism is necessary; and increase the promotion and development of better program to attract tourists; as well as conducting training to foster community empowerment and raising public awareness about the management of the tourist village. Participation form community ± 20 persons became a member of the Edelweiss group of farmers manage tourism village of Edelweiss and society did not enter the participating farmers group planted in front of the Edelweiss home and along the way as well as just promoting tourism.

Marketing strategy is a plan that is done to be able to capture the market, using the 7 P Marketing Mix strategy. This study aims to 1) analyze internal and external factors in the development of the Kampung Ekologi Batu (KEB). 2) Analyzing the development strategy that must be implemented by the Kampung Ekologi Batu (KEB) in increasing tourist visits. 3) Analyzing the development strategy is the most effective way to increase tourist visits of the Kampung Ekologi Batu (KEB). The sample used in this study is divided into 2, namely: Purposive Sampling and Accidental Sampling. Pursposive Sampling consists of: Tourism Marketing Department at the Tourism Office, Head of Community Empowerment and Development of Temas Village, General Chair of Kampung Ekologi Batu (KEB), Chair of KEB Development, and Chair of Rw 06. Accidental Sampling taken by 30 visitors. The analysis used in this study used SWOT Analysis, IFE Matrix and EFE Matrix to produce IE Matrix strategies. The results of this study indicate that the Kampung Ekologi Batu (KEB) has used 7 P Marketing Mix (Product, price, place, promotion, People, Process and Physical Evidence) on the Internal KEB. The results of the IE Matrix obtained based on the weight and rating obtained from IFE and EFE indicate the position of the IE KEB Matrix in the Growing and Building area, which means that the business KEB is developing and has excellent potential to be able to increase tourism, and Analysis Results The most effective SWOT in the research is on the S-O strategy, namely: Improving service quality, package quality or products offered and maintaining the beauty and cleanliness of the Ecology Village and the beautiful environment.

This research intended  to evaluate the development strategy of Marine Fish Hatchery Unit at Gumilamo Island, North Halmahera. Analysis SWOT was used to determine the development strategy. Data were collected by questionnaire, interview and literature relevant to the research. SWOT analysis showed the internal and external factors that affected the development of Marine Fish Hatchery at Gumilamo island. The strenght were location, water quality , local government support, and availability of seeds and feed. Weakness were lack of public interest, lack of extension and human resources. Opportunity were the high value of the sale, business opportunities and  local government regulation.
