Purpose. Research of features of innovative activity and its accounting reflection; determining their impact on the formation of accounting policies in order to build an effective accounting and information system of innovative activity management of the enterprise. Methodology of research. Realization of the purpose was carried out by means of the epistemological method which gave the chance to specify the essence of accounting policy on various directions of the innovation process; system-structural method, which allowed to classify the objects of innovation activity and its accounting. General scientific methods (induction, deduction, analysis, synthesis, abstraction, generalization) were used to develop the concept of accounting and information support for innovation activity management. Findings. It is established that the special complexity and diversity of innovation is the reason for the existence of diversity and determines the relevance of accounting policies in the formation of information support for innovation activity management. The main stages of the procedure of formation of accounting and information support of innovation activity management are proposed and the role of accounting policy, in this case, is clarified. Based on the analysis of the peculiarities of innovation, the requirements for the accounting system are formed, which should be taken into account when forming the accounting policy in order to form the information resource of innovation activity. Originality. The place of accounting policy in the process of formation of information resources of innovation activity is substantiated. The content, stages, and features of the formation of accounting policy taking into account the specifics of innovation activity are described. A distinctive feature of the proposed approach is the construction of accounting and information support for innovation activity management, taking into account the classification of objects of innovation in three areas: financing of innovation; creation (acquisition) of an innovative product; commercialization of innovation activity results. This approach will help streamline accounting methods and improve reporting transparency. Practical value. Determining the features of accounting support and accounting policy of innovation allows forming models of accounting reflection of innovation processes in accounting accounts, to determine algorithms for forming financial reporting indicators, and methods of internal accounting for their use in innovation management, taking into account industry specifics, business specifics and innovation activities of specific enterprises. The article considers the issues of organization and formation of inventory accounting policy, substantiates its role in the system of information support of inventory management processes and highlights the impact on the effectiveness of inventory management in the process of innovation activity. Based on the study of trends in the share of inventories of industrial enterprises and indicators of innovation development, it is established that inventories are not currently considered as a resource that has a significant impact on the innovation potential of the enterprise, and in combination with financial performance indicates inefficient investment in inventories and inefficient inventory management. It is proved that it is possible to increase the efficiency of inventory management due to the optimal organization of the inventory accounting system, the foundations of which are laid during the formation of accounting policies. The author's approach to understanding the accounting policy in the sphere of inventory accounting, which is considered as a set of principles, methods and procedures used by the company to generate quality, timely, relevant, clear, complete and reliable information about the availability, movement, storage and use of inventories, sufficient to make management decisions aimed at improving the efficiency of inventory management and disclosure of inventory information in the financial statements. Coverage of approaches to the formation of accounting policy is based on a combination of organizational, technological and methodological components of accounting policy. The first (organizational and technological) component includes such elements as: inventory principles, laws and regulations concerning accounting of inventories, forms of primary documents and internal management reporting used for inventory accounting, document management rules and accounting information processing technology, control procedures on the movement of inventories and the responsibility of officials, the procedure and frequency of revaluation of inventories and inventory count, the order of analytical inventory, the unit of natural measurement of inventories for each unit of accounting, the interaction of accounting with other services during the transfer and exchange of inventory. The second component (methodological) reveals the principles and rules of receipt, processing, recording and transmission of inventory information, inventory valuation rules, inventory accounting (development of a working plan of accounts), disclosure of inventory information in the financial statements. It has been considered such main elements of organizational, technological and methodological components: features of the work plan of inventory accounts, the issue of documentation of inventory transactions, the recognition of inventories and their evaluation, document management rules, accounting for transport and procurement costs. Variable elements of inventory accounting policy are identified.

The article defined notion of “accounting policy”, its contest, purpose and practical implementation.  Described main levels of accounting policy formation, their instruments that contribute and support the idea of harmonizing the accounting and financial reporting system in accordance with national and international regulations (standards). Proved the relevance and importance of research of accounting policy formation at the modern stage of development, in conditions where integrity of the accounting system and continuity of the accounting process are the basis for management strategic decisions making. Determined the peculiarities of formation of accounting policy for government sector entities at the modern stage of accounting system modernization. Considered the method of organization of creation the accounting policy of government sector entities through the system of stage-by-stage actions. Identified the content and elements of accounting policy, main target of which – ensuring the organization of comprehensive accounting process. Introduced number of risks which appear directly under the conditions of adaptation of public sector entities to the modern requirements of the accounting system, which has impact to the quality of accounting process and to the level of implementation of planned actions. Proved importance of accounting policy formation for government sector entities.

Introduction. Currently, integration processes in the European and world community are underway in Ukraine. In this regard, the alignment of national accounting and financial reporting methodology in the public sector to international standards is a prerequisite for the implementation of Euro-integration processes. It is promotes effective analytical activities, enhances transparency of budgetary use, targeted use of borrowed funds. The purpose of paper is a study of theoretical and practical provisions of the organization of accounting in the budgetary sector, implementation of its reform and reflection of modern problems of its improvement. Results. Budgetary institutions are one of the relevant links in the budgetary sector. Accounting and financial reporting in them is determined by the legislation on the budget, the budget system, the basis of budget policy; appropriate public sector accounting guidance; other normative documents of the Ministry of Finance of Ukraine and the State Treasury Service of Ukraine. In the process of reform accounting in the budgetary sector, national public sector accounting standards have been developed that are consistent with international ones. A new, unified, public sector accounting plan has been built, and the level of transparency and openness of accounting has been improved. However, problems in the accounting and reporting system of public sector institutions remain. There is a need for final adaptation of the Ukrainian legislation on accounting and financial reporting to international requirements and compliance with changes in regulatory regulations; creation and implementation of an effective information and analytical accounting system and preparation of financial statements by public sector entities.. Conclusion. It is necessary to: improve the system of training and retraining of personnel of accounting and financial profile in the public sector, informational and educational support on measures of reforming the accounting of the budgetary sector, as well as introduction of an effective information system of accounting. Further adaptation of accounting in the budgetary sector to international standards promotes transparency in the management of public finances and allows to create a unified organizational and information support of accounting in the budgetary sector.

There are the research directions, determined as relevant, such as the issues of innovation activity management of enterprises, identifying the main causes of low innovation activity of domestic companies, improving the innovation activity management system of industrial institutions, which necessitates the formation of a scientific and methodological basis that can realize the ability to describe the process of innovation activity of the enterprises and mechanisms to manage them. These issues are also relevant because in the context of strengthening the course on European integration, the management of domestic enterprises is tasked with identification of the methodological and practical experience of innovative management of the EU countries as soon as possible and harmonization of their policies in accordance with its provisions. The subject of the study is complex research of management of innovative activity of enterprises under self-development. The purposes of the article are a study of the main directions of operation of innovative-active enterprise under self-development; analysis of key indicators of innovation activity of an enterprise; characteristic of the mechanism of innovation activity management of an enterprise in terms of self-development; definition of directions of policy of strengthening of innovation activity with the purpose of increase of efficiency of development of domestic enterprises. To achieve these purposes the following research methods are used: analysis and generalization of theoretical sources and scientific literature; abstract-logical method in the process of theoretical generalizations and formation of conclusions; prognostic and diagnostic; general scientific methods of analysis and synthesis. Results. The article describes the concept of innovation activity of the enterprise and details its main elements. The authors have also formulated the concept of innovative-active enterprise and presented the priority directions of its operation. The basic aspects of improvement of the innovation activity management system of the enterprise under self-development are considered. The key aspects of improving the management system are highlighted: analysis and evaluation of changes in the operation of the enterprise (evaluation of innovation activity); choice of direction of innovative development of the enterprise; development of strategy of innovative operation (definition of priority of directions, their correlation, development of scenarios); control of implementation of the enterprise development strategy. The process of improving the system of management of innovative activity of the enterprise under self-development is presented as a block diagram. The process is considered and the mechanism of innovation activity management is proposed. Practical implications. The article presents the process of managing innovation activity according to the degree of selfdevelopment of the enterprise. The proposed mechanism has practical orientation in forming a set of measures for strategic development of the enterprise. In general, the paper outlines the main tasks for improving the innovation activity management system, the solutions of which will improve the effective functioning of the enterprise.

The article is devoted to the research of organizational and methodical bases of construction of the administrative account of stocks and definition of its role in information maintenance of innovative activity. Based on the study and systematization of scientific literature and regulations, it is established that management accounting is a system of collecting, analyzing, summarizing and presenting information about the activities of the enterprise and its structural units to management staff to ensure effective enterprise management, adoption of correct and reasonable current, strategic and tactical decisions, as well as planning for further development of the enterprise. It is substantiated that inventory management in information support of innovation is aimed at meeting the needs of users of management reporting in objective planning, actual and forecast information about inventories to ensure the ability to make informed management decisions in the process of innovation. The concept of inventory management developed by the author in the innovation management system defines the purpose and main tasks of such accounting, includes the relevant elements, principles and methods of inventory management, which together forms the organizational and methodological foundations of inventory management. The expediency of forming an information array of data of the management accounting system and its further use for compiling management reporting on the basis of data accumulated by the accounting system is proved. The scheme of organization of inventory management based on the transformation of accounting data is given. Approaches to the classification of stocks in the management accounting system are highlighted, which substantiate the expediency of allocating the following classification groups of stocks: according to the place of stocks in the production cycle; depending on the nomenclature of stocks; in accordance with the centers of responsibility identified at the enterprise; depending on the role that specific stocks play in the process of innovation; by cost centers. Approaches to the construction of analytical accounts of inventory accounting of different levels of detail, which is aimed at ensuring the information needs of management in the process of conducting innovative activities at the enterprise re substantiated.

The article reviews the legislative documents defining the requirements for the accounting system of domestic small business owners. The focus is on the choice of alternative accounting solutions provided by the national accounting regulations and international financial reporting standards. The role of entrepreneurship in the economic development of the state is indisputable. Harmonization of domestic legislation in accordance with European requirements and international accounting standards is an urgent need today. A coordinated and integral legal and regulatory framework will contribute to the effective development of the entrepreneurial activity. The analysis of legal and regulatory sources showed that small business owners in Ukraine can choose the form of organizing and maintaining accounting records; financial reporting; a chart of accounts for bookkeeping; a taxation system. It is established that the effectiveness of management depends on the quality of information support. Objective and reliable information concerning the financial and economic activities of the business owner in relation to past and current events performs a predictive function. Such information allows predicting the development trends of the enterprise in the future. The necessary information base can be created by an accounting system that combines a financial accounting system, a management accounting system, and a taxation system of an economic entity. The most informative source for management decisions is financial data reporting. The paper compares the legal requirements for forms of financial reporting in accordance with national accounting regulations (standards) (NP(S)AS 1 and NP(S)AS 25), as well as the international financial reporting standard for small and medium enterprises (IFRS for SMEs). Particular attention is paid to the periodicity of reporting to tax authorities and statistical authorities. It also focuses on additional accounting preferences for entrepreneurs who have the right to submit financial reporting of micro-enterprises.

The article specifies the scope of innovation as an object of accounting. The constituent elements of the innovation management system, their essence and features of interaction in terms of impact on the creation of accounting and information support for innovation management are studied. It is proved that the formation of the accounting and information system depends, first of all, on the specifics of innovation processes, features of activities and motivation of innovation companies, resources and instruments available to the company to carry out these activities. The peculiarities of the formation of accounting objects of information support are determined.

The issue of efficiency of scientific and innovative activity in the conditions of Russia's transition to the knowledge economy is a priority for the state, businesses, scientific and educational organizations. Higher education institutions can become promising platforms for creating innovative products and technologies, as they have all the necessary components: long-standing academic schools; rich, sometimes unique, material and technical database; as well as teams of creative researchers from the scientific and pedagogical staff, talented graduates and postgraduates. According to the results of monitoring the efficiency of innovative activity of leading universities of Russia, as well as to the analysis of the main indicators of research activities of universities of the Southern Federal District, there have been revealed the following factors and conditions leading to the low efficiency of scientific and innovative activity of higher educational institutions: a broken innovation cycle; shortage of specialists in the field of marketing and management of in-novation projects and lack of competence of scientific-pedagogical workers in the field of commercialization of innovative products; inconsistency of research plans of departments, etc. There has been justified the application of a project approach to the management of scientific and innovative activities, using a matrix organizational structure, including functional links for the organization, management, control and marketing of innovative projects. The problem of increasing the scientific and innovation activity management has been solved using the algorithm of rational distribution and concentration of resources for developing priority projects based on state and regional programs for socio-economic and innovative development. A detailed study of the priority directions for scientific and innovative activities, marketing and feasibility analysis, organizational, technical, financial and legal support of the project, research and development and founding of small innovative companies (or alienation of rights to intellectual property) will help to form a rational innovation cycle from a scientific idea to its commercialization

Introduction. Since it is necessary to increase the efficiency of innovation of enterprises, increase tax revenues to the state budget and reduce the level of losses of the state budget and innovation expenditures of enterprises, there is a need to assess the potential of state regulation for innovation as one of the priority areas of economic development. The purpose of the paper is to carry out the analysis and substantiation of components of an estimation of realization of potential of the state regulation of innovative activity representing indicators of expediency, efficiency and the introduced tools efficiency of the state regulation in innovative activity. Results. To analyze the feasibility, a forecast of the amount of lost budget revenues in the form of provided tax benefits was performed using trend analysis. On a positive note, the projected loss of budget revenues due to the operation of tax benefits, although high, is likely to decline. Given the target orientation of innovation benefits, the main criteria for their effectiveness are materiality for taxpayers (importance as a source of funding for innovation costs) and increase innovation activity. The change in tax benefits may well lead to an increase in tax revenues, tax benefits can have a positive impact on the formation of tax revenues, which is a confirmation of the effectiveness of tax benefits for the state. In order to qualitatively assess the effectiveness of tax benefits, it is necessary to put into practice the concept of tax costs, as well as to optimize the process of collecting and publishing information on the use of tax benefits. Conclusion. Thus, the components of the assessment of the realization of the potential of state regulation of innovation activities of enterprises in terms of providing tax benefits to the regulatory instrument, which reflects the principle of stimulating innovation, were analysed and substantiated. The evaluation of these components makes it possible to substantiate practical recommendations for increasing the level of potential of state regulation by reforming the methods and tools of state support for innovation of enterprises. It is determined that the provision of tax benefits in innovation has positive trends in the components of expediency and effectiveness, but the component of the effectiveness of tax benefits requires further research.

The peculiarities of the concept of “accounting policy”, the main components of the accounting policy of the enterprise and the main elements of accounting policy in terms of cost accounting are studied. Accounting policy occupies a central place in the accounting system. The purpose of the accounting policy is to satisfy the interests of the owners of the enterprise and external users of the information. Effective and rational organization of accounting at the enterprise begins with the development of its accounting policy, which provides for the choice of a set of methodical techniques, methods and procedures for organizing and maintaining accounting by the enterprise from among the generally accepted in the state. That is, the accounting policy of a particular enterprise depends on the state policy in the field of accounting. One of the most important areas of accounting at the enterprise is accounting for the costs of the enterprise. According to the BOC, the costs are understood as a decrease in economic benefits as a result of asset withdrawal or an increase in liabilities that lead to a decrease in equity. In accounting, expenses are recorded subject to certain conditions. Expenses are recognized as expenses of a certain period at the same time as recognition of the income for which they were made. This complies with the principles of International Financial Reporting Standards and the principle of accrual and compliance of income and expenses applied in national standards. If costs cannot be directly associated with income for a certain period, they are recorded as part of the expenses of the reporting period in which they were made. In the process of cost management, the focus is on minimizing their total volume. The greatest importance is the efficiency of obtaining information about costs, which allows to interfere in the production process in order to optimize it, to prevent non-production costs, which is of great importance in mobilizing production reserves and increasing its efficiency. Cost management allows you to provide a generalized assessment of the effectiveness of resource use and determine reserves for increasing profits and reducing the price of a unit of products. Costs are an integral part of any system and require constant monitoring, analysis and, if necessary, strict regulation.
