<p><em>This study aims to determine how disaster management is carry out by the government and stakeholders in dealing with the Mount Sinabung Eruption disaster, especially in the mitigation phase. By using the Qualitative Method, data collection was done through in-depth interviews, Focus Group Discussion (FGD) and Observations to get an overview of the handling of the Mount Sinabung Eruption in terms of two aspects; Communication and Coordination. The FGD was held in three locations; Simacem, Bekerah, and Sukameriah Villages, while FGD participants involved three categories; teenagers, women and men. The results showed that the eruption victims did not receive adequate communication regarding the knowledge of the Mount Sinabung Eruption disaster, both from the government and other organizations outside the government, even though in the mitigation phase awareness efforts should be made to the community through counseling, training, mentoring and inputting topics about the eruption of Mount Sinabung in the learning curriculum in schools ranging from kindergarten to senior high school, as well as conducting regular training. However, the training was not carried out as a result of the eruption victims had no preparation, guidelines and did not know the anticipatory measures in the face of Mount Sinabung every time an eruption occurred, while this eruption could not be ascertained when it will end. Until now there has been no organized and permanent coordination between the government and community groups outside the government, so that disaster management is still carried out spontaneously without any specific guidelines for inter-agency coordination..</em><em></em></p>

This study aims to describe the form of local wisdom (cultural value) in rural microfinance — this study conducted from October until December 2018 in Wangga Village, East Sumba. A qualitative method was used to picture the phenomenon of local wisdom-based microfinance development in communities. The authors used in-depth interviews with eight informants from the Rinjung Pahamu Farmer’s Group Association. The eight informants were determined purposively. Also, the data collection was carried out through a focus group discussion with the Rinjung Pahamu Farmer’s Group Association. The results of the study show that the local wisdom experienced by the members of the Rinjung Pahamu Farmer’s Group Association was used to overcome the limited access to formal financial services. The forms of microfinance developed on the Island of Sumba could not be separated from the appreciation of the noble values (Marapu) adopted by the community, such as the philosophy of Pawandang, Hillu Kandutuku, and Rotu Padang. Furthermore, savings and loan activities carried out in the management of the Farmer’s Group Association always consider the aspects of justice and survival. Based on the successful experience of the Rinjung Pahamu Farmer’s Group Association, in the future, the cultural value as the basis for the microfinance development can be applied to other groups as a means to improve financial access among the poor, especially for those living in rural areas. Marapu’s belief that was adopted by the people in Wangga Village still used as the basis for carrying out various activities in people’s lives. Marapu’s view is the belief that the government acknowledges pride, and it strengthens the community to maintain survival and balance. It practised through the Pawandang, Hillu Kandutuku, and Rotu Padang activities.

Indonesia is a country that is very vulnerable to disasters. World Bank data in 2010 also states that Indonesia has a number of schools located in the fourth largest disaster prone area in the world. Therefore, the government through the National Disaster Management Agency then coordinated with the Regional Disaster Management Agency to carry out a program that had the objective of increasing disaster preparedness from the school community called the Disaster Safe School program (SAB). Preparedness is one part of the disaster management process that has an important element in controlling disaster risk. The purpose of this study is to find out an overview of students' perceptions of the Disaster Safe School program at Tabanan 2 Junior High School. This study uses a qualitative descriptive research design with phenomenological design. This research was conducted at Tabanan 2 Junior High School, located in Kediri, Tabanan. The method of data collection in this study used the FGD (focus group discussion) method and in-depth interviews. Participants in this FGD were students and students of Tabanan 2 Junior High School grouped by sex and who became informants in in-depth interviews were school teachers and SAB program holders at BPBD Bali Province. The results of the study were that students had good knowledge of knowledge about the Safe Disaster School program, students also had a good perception of the Safe Disaster School program and students had a positive attitude or supported the existence of a Disaster Safe School program

The aim of this research was to find information relating to managers competencies of cooperatives in Pangandaran Regency and to compare the condition to the theory proposed by Spencer and Spencer (1993) to discover the extent of managers competencies of cooperatives in Pangandaran Regency. This research applied the qualitative method with the researcher as the instrument of research. Data were obtained from informants selected according to the need and purpose of the research or in another case it is called purposive sampling. Data collection was conducted through observation, literature review, in-depth interviews, and focus group discussion and subsequently data was analyzed by making reduction, presentation, conclusion, and verification. The research result indicated that regarding competencies the majority of managers of cooperatives in Pangandaran Regency have not yet been skillful in handling managerial aspects and techniques for managing cooperatives. It attracted the attention of the local government to participate in enhancing human resources of cooperatives; hence the government provided training assistance which has been conducted several times since the establishment of cooperatives in Pangandaran Regency. However, the enhancement of human resources competencies has not yet showed a significant result. The explanation above provides a conclusion that up to now managers competencies of cooperatives in Pangandaran Regency still need enhancement through training and provisioning of managerial and technical aspects.

This study aimed to explore the harmonious relationship between human and nature that is still maintained by the Malay people of Kampong Tua Nongsa in Batam. Everyone who visited Batam will have perception that Batam is an industrial city with various metropolis conditions. It cannot be denied that it is true. The industrialization magnet in Batam has attracted the attention of many immigrants from various regions to try their luck to be better. The effects of rapid immigration and the many industrialization of Batam have had quite an impact on environmental conditions, especially this island which is bordering with Malaysia and Singapore. The amount of industrial pollution, deforestation, settlements, and reclamation has a bad impact on the natural situation. But behind all of that, Batam has uniqueness. The government still maintains there are 37 points of Kampong Tua Malay scattered throughout Batam. Behind the glamor of Batam's industrialization, there are still remnants of Malay culture that have a close relationship with the environment. In the research conducted, researchers analyzed three of cultural objects that are still preserved, namely the Sacred of Bunbun, the Sacred of Puak, and the Sacred of Batu Belah. In this article, researchers focused on the Myths behind the Sacred of Batu Belah, which still reflected the harmonious relationship between humans and nature. By using an ecocritic approach, the researcher answers the variable related with the relationship between man and nature behind the myth. The method used is a qualitative method with in-depth interviews and observation as data collection techniques. Using critical analysis techniques, the results of this study indicated that the ecocritic representation behind the Batu Belah myth is reflected from the existence prohibitions behind it. These prohibitions show how the Malay community is still able to maintain a harmonious relationship between humans and nature.

The increase in the number of HIV-AIDS cases in the last ten years from 2008 to 2017 in Toba Samosir Regency with an average HIV growth of ≥ 7% and AIDS growth of ≥ 31%, has to be handled by implementing a special program. The lack of coordination between HKBP AIDS Committee Balige and Regional Government has to be made since there is no similar opinion about HIV-AIDS, the government agencies which are joined in the Committee of Regional AIDS Handling are not focused on prioritizing HIV- AIDS problems, and coordination in planning has not been optimal so that the budget is limited. The objective of the research was to find out the coordination between HKBP AIDS Committee, Balige and the Regional Government in HIV-AIDS Handling program in Toba Samosir Regency. The research used qualitative method (phenomenology design) which was aimed to get information about the coordination in preventing and handling HIV-AIDS in Toba Samosir Regency, with 20 informants. The data were gathered by conducting in-depth interviews and documentary study and analyzed by using content analysis. The result of the research showed that coordination, involvement, and active participation of all agencies in the KPAD (Regional AIDS Handling Committee), the implementation of budget planning, and activity planning were inadequate. It is recommended that formal meetings be increased in order to develop communication and to create good coordination, either from budget planning or from the implementation of handling HIV-AIDS in Toba Samosir Regency.

Role of posyandu cadres in empowering the community of BintanPurposeThis study aimed to determine the role of posyandu cadres in empowering the community in Kawal village, Gunung Kijang district, Bintan regency.MethodsThis study used a qualitative method with a case study design and purposive sampling technique, with the cadres of posyandu. Data collection was done by in-depth interviews and focus group discussion (FGD), with triangulation of sources and methods.ResultsThe role of cadres are as a health motivator, with the extension officers of the health and medical services as well as cadres being able to identify the needs, barriers and help to coordinate in providing health services.ConclusionPosyandu cadres have high social spirit created by the combination of internal and external motivation, resources and potential as well as experience developing ability, with the social spirit capable of inspiring, activating, stimulating, mobilizing and motivating people.

Gampong is the lowest government in the government system in Indonesia. In recent years, gampongs or villages have been given great authority in implementing village governance, especially in preparing village / gampong development plans. In implementing the gampong government, the keuchik who leads the gampong government, apart from being assisted by the village secretary and gampong apparatus, is also assisted by a customary institution known as Tuha Peut. One of the functions of tuha peut is given the authority to carry out the joint development planning function with the village keuchik as outlined in the RKPG document. The socialization of tuha peut functions in gampong governance is necessary to provide an in-depth understanding of the duties and functions of tuha peut as partners of the gampong government in implementing the wheels of government and development. The formulation of the problem in this activity is limited to the socialization of tuha peut's function in compiling a work plan for village development (RKPD / G). The objective of this research is to analyze the role of internal initiative driven by pesantren leaders and external development provided by the government in building pesantren entrepreneurship. This research was conducted by utilizing a descriptive qualitative method, with a sample of 5 pesantrens in Garut Regency, Indonesia. The data obtained in this research was collected through focus group discussion (FGD) with a number of stakeholdrs as informant namely leaders of the 5 pesantrens taken as sample along with a couple of their students. Based on field study, we discovered that the success of pesantren in building entrepreneurship activities are dominantly determined by internal initiative and creativity driven by entrepreneurs/managers/ initiators of pesantren, supported by their students. Other pesantrens that have succeeded to build their economic independencies have also received assistance from the government through one pesantren one product (OPOP) program as external development driving factor, which motivated these pesantrens to contribute and to help the government to achieve the goals of this program.

Abstract Musi Banyuasin is a district with a high level of vulnerability to forest and land fire disasters. Therefore, prevention efforts are needed to minimize forest fires again. Forest fire prevention efforts are activities that are the responsibility of all relevant stakeholders in Musi Banyuasin, one of which is the Regional Disaster Management Agency (BPBD) of Musi Banyuasin Regency. This research will focus on the role of BPBD in efforts to prevent forest and land fires in Musi Banyuasin Regency. The method used in this research is descriptive qualitative method of observation and in-depth interviews. The results of the study show that the BPBD of Musi Banyuasin Regency plays a role in accordance with its functions and obligations as a regional BPBD, namely as an organization that conducts risk studies of Kahutlha fire-prone areas in Musi Banyuasin Regency. The area risk assessment is carried out in three main stages, namely determining the condition of the area, determining the condition of the land through the level of vulnerability and hotspots, and finally informing the condition to the local government and the community through outreach activities.   Keywords:BPBD, Fire Disaster, Kahutlha,  Prevention   Abstrak Musi Banyuasin merupakan kabupaten dengan tingkat kerawanan level tinggi terhadap bencana kebakaran hutan dan lahan, Oleh karenanya, perlu adanya upaya pencegahan untuk meminim lisirter jadi kebarakan hutan kembali. Upaya pencegahan kebakaran hutan merupakan kegiatan yang menjadi tanggung jawab seluruh stakeholder terkait di Musi Banyuasin salah satunya adalah Badan Penanggulangan Bencana Daerah (BPBD) Kabupaten Musi Banyuasin. Penelitian ini akan berfokus pada peran BPBD dalam upaya pencegahan kebakaran hutan dan lahan di Kabupaten Musi Banyuasin. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan metode observasi dan wawancana mendalam. Hasil penelitian menunjukkan bahwa BPBD Kabupaten Musi Banyuasin berperan sesuai dengan fungsi dan kewajibannya sebagai BPBD daerah yaitu sebagai organisasi yang melakukan kajian resiko Kawasan rawan kebakaran Karhutla di Kabupaten Musi Banyuasin. Kajian resiko Kawasan dilakukan dengan tiga tahapan utama yaitu menetapkan kondisi daerah, menetapkan kondisi lahan melalui tingkat kerawanan dan titik panas, dan terakhir adalah menginformasi kondisi kepada pemerintah daerah dan masyakarat melalui kegiatan sosialisasi.   Kata Kunci:BencanaKebakaran, BPBD, Karhutla, Pencegahan

This study is aimed to analyze business model, internal external environment and formulate alternative strategies in UD. Salacca based on Business Model Canvas. The methods of research used are descriptive qualitative method. The data was obtained through secondary data and primary data. Data collected through depth interviews, observation and focus group discussion. The sampling method used was purposive sampling. Data were analyzed using the SWOT and BMC. The results showed that SWOT has Strengths (S), South Tapanuli is the salak production center in North Sumatra. Weaknesses (W) such as some products are not always available and cannot meet large-scale demand or exports; venture capital, technology and labor are still limited; there is no official cooperation contract with suppliers, customers and distributors. Therefore, BMC now needs to be improved by utilizing Opportunities (O) including the assistance from the Government in the form of counseling, training and mentoring of the production machinery business; product promotion facilities at trade shows / festivals and also trade sites; other than that the product has been in demand by domestic and foreign tourists; The business already has a link to export products. So as to be able to face the Threat (T) of many competing products that use substitute raw materials and more sophisticated production technology resulting in consumers not loyal. The resulting alternative strategies are increasing consumer reach and business scale; improvement of production facilities and infrastructure; improving services with consumers; partnerships with distributors and souvenir vendors; increase capital, technology and labor.
