AbstractIn phenomenological that capital improvements micro and small businesses that are not necessarily able to manage venture capital, although the amount of lending by the government continue to grow. The most important factor faced by micro businesses related to the ability to create a business plan, do the bookkeeping and calculate profit and loss through the preparation of financial statements of small businesses. This ability can only be done if the micro and small entrepreneurs have obtained special assistance, such as training on the highly strategic with regard to financial governance. Framework for problem solving is done with the following process: 1) know the initial conditions of financial management; 2) A touch of science and technology through training in financial management systems. By using the proper training on ways financial management system that is efficient and effective, it is expected there will be changes in behavior; 3) The expected result, after the implementation of the training. This activity can be tested through the stages at least one month after the training. The results were obtained: 1) Model and small business bookkeeping cycle and simple calculations of profit and loss, are important materials which not only known, but should be understood in the transaction of business activities in order to be recorded correctly according to the actual situation; 2) training was very positive response because it is closely related to their daily activities, so it felt a primary requirement. 3) small businesses in the Karondoran village and Eastern Langowan District has managed to gain knowledge of the Model and the cycle of small business bookkeeping as well as feasibility studies (businness Plan) is simple. Therefore, training and habituation of micro and small entrepreneurs continuously followed by appropriate change-change business development, will be very much needed. This study aims to determine the factors that influence the development of the small business manufacturing sector in Malang town. This research is a kind of field research, where the primary quantitative data through questionnaire was taken directly from small businesses. The sampling technique that was used is purposive sampling, where the sample was selected based on the consideration which the sample could provide some informations that are suitable with the needs of the research. Based on the Slovin formula, a predetermine number of samples that taken was 89 small businesses. Based on the result taken by data processing and factor analysis using SPSS 23, shows that the factors which influence the development of  small business manufacturing sector are the quality of human resources, production systems, financial management systems, marketing strategies, the partnership system, the quality of infrastructure and regulation. In this case, the factor which has the higest significant effect is partnership system. Finally, improving the partnership system on small business should be developed not only with suppliers, but also with the government, large business, financial institutions and business centers. Therefore, these small business could be thrive.

The increase of regional capacity in managing the needs of Regional Development accompanied by the Delegation of Authority from Central Government to Regional Government, has implications in increasing the need for Development Funds, while the Regions can’t continue to rely on the fulfillment of these needs to the Central Government. In response to this, in implementing Autonomy, the Regions are given additional Authority of Financial Management. Such authority, creates demands for the Regions to be creative and focused in achieving the Government Goals that have been established.,As an effort to execute duties and functions of Regional Government in the form of Regional Financial Management, then a region must be able to recognize the potential and explore all the resources it has. Local Government is expected to dig deeper related to the potential derived from its own financial resources, especially in order to meet the needs of government financing and development in the region, one of them through Local Own Revenue as one of the main sources of Regional Financial Reception. Independence of Local Own Revenue for a Regional Government, giving positive support to the ability of the region in meeting the needs to build the region. Thus, the greater source of income derived from the potential owned by a region, the more freely the area can accommodate the needs of community without the interest of Central Government which is not in accordance with the needs of people in the region.

The article considers main trends in the small business of the Altay Territory according to results of 2011 and 2016 full-scale observations that follow the results of activities of small and medium-sized enterprises in 2010 and 2015.In the introduction, the author argues the relevance of the economic and statistical analysis of small business, which is essential for its support, as it is one of the government’s priority areas of activity at all levels when it comes to solving problems of socio-economic development. There are characteristics of information support of the analysis related to the implementation of the Federal Law No. 209-FZ from July 24, 2007 «On small and medium business development in the Russian Federation» and the Order of the Government of the Russian Federation No. 201-r from February 14, 2009.The body of the article successively focuses on some areas of analysis - from the general characteristics of small businesses to the factual analysis of individual aspects of activities of the economic entities under review (headcount, wages and revenues, fixed assets and the scope of investment activities). The features of small enterprises development by economic activity are analyzed separately. An integrated indicator of structural differences is used to assess the significance of structural changes in small businesses. A cluster analysis of the Altay Territory municipalities was carried out and they were rated according to the small business development level. In addition, the author assessed the contribution of small business of the Altay Territory to the development of small business in the Siberian Federal District and the Russian Federation.The final section of the article draws conclusions from the authors’ own specific analysis that points to both positive and negative trends in the development of small business in the Altay Territory.

This article analyzes the situation of innovative approaches to building business processes and interaction between universities, the government,  and representatives of the business environment. A methodology is proposed by the authors for calculating the feasibility of government support for small innovative enterprises (SIEs) as independent small business entities organized at higher educational institutions of the Russian Federation, the activities of which are aimed at research, development, implementation, and commercialization.The importance and role of small innovative entrepreneurship in the economy of the country and large cities is becoming the main world trend. Russia is trying to match its innovation strategy in small business, but the success is, unfortunately, still negligible. On the part of the government, millions of rubles are allocated to support small innovative entrepreneurship, as well as the construction of technology parks, the creation of business incubators, technological laboratories, and platforms being organized at universities in order to ensure the implementation of innovative projects. In accordance with the Federal Law of the Russian Federation No. 217-FL of August 2, 2009, universities were able to register small innovative enterprises on their territory as independent small businesses in the sphere of innovative development, whose activities are focused mainly on the commercialization of intellectual property objects and their active promotion in the market.Nevertheless, the implementation of new technologies and know-how is associated with greater risks of SIEs and needs a methodical approach to assess the appropriateness of providing government support to such enterprises. We are going to consider and calculate the indicator of the feasibility of government support for a small innovative enterprise in the amount of 50 million rubles for a period of five years for its development and will prove the increase in the efficiency of the enterprise and the possibilities for its development through the government support mechanisms for innovations.

Introduction. Real difficulties with financing are today one of the main problems for small business in Ukraine. Lack of sufficient capital in the majority of the population, complexity, disadvantage or inability to obtain borrowed funds hinder the development of small business. Dependence on domestic sources of funding, the problem of lack of financial resources, difficult access to financial and money markets, high levels of financial risk, limited material resources and capacity, low output - all indicate that small business needs real financial support from the state, commercial banks, venture firms and individual investors. The purpose of the article is to study and identify ways to implement business planning in the field of financial and credit support for small businesses. Method (methodology). The general scientific methods, in particular theoretical generalization - for generalization of types of the initial capital and features of financing and business planning of the enterprise idea are applied in the researched; systematic economic analysis - to justify the types of financing and the required level of business planning, which must have a future entrepreneur. Results. The prepared business plan helps start-up entrepreneurs at every stage of starting and managing their business. It can be used as a roadmap for structuring, running and developing your own business. This is a way to think about the key elements of a new business. A business plan helps to obtain financing or attract new business partners. Investors want to be sure that they will return their investment. This is the main tool of an entrepreneur to convince people to work together and invest in the development of a promising company.

ABSTRAKTujuan penelitian ialah bagaimana Sistem  dan Prosedur Pengelolaan Keuangan Daerah di Kota Bitung sudah dilaksanakan sesuai Peraturan Menteri Dalam Negeri Nomor  13  tahun  2006  tentang Pedoman Pengelolaan Keuangan Daerah sebagaimana yang telah diubah dengan Permendagri No. 59 Tahun2007 dan Permendagri No. 21 Tahun 2011 tentang perubahan kedua atas permendagri no 13 Tahun 2006. Bagaimana hambatan  pelaksanaan Sistem dan Prosedur Pengelolaan Keuangan Daerah di Kota Bitung. Teknik analisis yang digunakan adalah Data yang dikumpulkan selanjutnya diolah dan kemudian dianalisis secara Deskriptif dengan menggunakan analisis data komparatif. Hasil penelitian  Sistem dan prosedur pengelolaan keuangan daerah pada Pemerintah Kota Bitung, khususnya penatausahaan penerimaan, penatausahaan pengeluaran dan penatausahaan pertanggungjawaban, dokumen-dokumen yang digunakan serta batas waktu pengajuan SPP, penerbitan SPM, penerbitan SP2D, penolakan penerbitan SPM, penolakan penerbitan SP2D serta penyampaian laporan pertanggungjawaban (SPJ) dilaksanakan oleh Pemerintah Kota Bitung. Sistem dan prosedur penatausahaan pengeluaran tidak sesuai dengan Peraturan Menteri Dalam Negeri Nomor 13 Tahun 2006 sebagaimana yang telah diubah dengan Permendagri No. 59 Tahun 2007 belum sepenuhnya dilaksanakan pada Pemerintah Kota Bitung. Kurangnya pengetahuan dan pemahaman tentang penatausahaan pengeluaran yaitu prosedur, dokumen yang digunakan dan batas waktu penerbitan SPM, dan SP2D oleh Pejabat Pengelola Keuangan, mengakibatkan proses penerbitan SP2D terlambat sehingga memperlambat juga proses pencairan dana. Kata Kunci : Sistem  dan Prosedur Pengelolaan Keuangan Daerah ABSTRACT The research objective is how the Regional Financial Management System and Procedure in Bitung City has been carried out in accordance with Minister of Home Affairs Regulation No. 13 of 2006 concerning Guidelines for Regional Financial Management as amended by Permendagri No. 59 of 2007 and Permendagri No. 21 of 2011 concerning the second amendment to Permendagri no 13 of 2006. What are the obstacles to the implementation of the Regional Financial Management System and Procedure in Bitung City. The analysis technique used is the data collected then processed and then analyzed descriptively using comparative data analysis. The results of the research system and procedures for regional financial management in the Bitung City Government, especially administration of revenues, administration of expenses and administration of accountability, documents used and deadlines for submission of SPP, issuance of SPM, issuance of SP2D, rejection of SPM issuance, refusal of SP2D issuance and submission of reports accountability (SPJ) carried out by the Government of the City of Bitung. The system and procedures for expenditure administration are not in accordance with Minister of Home Affairs Regulation No. 13 of 2006 as amended by Permendagri No. 59 of 2007 has not been fully implemented in the City Government of Bitung. Lack of knowledge and understanding of expenditure administration, namely procedures, documents used and the deadline for issuing SPM, and SP2D by Financial Management Officers, resulted in the issuance process of SP2D being too late, thus slowing down the process of disbursement of funds. Keywords: Regional Financial Management System and Procedure

Purpose and objectives: The purpose of the study is to investigate the various types of focused training programmes that should be designed for eliminating or preventing small business growth problems. To help achieve this main objective, the following secondary goals are identified : To highlight the role and nature of entrepreneurial training. To identify possible focused training programmes for solving very small business problems. To determine how training programmes should be structured to target very small business growth problems. To explore which other method(s), besides training programmes could be uitilised for solving very small black business entrepreneurs' growth problems. To provide trainers with guidelines in designing focused training programmes for solving very small business problems.Problem investigated: South African entrepreneurs have a poor skills record, which inhibits small business growth. The needs of a business changes as the business grows, resulting in growing pains for the very small business entrepreneur. Successful entrepreneurs are not necessarily academically inclined and often learn in a more dynamic, non-linear environment, therefore various specific focused training programmes need to be designed that can assist very small business entrepreneurs in eliminating or preventing small business growth problems.Methodology: A qualitative study was done, in which an empirical survey was conducted by means of a series of in-depth interviews with ten very small black business entrepreneurs.Findings: The empirical results identified seven types of training programmes focusing on financial management computer training, operations management, people management, marketing management, management and investment management. Other training programmes indicated were stress management, time management and security management. Within each of these types of training programmes specific focus areas were identified.Value of the research: The value of the research lies in the fact that specific focus areas were identified within the training programmes. Other studies have attempted to identify training programmes but the content thereof was not necessarily linked to the problems that very small businesses experienced, especially when attempting to grow. Time-, staff- and financial constraints regarding training programmes can be overcome.Conclusions: Training programmes should focus on specific training areas, be after hours and be well publicised. Computer training should preferably be on site on a one-to-one basis. Training programmes should suit the skills level of the very small business entrepreneurs and be broken up into smaller sessions to ensure understanding and meeting time constraints.

The article "Reinforcement Model's to motivate micro small businesses under the guidance of Sriwijaya BDC" is intended to provide solutions to the Government, stakeholders and Sriwijaya BDC so that the knowledge that has been given in financial management training and business plans, innovation in the taste of kemplang, packaging technology and quality. The study was conducted in November 2019 to January 2020 with 70 respondents, namely participants who attended the training. Data obtained through the distribution of a closed questionnaire, and statements in the design in accordance with the needed information. It is known that the response of thinking, emotions and attitudes of participants to the knowledge gained from the training is a positive response, but the power of motives to direct the motivation to implement that knowledge into their business management is still low. The solution is proposed to provide internal and external reinforcement to the motives so that they have the power to direct motivation so that the participant's behavior is along with the response of thinking, emotions and positive attitudes. Tujuan dari penelitian ini yaitu untuk mengetahui faktor-faktor yang mempengaruhi usaha mikro kecil belum memiliki izin usaha, serta; untuk mengetahui upaya penyelesaian terkait masih banyaknya usaha mikro kecil yang belum memiliki izin usaha. Penelitian dengan menggunakan metode deskriptif-kualitatif, dengan memfokuskan pada observasi lapangan dan wawancara beberapa pihak terkait dilakukan untuk mencapai tujuan atau sasaran yang penulis kehendaki. Informan dalam penelitian ini adalah Staff Kontrak Dinas Perizinan Wilayah Kuta Selatan Pusat Pemerintahan Kabupaten Badung; Sub Bagian Pelayanan Umum Kantor Kecamatan Kuta Selatan; Customer Service Bank BRI Desa Ungasan; Para pelaku usaha Mikro dan Kecil di Kecamatan Kuta Selatan. Hasil penelitian menunjukkan bahwa penerapan legalitas bentuk usaha mikro dan kecil di Kecamatan Kuta Selatan faktanya masih terdapat beberapa kendala atau faktor-faktor yang mempengaruhi usaha mikro kecil belum mengurus izin usahanya, seperti; SOP yang harus dipenuhi, keterlibatan oknum dalam pengurusan izin secara manual, dan kurangnya sosialisasi serta kesadaran masyarakat. Upaya penyelesaiannya bagi pelaku usaha yang enggan mengurus izinnya secara manual, Pemerintah telah membuatkan program OSS (Online System Submission) sehingga akan lebih mempermudah Pelaku Usaha Mikro Kecil (PUMK) mengurus izin usahanya. The purpose of this study is to determine the factors that affect micro and small businesses that do not have a business license, and; This is to determine the resolution efforts related to the large number of micro and small businesses that do not have business licenses. Research using descriptive-qualitative methods, focusing on field observations and interviews of several related parties were carried out to achieve the goals or objectives that the writer wanted. The informants in this study were the Contract Staff of the South Kuta Regional Licensing Service, Central Government of Badung Regency; Sub Division of Public Services Office of South Kuta District; Bank BRI Customer Service in Ungasan Village; Micro and Small entrepreneurs in South Kuta District. The results showed that the application of the legality of micro and small business forms in South Kuta District, in fact, there are still several obstacles or factors that affect micro and small businesses that have not processed their business licenses, such as; SOPs that must be met, involvement of individuals in manual permit processing, and lack of socialization and public awareness. Efforts to solve it for business actors who are reluctant to take care of their permits manually, the Government has created an OSS (Online System Submission) program so that it will make it easier for micro and small entrepreneurs (PUMK) to process their business permits.

Abstract The main objective of this study was to demonstrate the challenges of small businesses during corona virus pandemic in developing countries specifically in Ethiopia. Methodologically, the study deployed secondary data analysis followed descriptive research design. Also, this study was conducted through both qualitative and quantitative research approach. The secondary data analysis result shows that many small and large businesses are suffering challenges and this unprecedented coronavirus crisis has caused destruction for many businesses in the globe and it is challenging to survive with reduced revenue, jobs lost and life slowing down and weak marketing performance even difficult to keep a calm head and their business alive. To support these businesses the government should use different mechanisms by cooperating with wealthy peoples and other non-governmental organizations. Besides, the small business owners should manage expectations and communicate with staff, suppliers, banks, and customers throughout this coronavirus frightening. Reduce expenses, be open to their employees about their finances and keep marketing, use different alternatives to deliver their product and recover from the crisis.
