Sometimes people ask the question: “Why is there not enough money for food, although, relatively speaking, it was enough before?” The economy of our country is going through difficult times. The fall in world oil prices has an impact on the Russian ruble, which is especially important in connection with the latest developments in the world. These and other questions are devoted to issues related to the growth of the population of the Russian Federation, and the opportunity to buy them. The research base is the website of the Federal State Statistics Service, which should use personal observations and knowledge. In preparing the articles, methods of correlation analysis using group statistical data were applied and the regression model was built on their basis. The authors proposed ideas for solving global problems in the entire economic system of the Russian Federation.

The aim of the work is to determine the external, anthropogenic environmental factors that negatively affect the morbidity of the population and associated nosologies. The knowledge gained in this area will allow us to identify the adverse impacts of man-made nature and identify tools for environmental quality management to promote public health. Geoinformation data will help to identify the areas with the most intense environmental situation in the Murmansk region. It will also identify the dominant diseases in these areas. Mining and metallurgical enterprises mainly contribute to the pollution of the territory of the region: Kola MMC, Severonikel, Phosagro, Kovdor mining and processing plant, North-Western Phosphorus Company, Olkon and Rusal, as well as the nuclear fleet and fish processing enterprises, power supply facilities. The air basin is dominated by fluoride compounds, which are the emissions of ethylene into the atmosphere. Data on the demographic situation and medical statistics, including data on general morbidity and mortality, were obtained from the Territorial Body of the Federal State Statistics for Murmansk Region, Ministry of Health of the Russian Federation, Department of Monitoring, Analysis and Strategic Development of Health Care, Federal State Budgetary Institution “Central Research Institute for the Organization and Informatization of Health Care” of Ministry of Health of the Russian Federation and Ministry of Natural Resources and Ecology of Murmansk Region. The article examines the socio-economic consequences of the COIVD-19 pandemic, such as the increase in poverty and social differentiation. Goal. To identify and analyze the socio-economic consequences of the COIVD-19 pandemic in Russia and other countries of the world, the measures taken by national governments to combat these consequences, as well as the dynamics of Russia's position in international economic rankings and the presence or absence of a connection between this dynamics and the dynamics of investment in the national economy. Objectives. Analysis of indicators of poverty and social stratification in Russia and the world in the context of the COIVD-19 pandemic; comparison of anti-crisis economic programs in the largest countries and Russia by GDP; study of the methodology of the most credible international economic rankings; comparative analysis of the dynamics of Russia's position in international economic rankings and the dynamics of capital investment and foreign direct investment in Russia. Methodology. The methods of system analysis, classification and comparison, evolutionary-institutional theory and historical approach were applied. Statistical and other data of the Federal State Statistics Service of the Russian Federation, federal executive authorities of the Russian Federation, the Eurasian Economic Commission were used, and their own calculations were carried out on the basis of these data. Results. It was revealed that in order to combat the socio-economic consequences of the COVID-19 pandemic, governments in different countries implemented comprehensive packages of measures including such as increasing health care costs, direct support for the population, maintaining employment, promoting small and medium-sized businesses, and the most affected sectors of the economy. The total volume of the anti-crisis program in Russia, calculated as a percentage of GDP, is about 2-3 times less than in the largest world economies. Conclusions. At the same time, our country is distinguished by a significantly higher level of concentration of wealth in the hands of a group of so-called «super-rich» citizens, compared to the global average and the level of Eastern European countries, even in the context of the COVID-19 pandemic. At the same time, the dynamics of the volume of capital investment and foreign direct investment, as possible sources of recovery of economic growth, significantly lags behind the dynamics of Russia's position in some international ratings.

Cruel and inhumane acts that harm human life and health, as well as humiliate the dignity, are prohibited in most countries of the world, and Russia is no exception in this issue. The article presents an analysis of the institution of responsibility for torture in the Russian Federation. The author comes to the conclusion that the current criminal law of Russia superficially and fragmentally regulates liability for torture, in connection with which the author formulated the proposals to define such act as an independent crime. In the frame of modern globalization, the world community pays special attention to the protection of human rights, in connection with which large-scale international standards have been created a long time ago. The Universal Declaration of Human Rights and other international acts enshrine prohibitions of cruel and inhumane acts that harm human life and health, as well as degrade the dignity.Considering the historical experience of the past, these standards focus on the prohibition of any kind of torture, regardless of the purpose of their implementation.

Subject. Considering the existing environmental situation, it becomes especially important for the State to regulate the anthropogenic footprint on the environment in the Russian Federation. Current amendments to the legislative framework for environmental security are intended to ensure the innovative development of regions concurrently with a reduction in adverse environmental effects and more active environmental policy. Objectives. The research is to devise methodological tools to evaluate the efficiency of environmental policy in regions. Methods. The research employs qualitative and quantitative methods of economic analysis, including statistical and content analysis, rating, matrix zoning. The dataset proceeds from the Federal State Statistics Service, governmental reports on the current environmental situation and environmental protection in the Russian Federation. Results. We propose our own approach to evaluating the efficiency of environmental policy. It may help trace the correlation between the quality of strategic documents and changes in environmental indicators for a certain period, flag the challenging areas in terms of the environmental policy implementation and outline possible development paths. The approach extends the list of quantification indicators in line with those ones adopted internationally and presented in the Environmental Security Strategy of the Russian Federation up to 2025. We evaluated the efficiency of the environmental policy referring to the regions of the Northwestern Federal District for the period from 2012–2016. Conclusions. Having analyzed the evaluation results, most of the Northwestern regions tend to be controversial and ambivalent in setting environmental goals and achieving them. The findings may prove useful as the analytical and data basis for articulating the environmental and economic policy of the regions.
