The article explores the conceptual basis of ways to realize Ukraine's economic potential in the face of globalization. The main advantages and disadvantages of the current state of Ukraine's national economy have been identified. The main ways of optimizing the fiscal and monetary policy of the state are presented. The concept of digitalization of the national economy of Ukraine as the main factor of realizing economic potential in its most promising industries: agro-industry, energy industry, logistics has been proposed. The main goals of the introduction of the economic education system in Ukraine are presented. The subject is relevant because the national economy of Ukraine today is characterized by a low level of development compared with developed countries of the world, but has considerable untapped economic potential, which is caused by with a number of absolute and relative competitive advantages. The lack of unified doctrine for the implementation of economic potential in the most promising sectors of the national economy of Ukraine is the main unsolved problem of scientists. Generally economic potential is available resources that can be used further in order to achieve a positive economic effect. Thus, the concept of economic potential of the national economy provides for effective use of existing resources in the country, based on the principles of absolute and relative competitive advantages, in order to achieve economic growth and Economic development. The ultimate long-term goal of implementing country's economic potential from a macroeconomic point of view is to increase GDP to a potential level. The implementation of Ukraine's economic potential should be carried out by: reforming the state's monetary and fiscal policy; Digitalization of the national economy, first of all, in the most promising areas such as agro-industry, energy industry and logistics; the introduction of a system of economic education of the population. Innovative development is the main method of realizing economic potential in all promising spheres of national economy of Ukraine. Active implementation of innovations in various sectors involves digitalization economy.

The theoretical and methodological foundations of formation and development of clusters, which are the newest and effective tool for increasing the competitiveness of the national economy, are considered. The world experience in the formation and effective functioning of cluster formations is analyzed. Particular attention is paid to the development of clustering of the economy of European countries. The main branches of European countries, in which the largest number of clusters operates, are determined. The peculiarities of functioning of the cluster economy model in Scandinavian countries, Italy, Germany, countries of Central and Eastern Europe are analyzed. The clusters that work most effectively are listed. The advantages of combining enterprises into clusters and the influence of the latter on the development of technology transfer and the innovation and investment development of the country and its regions in the conditions of global competition are determined. The peculiarities of economy clustering and its new forms are studied. The expediency of using the clustering mechanism in Ukraine based on the experience of highly developed countries of the world is substantiated. The methodical approaches to comparative analysis of development stages and mechanisms of effective use of economic advantages of clusters on micro, meso and macro levels, as well as typology of clusters and the classification of types of cluster associations have been improved, which made it possible to identify the structure of economic interests of cluster participants in the process of implementing competitive relations. The transformational changes in the activity of clusters as a result of the evolution of global processes and the intensification of the use of information and communication technologies are considered. The expediency of creation and functioning of clusters in Ukraine as an important factor in ensuring the competitive advantages of its economy in the conditions of global development is substantiated. The current state and problems of the development of innovation-technological clusters in Ukraine are revealed. The identified areas of the economy and the sectors in which the clusters were created are the following: the construction industry, heavy and light industry, the agrarian sector and tourism. The prospective directions of clustering at the level of transport infrastructure, cross-border clusters and clusters with IT technologies are mentioned. The paper explores the mechanism of formation of cluster associations on the basis of identification of the main market trends and determines organizational principles and forms of interaction of cluster participants, as well as technologies of forming current competitive advantages in national sector clusters and increasing the competitiveness of the Ukrainian economy. The author suggests the directions of improvement of the state policy in terms of stimulation of creation and functioning of innovation-technological clusters in Ukraine and attraction of small and medium enterprises to their network. Proposals regarding the increase of cluster functioning efficiency and ensuring of their positive influence on the development of national economy are offered. Recommendations on the implementation of cluster strategies in Ukrainian economy are developed.

In world economy the next surge in processes of transformation is observed. Globalization of commercial ties can be considered as interaction of the countries at the level of regional blocs. The international community reveals the prospects of forming of regional spaces which state members can be integrated among themselves stronger, than with the third countries, and the system of bilateral and multilateral ties and arrangements will be built not only between the countries, but also between economic blocks. As a result of a cooperation each country shall gain additional economic effect for the realization account of integration potential of consolidation and competitive advantages of state members of the Eurasian Economic Union (EEU). The additional effect for state members of EEU will be expressed in acceleration of achievement of national strategic objectives and also receipt of an increment of national economic results due to implementation of integration measures and projects. The majority of economically developed countries of the world recognized need not only forecasting of the future for identification of the directions of a joint cooperation in case of achievement of strategic objectives, but also its active forming by means of such tool as forsayt-designing. In a research theoretical and empirical methods are used, in particular: overview of literature, logical and system analysis, methods of collection of empirical data, descriptions, forecast and handling of results of a research, forsayt-designing. The main objective of a research consists in a research of features of implementation of competitive advantages of the Eurasian Economic Union on the basis of forsayt-designing. In article influence of processes of rapprochement of Russia and China on integration of the last into EEU is considered. The prospects of interaction of the Russian Federation and the People's Republic of China on the basis of development of dynamically developing border areas, potential kernels of economic development are considered. On the basis of expert poll road mapping of cross-border interaction of Russia and China on key parameters is made: foreign trade, possible programs of a cooperation.

The article presents the substantiation of the scientific and practical relevance of the study of the problem of developing the theory and methodology of improving the personnel management system of an enterprise based on a personalized approach in modern conditions of high competition, a decrease in the economically active population of Russia, a decrease in the growth rate of Russia's GDP in comparison with China and other developed countries. The practical relevance of the problem at the state level and the level of individual organizations is substantiated. The reason for the low involvement of personnel in the processes of increasing the efficiency and improving the activities of the organization is analyzed. The inconsistency of interests, goals, responsibility of personnel actions was determined as the main reason for their weak motivation and low efficiency of actions to improve the activities and development of the enterprise. The necessity of the transition from a general to a system-personified approach in personnel management for the most complete disclosure of the labor and personal potential of each employee of the organization is argued. The existing approaches to improving the personnel management system are highlighted, presented and summarized. The advantages and disadvantages of the selected approaches to personnel management from the point of view of involving employees in the processes of improving the activities of personnel and the enterprise are determined. The analysis of many publications by domestic and foreign authors devoted to methods of personnel management, methods of improving human resource management, methods of improving the personnel management system. It has been inferred that there were no publications detailing the personalized approach to personnel management at enterprises. The problem of methodological gap between the existing approaches to improving the personnel management system and the need for its development on the basis of a system-personified approach is formulated.

The subject. The article is devoted to the prerequisites of the emergence and essential characteristics of the institution of consolidated taxpayers’ groups in Russia and abroad, revealing of advantages and disadvantages of the legal regulation of the creation and operation of consolidated groups of payers of corporate profits tax, analyzing results and directions of the development of tax consolidation in Russian Federation.The purpose of the article is to identify positive and negative aspects of the functioning of the institution of consolidated taxpayers’ groups in Russia with the establishment of prospects of tax consolidation and the likely directions of its development.The description of the problem field. The development of the world economic system stimulates the emergence of new forms of management, characterized by the enlargement of busi-ness, the pooling of resources of individual enterprises into a single system in order to optimize entrepreneurial activity. These trends are reflected in the development of tax systems of various countries, that is expressed in the formation of institutions of consolidated taxpayers’ groups. Tax consolidation in Russia is a relatively new phenomenon, and it seems necessary to examine this institution from the law enforcement point of view, to evaluate its effectiveness.Methods and methodology. The authors used methods of analysis, synthesis, as well as formal-legal, comparative-legal, historical methods of investigation.Results and the scope of its application. The authors note that the institution of tax consolidation today is presented in the tax systems of most modern countries.The practice of applying the institution of consolidated taxpayers’ groups testifies to the existence of a significant number of advantages and disadvantages of tax consolidation in Russia. The moratorium on the creation of consolidated taxpayers’ groups, due to the contradictory nature of their influence on the structure of regional budgets, the main directions of the tax policy of Russia testify to the forthcoming reform of tax consolidation in Russia.Conclusions. The emergence of the institution of tax consolidation is a natural consequence of the development of the world economy. Most developed countries of the world actively introduce elements of consolidation into taxation systems, successfully providing a balance between the positive and negative consequences of its implementation. Meanwhile, the level of preparation and implementation of tax consolidation in Russia at the moment is not high enough, so the institution requires a consistent reform.

The article outlines the main directions of marketing activities of the production enterprise. The effectiveness of marketing activity of a business entity from the point of view of economic indicators is investigated. Finds that the formation of a set of indicators is the basis for the analysis of efficiency, which allows a phased evaluation of strategy implementation and helps to find answers about further actions in a competitive environment. The analysis of recent researches and publications has been carried out and it has been discovered that today there is a lask of unified approach and appropriate methods for assessing the effectiveness of both marketing activity in general and its individual structural elements. Theoretical approaches to the category of "efficiency" of marketing, which characterizes the competitiveness of the production enterprise, are considered. It is proved that marketing activity is characterized not only by the ratio of the obtained financial results but also the other factors of internal and external marketing environment that may have an impact on the end results (for example, sales volume, revenue, profitability, ets.). Features of marketing communications of the enterprise are considered. Competitive advantages and disadvantages of the presented real enterprise are determined. The process of determining the effectiveness of marketing activity is substantiated, revealing the main indicators that influence its level. The economic position of the production enterprise in a competitive business environment is justified. The directions and measures to improve the marketing activities of the production enterprise are proposed. The conclusion is made that the calculation of a complex indicator of the effectiveness of marketing activities of a company is a significant direction in assessing the state and level of development of the marketing complex at the enterprise. The indicator allows it to quickly detect and eliminate deviations in the achievement of goals and tasks, which, accordingly, affects the overall efficiency of the enterprise's production and economic activity.

This paper discusses the relation between the quality and quantity indicators of physical capital and modernisation. While international academic literature emphasises the role of intangible factors enabling technology generation and absorption rather than that of physical capital accumulation, this paper argues that the quantity and quality of physical capital are important modernisation factors, particularly in the case of small, undercapitalised countries that recently integrated into the world economy. The paper shows that in Hungary, as opposed to developed countries, the technological upgrading of capital assets was not necessarily accompanied by the upgrading of human capital i.e. the thesis of capital skill complementarity did not apply to the first decade of transformation and capital accumulation in Hungary. Finally, the paper shows that there are large differences between the average technological levels of individual industries. The dualism of the Hungarian economy, which is also manifest in terms of differences in the size of individual industries' technological gaps, is a disadvantage from the point of view of competitiveness. The increasing differences in the size of the technological gaps can be explained not only with industry-specific factors, but also with the weakness of technology and regional development policies, as well as with institutional deficiencies.

The outbreak of the Covid-19 pandemic in Indonesia is attacking not only public health but also the economy. The presence of Covid-19 has many important impacts on developed countries. There are at least four industries most impacted by this pandemic, including households, MSMEs, companies and the financial industry. However, the halal industry is believed to be more resilient to the Covid-19 pandemic. This durability is because of the principles attributed to the halal sector, namely the importance of fairness, balance and openness. The author’s goal is therefore to carry out more in-depth research on the role of the halal industry in supporting the national economy, which is under pressure because of the COVID-19 pandemic. This type of study is a literature review with a material analysis approach that explores the conditions of the halal industry in Indonesia in depth. The material received is as books, published information, and online news. The findings of this study reveal that there are three halal business sectors that are believed to be more vulnerable to the Covid-19 pandemic in order to facilitate national economic recovery. Halal finance, halal food and halal fashion industries are among them. Halal finance from both the banking sector and the Islamic stock market has proved to be more robust than the mainstream financial sector. Besides guaranteed halal food, its wellbeing is also guaranteed, and halal fashion is now on the rise as Muslim fashion is increasingly innovative and global. We believe the three of them to have experienced vigorous growth, and also to continue to draw customers. And also after the Covid-19 pandemic, these three sectors could survive. Thus the halal industry also contributes to Indonesian economy.

The scientific and methodological approach to the evaluation and analysis of the efficiency of system management by innovation factors for sustainable development of national economy from the point of view satisfaction vital interest’s population is developed. This is the calculation of the modernized index human development based on the adjective model based on 26 indicators (social, economic and environmental subsystems), as well as using the methods of the main components and the slip matrix. The resultant value is the modernized Human Development Index (MHDІ) of Ukraine. The architectonics MHDІ of Ukraine in 2007–2017 from the position of sub-indices of the ecological, social and economic subsystems is analyzed. Consequently, the scientific and methodological approach based on the MHDI change allows us to draw conclusions regarding the effectiveness of the work and public administration bodies in the context of making managerial decisions regarding the satisfaction of the vital interest’s population. MHDI considers the main regulated parameter of the system management in the innovation factors of sustainable development in socially oriented economy. The tendency of steady decline MHDI of Ukraine in 2007–2017 on 53.45 % was confirmed, which confirms inefficient state regulation of crisis situations in Ukraine. In order to increase the efficiency management of innovative factors by sustainable development of the national economy, from the standpoint of satisfaction vital interest’s population, it is proposed to intensify the use of public debt and savings bonds, market and non-market methods of relief and debt load. This is due to the fact that at the current stage of development in the national economy, public external debt is one of the most significant indicators of the state economy. It is at the same time a criterion for the effectiveness of public financial policy, as well as a threat and opportunity for the Ukrainian economy. In order to optimize its size, various methods, approaches, tools are used. Based on the analysis of world experience, it has been established that the securities market, in particular debt securities, plays a strategic role in regulating this issue. Therefore, it makes sense to recommend government debt bonds and government savings bonds to optimize the amount of external public debt.

Currently, one of the important tasks of the economic policy of Russia is the formation of a hightech image of the national economy, capable of effective functioning in the changing global geopolitical and geoeconomic conditions. In this context, the issue of revitalization of mechanical engineering, which plays a key role in the development of the country’s economy, is of particular relevance. This sector is a link between scientific and technological progress and the level of provision of domestic producers with domestic machines and equipment, allowing them to produce competitive products and to a lesser extent depend on the state of the external environment. The example of the developed countries of the world shows that the development of advanced engineering technology significantly increases the efficiency of the national economy, helps to accelerate its growth. At the same time, in Russia, in order to unleash the scientific and technical potential and activate engineering, it is necessary to initiate modernization processes in it. Based on the foregoing, the purpose of the study is to analyze the state of Russian engineering from the position of its role in the country’s economy. It is shown that at present a significant barrier to the development of this sector is the predominance of imported equipment, due to technical and operational characteristics, often superior to domestic counterparts.
