The quantitative characteristics of information resources for automated information systems (AIS) are proposed in the paper. The entities represented in the AIS by the information object mappings and their components (information unit and information element) are considered. The composition of the system information space is substantiated, which represents the whole amount of information being processed in the system, auxiliary information resources and all data of the system and its users. Application of the quantitative values to AIS information resources characteristics, taking into account the sense properties of information objects being mapped in AIS, will make it possible to raise the design decision making quality of AIS and its performance within the lifecycle.

The article describes experience of creating and implementing information-managing educational environment at university. The model of creating information-managing educational environment of university with elements of artificial intelligence and indicative management is described. This environment contributes to improve quality of training and management of educational processes and resources. The stages of creating and implementing information-managing educational environment are considered systemically, as continuous process focused on a consumer. The inhibitory and facilitating conditions for introduction of the model at university are described. To provide subject-oriented approach to the use of information resources of environment, recommended clusters of information subsystems for each category of users are described.Practically implemented scientific and methodological recommendations for subjects of educational process to overcome resistance to innovations introduced in educational organizations are proposed.Features of adaptation of the developed information-managing educational environment for schools are presented.

The increasing needs for more disaggregated data motivates National Statistical Offices (NSOs) to develop efficient methods for producing official statistics without compromising on quality. In Indonesia, regional autonomy requires that Sustainable Development Goals (SDGs) indicators are available up to the district level. However, several surveys such as the Indonesian Demographic and Health Survey produce estimates up to the provincial level only. This generates gaps in support for district level policies. Small area estimation (SAE) techniques are often considered as alternatives for overcoming this issue. SAE enables more reliable estimation of the small areas by utilizing auxiliary information from other sources. However, the standard SAE approach has limitations in estimating non-sampled areas. This paper introduces an approach to estimating the non-sampled area random effect by utilizing cluster information. This model is demonstrated via the estimation of contraception prevalence rates at district levels in North Sumatera province. The results showed that small area estimates considering cluster information (SAE-cluster) produce more precise estimates than the direct method. The SAE-cluster approach revises the direct estimates upward or downward. This approach has important implications for improving the quality of disaggregated SDGs indicators without increasing cost. Library and Information Centers today play an important role in enhancing the quality of academic environment and influence basic and core activity of the research centers. They help the users to identify and access the variety knowledge resources in different formats such as electronic information resources in academic institutions. The purpose of this paper to it understands the usage pattern of electronic information resources in an academic institute by the research scholars. A survey method is adopted to know the frequency of use, level of satisfaction with different resources, and the problems encountered while using electronic information resources at REVA University, Bengaluru.

Исходя из ситуации со здоровьем населения в регионе, выставляются соответствующие ориентиры. В разрезе региональной специфики закладываются и реализуются целевые программы, которые одновременно зависят от здоровья населения и направлены, собственно, на улучшение качества его здоровья. Согласно тематике настоящей статьи, ведущий фактор социально-экономического роста - здоровье населения, именно он будет оценен как катализатор искомого регионального развития. Socio-economic development is a systematic procedure for improving the standard of living, qualitative and quantitative characteristics of the goods consumed by the public. Based on the health situation of the population in the region, appropriate guidelines are set. In the context of regional specifics, targeted programs are being laid and implemented, which at the same time depend on the health of the population and are aimed, in fact, at improving the quality of its health. According to the subject of this article, the leading factor of socio-economic growth is the health of the population, it will be evaluated as a catalyst for the desired regional development.

ABSTRACTLibraries have an important role in the field of education, for research purposes, preservation of information resources and recreation areas. Libraries also have a role in increasing the intelligence and empowerment of the nation, as a human person who always wants to advance and the development of institutions that are increasingly experiencing intense competition. This study seeks to see the role of the library in improving the quality of elementary schools at SDIT Salsabila 2 Klaseman, both with regard to student achievement and the progress of the institution. The type of research used is descriptive qualitative, data collection is done by looking directly at the object of research (direct observation) interviews and documentation. The results of this study indicate that libraries have an important role in improving the quality of elementary schools such as the development of library facilities; there is a special room, a growing collection of books, modern service systems, air-conditioned room facilities, computers and LCD projectors are available and also supports children's achievements in winning several championships including in the PAI quiz competition and the MIPA OlympiadKeywords: Quality Improvement of Elementary Schools: The Role of Libraries

The article dealt with the assessment of the quality of hydraulic oil and determination of the mode of wear of the friction surfaces of Baljer & Zembrod manipulating lines through the information traces in the oils by applying tribotechnical diagnostics. We presented the assessment of the level of degradation of the oils. In addition, we presented the mode of wear of the friction surfaces washed in oil through evaluation of the qualitative and quantitative characteristics of the particles found in the oil. In detail, we focused on the application of suitable multivariate statistical methods on the data matrix. The article also presents predictive models that can sort oils into groups based on the assessment of quality of the oil and the state of the friction couples. The models can be used in research and in solving practical tasks in tribotechnical diagnostics of hydraulic fluids in woodworking equipment. Our results showed that the manipulation lines were greatly thermically stressed due to inadequate oil and machine maintenance. By correlative integration of all methods used, we could determine the real mode of the wear of the tribologic nodes of the machine. The experiment enabled the early detection of an undesirable process in the tribological node and implementation of corrective measures before the machine would break down.

This paper aims to determine the MIS unit’s operational status and the performance level of information systems of the state universities and colleges in the Samar-Leyte Islands.  In order to determine and appreciate the value and importance of MIS unit’s services, the unit requires a review of its profile and ICT resources.  The theory of Information System success model of DeLone and McLean was then used for evaluation to measure the performance and effectiveness of IS in terms of system, information, service quality, use (intention to), user satisfaction and net benefits.  The profile of MIS units identified each its capacity and characterized the performance and quality of IS.

The main theme of the 85th IFLA World Congress – the International Federation of Library Organizations and Institutions, which was held in Athens, Greece in 2019, was "Libraries: A Dialogue for Change". Once again, the congress brought together professionals from many countries of the world to solve the problems facing libraries of various forms. Their solution is achieved by developing common approaches to challenges at the global level (projects “Global Vision”, “Library Map of the World”, etc.), sharing best practices and methods, innovative forms of user service and resources generating. The purpose of this review is to present keynote reports delivered at the IFLA World Congress in 2019 on global trends in the development of research libraries. The selection of the reports was carried out by expert evaluation by the author, as well as some materials published on the Congress website. As a result, it was determined that libraries choose various ways and new methods of work to support researchers: by analyzing user needs; integrating librarians into the research life cycle; implementing the principles of open science and open access; developing discovery services and expanding the functionality of information resources; using artificial intelligence technologies, augmented and virtual reality, etc. This allows the creation of popular research support services, improving the quality of services, expanding the repertoire of information resources / products and services provided, modernize traditional forms and methods of work, and fully satisfy the information needs of users.
