In the process of globalisation and integration, human knowledge and skills become outdated or insufficient very quickly. One needs to constantly improve them, as well as acquire new knowledge and skills to be able to fit in with the society and be competitive in the labour market. Lifelong learning is topical both for science and in the practice. In its context, a number of objectives are pursued, which are relevant to all citizens, depending on their age, place of residence, and social status. The objectives meet the interests and abilities of each individual, as well as the needs of economic development. Lifelong learning policies are related to personal fulfilment and determination which provide sustainable competences for work and personal growth. Lifelong learning is an adult education where the students themselves play a major role. In today’s post-industrial era, the responsibility for competitiveness in the labour market is increasing. In the labour market, the main indicator for person’s assessment is professional competence. Professional competence is not just the knowledge; it is skills and responsibility in a particular work situation. This particular work situation can be experienced in practical life, i.e. applying pragmatic approach to learning, however, not all educational institutions can provide it, and not every company is interested in investing in common vocational training. As a result, professionalism is one’s own responsibility, and self-directed informal learning is one of the simplest and most inexpensive ways of how to achieve it.

Valentina Milenkova and Siika Kovacheva's book "Regional Insights to Lifelong Learning Policies in Support of Young Adults in Bulgaria" (Регионални измерения на политиките за учене през целия живот в подкрепа на младите възрастни в България) has been published in English by Avangard Prima in Sofia in this 2020 - ISBN 978-619-239-316-8. This book presents the increased role of education in the modern European societies. An important milestone in the LLL polices in the book are research projects. Such is the project "YOUNG_ADULLLT - 'Policies Supporting Young Adults in their Life Course. A Comparative Perspective of Lifelong Learning and Inclusion in Education and Work in Europe" with Coordinator: Prof. Dr. Marcelo Parreira do Amaral from the University of Munster, funded under the Horizon 2020 program. One of the important features of the project is its commitment to the functional region – a specific amalgam of functional relations between diverse institutions in a particular area (Parreira do Amaral, 2019). The functional region as a key concept was used in the project to indicate specifics in terms of living conditions, education, institutions that form the skills of young people. The structure of the book is: an introduction, five chapters, a conclusion and annexes. The main focus is on the policies and practices of diverse educational institutions and understanding of the link policy- practice as а decisive factor for modern education.

The topicality of the Doctoral Thesis “Development of Professional Competence in Higher Education Topical for the Tourism Industry Labour Market” was determined by the necessity to improve Latvian higher education to enhance the employability of graduates. The objective of the Doctoral Thesis is to form an approach to the continuous development of curricula, which would be based on the assessment of the importance of specific knowledge and skills required in the tourism industry labour market and the opportunities for their development in the higher education, thus providing students with opportunities to raise their professional competencies in line with the demands of the labour market. The theoretical chapters of the study consist of a comprehensive analysis of scientific literature and documents on the constituent parts of professional competence – knowledge and skills, as well as the essence of curricula and models developed for their improvement. The Thesis includes a thorough analysis of the essence of extracurricular study activities and an assessment of their practical application. The empirical part is formed by seven research stages assessing consecutively the requirements of the tourism industry labour market as well by an evaluation of the compliance of higher education curricula. The main outcomes reflect professional competencies required in the tourism industry labour market, the current state of affairs in the higher education curricula as well as reveal the discrepancy between the needs of employers in the tourism industry and the professional competencies developed by graduates of higher education institutions. The approach of a continuous development of curricula involving the development of a systemic and consecutive formation and perfection of curricula has been worked out on the basis of the acquired results. The approach provides for continuous development of curricula, therefore making it possible for students to develop topical professional competencies in the tourism industry. The curriculum design contained in the approach provides an opportunity to develop the professional competency required in the industry not only in the main components established by normative acts but also in the additional components of the design formed by extracurricular study activities and cooperation with the industry.

The objective of the article - to acquaint teachers of medical educational institutions, including higher, at which professional medical colleges are created with a course of academic discipline “Obstetrics” to prepare students majoring in “Nursing”, area of specialization “Medical Care”, the educational degree of a junior specialist.Material and methods. This article describes the academic discipline “Obstetrics” which is an important subject for the professional development of future physicians.Results. The content of the discipline “Obstetrics” to prepare students majoring in “Nursing”, area of specialization “Medical Care”, the educational degree of a junior specialist, includes the program which describes the content of educational material, requirements for the organization of its mastering and educational and methodical complex are formulated.Conclusion. Developed program and teaching methods contribute to the formation of professional competence for future specialists. Learned in the process of studying the discipline of knowledge and skills determine the readiness of the paramedic for professional activities, allow to apply their set effectively and competently apply medical interventions in various obstetric conditions.

The article substantiates the importance of using portfolio technology as a method of evaluating personal growth and reflecting the real achievements of future teachers. To implement the competence approach in higher education, it is necessary to Supplement the traditional system of evaluating learning outcomes with technologies that allow us to track the formation of professional competence of students. The article considers the possibilities of using this technology in the educational process for mastering and consolidating the educational material on the method of teaching the Russian language, when the content of the portfolio will be gradually filled by the end of the training course. Examples of design of separate categories of students ‘ portfolios are given. The author comes to the conclusion that reflexive technology allows students to develop their ability to self-analysis and self-education, and also helps to implement professional knowledge and skills during the course of pedagogical practice in an educational school.

The article includes considerations on different version of lifelong learning in contemporary culture. Four approaches are analysed. The first one is classical, connected mostly with adult education,. In the second, lifelong learning is incorporated in neoliberal vision of man and society and is treated as a way of permanent change of one’s knowledge and skills to be competitive in a job market. Third approach relates to the role of popular culture in shaping man’s identity by developing ability to accept and quickly forget enormous numer of stimulus from mass media and consumption area. The core of last approach includes the conviction that just man’s passions are the best and deepest drive for permanent personal growth.

Abstract The problem of professional training of skilled human personnel in the industry of information communication technology, the urgency of which is recognized at the state level of Ukraine and the world, has been considered. It has been traced that constantly growing requirements of the labour market, swift scientific progress require the use of innovative approaches to the training of future ІТ specialists with the aim to increase their professional level. The content of standards of professional training and development of information technologies specialists in foreign countries, particularly in Japan, has been analyzed and generalized. On the basis of analysis of educational and professional standards of Japan, basic requirements to the engineer in industry of information communication technology in the conditions of competitive environment at the labour market have been comprehensively characterized. The competencies that graduate students of educational qualification level of bachelor in the conditions of new state policy concerning upgrading the quality of higher education have been considered. The constituents of professional competence in the structure of an engineer-programmer’s personality, necessary on different levels of professional improvement of a specialist for the development of community of highly skilled ІТ specialists, have been summarized. Positive features of foreign experience and the possibility of their implementation into the native educational space have been distinguished. Directions for modernization and upgrading of the quality of higher education in Ukraine and the prospects for further scientific research concerning the practice of specialists in information technologies training have been suggested

The crisis of values is pervasive resulting in adverse development in all walks of life. Misra, Srivastava and Gupta (1995) have found that present emphasis on personal growth as opposed to societal development, non-commital attitude, inconsistency in behaviour across situations, increase in violence, corruption, indiscipline and social tension have become parts of the contemporary reality experienced in everyday life of people. There is a progressive erosion of values resulting in public life. Educational institutions are no exception. A proper value system must be inculcated by educational institutions through educational process based on rationality, scientific and moral approach to life. It would be possible to serve the need of the hour through proper value orientation among teacher education programmes.

Like other postmodern structures, post-industrial labour markets display more frequent and rapid changes and higher unpredictability. In these conditions, the world of work is less capable in providing individuals stable signals for the construction of their behaviours. This paper aims to examine both macro and micro factors that shape labour market participation and expectations related to employment outcomes. We explore statistical data from the World Values Survey Wave 7 (2017-2020) collected from almost seventy thousands individuals around the world. Focusing on subjective evaluations of expected employment outcomes, our results are relevant for better understanding labour market participation from a postmodern perspective.

The purpose of this research is to study the need for the students' communication activity component at the Pharmaceutical faculty of VSMU. Dual feature of the levels indicators dynamics in the need for communication is revealed. On the one hand, there is a tendency to reduce the average level in the need for communication and to increase its high level at the expense of girls. On the other hand, there is a fairly significant increase in the average level in the need for communication among young men against the background of an obvious predominance of the average level in the need for communication among the students of the entire sampling. The study allows us to state obvious influence of the informational educational environment at VSMU on the personal growth of students at the Pharmaceutical faculty, on the formation of their communicative competence as the most important component of the professional competence of future pharmacists. The results of the study can be used in the educational process of VSMU, in the activities of the social and pedagogical and psychological service, in the work of educators in academic groups and for tutors.
