In health, medicine saves lives and improves the quality of health. Access to medicines is a human right. Permenkes RI No. 63 of 2014 reads To ensure the availability of medicines work units in the health sector are responsible for medicine procurement. In the Dinkes Kabupaten Pelalawan in 2018, the realization of the DAK fund budget was 90.26%, the availability of drugs was 75.78% and 10 SPK had disbursement problems. Research Objectives To find out the problem and the implementation of drug procurement based on the Permenkes RI No. 63 of 2014 in the Dinkes Kabupaten Pelalawan in 2018. Qualitative and Descriptive Design. held from January to July 2019 with 5 informants. The result is lack of human resources, lack of policy socialization, lack of infrastructure. Implementation of Medicine Procurement is carried out based on the Permenkes RI No. 63 of 2014. Obstacles from providers such as lacking or slow response, drug items available in e-catalogs are inadequate, there is a time limit of absorption, the drug cannot be distributed due to stock vacancy, changes in composition, and drugs that are nearing expired.

Abstrak Belanja Satuan Kerja Perangkat Daerah (SKPD) tentunya sangat berkaitan dengan setiap lembaga pemerintah. Belanja SKPD merupakan pengeluaran dana yang digunakan untuk membiayai kegiatan operasional kantor, dimana setiap pengeluaran atau belanja harus dilengkapi bukti yang lengkap dan sah yang akan digunakan untuk proses penyusunan SPJ Pengeluaran. Oleh karena itu, peneliti tertarik melakukan penelitian yang bertujuan untuk menganalisis pengaruh kualitas sumber daya manusia, pemanfaatan teknologi informasi, dan pengendalian akuntansi internal terhadap ketepatan waktu pelaporan SPJ Pengeluaran di Dinas Lingkungan Hidup Provinsi Jawa Timur. Penelitian ini menggunakan metode analisis kualitatif dan kuantitatif. Sumber data yang digunakan adalah data primer yang diperoleh langsung dari Dinas Lingkungan Hidup Provinsi Jawa Timur. Hasil penelitian menunjukkan bahwa Dinas Lingkungan Hidup Provinsi Jawa Timur  menunjukkan bahwa kualitas sumber daya manusia, memberikan pengaruh yang positif dan signifikan terhadap ketepatan waktu laporan SPJ Pengeluaran  Dinas   Kata Kunci : kualitas sumber daya manusia, ketepatan waktu, laporan pertanggungjawaban Abstract Expenditures for regional work units (SKPD) are of course closely related to every government agency. SKPD expenditure is an expenditure of funds used to finance office operational activities, where each expenditure or expenditure must be accompanied by complete and valid evidence that will be used for the process of preparing the SPJ for Expenditure. Therefore, researchers are interested in conducting research that aims to analyze the influence of the quality of human resources, the use of information technology, and internal accounting controls on the timeliness of reporting SPJ Expenditures at the Environmental Office of East Java Province. This research uses qualitative and quantitative analysis methods. The data source used is primary data obtained directly from the Environmental Office of East Java Province. The results showed that the Department of Environment of the Province of East Java showed that the quality of human resources had a positive and significant effect on the timeliness of the SPJ report on official expenditures.   Keyword : the quality of human resources,timeliness, accountability

This study aims to analyze e-government service quality in the goods and services procurement in Riau Province, particularly in Pekanbaru City.  The data were collected through an in-depth interview analyzed using a dialogical interpretation approach. The results showed that the service quality of goods/services procurement in Riau Province coordinated by the Electronic Procurement Service (LPSE) through its website http://lpse.riau.go.id has already met the users’ expectation. Even so, the ad hoc position of the Work Unit of LPSE Riau, decreasing enthusiasm of goods/services providers for upgrading the skills of their human resources, and ineffective communication between LPSE, ULP and PDE of Riau Provincial Government effectively degrade the quality of service that has already run well. Hence, there should be a restructuring of LPSE and Work Units related to the e-government implementation in order to synchronize the implementation of e-government in general and e-procurement in particular in Riau Province.

This research aims to empirically examine the influence of Leadership Style, Organization Commitment, Quality of Human Resources, Reward, and Punishment, and Law Regulation regarding the implementation of Performance-Based Budgeting in work units in payment area of KPPN Bima. Sampling was done with the incidental sampling method. Analysis method that has been used is multiple linear regression. Results of hypothesis testing in this study indicate that leadership style, organization commitment, and quality of human resources have positive and significant impact of Performance-Based Budgeting. While, reward, punishment, and regulation have positive but insignificant influence on the implementation of Performance-Based Budgeting. Simultaneously, Leadership Style, Organization Commitment, Quality of Human Resources, Reward and Punishment, and Law Regulation have a positive and significant influence on the implementation of Performance-Based Budgeting in work units in payment area of KPPN Bima. Abstrak Penelitian ini bertujuan untuk menguji secara empiris pengaruh gaya kepemimpinan, komitmen organisasi, kualitas sumber daya manusia, penghargaan dan sanksi, serta aturan hukum terhadap penerapan Penganggaran Berbasis Kinerja pada satuan kerja di wilayah pembayaran KPPN Bima. Pengambilan sampel dilakukan dengan metode incidental sampling. Metode analisis yang digunakan adalah regresi linier berganda. Hasil dari pengujian hipotesis di dalam penelitian ini menunjukkan bahwa gaya kepemimpinan komitmen organisasi dan kualitas sumber daya manusia berpengaruh positif dan signifikan terhadap penerapan Penganggaran Berbasis Kinerja. Penghargaan dan sanksi serta aturan hukum berpengaruh positif, tetapi tidak signifikan terhadap penerapan Penganggaran Berbasis Kinerja. Secara simultan, gaya kepemimpinan, komitmen seluruh komponen organisasi, kualitas sumber daya manusia, penghargaan dan sanksi, serta aturan hukum berpengaruh positif dan signifikan terhadap penerapan Penganggaran Berbasis Kinerja pada pada satuan kerja di wilayah pembayaran KPPN Bima.

One of the manifestations of underdevelopment is malnutrition and unhygienic living conditions. These contribute to lowering productivity levels of labour thereby affecting both industrial and agricultural output. This gives rise to other problems such as unemployment, and underemployment which leads to falls in family income and a consequent decline in living standards. The cycle is then repeated. However, till the early 1970s most LDCs did not give due weightage to the improvement of health conditions as they felt that resources would be better utilised in the directly productive sectors of the economy, for example, agriculture and industry to name two. However, the last twenty years has seen, through the basic needs approach, the role that health can play in promoting development. Expenditures in the health sector came to be seen as investments in human capital. The benefits of such investment became apparent from the improvement in the quality of human resources which was reflected by increases. in productivity of the labour force as well as by increasing the length of the expected working life of labour. Thus the provision of better health facilities has a two-fold effect: first it increases the productivity of the existing labour force and, second it increases the quantity of human resources available in the future by increasing the length of working life. Keeping this in view, the Government of Pakistan's policy with regard to the provision of health can be summarised in a five-point agenda:

Health is considered a Human Right that every person should receive for free and in quality, it is important in the fact that it is a basic service for the development of a country. In Mexico, public spending on health is equivalent to 2.5% of GDP, however, the OECD indicates that it is necessary to allocate at least 6% to have an optimal Health System. In the same tenor, Mexico has 2.9 nurses per thousand inhabitants, while Norway has 17.8 nurses per thousand. The objective of this research is to analyze public spending for the health sector to determine its impact on the main indicators that measure the quality of service provided by the Mexican Health System. Some results indicate that Mexico faces complex and challenging health needs and that there are huge discrepancies compared to other countries. This research contributes to providing a broader perspective on the public expenditure allocated to the Health System of Mexico in order to design public policies that allow offering high-quality care focused on people.

This study aims to examine Whether there is a significant influence of variable humanresources competency, leadership, utilization of information technology, internal control of thequality of financial statements either partially or simultaneously. The population in this researchis all work units (SATKER) within the Directorate General of Construction Materials for 15 unitsof work with 45 respondents consisting of a financial assistance of the work unit, the Accountingofficer of Accrual Based Institution (SAIBA) and State-Owned Officer (BMN). The primary usedthe data Obtained from respondents through questionnaires, for testing the data tested the validity,reliability test and hypothesis testing. The Data then in the analysis with the analysis method usedis multiple linear regression. The results Showed that the competence of human resources,leadership style, technology utilization, and internal control Affect the quality of financialstatements either partially or simultaneously

Sebagai aset utama pembangunan bangsa, sumber daya manusia selalu dijadikan tolak ukur keberhasilan kualitas pembangunan suatu bangsa. Indonesia berada di urutan 111 dari 176 negara-negara di dunia, atau urutan ke 6 dari 10 negara-negara Asia Tenggara (Asean). Artikel ini bertujuan untuk membahas berbagai aspek ketertinggalan bangsa Indonesia di bidang kesehatan serta upaya untuk memperbaikinya. Metoda yang digunakan adalah kajian yang rasional melalui tinjauan pustaka dan pemikiran yang logis. Untuk mengejar ketinggalan di bidang kesehatan perlu dilakukan perubahan pradigma dari “health for survival” yang berorientasi pada orang sakit dan mengutamakan kuratif dan rehabilitatif kepada “heath for human development” yang mengutamakan orang sehat yang berorientasi pada promotif dan preventif. Aset utama bangsa meliputi sumber daya alam (SDA) dan sumber daya manusia (SDM). Namun, sumberdaya manusia berperan lebih menentukan karena peranannya dalam mengelola sumber daya alam. Dalam pembangunan bangsa aspek kualitas lebih penting daripada kuantitas yang telah menempatkan bangsa Indonesia peringkat keempat terbesar di dunia, setelah India, Cina dan Amerika Serikat. Urutan Indonesia yang jauh di bawah Singapura, Jepang dan Korea membuktikan bahwa kualitas sumber daya manusia Indonesia masih rendah.Kata kunci : Kesehatan, pembangunan, sumber daya manusia.AbstractAs the main asset of national development, human resource is always used as success indicator of quality development in the country. Indonesia ranked in position 111 out of 176 countries in the world, ranked number 6 out of 10 Southeast Asian (ASEAN) countries. This article aimed at discussing aspects relating to the slow and under development of health sector and efforts to accelerate it. Method used is rational review through literature review and logical thinking. To catch up health sector under development, there is a need for paradigm change from “health for survival” which is oriented toward sick people and prioritizing curative and rehabilitative approaches to “health for human development” which is oriented toward healthy people and prioritizing promotive and preventive approaches. Main assets of a nation include natural resources and human resources, however, human resources is deemed more important due to its role to manage the natural resources. In national development, quality is more important than quantity. Quantitatively, Indonesia ranked fourth after India, China, and USA as the most populated countries, but in term of rank of development index, Indonesia is positioned far below Singapore, Japan, and Korea which are less populated an inarguable evidence of low quality of Indonesia’s human resources.Keywords : Health, development, human resources.

The COVID-19 pandemic has become a global crisis; it has prompted each country to take the necessary measures, starting with the health sector with its different material and human resources. This study evaluates the anxiety and depression of a group of 403 healthcare workers across Morocco using a Hospital Anxiety and Depression (HAD) assessment scale during this crisis. The results show severe anxiety among the healthcare workers in the COVID-19 services compared to staff who do not work in the COVID-19 department with a very significant p-value <0.0001. Insurmountable psychological pressure on nurses leads to various problems such as anxiety, fear, frustration, depression and insomnia that affect quality of life and require psychological support.

Socio-demographic processes, increased economic instability, epidemiological transitions and disproportionate access to health care present serious challenges to the health care systems of major global powers, especially to the medication supply. In many countries, inadequate regulation of the health sector, in particular in the pharmaceutical area, leads to serious human rights’ violations. At the same time ensuring the safety of drugs is the basis for the full exercise of the human right to health, which is impossible to achieve without effective international cooperation. Enjoyment of the right to the highest attainable standard of health, enshrined in the main international human rights documents, in particular by providing access to medicines is only possible on the basis of an effective and integrated regulation system and in compliance with recognized international standards, as well as national and regional priorities.

The implementation of the local government can not be separated from the budget. In Regulation No. 13 of 2006, the draft budget work units contained in a document called the Draft Budget Unit (Rask). Rask standard includes expenditure analysis, a benchmark of the performance of standard costs as the principal instrument in the budget performance. The budget is important because it is used in the allocation of funds for the implementation of local government activities. In budgeting involvement of various work units (SKPD) in Manado City Government is indispensable. This is to improve the effectiveness and efficiency of governance and public service. This study aims to analyze Effect of Commitment, Quality of Human Resources, Leadership Style, to the ability of Local Government Budgeting in Manado. Sources of data in this study are primary data and secondary data in the form of a questionnaire. The population in this study is the employee on education (Department and Agency) Manado, and in this study the sampling method used was judgment sampling, the sample in this study is the Secretary, Head of Division (third tier). Data used in this study is mainly qualitative data were quantified by using multiple regression analysis. To test the quality of the data with validity and reliability. Besides testing the classical assumption of normality, multicollinearity and heteroscedasticity. The research proves that in partial Commitment, Quality of Human Resources does not affect the ability of Budgeting in Local Government Leadership Style Manado while variable positive effect on the ability of Local Government Budgeting in Manado.
