Millennials determine Indonesia's face in the future. According to data from the National Development Planning Agency (Bappenas) there are 63 million millennials or people aged 20 - 35 years. They are in productive age. What needs to be considered is the need to encourage them to become the driving force of the Indonesian economy. The Old City of Tangerang is the name for a Chinatown which is the forerunner of the development of the City of Tangerang. But because of the intense development in this region and its surroundings, this region has lost its historical side. Tangerang City Government is trying to establish this area as a cultural tourism area. The existence of traditional markets in this region is not solely for economic affairs, but includes the contents of space and social relations, heritage and culture. The current condition of the Traditional Market Kisamaun is very concerning in terms of cleanliness and comfort, as well as facilities and infrastructure that are already very improper, and take areas that are not supposed to (in front of buildings that should be protected). Nevertheless, the interest of the surrounding community still does not diminish even though the market situation is not possible to visit. The price of cheap and competitive goods offered in the traditional market environment is the choice of some people. Because the existence of the Kisamaun Traditional Market is very important in the economic development of this city and historical region, it is necessary to do this Kisamaun Traditional Market Redesign. By not eliminating the parts that characterize this Chinatown, with the theme Vernacular Architecture of China. The vernacular approach of Chinatown is used in the design of this tourist market, with the aim of exploring the exoticism of cultural locality combined with contemporary contemporary tastes, so that this market can become a tourist destination.

ABSTRACT Educational foundations are institutions that are outside the government and are non-profit oriented, actively involved in efforts to develop education in Indonesia. The PDRD Law provides an opportunity for educational foundations to get exemptions from paying the Rural and Urban Land and Building Tax (PBB-P2). Problems arise in the city of Bandung after the policy of transferring the central tax to the regions by collecting PBB-P2 on educational foundations. The approach method in this research is a normative juridical method. The data in this study are a combination of primary data through interviews and secondary data through literature studies that are analyzed descriptively-analysis. The results showed that there were no clear and standard criteria related to educational foundations that could be subject to PBB-P2 collection and the implementation of PBB-P2 collection of educational foundations in Bandung was considered not optimal because the implementation of updating the data by the Bandung city government was not comprehensive and lack of socialization and communication related to PBB-P2 collection towards educational foundations within the framework of developing national education. Keywords: foundation; implementation; PBB-P2

The article describes the structural characteristics of the urban communities of the city of Krasnodar and the related features that impact their participation in urban conflicts. This issue is considered in a number of scientific publications, but there is a need to expand the empirical base of such studies. On the base of expert interviews conducted with both city activists, their counterparty (representatives of the municipal government) and external observers (journalists), the parameters of urban communities functioning in the process of their interaction with other conflict actors are revealed. The communities characteristics such as the predominantly territorial principle of formation, the overlap of online and offline communications in their activities, the presence of a “core” with a relatively low number of permanent participants and others are determined. Their activities are dominated by neighborly and civilian models of participation in conflicts. The possibilities of realizing one’s own interests through political interactions (participation in elections, the activities of representative bodies of power, political parties) are not yet sufficiently understood. Urban communities, as a rule, operate within the framework of conventional forms of participation in solving urgent problems, although in some cases it is possible to use confrontational methods, in particular, protest ones. In this regard, the most often used compromise, with the desire for cooperation, a strategy of behavior in interaction with opponents. The limited activating role of conflicts in the activities of communities has been established. The weak manifestation of the civil and especially political component in their activities determines the preservation of a low level of political subjectivity. This factor restrains the growth of urban communities resources and the possibility of applying competitive strategies in interaction with city government and business.

Sustainable urban development leads to the creation of livable cities. The Green Open Space (GOS) of City requires the quality of life requirements to support the ecological, socio-cultural, and urban economic functions. In Indonesia, the provision of GOS is the city government’s responsibility, which has to carried out transparently and implemented with the involvement of stakeholders. The limited funding for the provision and improvement of the quality of GOS by the city government has developed a CSR scheme from the private sector. This CSR governance model enriches the use of CSR in addition to social assistance or charity activities, which can realize for the wider city community. The city government’s role in using CSR models is significant to ensure transparency of costs, accountable design policies, and their implementation and maintenance.
