The paper highlights the urgent problems of the globalization processes of modern civilization and the formation of the cultural space. The analysis focuses on the consideration of scientific literature and resources authors of which to a greater or lesser extent investigate this problem and emphasize the possibilities of cultural methodology regarding the study of globalization transformations and the formation processes of the cultural space of the modern world community. The investigation determines the existing crisis of scientific methodologies that stubbornly poses before researchers the urgent tasks of continuing the search for new methods and principles, the processes of globalization and the formation of cultural spaces in the era of civilizational globalization. A certain problem arises even more acutely for such a young scientific branch as cultural studies. In this regard, the author accentuates an extensive methodological possibility of cultural comparative studies, directly, its application to illuminate the issues of the origin and evolution of cultural space in the era of civilizational globalization. It is in the cultural space there are possibilities of functioning of different cultures, different eras, and the cultural space exists and acts as an operating system of the component of cultural activity united by common fundamental values. An analysis of existing sources and literature on the problems of civilization processes in the course of the formation of cultural space shows that it is the methods and principles of comparative studies within the cultural creation of ethnic groups that make it possible to overcome the tendencies of isolationism between different peoples and their cultures and traditions. Culturological comparative study, its principles and methods, makes it possible to study the genesis and to show the evolution of the spatial field of culture, its content, to highlight the processes of dialogue between cultures, the formation of globalization culture within a specific cultural space. The results of the research allow us to extrapolate the processes of globalization and the formation of cultural space on the materials of the development of Ukrainian culture. At the same time, the main attention is paid to the interaction of culture and economy in the last years of independent Ukraine development in the process of forming its cultural space.

A theory of cultural transfer was the branch of comparative literary criticism, although this theory declared its sharp opposition against the mentioned tradition of study. The comparative studies in humanities are based on the ideas of specificity of every culture, even when one deals with the influence of one culture on another. Instead of this approach, the theory of cultural transfer promotes not only a simultaneous study of several cultural and national spaces but also a research on disseminations and transformations that appear at any rapprochement between cultures both in an influential culture and in a perceiving one. Consequently, it is not the binary opposition that must be taken into account in cultural transfer but two cultures, one of which is necessarily comprehended as a culture-recipient, although the whole scheme is much more complicated. Any transition from one cultural space into another easily may cause some transformation. Other ‘new element’ in the theory of cultural transfer is positioning the study of a cultural space periphery, i. e. connections with alien cultural space that every culture necessarily supports, in a center. This approach demonstrates that any phenomenon, no matter how specifically national it may be, actually is a complicated alloy of different cultures and influences. The objects of cultural transfer include the history of translation. Another priority direction is a comparative study of the national forms of comparativism related to the history of intellectual and spiritual relations between different countries and nations. During the transfer from one cultural situation into another any object gets into another context and acquires a new meaning. As focus of attention of a theory and studies of translation was shifting to the context of creation, operation and perception of translations, the research on the translated texts increasingly crossed the boundaries of the related disciplines that enabled learning this context – sociology, comparative studies, economics, history, cultural studies. The scholars aim to indicate the ways of manipulating the readers via translation, to explicate interests and values brought with every translation, to show how it forms the culture-receiver and values of society. The most attention is paid to the issues of ideology, economy and politics, the problems of ethnic responsibility of the translator. The object of cultural translation studies is the text in the system of literary and extra-literary meanings within the initial and receiving cultures. Cultural theory of translation raises the question of cultural prestige of the selected texts and determines the basis of this selection, the principles of forming and changing their status. One may focus also on the role of the commentator as an intermediary between the translator of the text and the readers to whom the translator wants to make his way through.

The article is devoted to the problems of ethnic-cultural perceptions in contemporary Karachay-Balkar poetry. It defines criteria for shaping an ethnic and civic self-identity. The paper discusses how cultural globalization affects the ideology of the Karachay-Balkar people. In a detailed analysis of works by N. Bayramkulov and A. Bakkuev, two poets of a younger generation, the author argues that fundamental values and stereotypes take priority in the poetic mentality of younger artists. Closely examining the themes of the poets’ works – philosophy, religion, history, society and politics – the author specially describes the way each poet deals with the nation’s artistic memory. Another focus is on the analysis of poetics. It is suggested that the young poets’ creative method is found at convergence of realism and mythopoeia. Their poetry centers around the mythical images of stone, water, mountains, and ‘taulu’ (‘a man of the mountains’).

2021 year has become time for drawing the bottom line under the achievements in the field of culture and science for 30 years of independence of Kazakhstan. The high level of modern cultural potential, rich cultural heritage have become one of the leading factors in the formation of a positive image of Kazakhstan as a country with a distinctive culture and spiritual traditions that go deep into history. Creative personalities, public policy and private organizations contribute to the development and promotion of Kazakhstan’s art in the world, which invariably arouses interest of the world community. However, a problem of the popularization of Kazakh music, art, film and theater art is still relevant. In addition to examples of achievements and successful cases of Kazakhstan’s culture, in this article the authors try to consider the problem from the point of view of management in culture and show importance of the position of an art manager in the modern world of arts. To implement this issue, the authors studied publications on the achievements of various types of arts in recent years and also took into account reaction of domestic and foreign audiences to cultural products and projects from this area. This article lists specific achievements in the field of academic art. As the analysis of publications on this topic has shown, most of them were implemented by cultural figures in the last decade of independence of the republic. At the forefront is the question of the consistency and well-coordinated interaction of cultural management with the creative component of the academic sphere of art in Kazakhstan. And the most striking examples of successful cases of such interaction are given as well. This study has analytical value and can be presented at seminars and conferences as a demonstration of examples of achievements for reporting presentations in the year of the celebration of the thirtieth anniversary of Kazakhstan's independence.

Within the information ethics community one can observe a mainstream discussion including some fundamental presuppositions which appear to be something like dogmas. The most important of these dogmas seems to be that we must create a new kind of intercultural information ethics. It is often argued that (comparative) studies have shown that different cultures, according to culturally determined norms and values, react in different ways to the impacts of ICT; it is stressed that an intercultural information ethics must take these cultural particularities into account. But in the paper at hand it shall be argued that taking cultural differences into consideration does not create a necessity to invent a new intercultural information ethics. On the contrary it shall be claimed that we already know several intercultural ethics which only have to be applied to ICT and its impact to societies.

ABSTRACTIn fact, the cultural relationships between different groups are not something specific to contemporary society, but the globalized world is the place where cultural communities relate in a more intense and complex way. The dynamics of globalization approach groups of different cultures causing tensions and resistances. In the Arts, this phenomenon is represented in different ways. In Literature - in this case addressed to youth - understood as a cultural and symbolic production, there are various practices of meaning, which are responsible to build ways of seeing, being and living. These practices point out the perception of plural identities. Artists, with the construction of their aesthetic and political projects, can refuse hegemonic discourses, fighting against prejudice, disrespect, exclusion, denying the ideology based on dominant values. The main purpose of this study is to analyze, in the new perspectives of Comparative Studies, the role of literary art and their intercultural dialogues.RESUMOApesar de os entrecruzamentos culturais não serem algo específico da sociedade contemporânea, é neste mundo globalizado que as comunidades culturais se relacionam de maneira mais intensa e complexa. A dinâmica da globalização cada vez mais aproxima grupos de culturas diferentes, provocando tensões, negociações e resistências. No campo das artes, esse fenômeno cultural é representado de diferentes formas. Na literatura - neste caso a que se destina à juventude - compreendida como produção cultural e simbólica transformadora, agenciam-se práticas de significação, ou seja, formas de construir modos de ver, de ser e de estar no mundo que favorecem a percepção das identidades múltiplas. Pela elaboração de seus projetos - estético e político -, os artistas põem em revista os discursos hegemônicos, marcados muitas vezes pelo preconceito, pelo desrespeito, pela exclusão, desnudando relações de poder, classificações e rotulações instituídas a partir de uma ideologia forjada a partir de valores dominantes. O objetivo deste estudo é analisar, dentro das novas perspectivas dos Estudos Comparados, o papel da arte literária em seus diálogos interculturais.

The relevance of the problem under study is due to the civilizational necessity of globalization of Ukraine's entry into the European and world community with further reforming the system of public administration in the financial sector. The purpose of the article is based on the study of modern world experience and consequences of fiscal federalisation as a phenomenon, and analysis of the current reform situation in Ukraine. The main method is comparative, which allowed to compare different state legal systems in order to identify similarities or differences between them.  The article analyses the policy and experience of fiscal federalism in Ukraine and other countries. The materials of the article can be useful to all who study federalism.

The main factors that determine the development of these processes, problems and prospects for the formation of a new world order at the beginning of the third decade of the XXI century are determined. The most significant aspects of the transformation of the policy of the United States and its European allies in relation to Russia are considered, and historical analogies are drawn with the processes of transformation of the world community in the XIX and XX centuries.

The Situationists defined the increasingly spectacularized society (The Society of the Spectacle ) as the alienation of the individual by an increasingly mediated and commoditised modern world that has spread across the globe, pacifying and alienating its audience with the manufacture of lack and the control of desire. Set dead against this spread of spectacular culture, the Situationists sought to free themselves from the commoditisation and mediation of everyday experience. By employing direct action and the creation of “situations,” they attempted to make clear the restrictive boundaries, both intellectual and environmental, that the habituated processes of modern capitalism (in the form of production and consumption, work and leisure) had placed upon society. In the era of the emerging digital or interactive Spectacle that now permeates every aspect of our culture, what has been added to the Spectacle is the illusion of agency administered through the new technological conduits. Virtual environments, for example, deliver visitation and visualization of places that, despite attempts at access by the viewer, remain remote. However, in our new digitally enhanced cultural spaces, despite restrictions, Situationist style interventions can still be made. Views can be expressed that had no outlet in previous media forms, allowing for the development of communities and exchange of ideas that require, at least in some part, the agency of the individuals taking part in them. Situationist theory takes its place in helping to describe such activities, even though, in some cases, the polemic is often watered down. Here we shall consider a number of examples of this kind of intervention, in relation to the Situationist practices of the dérive and détournement, to help give some structure to the critical analysis.

This section ties together Gupta’s life-long research and ideology to his vision for India. He discusses the concepts of space and non-space and posits the nation state as a cultural space. Gupta underlines the distinction between secularism and secularization and argues that in India, secularization is still at a very unfinished state. While we have a democratic system, citizenship and modernity have not progressed. The deification of politicians in Tamil Nadu is discussed. When politicians start patronizing religious functions and use religious symbols in public acts, secularization is compromised to indulge in the politics of majoritarinism and minoritism. India is progressive in intent but it is compromising in deed. The goals of citizenship move ahead, once a victory is achieved, new obstacles appear.

The article deals with a new trend in foreign language teaching based on the cross-cultural approach. The challenge for teachers today is to develop students common, communicative and language competences which are essential conditions for the realization of such a task of modern language policy as the establishment of mutual understanding between different cultures. The components of communicative competence are established. The development of communicative competence is considered to be an obligatory condition for mutual understanding between nations in modern world.
