Year after year the number of students in higher education increases worldwide, and particularly in the virtual mode. In the face of this reality, a series of phenomena combine that have driven university institutions to reinvent themselves. The objective of this work is to analyze the influence of globalization and internationalization on the curriculum of university education, with particular emphasis on Latin American virtual education. The methodology used is the review of both literature specialized in the subject and official documents of the agencies involved. The results reveal that: 1) multilateral agencies have been made efforts to establish two-way academic partnership and cooperation agreements, on the one hand, to promote the mobility of students and teachers, as well as the realization of joint projects; on the other hand, to promote the processes of quality control and internationalization of the curriculum. 2) Regarding virtual education in the region, the need to ensure and demonstrate the quality of its programs has been set, with the Latin American and Caribbean Institute of Quality in Distance Higher Education (CALED) being one of the main references regarding guidelines and instruments for evaluation and advice to universities on quality assessment and accreditation processes. It is concluded that the internationalization of the curriculum in virtual university education in Latin America faces the challenge of taking the step towards comprehensive internationalization, that is, the one that comprehensively impacts the curriculum from a conceptual and cultural structure including interdisciplinary studies and multiculturalism.

The relevance of the study arises from the contradiction between the rapid development of e-education in different regions of the world, on the one hand, and the insufficient level of adaptation of the quality assessment mechanisms in the field of e-education in certain regions, on the other hand. This article examines and analyzes the international experience of quality assurance of higher education in the format of e-learning in Europe and Latin America. The article identifies the approaches to quality assurance of e-learning in the field of higher education in Europe and Latin America. The study is aimed at analyzing the policy of quality assurance of university e-education in the field of higher education in Europe and Latin America. The analysis of the activities of European and Latin American quality assurance organizations in the field of e-learning has shown that in the context of higher education in Europe and Latin America external quality assurance agencies play an important role in the institutional processes of ensuring the quality of university e-education. The development of a quality assurance system is an important part of the internationalization of educational programs in general and e-learning in particular since it is open and dynamic. The assessment of the quality of education is not simple; it is an important problem for the related organizations.

Abstract Objective: Using newly harmonised individual-level data on health and socio-economic environments in Latin American cities (from the Salud Urbana en América Latina (SALURBAL) study), we assessed the association between obesity and education levels and explored potential effect modification of this association by city-level socio-economic development. Design: This cross-sectional study used survey data collected between 2002 and 2017. Absolute and relative educational inequalities in obesity (BMI ≥ 30 kg/m2, derived from measured weight and height) were calculated first. Then, a two-level mixed-effects logistic regression was run to test for effect modification of the education–obesity association by city-level socio-economic development. All analyses were stratified by sex. Setting: One hundred seventy-six Latin American cities within eight countries (Brazil, Chile, Colombia, Costa Rica, El Salvador, Guatemala, Mexico and Peru). Participants: 53 186 adults aged >18 years old. Results: Among women, 25 % were living with obesity and obesity was negatively associated with educational level (higher education–lower obesity) and this pattern was consistent across city-level socio-economic development. Among men, 18 % were living with obesity and there was a positive association between education and obesity (higher education–higher obesity) for men living in cities with lower levels of development, whereas for those living in cities with higher levels of development, the pattern was inverted and university education was protective of obesity. Conclusions: Among women, education was protective of obesity regardless, whereas among men, it was only protective in cities with higher levels of development. These divergent results suggest the need for sex- and city-specific interventions to reduce obesity prevalence and inequalities.

The article considers two interrelated problems of modern Russian higher education: the strengthening of administrative coercion and control as well as the introduction of distance education. As a theoretical and methodological basis of the study, the authors rely on the socio-philosophical analysis of the problems of education in the famous S.I. Hessen’s work, where three basic principles of the effective functioning of the university are highlighted: the completeness of scientific knowledge, the freedom of teaching and learning, and self-government. The authors substantiate the view that at present all these principles are violated. Violation of the first of them is manifested in a decrease in hours devoted to the teaching of fundamental disciplines and in a general orientation toward the graduation of a “narrow” specialist; the second principle is incompatible with the extremely increased reporting of universities and overly formalized indicators of the quality of their work. Violation of the third principle is manifested in the gradual elimination of university autonomy, in particular, free election of rectors. The most negative manifestation of administrative pressure, according to the authors, today is the forced introduction of distance learning. The authors critically analyze the main arguments put forward in favor of this project: saving university budgets, ensuring a higher quality of teaching, the need to follow the general logic of modernization of education as a whole. The solution to financial problems, according to the authors, should not be based on forced economy, but on the competent organization of the country’s economic life. An appeal to a higher quality of teaching, which, it is argued, must be provided by teachers from the country’s central universities, is based on biased and unproven ideas. In addition, for mastering critical and systematic thinking skills, conducting scientific discussions, direct communication between teachers and students is necessary, which is not feasible in the conditions of online teaching with a very large number of students. In addition, the authors highlight the idea that nobody takes into account the need for close knowledge of a particular audience by a teacher to choose an adequate style of lecturing or conducting practical classes. The article concludes that the current administrative-bureaucratic style of managing higher education, in which not only the basic principles of the successful functioning of the latter are violated, but also destructive reforms are carried out, is destructive not only for education as such, but also for the state itself.

Система высшего образования развивается не в изоляции. Она находится в непосредственной зависимости от школьной системы и от рынка труда. С одной стороны, образовательные результаты, полученные в университете, зависят от уровня знаний и навыков, которые получили студенты на предыдущем этапе образования, с другой стороны, ожидаемое высокое качество жизни, которое является ключевой мотивацией для поступления в вуз для большинства населения, определяется состоянием и структурой рынка труда. Именно наличие спроса на продуктивную рабочую силу определяет результативность системы высшего образования. The higher education system does not develop in isolation. It is directly dependent on the school system and the labor market. On the one hand, the educational results obtained at the University depend on the level of knowledge and skills that students received at the previous stage of education, on the other hand, the expected high quality of life, which is a key motivation for entering the University for the majority of the population, is determined by the state and structure of the labor market. It is the demand for productive labor that determines the effectiveness of the higher education system.

This chapter concerns the research project carried out in a confederation of Institutions of Higher Education (IHE) in seven Latin American countries. Considering the intercultural background of IHE, the universities defined a new profile of their teachers and other human resources by setting up a new model of teaching and learning based on a “learning process” and shifting the paradigm of learning to “centered teaching.” In this chapter, three characteristics of this process are presented: the first one refers to the profile built as the “product” of an Intercultural Community of Thought; the second one refers to a participatory process, called “the value cycle,” as a working model that allows one to co-construct profiles of university teachers, administrative staff, and human resources staff; the third one presents the tools and the technologies using both of them (Personal and Social Virtual Learning Environment based on Web 2.0, the Human Resource Management Tool, Video-Research, E-Portfolio). The project, carried out through action-research, defines a shared idea of the quality of teaching, a research based and supported by tools, that allows teacher self-assessment as well as the possibility to monitor the quality of universities and to develop plans for continuous improvements by building a community of learning. Qualitative and quantitative studies' data are given.

Despite wavy national economies and a perception among observers that economic globalization is growing increasingly unpopular, aggregate support for free trade remains quite high across Latin America. This finding is robust to the wording of survey questions and has been quite resilient through time, even in the face of economic stagnation. Current theories of trade preferences, including the widely applied Heckscher-Ohlin model, do not explain this trend. Instead, the author proposes a theory of trade preferences based not on what citizens produce but on what they consume. Statistical analyses of different surveys, including one conducted in fourteen Latin American countries, demonstrate that a consumption-based approach best accounts for trade preferences across individuals and countries. Moreover, the theory provides an explanation for the overall popularity of free trade in Latin America: citizens recognize and appreciate the lower price, increased variety, and higher quality of goods that have come in the wake of trade liberalization.

Lithuania having joined the European Union and seeking the education acquired in Lithuania to be internationally recognized, the necessity emerged to match the education standards with the systems of vocational training in European countries. The project plan (2002-2006) of the development of higher education in Lithuania states that the quality assurance is a top priority. The emphasis is laid on the fact that the quality assurance of higher education should not lack behind the one in the developed European countries. The quality assurance of higher education has been under discussion in the few recent years. How should be the studies organized in order to train students to be able to compete in the labor market of the dynamically developing European countries? To determine the dimensions and standards of the education quality that are common to Lithuanian universities and colleges it is essential to regard the worldwide experience and to apply it in the context of our country. The importance has been laid on the quality assurance at the European universities for the recent 10 years. The subsequent organizations were established in different countries all over the world. A number of the agencies dealing with the quality assurance of higher education started the network partnership. The established Centre for Quality Assessment in higher education plays a major role for implementing the external quality assurance policy in universities and colleges of Lithuania by contributing to the development of human resources. The object of this research is to reveal the educators’ attitudes at Marijampolė and Utena colleges towards the establishment of the quality assurance system at college. The research was done in November, 2004 at Marijampole and Utena colleges. There were 120 educator respondents at Marijampole College and 50 respondents at Utena College. 146 of them were lecturers and 24 were the administrative staff. The research done, the conclusions were made that the communities comprising the lecturers as well as the administrative staff of the colleges are concerned about the quality assurance of higher education and studies. The quality of higher non-university studies is being continuously assessed. Moreover, the system of quality assurance is being continuously developed. The educators both at Marijampole and Utena Colleges positively assess their input into the successive performance of the institutions taking an active part in making decisions related to the improvement of the inner system of quality assurance at the institutions. Support of efficiency and high quality of a set of entrants is among the priority tasks facing the Bryansk state technical university. In the modern conditions one of the main sources of information on higher education institution for entrants is the official web site of higher education institution. The qualitative website having the modern interface providing a possibility of comfortable viewing from any, including mobile devices, containing exhaustive information and realizing the thought-over system of navigation according to documents will promote increase in interest in higher education institution from potential entrants and, as a result, to increase in efficiency and quality of a set. In article requirements to the visual interface of the web site "BGTU — the Entrant" are created and decisions which were the basis for development of the website for the purpose of support of the specified requirements are described. Features of color design of the interface which main objective is creation of such color gamma which, on the one hand, shall attract users are considered, and on the other hand – to be memorable. Detailed reasons for approaches to bread boarding of the pages of the website considering features of submission of information connected to operation of selection committee are also given.

In modern conditions of reforming the system of higher education, the introduction of time-based blended and distance learning, the mission of higher education is to ensure the efficiency and quality of university education. Therefore, the problem of using blended and distance learning technologies becomes relevant, which, taking into account the peculiarities of the conduct, should ensure the quality of educational services for students. Blended learning is defined as a hybrid of traditional face-to-face and online learning so that instruction occurs both in the classroom and online, and where the online component becomes a natural extension of traditional classroom learning. The article highlights the peculiarities of the introduction of mixed and distance learning at the university, analyzes and clarifies the essence and content of the concepts of « blended learning», «distance learning», identifies the main approaches, methodical principles underlying the organization of the educational process, the priority tasks and advantages of the introduced forms of education are singled out, the tendencies of their development are outlined, in particular in modern conditions. The methods, organizational forms and means used during blended and distance learning are described, specific examples of their introduction at Kyiv International University are given, as well as the schematic structure of the methodical system of the proposed forms of education that ensure the quality of university education. It is proved that blended and distance learning solves the problems of individualization, intensification and optimization of education, is the most effective evolution of the traditional model of learning7

The article presents an analysis of external and internal assessment of the quality of higher education of Eastern European countries experience, namely Poland and Romania. These countries are close to Ukraine not only geographically, but also have a common socio-historical background. In particular, we consider it promising to introduce experience of these countries, since they have recently been successfully integrated into the European Higher Education Area, and Ukraine is still confidently following this path. The article presents the external quality assurance structure of higher education on the example of Romania, namely the organization, mission, tasks, activities of the Romanian Agency for Quality Assurance of Higher Education (ARACIS), is extremely relevant in the period of Ukrainian Agency for Quality Assurance of Higher Education formation. Concerning the assurance of internal quality of education, the article presents experience of Poland – analyzes the requirements for internal quality of education, standards, the activities of Polish Accreditation Commission.
