According to the United Nations, a stateless person is someone who has no legal identity in any nation whatsoever. In Kuwait, there are almost 110,000 stateless people who are known as Bidoon, which literally means “without”. Since 1991 Bidoon children have been shut out of the public school system as they are considered illegal immigrants. The only point of contact for legal interaction between the government of Kuwait and the Bidoon is the Central Agency for Remedying Illegal Immigrants’ Status. This complex bureaucracy has two conflicting responsibilities: (1) to investigate claims of citizenship by the Bidoon; and (2) to provide limited government services, including financial support to attend private schools. This research seeks to better understand the government’s position regarding Bidoon education, and present the individual voices and beliefs behind the government policies. Seven government officials were interviewed, including the head of the Central Agency. Their responses, arranged here around specific themes of visibility/invisibility, inclusion/exclusion, and denial/access, suggest some possible explanations for the government’s seeming lack of ability to resolve a situation that has continued for decades. By exploring the multitude of opinions that are impacting government policy, the present study aims to enhance understanding of the political and procedural roadblocks that are preventing the Kuwaiti government from resolving problems around educational access, legal status, and the rights of Bidoon children.

This study aims to analyze the strategy and development of the halal industry in the province of Aceh. This research is qualitative research, using a literature review approach from various previous studies. This study uses secondary data obtained from journals, documentation, books, and reports from related parties such as the literally Central Agency on Statistics, LPPOM MPU, LPPOM MUI, Aceh Culture and Tourism Office, and related parties.The results of the study found that Aceh Province is one of the provinces that implement sharia in all sectors. The application of Islam is not only in banking but is also applied to tourism, food, and other halal industries, however, the optimization of the halal industry cannot be felt optimally. The development of a halal industry strategy needs support from the local government. One strategy that must be done is to issue a halal certificate easily but professionally. In addition, to maximize the halal industry, especially halal tourism, local governments must also pay attention to the existing infrastructure. With the maximum development strategy carried out, it is expected to increase the halal industry, especially halal tourism in Aceh Province

Recommender systems (RSs) are popular in e-commerce as they suggest different kinds of items for different users. Most existing research works focus on how to improve the accuracy of recommender systems. Recently, some recommendation ranking techniques have been proposed to obtain more diverse recommendations for all the users. In this paper, the authors propose design a distributed mechanism for improving the aggregated recommendation diversity and define three new metrics to evaluate the diversity of RSs. To avoid the disclosure of information to a central agency, a distributed mechanism is designed to collect user ratings. To increase the diversity of set recommendations, user-based and item-based weighted methods are proposed. The tasks of them are to deal with non-ratings by weighting the common ratings and calculating the weighted cosine similarities to predict the unknown ratings.

As a result of the 2015 refugee crisis, a substantial number of voters experienced a sudden and unexpected influx of asylum seekers in their neighbourhood in the Netherlands. We examined whether and why local exposure to asylum seekers leads to more support for the radical right (i.e. PVV). Our analyses are based on a longitudinal individual-level panel dataset including more than 19,000 respondents (1VOP) who were interviewed just before and shortly after the height of the refugee crisis. We enriched this dataset with detailed information about where asylum seekers were housed from the Central Agency for the Reception of Asylum Seekers. Our empirical study resembles a natural experiment, because some residents experienced an increase in exposure to asylum seekers but similar residents did not. PVV support increased during the refugee crisis and especially among residents who became more exposed to asylum seekers in their neighbourhood.

This paper highlights Joseph Schumpeter’s monetary thought, which appears to be neglected, compared to his theory of innovation and entrepreneurship. In particular, the author addresses his completely unknown writing “Das Wesen des Geldes” focused on the topic of money. This book uncovers the “essence” and the logic of money and credit that stem from Schumpeter’s experience as the finance minister and the president of a private bank. Relying on this experience, Schumpeter rediscovers and deepens the credit theory of money, which interprets the money as an institution and a social accounting system, with the banking system seen as the central agency of capitalism. “Das Wesen des Geldes” is particularly interesting, since it is the outcome of Schumpeter’s elaborations within the framework of the German Historical (Ethical) School headed by Gustav Schmoller. This was followed by his moving to the United States, and his views reversed to support the neoclassical framework in line with Marshall – Taussig canon. The fact that “Das Wesen des Geldes” was not published posthumously until 40 years after it was written, shows the coercive power of the rules within the communities of academic economists.

Jakarta City as the capital city of Indonesia is a city with a population of 10.504.100 people (Jakarta Central Agency, 2019) and population density wih an average of 16.704 people/ km2. The population of Jakarta is crowded with various educational, economics, socio-cultural, and diverse backgrounds, making the people of Jakarta living in environment  and daily activities that vary. Every day, the most common things they do are activities at home and at school or workplace. Gradually activities into routines, then people starting to experience “boredom”. One solution to get rid of this “boredom” is required a place where everyone can rest, interact, express and entertain themselves, which  usually in the form of Third Place. Duri Kosambi area consists of three housing whose inhabitants rarely interact with each other. The area was then surveyed as a form of conventional design methods to determine the needs of residents. Third Place that can be built between three different characteristics housing is a Club House with ‘recreation and art’ theme. ‘Recreation’ to get rid of “boredom” and ‘Art’ which is to develop the creativity and special skills of the residents. It’s main programs are painting workshop, dance and music studio. This Club House Recreation and Art aims to create a new meeting point for the three different housing. With the opening of access point for the whole society, it also tries to create new interactions between fellow residents with diverse backgrounds to further develop a sense of brotherhood, mutual respect, sharing ideas and information. Keywords: boredom; club house; housing; recreation and art, third place AbstrakJakarta, ibukota negara Indonesia merupakan kota yang jumlah penduduk mencapai 10.504.100 jiwa (Badan Pusat Statistik Jakarta, 2019) dengan kepadatan penduduk mencapai 16.704 jiwa/km2. Kepadatan penduduk Jakarta  yang beragam pendidikan, sosial ekonomi dan budaya, membuat kota Jakarta hidup di dalam lingkungan dengan ciri khas dan aktivitas keseharian yang berbeda-beda pula. Setiap harinya penduduk Jakarta melakukan berbagai aktivitas, yang paling umum ialah di rumah dan di sekolah atau tempat kerja. Lama-kelamaan aktivitas menjadi sebuah rutinitas. Ketika aktivitas menjadi sebuah rutinitas, manusia pasti mengalami “kejenuhan”. Salah satu solusi untuk menghilangkan “kejenuhan” ini diperlukan sebuah wadah di mana semua golongan masyarakat dapat beristirahat, berinteraksi, berekspresi dan menghibur diri dari rutinitas  mereka hadapi, di mana seringkali wujudnya berupa Third Place. Kawasan Duri Kosambi  terdiri dari tiga perumahan yang penghuninya jarang berinteraksi. Kawasan ini kemudian di survey sebagai bentuk metode perancangan konvensional untuk mengetahui kebutuhan warga. Salah satu Third Place yang dapat muncul di tengah-tengah ke tiga perumahan dengan karakteristik masyarakat yang beragam yaitu sebuah Club House yang lebih bertema ‘rekreasi dan seni’. ‘Rekreasi’ untuk melepas “kejenuhan” dan ‘Seni’ berupa penambahan fasilitas kawasan untuk mengembangkan kreativitas dan keterampilan bagi warga masyarakat setempat. Dengan program utama berupa fasilitas lokakarya melukis, sanggar tari, dan studio musik. Club House Rekreasi dan Seni, diharapkan dapat menjadi titik simpul berkumpul dan beraktivitas bersama bagi setiap warga dari ke tiga perumahan berbeda. Dengan terbukanya akses bagi seluruh masyarakat, maka diharapkan terjadi interaksi antar sesama warga Duri Kosambi dari berbagai kalangan untuk menumbuhkan rasa persaudaraan, saling menghormati, saling berbagi ide dan informasi.

On 14 June 2020, Indian actor Sushant Singh Rajput was found dead hanging from the ceiling fan at his home in Bandra, Mumbai, with the cause ruled assuicide. The official postmortem reports concluded that he died of asphyxiadue to hanging. The Mumbai Police launched an investigation into the death, which was surrounded by rumours and speculation. The Enforcement Directorate (ED) probing the money laundering angle in Bollywood actor Sushant Singh Rajput’s death questioned Rhea Chakraborty’s father for the second time for nearly six hours on Thursday. It was doubted that the actor took mendrex , metamiphine and other drugs to treat depression like opiates and morphine. Officials summoned Indrajeet Chakraborty to the Axis Bank branch in Mumbai’s Vakola and was asked to bring the keys to his family’s bank lockers, people familiar with the developments told Hindustan Times. After he sought police protection, a Mumbai police constable escorted Rhea’s father to the bank at around 2:30 pm. He returned home at 9.30 pm. The central agency had earlier questioned Chakraborty, her father and her brother Showik on August 10. Chakraborty’s manager Shruti Modi and Sushant Rajput’s friend and roommate Siddharth Pithani have also been questioned by the ED. Investigators had earlier gathered information about the formation of four companies by Rajput and Chakraborty, and her family. Two of these companies were registered while the other two were under the process of getting registered. They wanted to go through the Memorandum of Understanding (MoU) signed during the formation of these firms to find out the profit sharing agreement

This research is to analyze income obtained by traditional fishermen from fish catching, their householdincome, the level of welfare, and factors influencing the welfare level of traditional fishermen households inTeluk Pandan District. This study was conducted in Sukajaya Lempasing Village, Teluk Pandan District,Pesawaran Regency with a survey method. Respondents were 48 traditional fishermen who used netfish andwere selected using simple random sampling method. Household income consists of on farm, off-farm, andnon-farm. Household welfare level is analyzed by Central Agency on Statistics 2014 and the Sajogyo 1997criteria. The factors influencing welfare are determined using binary logistic regression. The resultsshowed that the income obtained by fishermen from fish catches in the western season was Rp6,570,375, inthe eastem season was Rp25,452,214, and in the normal season was Rp15,229,771. The contribution of fishcatches income (on farm) was 91.01 percent, the contribution of bussines income in the agricultural sectoroutside the fish catches (off farm) was 5.55 percent, and the contribution of business outside the agriculturalsector (non-farm) was 3.60 percent. As many as 68.77percent of the traditional fishermen households areclassified as unprosperous yet and 31.25 percent are prosperous based on Central agency on Statistics 2014criteria. The factors influencing the welfare of traditional fishermen households were the level of educationand income.Key words: income, traditional fishermen, welfare.

AbstractWe present a stochastic optimization model for allocating and sharing a critical resource in the case of a pandemic. The demand for different entities peaks at different times, and an initial inventory for a central agency is to be allocated. The entities (states) may share the critical resource with a different state under a risk-averse condition. The model is applied to study the allocation of ventilator inventory in the COVID-19 pandemic by FEMA to different US states. Findings suggest that if less than 60% of the ventilator inventory is available for non-COVID-19 patients, FEMA’s stockpile of 20,000 ventilators (as of 03/23/2020) would be nearly adequate to meet the projected needs in slightly above average demand scenarios. However, when more than 75% of the available ventilator inventory must be reserved for non-COVID-19 patients, various degrees of shortfall are expected. In a severe case, where the demand is concentrated in the top-most quartile of the forecast confidence interval and states are not willing to share their stockpile of ventilators, the total shortfall over the planning horizon (till 05/31/20) is about 232,000 ventilator days, with a peak shortfall of 17,200 ventilators on 04/19/2020. Results are also reported for a worst-case where the demand is at the upper limit of the 95% confidence interval.
