The purpose of this study was to determine the procedure for disbursing village fund allocations and how to receive village fund allocation (ADD) in the 2018 fiscal year at Nagari Tabek Panjang, Baso District. This research is located in Nagari Tabek Panjang, Baso District, Agam Regency, West Sumatra Province. The type of data used is qualitative data. Data collection was carried out by means of interviews and documentation by determining the parties who became the resource persons. The results showed that the Village Fund Allocation (ADD) disbursement procedure was carried out in stages namely stages I, II, III. For disbursement in the first phase after the Nagari Regulation on ABPNag 2018 was approved by the Agam Regency Nagari Community Empowerment Agency (DPMN) verification team, and for the second stage disbursement must report accountability to the Agam Regency DPMN. In the ADD Acceptance Process, the Nagari RPJM was compiled, the Nagari RKP Compilation and Determination, and the Nagari Expenditure Budget (APBNAg) Long Term Budgeting Budget Compilation 2018

According to Minister of Home Affairs  Regulation No. 56 of 2015 concerning Code and Data of Administrative Area, it is mentioned that Papua is one of 34 provinces in Indonesia with the highest number of villages by 5,419 villages, 110 urban villages, and 558 sub-districts scattered in 28 regencies and 1 city. The high number of villages in a regency/city area has an effect on the amount of village funds allocated by the Central or Provincial Governments for each district/city, thus affecting the amount of regency/city APBD. Village Fund Allocation is a manifestation of the fulfillment of the right for the village to implement the principle of autonomy for the village to grow and develop following the growth of the village itself, based on diversity, participation, original autonomy, democratization, and community empowerment. However, the increasing number of village formation burdened the government budget to finance the formation of new villages, so that the village formation had a significant and positive effect on the amount of regional finance, especially regency/city and provincial APBD. For example, in the 2016 fiscal year, Tolikara Regency had a total of 541 villages spreading across 46 districts and received the largest village fund allocation of Rp320.04 billion. Thus, Tolikara Regency ranked 1st with the most villages and the largest village fund in the Papua Province. In contrast, Jayapura City with a total of 13 villages was the regency/city with the least number of villages and the least amount of village fund of Rp. 12.51 billion.

Penelitian ini dilakukan untuk mencari tahu pengelolaan alokasi dana desa dalam pemberdayaan masyarakat Rumoong Atas 2, Kecamatan Tareran, Kabupaten Minahasa Selatan. Penelitian ini merupakan penelitian kualitatif dengan analisis deskriptif evaluasi. Pengumpulan data dilaksanakan dengan wawancara kepada beberapa unsur pemerintah desa yang terlibat dalam pengelolaan Alokasi Dana Desa. Hasil penelitian ini menunjukkan pengelolaan Alokasi Dana Desa sudah baik dan sudah mampu mempertanggungjawabkan pengelolaan Alokasi Dana Desa dalam meningkatkan pemberdayaan masyarakat secara baik tapi ada juga masalah yang timbul dalam pengelolaan Alokasi Dana Desa yaitu partisipasi dari masyarakat Desa Rumoong Atas Dua dalam pengelolaan Alokasi Dana Desa masih kurang atau belum efektif serta perlu melakukan musyawarah dengan masyarakat mengenai pengelolaan Alokasi Dana Desa agar masyarakat dapat mengerti tentang tujuan pengelolaan Alokasi Dana Desa di Desa Rumoong Atas Dua. Kata Kunci: Pemberdayaan Masyarakat, Pengelolaan, Alokasi Dana Desa   Abstract This research was conducted to find out the management of Village Fund Allocation in society empowerment Rumoong Atas 2, Tareran Subdistrict, South Minahasa Regency. This researched is qualitative research with descriptive evaluation analysis. The data collection was conducted by interviewing several elements of the village government involved in the management of village fund allocation. The resulted of this study show that the management of Village Fund Allocation has been good and has been able to account for the management of village fund allocation in improving community empowerment well, but there are also problems that arise in the management of Village Fund Allocation, namely the participation of the community of Rumoong Atas 2 Village in the management of Village Fund Allocation is still less or not effective and it is necessary to conduct deliberations with the community on the management of village fund allocation so that the community can understand about the purpose of managing village fund allocation in Rumoong Atas 2 Village. Desa Wisata Jambu berdiri sejak tahun 2018  berlokasi di Kecamatan Kayen Kidul Kabupaten Kediri yang meraih penghargaan  nominasi kategori desa wisata terbaik 2018 dan 2019 pada Penghargaan Anugerah Desa. Pada fase awal pembangunan desa wisata menggunakan modal anggaran yang berasal dari Alokasi Dana Desa (ADD) dengan tujuan untuk meningkatkan pemberdayaan masyarakat desa. Penelitian ini merupakan penelitian deskriptif dengan menggunakan pendekatan kualitatif, serta metode pengumpulan data dilakukan secara langsung turun ke lapangan dengan wawancara, observasi, dan dokumentasi. Focus penelitian ini adalah meneliti mengenai permasalahan yang diangkat yaitu sumber daya manusia yang kurang responsive terhadap pengelolaan desa wisata. Desa wisata jambu memiliki 17 spot wisata diantaranya yaitu  Kebun Bibit Kediri, Wisata Edukasi Wiwit Padi, Permainan Outbond, Wisata Tubing Niagara, Wisata Edukasi Menangkap Lele, Agrowisata Petik Kelengkeng, Agrowisata Petik Alpukat, Agrowisata Buah Lokal, Wisata Edukasi Menanam Padi, Agrowisata Okulasi dan Tabulampat, Wisata Edukasi Angon Kerbau, Edukasi Pengolakah Yogurt, Edukasi Perah Kambing Ettawa, Edukasi Pengolahan Limbah Kayu “Ask Craft”, Wisata Sungai Sejuta Ikan, Edukasi Karawitan, Pasar Papringan. Pemerintah Desa Jambu gencar mengupayakan tumbuhnya pemberdayaan masyarakat dengan mengelola desa wisata. Tujuan pemberdayaan masyarakat melalui pengelolaan desa wisata Jambu yaitu untuk meningkatkan perekonomian masyarakat desa serta mewujudkan masyarakat desa yang mampu berdaya saing dan mandiri. Dalam proses pengelolaan desa wisata terdapat kendala atau hambatan yang terjadi yaitu tanggapan masyarakat yang tidak responsive terhadap konsep spot wisata yang sudah disepakati. Selain itu kurangnya akses sarana dan prasarana spot wisata juga menjadikan kondisi desa wisata yang tidak kondusif sehingga akan menurunkan daya tarik wisatawan. Kata kunci : Desa Wisata, Alokasi Dana Desa,  Pemberdayaan Masyarakat   Jambu Tourism Village was founded in 2018, located in Kayen Kidul District, Kediri Regency, which won the nomination award for the best tourism village category 2018 and 2019 at the Village Award. In the early phase of tourism village development using budget capital from the Village Fund Allocation (ADD) with the aim of increasing the empowerment of village communities. This research is a descriptive study using a qualitative approach, and data collection methods are carried out directly in the field with interviews, observation, and documentation. The focus of this research is to examine the problems raised, namely human resources who are not responsive to the management of tourist villages. Guava tourism village has 18 tourist spots including Kediri Seed Garden, Wiwit Paddy Educational Tour, Outbound Games, Niagara Tubing Tour, Catfish Catching Educational Tour, Longan Picking Agro, Avocado Picking Agro, Local Fruit Agro Tourism, Paddy Planting Educational Tour, Grafting Agro tourism and Tabulampat, Education Tour for Buffalo Angon, Education for Yogurt Processing, Education for Ettawa Goat Milk, Education for Making Rengginang, Education for Wood Waste Processing “Ask Craft”, One Million Fish River Tour, Education for Karawitan, Papringan Market. The Jambu Village Government is aggressively seeking the growth of community empowerment by managing a tourist village. The purpose of community empowerment through the management of the Jambu tourism village is to improve the economy of the village community and create a village community that is able to be competitive and independent. In the process of managing a tourism village, there are obstacles or obstacles that occur, namely the response of the community that is not responsive to the agreed tourist spot concept. In addition, the lack of access to tourist spot facilities and infrastructure also makes the condition of the tourist village not conducive so that it will reduce the attractiveness of tourists. The people of Tilatang Kamang, Agam Regency, West Sumatra have a tradition, namely the tradition of khatam Qur'an children. This tradition is a celebration / gratitude for the success of children in completing their recitation of the Koran (khatam). Usually this activity is held once a year, to be precise during school holidays. This tradition is a tradition that is ingrained in the life of the Tilatang Kamang community. This Quranic tradition of khatam is also found in several other areas in Minangkabau, but each region has its own uniqueness. In Tilatang Kamang this ceremony is enlivened by barracks around the village, the aim is to inform the crowd that there are several children in this area who have successfully finished reading the Qur'an (finished their studies) and can read the Koran properly and correctly. . The ceremony ended with the announcement of the winners of the khatam participants in the recitation of the Qur'an. The research method used is descriptive qualitative with an ethnographic approach. The data collection technique was done by interview and observation, while the data analysis technique used data reduction, reflection, and conclusion. The results of this study illustrate that the Khatam Qur'an ceremony has become a tradition for the Tilatang Kamang community of the Agam Regency for children who have completed their studies and also as one of the requirements for children to continue their education to a higher level.

In accordance with the guidelines for implementing village fund allocation (ADD) that one of the allocations for Village Fund Allocation is for village development costs, but the problem now is that development should not only be oriented towards physical development, but also need human resource development through community empowerment .This type of research used in this research is descriptive qualitative. Data collection techniques using in-depth interviews, documentation and observation. Based on the background that has been described, the authors propose a problem that is the center of attention in the research as follows: 1). How is the effectiveness of the village fund allocation program (ADD) in community empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency. 2). What are the supporting and inhibiting factors in community empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency. While the objectives of this study can be formulated as follows: 1) To find out and describe the effectiveness of the village fund allocation program (ADD) in Community Empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency. 2) To determine the supporting and inhibiting factors in community empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency.The results show that the effectiveness of the Village Fund Allocation program in Community Empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency is as follows: Achieving the effectiveness of the Village Fund Allocation Program (ADD) in community empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency in terms of achievement of goals has been running quite effectively. Because in its implementation the village government has made programs and policies for community empowerment in Liang Ulu Village, be it from business assistance activities such as making wheat crackers, or assistance from the poor, assistance in making fish trap ponds through BUMDes borrowing siampan, infrastructure development such as ironwood bridges connecting roads in riverbank areas with major roads that involve the village community, and training provided by the village government to its residents, such as sewing training, workshop training, fishery cultivation training and others.

This study aims to describe and analyze community empowerment activities in the Dewo Bronto Tourism Village in Yogyakarta through the concept of Community-Based Tourism. This study uses qualitative research that describes community empowerment through the concept of Community Based Tourism objectively based on data findings in the field. Data collection techniques using observation, interviews, and documentation. Community empowerment in the field of tourism in the tourism village is carried out through various fields such as culinary business, the production of natural dyes of batik, batik training, transportation, arts and cultural attractions. This effort can support the development of tourism in the Dewo Bronto Tourism Village. However, community empowerment needs to be supported by the ability of the community to create a brand for a tourist village so that the Tourism Village is better known by tourists. In the future, it is necessary to do research on millennial communities who are familiar with the digital world so that they can promote the Village Tourism digitally. The impact of the tourist village is better known to tourists globally

The purpose of this research is to find out how the Responsibility of Village Fund Allocation in Tambat, Tanah Miring District, Merauke Regency. Theoretical Benefits, as reference material for research in the field of future accountability. In discussing and reviewing the issue of implementation, the accountability of village fund allocation in Tambat Tanah Miring District Merauke Regency the author uses a qualitative research method, namely data collection can be from interviews, observation notes, photo taking, audio and video recording. This type of descriptive research is a research that is sought to observe problems systematically accurate funds regarding the facts and characteristics of certain objects, with the number of informants as many as 13 people.The results of this study indicate that the accountability of village fund allocation in the implementation of village funds in Tambat, Tanah Miring District, Merauke Regency, runs well but there are still a number of problems that occur, planning, realization of the program and not in accordance with the details and calculations in the RAB. Kampung, Implementation of Village Fund Allocation conducted by Kampung Tambat Officials has not gone well and has not been carried out in accordance with the procedure because the village head of Tambat was considered not transparent regarding Village Fund Allocation to the people of Tambat Village, Reporting indicators, Village Fund Allocation has not been implemented properly due to reports what has been made is not maximal with what is done in Tambat and indicators, the accountability of the village head regarding the Village Fund Allocation also does not work with planning, implementation and reporting, this is evidenced by the making of the first report and the answer to ADD ADK, PROSPECTS made by other parties not by village officials have not been implemented with the reality that happened at Tambat.

Empowerment of village communities is a way for the welfare of village communities in various aspects, through good management of village funds, the opportunity to empower communities is very easy to do with the support of programs that are right on target and quality human resources. This study generally aims to determine the management of village funds for community empowerment. The research method used qualitative with a descriptive approach, the data collection technique was carried out with a research library, and there were two sources of data, namely primary and secondary. Data analysis used descriptive data analysis with three stages of data reduction, data display, and drawing conclusions. The results showed that, (1) the management of village fund allocation (ADD) which was sourced from central and regional government financial balance funds for the 2018 and 2019 fiscal years in Tri Mulya Jaya Village had been implemented but the results were not optimal. There is an imbalance in budget absorption, almost 35% of which is spent on village administration. (2) accountability for the realization of the APBDes has also been carried out transparently and accountably, and (3) residents appreciate the results of development and community empowerment that have been implemented by the village government.

Plempoh Cultural Tourism Village possesses a unique attraction such as natural resources and cultural heritage. Collaborating with the government, entrepreneurs, academicians and media, a group of tourism awareness called Pokdarwis Prabu Boko appears to be the central group behind every development of the Plempoh Cultural Tourism Village. However, previous research reveals that poverty still appears in this village, there is lack of community confidence and knowledge related to tourism; and lack of community participation in developing the village. This research aims to study the realization and the level of community empowerment in terms of economical, psychological, social and political aspect. This research used qualitative paradigm with descriptive method and purposive sampling technique. Data is collected using interview technique, observation and documentation. The data is then validated using source triangulation. The result shows that the community empowerment efforts undertaken by village stakeholders have not been optimal because some of the tourism village stakeholders still have not given strong commitment and they have not received trust from local communities. However, there are some evidence of community empowerment progress as follows: (1) the economic empowerment has now reached the fourth stage, namely support level. (2) the psychological empowerment is at the second stage, called reinforcement; (3) the social empowerment of the community is at its fifth stage, namely Maintenance, (4) the political empowerment is at the lowest level, namely possibility.

ABSTRACTResearch about the Policy on the Use of Village Funds in Community Empowerment in Rantaupandan village, Rantaupandan district, Bungo Regency, Jambi Province, are aimed to find out how the implementation of village funds policy in community empowerment, inhibiting factors and efforts can be made so that the use of Village Funds in Rantaupandan village can reach aim. This Research uses the theory of Van Meter and Van Horn with qualitative descriptive methods and inductive approaches. Data collection techniques through interviews, observation, and documentation. In this study using triangulation techniques to test the validity of the data and perform data analysis through data reduction, data presentation, and conclusion drawing. This Research shows that the implementation of the Village Fund policy in community empowerment has not run optimally due to the problem of human resource competencies, the lack of community participation, and the lack of information delivery to the community regarding the implementation of the Village Fund policy.Keywords: policy, village fund, community empowerment
