The starting point for this article was research conducted from February to April 2017 and in January and February 2020. The purpose of the work is to show the image and position of the Russian Federation in the eyes of respondents who participated (incl. residents of Moscow, Arkhangelsk, Saint Petersburg and Vladivostok) in in-depth interviews conducted by the author. The principal analysis concerns the results obtained in 2017, and the specific changes observed three years after the initial surveys were completed.

The inclusion of the Russian Federation among the list of States that are the most endowed with water resources, which is associated with the significance of the scale of the country’s territory, the issue of revenues and consumption of clean water not only to ensure the well-being of the population and its vital needs, but also to maintain the existence of Thus, the leading direction of the state policy of Russia in the environmental sphere today is to ensure sustainable water use in the territory of the whole state, which is determined through the prism of sustainable development. However, there is no uniform understanding in its disclosure in science and the norms of the current legislation, which becomes an obstacle to the further development, improvement and promotion of concepts and trends of sustainable development. The solution may be the formation of the Sustainable water use Doctrine, which will unite the scientific efforts of Russian scientists-lawyers, economists, sociologists and environmental specialists. Combining the scientific views of the above branches of Russian law, will not only determine the range of problems in each sphere of life, but also will be the starting point for their best solution.

The purpose of the study is the assessment of iodine status and effectiveness of iodine prophylaxis among the population of reproductive age. In this regard, we examined 200 individuals from 18 up to 44 years old living in Saint Petersburg for more than 3 years permanently. Most of the examined individuals had mild iodine deficiency, less than half of people of reproductive age (46 %) used iodized salt at home. Goiter was found by palpation in 8 % of participants. More than half of the surveyed individuals are women of reproductive age who are at risk for the development of iodine deficiency disorders. Our data reflect an unfavorable situation in fight against iodine deficiency disorders in Saint Petersburg. Probably, the voluntary model of using iodized salt as the prevention of iodine deficiency in the Russian Federation is not effective enough.

The article analyzes the crime rate in the Russian Federation, including the Yaroslavl region. The author carried out a sociological study, within the framework of which a selective analysis of the implementation of the Safe city program in cities in the Russian Federation was carried out. In addition, a survey of students was carried out in 2018–2019 and a series of in-depth interviews with positional experts were conducted. A series of in-depth interviews with students were carried out: the faculty of law of Yaroslavl state university, the faculty of social and political sciences from Yaroslavl state university, pedagogical specialties from Yaroslavl state pedagogical university. It is concluded that the fight against crime will be more effective in comparison with the existing practice if the following conditions are met: purposeful increase in the degree of protection of citizens and infrastructure of cities and rural areas; full-scale implementation of information and communication technologies to control closed (markets, museums, etc.) and open (squares, parks, etc.) territories; development of basic information systems and resources, formation of technical and organizational foundations for further digital transformation of cities and rural areas; active participation of citizens in the life of society and in decision-making on the digitalization of urban space. The author's selective analysis of the implementation of the Safe city program in cities in the Russian Federation showed that the program is designed to reduce the number of offenses and especially dangerous crimes. In addition, this program provides for the solution of issues related to the migration aspect, with the need to reduce the risks caused by man-made and natural disasters and is aimed at identifying the potential danger of objects left in public places. As part of the study, a content analysis of the blogosphere was also carried out, a secondary analysis of publications of research results carried out by scientists from the Federal research center of the Russian academy of sciences (Moscow), was carried out. Based on the results of the study, measures are proposed to reduce crime in cities.

The starting point for reflections in this respect is Sergey Glazyev’s view of the current evolution of international relations. Acute hellebore poisoning is characteristic for the Russian Federation because of the use of this plant for the treatment of alcoholism at home. The varying severity of clinical symptoms, which sometimes become lifethreatening, the lack of anamnestic reliable information about the use of hellebore and the difficulties of chemical and toxicological confirmation of its use complicate the diagnosis of acute poisoning, and do not allow timely medical care. In addition, there is no classification of hellebore poisoning in ICD-10, block (T51-T65), which also affects the assessment of the actual frequency of this acute intoxication. The purpose of this work is to clarify the number of acute hellebore poisoning in the Russian Federation. The analysis of medical records of patients hospitalized with acute hellebore poisoning in toxicological departments of a number of subjects of the Russian Federation for 2014 - 2018 was carried out. The dynamics of such acute poisoning over the specified period, the gender and age composition of victims, and the circumstances of poisoning were revealed. The relevance of developing methods of chemical and toxicological analysis for the determination of hellebore alkaloids is confirmed, which will increase the reliability of diagnosis and detection of cases of hellebore poisoning.

The presented study aims to identify priority directions for national policy in the context of the digitalization of the economy at the federal level. Tasks. The authors analyze program directions of the national project "Digital Economy of the Russian Federation" and determine their strategic objectives; identify products and services aimed at improving the human resources aspect of the digitalization of the economy.Methods. This study uses general scientific methods, such as analysis, generalization, and classification. Analysis of program documents allows the authors to identify the main strategic objectives of each federal project implemented within the framework of the national program "Digital Economy of the Russian Federation".Results. The analysis of implementation of federal projects during the digitalization of the economy in Russia makes it obvious that it is important to make allowance for the level of professional training in the field of digital technologies. Programs of educational institutions are often disconnected from the needs of the real sector of the digital economy. It is no coincidence that competencies of personnel in the field of the digital economy need to be developed. This problem is specifically addressed in the federal project "Human Resources for the Digital Economy".Conclusions. The relevance of digital technologies in various fields is obvious, and economic activity is no exception. Technological development is the starting point of the national program "Digital Economy of the Russian Federation", which covers the time range between 2019 and 2024. One of its objectives is to monitor the development of the digital economy in the country. It also affects such areas as the establishment of businesses in this field, the e-commerce market, human resources, quantum technologies, etc. The government must successfully tackle the current challenges or risk becoming non-competitive compared to other countries. It is advisable to pay increased attention to human resources. In particular, it is necessary to create a register of training programs (bachelor's and master's degrees), that should be adopted by the leading Russian universities.
