FOOD SECURITY – WAYS OF INTEGRATION OF ECONOMIC PRIORITIES AND THE ECOLOGICAL IMPERATIVE

The socio-economic problems of the agro-industrial complex of Ukraine and importance of the demographic factor in ensuring food security are determined. The factors of degradation of the environment in the agrosphere are indicated. The economic mechanism of nature use must be embedded in the economic system, and not be a distinct set of measures and tools aimed at addressing certain environmental problems. The main task of planning measures to ensure environmental safety is development of integrated target ecological programmes (national, regional, and internal management levels), which include measures for sustainable and safe nature management, oriented towards ecologically safe food products. The aim of the paper is to reveal the role of food security in integrating economic priorities and the ecological imperative. The following methods were used in the research: monographic, problem analysis, scientific induction and deduction methods, and adoption of a decision under conditions of uncertainty.

The article shows the role of the agro-industrial complex in ensuring food security of the state. Characterized are the changes that have occurred in recent months in connection with the coronavirus pandemic. Proposals are made about possible strategic transformations of food enterprises that will allow Russian producers to overcome the risks that have arisen and provide consumers with high-quality and safe food products. Rosstat data for the period from 2012 to 2018 on the production of basic food products in the Russian Federation and the Voronezh region, the purchasing power of the population, as well as their consumption of basic food products are presented. The analysis of the actual nutrition of the population of the Russian Federation and the Voronezh region. Proposals have been made that to overcome the post-crisis crisis, it is necessary to restore Russia's influence in the post- Soviet space and the formation of a single economic space within the EAEU.

Introduction. The issue of providing humanity with food rightly holds one of the leading places in the hierarchy of global problems. Food safety of a country is an indispensable condition and guarantees its sovereignty and independence, ensuring its sustainable social and economic development, population’s high level and quality oflife and reproduction ofhuman capital. The purpose of the article is to assess the state of food security of Ukraine, the definition of the role of households in ensuring food security and the justification of directions for improving financial leverage in the context of the implementation of Ukraine’s agricultural and food potential. Main results of the study. For Ukraine, the problem of ensuring food security is of particular importance, which is conditioned by the current state of development of the domestic agricultural and industrial complex, the increase of production in which is carried out mainly by an extensive way. The most important conditions for achieving food security are: the potential physical availability of food for every person; economic opportunity of purchasing food by all social groups of the population, including disadvantaged ones, which is achieved by raising the standard of living or implementing the necessary measures of social security; consumption of high quality products in quantities sufficient forrational nutrition. In order to increase the food security financial support, it is necessary to improve the financial component of the comprehensive food security mechanism, which aims at ensuring the application of economic instruments and creating conditions for attracting monetary resources for the functioning ofthe food security system through the creation of amulti-channel financing system. Conclusions. Therefore, the main directions of improving the financial system for the purpose of ensuring food security ofthe country are: availability of financial and credit support to agricultural producers; introduction of innovations in agricultural production; regulation of conditions for foreign and domestic food trade through a system of tariff and non-tariff instruments; systemic measures to strengthen and extend the life expectancyofthe population, wages and salaryincrease.

Introduction: the changes in the social and economic situation in recent years and the sanctions policy towards the Russian Federation require adjustments to the main strategic interests and priorities of the Russian state’s policy in the field of agro-industrial complex and ensuring the country’s food security. The purpose of the work is to identify the main factors that influence the formation of new principles and interests of the state in the field of food security, their reflection in the basic documents on ensuring the national security of the Russian Federation. The methodological framework for the study is the method of scientific analysis, as well as the comparative method. The result of the research is to determine the main trends in the legal support of food security in the context of the constitutional and agrarian legislation reform. Conclusions: in comparison with the previous documents, it is concluded that the list of the state interests, goals and objectives in the field of agriculture is enlarged by strengthening the requirements of social security and social protection, as well as expanding national agricultural production in order to achieve a state of food independence, ensuring the export policy. In the context of the July 2020 decisions the all-Russian vote on Amendments to the Constitution of the Russian Federation justifies the increased importance of food security issues, creating conditions for improving the standard of living of citizens, social obligations of the state in the field of agriculture, and sustainable development of rural territories. It is pointed out that it is necessary to take into account the requirements of environmental safety in the strategic planning in the agri-food sector.

Currently, the agro–industrial complex (AIC) of the Republic of Kazakhstan has all the advantages and opportunities to become a new driver of economic development. The article examines the state of households of the population provides statistical data on the main indicators of the dynamics and structure of livestock products and the productivity of livestock and poultry for all categories of farms in the Republic of Kazakhstan. The paper shows the role of production of household farms in comparison with other categories of farms. In recent years, households (formerly personal subsidiary farms) play an important role in the country’s agriculture and make a significant contribution to ensuring the food security of the state. Further development of farms of the rural population is directly related, in particular, to the improvement of the living standards of rural residents, and in general to the development of rural areas. The aim of the study is to develop theoretical and practical recommendations for the further growth of the main indicators of livestock production by households and their significant impact in ensuring the country’s food security. In this regard, it is necessary to consider trends in the production of livestock products by all categories of farms, and in particular the contribution of households to the process of trends in the production of livestock products by households in the context of ensuring food security in our state.


Purpose. To determine the main directions of research, based on the analysis of the UA scientists’ works devoted to the study of problems of industrial nature management, features of the development and functioning of various industries within the territory of the Lviv region. Results. Today, the transformation of the system of nature management goes beyond economic transformations and cannot ignore the previously described theories. Various issues of industrial nature use, its geospatial features in the region and the ecological problems caused by its development as well as features of their development and functioning within the territory of region allow to define the following basic directions of these researches: aspects of certain industries development, environmental and economic problems of industrial development. Conclusions. The powerful potential of nature management in the Lviv region can ensure the effectiveness of the transformations carried out in the region with a combination among economic, social and humanitarian spheres. The urgent tasks of the further development are as follows: to create an effective qualitatively advanced structure of the economy of the high-tech industrial complex of the developed social infrastructure as well as to improve the ecological situation and living conditions of the population in the region.

Purpose. The aim of the article is substantiation of the need to use the ecological and economic approach in the process of functioning of forestry, water, hunting in Ukraine. Methodology of research. The theoretical and methodological basis of writing the article are the fundamental provisions of economic theory, set out in the scientific works of domestic and foreign scientists on the efficiency (ecological and economic) use of forest, water resources and hunting grounds of Ukraine. General and special methods were used to solve certain tasks in the research process, in particular: analysis, synthesis, induction, deduction (to characterize the environmental and economic problems of forestry, water, hunting); abstract and logical (for the formation of conclusions and proposals on the need to use the ecological and economic approach and ecological rent as a direction of improving the ecological condition of forestry, water and hunting). Findings. It is argued that the economic, environmental, compensatory role of water and forest resources is growing, due to the man-made load on the environment in the world and in Ukraine. The content and algorithm of calculation of ecological rent as environment-forming value of forestry, water, hunting economy are determined. Problems of functioning and directions of development of forest, water, hunting economy are substantiated. Originality. Ecological and economic approach to the functioning of forestry, water, hunting in Ukraine was improved. This approach in contrast to the existing, allowed substantiating the need and developing an algorithm for using environmental rents as an environment of value of forest, water, hunting (monetary expression of ecological effect). Practical value. The use of the proposed ecological and economic approach allows to make informed decisions in the process of functioning of forestry, water hunting in Ukraine and to reduce the negative ecological consequences of nature management. The purpose and tasks of the work are to analyze the contemporary Ukrainian mass culture in terms of its value and humanistic components, as well as the importance of cultural studies and Ukrainian studies in educational disciplines for the formation of a holistic worldview of modern youth.Analysis of research and publications. Scientists repeatedly turned to the problems of the role of spirituality in the formation of society and its culture. This problem is highlighted in the publications by O. Losev, V. Lytvyn, D. Likhachev, S. Avierintsev, M. Zakovych, I. Stepanenko and E. Kostyshyn.Experts see the main negative impact of mass culture on the quality approach, which determines mass culture through the market, because mass culture, from our point of view, is everything that is sold and used in mass demand.One of the most interesting studies on this issue was the work by the representatives of Frankfurt School M. Horkheimer and T. Adorno «Dialectics of Enlightenment» (1947), devoted to a detailed analysis of mass culture. Propaganda at all socio-cultural levels in the form is similar in both totalitarian and democratic countries. It is connected, according to the authors, with the direction of European enlightenment. The tendency to unify people is a manifestation of the influence of mass culture, from cinema to pop. Mass culture is a phenomenon whose existence is associated with commerce (accumulation in any form – this is the main feature of education), in general, the fact that it exists in this form is related to the direction of the history of civilization.Modern mass culture, with its externally attractive and easily assimilated ideas and symbols, appealing to the trends of modern fashion, becomes a standard of prestigious consumption, does not require intense reflection, allows you to relax, distract, not teach, but entertains, preaches hedonism as the main spiritual value. And as a consequence, there are socio-cultural risks: an active rejection of other people, which leads to the formation of indifference; cruelty as a character trait; increase of violent and mercenary crime; increase in the number of alcohol and drug addicts; anti-patriotism; indifference to the values of the family and as a result of social orphanhood and prostitution.Conclusions, perspectives of research. Thus, we can conclude that modern Ukrainian education is predominantly formed by the values of mass culture. Namely, according to the «Dialectic» by Horkheimer and Adorno, «semi-enlightenment becomes an objective spirit» of our modern society.It is concluded that only high-quality education can create the opposite of the onset of mass culture and the destruction of spirituality in our society. It is proved that only by realizing the importance of cultivating disciplines in the educational process and the spiritual upbringing of the nation, through educational reforms, humanitarian knowledge will gradually return to student audiences.Formation of youth occurs under the influence of social environment, culture, education and self-education. The optimal combination of these factors determines both the process of socialization itself and how successful it will be. In this context, one can see the leading role of education and upbringing. It turns out that the main task of modern education is to spread its influence on the development of spiritual culture of the individual, which eventually becomes a solid foundation for the formation of the individual. Such a subject requires both philosophical and humanitarian approaches in further integrated interdisciplinary research, since the availability of such research will provide the theoretical foundation for truly modern educational and personal development.

Relevance. Grain is the key to strategic products to ensure food security. From this point of view, the creation of large grain farms is a matter for the country's selfsufficiency and it leading to a decrease in financial expense for import. Creation of such farms creates an abundance of productivity from the area and leads to obtaining increased reproductive seeds. The main policy of the government is to minimize dependency from import, create abundance of food and create favorable conditions for export potential.The purpose of the study: the development of grain production in order to ensure food security of the country and strengthen government support for this industry.Methods: comparative analysis, systems approach.Results. As shown in the research, if we pay attention to the activities of private entrepreneurship in the country, we can see result of the implementation of agrarian reforms after which various types of farms have been created in republic.The role of privateentrepreneurshipinthedevelopmentofproduction is great. Тhe article outlines the sowing area, production, productivity, import, export of grain and the level of selfsufficiency in this country from 2015 till 2017.
