Aiming to balance the interests of the principal stakeholders (the private sector, the government and the general public) in Public–Private Partnerships (PPP) projects, the satisfaction of stakeholders were researched thoroughly in this paper. A satisfaction evaluation model was structured based on authors’ prior questionnaire survey focusing on the performance objective indicators (POIs) of different stakeholders. The parties’ preferred POIs were identified as follows: all three parties emphasize the objectives of construction quality, service quality, cost, time, and lifecycle cost very much. Individually, the private sector prefer the objectives of profit making and government support, the government prefer the objectives of budget saving and risk transfer, and the general public prefer the objectives of toll rate and the facilities’ quantities. Furthermore, a satisfaction adjustment model was proposed based on the interrelationships of the adjusting POIs and their impact on the stakeholders’ satisfaction by using the feedback loops of System Dynamics (SD). An illustrative case was also introduced, the results of which indicated that the satisfaction evaluation and adjustment model could be well applied to balance the interests of stakeholders and also improve the general performance of the project.

In the 18th century, although the Dutch Company controlled most of the archipelago, the Netherlands also experienced a decline in trade. This was due to the large number of corrupt employees and the fall in the price of spices which eventually created the VOC. Under the rule of H.W. Daendels, the colonial government began to change the way of exploitation from the old conservative way which focused on trade through the VOC to exploitation managed by the government and the private sector. Ulama also strengthen their ties with the general public through judicial management, and compensation, and waqaf assets, and by leading congregational prayers and various ceremonies for celebrating birth, marriage and death. Their links with a large number of artisans, workers (workers), and the merchant elite were very influential.

In the assessment of the cost of public funds, there is a pervasive economic fallacy that is frequently repeated in public policy circles: because the cost of borrowing is higher for a private-sector firm than it is for a public-sector firm, the cost of carrying out an activity (investment, production, distribution, provision of goods and services, and borrowing) will necessarily be lower ceteris paribus in the public sector than in the private sector. The statement is erroneous because part of the government’s cost of borrowing, namely the risk borne by citizens, customers, and taxpayers, is hidden from the casual observer of market interest rates or yields. The all-inclusive borrowing cost, more generally the all-inclusive cost of capital, is the same for both the public and the private sectors. I discuss four specific real cases in which the error is present: the Quebec Generations Fund, the Québec CDPQ Infra–Réseu express métropolitain project, the Infrastructure Ontario methodology to assess the riskiness of costs, and the BC Hydro Site C hydroelectric megaproject. I also discuss a general fifth case, namely government support programs for businesses (grants, loans, guarantees, subsidies, etc.), which are generally justified on the fallacious claim that the cost of financing is lower for the government than for the private sector. I propose an auction process by which the true cost of business support programs could be made transparent. I conclude with an appeal for a more rigorous use and management of public funds because miscalculation, misinformation, mismanagement, and fallacious analysis will eventually backfire.

Purpose: The aims of the study were to identify and evaluate the internal controls used in a computerized accounting system of the SMEs, to identify and evaluate the merits and demerits of the internal controls used in the companies, and to identify the challenges in the implementation of internal control systems in the computerized accounting system of the SMEs. Design/methodology/approach: A questionnaire was prepared for the study and the responses were obtained through the questionnaire circulating the same among the public of the Al Batinah region of Oman. The samples were selected on a random sampling basis. 201 completed samples were obtained. Further, the study was restricted to the selected variables such as Infrastructure, Services available, Marketing & promotion, and Government support. Findings: The study revealed that Salalah was busy during the Khareef festival season and that there was a lack of infrastructural facilities such as Highways, Hygiene, Emergency health facilities, Telecommunication facilities, and personal amenity services. It was concluded that the marketing to promote Salalah as a year-round destination was inadequate. However, it was observed that the private sector started contributing to the development of Salalah tourism through establishing tourist offices/tourist guide centers/transports for tourists. Research limitations/implications: The study suggested that the Government should educate the youth of Salalah, train and prepare them for the future tourism industry. The study was conducted in the Al Batinah region of Oman and it can be extended to the entire people of Oman to know their expectations. Social Implications: Government should support the people of Salalah through land development schemes etc. and jointly with the private sector need to work involving all the stakeholders to improve tourism in Salalah to attract more people. Green initiatives for the sustainability of tourism in Salalah should be triggered as the natural eco-friendly environment will support it. Originality / Value: The study of its first kind as the study expects to add value to the tourism industry in Oman and particularly Salalah and the Dhofar region.

Over the last decade, with the liberalization policies of the Government of Nepal, telecommunication business has significantly leaped and become easily available to the general public at affordable prices when private sector started to challenge government monopoly. Currently, Nepal Telecommunication (NTC) and Ncell are the two dominant players in the telecom space in Nepal. While NTC provides all type of the phone services, Ncell has been exclusively focusing on providing Global System for Mobile (GSM) mobile lines. Over the past few years, Ncell, with its aggressive marketing and better services, has been chipping away at NTC’s market share. While NTC continues to lead in terms of number of total subscribers, Ncell recently overtook NTC to become the leading provider of GSM mobile lines in the country. Based on this, the present case study of two dominant telecommunication service providers of Nepal highlights the current scenario and attempts to explore the possible strategies to manage them effectively.

Hong Kong literature, with particular historical and social factors, can be regarded as a non-centric literary form. While the majority of Hong Kong people speaks Cantonese as their mother tongue, they are required to write in Mandarin. Additionally, Hong Kong literature struggles to attract attention from an apathetic audience, to produce local writers, and to resonate with foreign readers. As serious literature continues to lose its purchase, more and more writers attempt to break out from this predicament and inject new blood into this fading industry. Efforts include circumventing traditional constraints and incorporating more colloquial Cantonese into various publications, as well as a mushrooming of internet novels. Unfortunately, Chinese education remains rigid and inflexible, hindering students’ ability to use writing as a creative outlet. Literature is also heavily commodified. In light of this, I suggest that reading be encouraged and literature be de-commodified. Hong Kong literature, with its distinctive features and strengths, have the potential to thrive. All it needs is sufficient support from the government, the private sector and the general public.

Governments all over the world play a crucial role in the development of infrastructure and the provision of basic services to the citizens. With increasing population, urbanization, other developmental needs, the governments' ability to address public needs through traditional means is severely constrained. Due to this, new approaches and forms are being sought after and one such is through contractual agreements with the private sector commonly referred to as a public-private partnership (PPP). A PPP is a contractual agreement involving the private sector in the delivery of public services. PPP formations are effected by government support, economic uncertainties, market readiness, and organizational factors. Adopting a mixed methods approach, the primary data was collected through questionnaires, interviews, and secondary data from published reports and documents the objective was to explore the dynamics in the implementation of PPP agreements with focus on Namibia and enhance the knowledge to enable the government and private entities in dealing well with these factors.

: Severe acute respiratory syndrome coronavirus-2 (SARS-CoV-2) preferentially infects respiratory tract cells, but it has organotropism. Middle East respiratory syndrome coronavirus (MERS-CoV) is significantly distinct from common cold and SARS coronavirus. In past few years, the SARS-CoV-2 and MERS-CoV caused several deaths in South Korea. The aim of current study was to assess SARS-CoV-2 and MERS-CoV awareness and epidemic prevention ability in South Koreans.According to our results, out of 1500 participants, 98.8% and 64.3% were aware of SARS-CoV-2 and MERS-CoV, respectively. Moreover, 97% of the participants used masks for prevention of airborne diseases, while 65.3% of the participants reused the same mask for several days. In addition, 50% of the participants were not satisfied with the government support. Future viral epidemics can be prevented by disseminating advanced knowledge and awareness among general public.

AbstractSangihe Islands Regency which is a maritime district has several Tourism Strategic Areas which have the main function of tourism or have the potential for tourism development and have an important influence in one or more aspects such as economic, social and cultural growth, empowerment of natural resources, environmental carrying capacity, defense and security. Bentung Village in South Tabukan is one of the villages in the Sangihe Islands Regency which has potential in coastal tourism. Mairokang Beach Game (MBG) is a traditional boat race that is one of the potential of coastal tourism in Bentung Village. This research focuses on tourism potential embedded in the attractions of Mairokang Beach Game (MBG). The study was conducted in conjunction with the time of the MBG implementation, on 20 – 26 October 2016. General public of Sangihe has conducted the MBG competition as a regular local cultural activity and has become an attraction for coastal tourism in the Sangihe Islands Regency but comprehensive planning needs to be made that is not only focused on tourists but also to stakeholders, local government and the general public. Therefore, government support in the development of coastal tourism in MBG is very necessary. Penelitian ini terfokus pada potensi pariwisata yang tersemat pada atraksi – atraksi yang ada di Mairokang Beach Game (MBG). Penelitian dilakukan bersamaan dengan waktu pelaksanaan MBG yaitu pada tanggal 20 – 26 Oktober 2016. Masyarakat Sangihe telah melakukan lomba MBG sebagai kegiatan - kegiatan budaya lokal yang teratur dan menjadi daya tarik pariwisata pesisir di Kabupaten Kepulauan Sangihe namun perlu dibuat perencanaan menyeluruh yang tidak hanya terfokus pada turis tetapi juga pada stakeholder, pemerintah daerah dan masyarakat umum. Oleh karena itu, dukungan pemerintah dalam pengembangan pariwisata pesisir lomba MBG sangat diperlukan. The stability of Russian banking sector is threatened by three negative tendencies - overheating of the credit market, significant decrease of banks capital adequacy ratios, and growing problems associated with banks lending to affiliated non-financial corporations. The co-existence of these processes reflects the crisis of the model of private investments in Russian banking sector, which was observed during the last 20 years. This paper analyzes the measures of the Bank of Russia undertaken to maintain the stability of the banking sector using the methodology of credit risk stress-testing. Based on this methodology we conclude that the Bank of Russias actions can prevent the overheating of the credit market, but they can also lead to undesirable effects: further expansion of the government ownership in Russian banking sector and substitution of domestic credit supply by cross-border corporate borrowings. The later weakens the competitive positions of Russian banks. We propose a set of measures to harmonize the prudential regulation of banks. Our suggestions rely on design and further implementation of the programs aimed at developing new markets for financial services provided by Russian banks to their corporate and retail customers. The estimated effects of proposed policy measures are both the increase in profitability and capitalization of Russian banks and the decrease of banks demand for government support.

Relevance. Grain is the key to strategic products to ensure food security. From this point of view, the creation of large grain farms is a matter for the country's selfsufficiency and it leading to a decrease in financial expense for import. Creation of such farms creates an abundance of productivity from the area and leads to obtaining increased reproductive seeds. The main policy of the government is to minimize dependency from import, create abundance of food and create favorable conditions for export potential.The purpose of the study: the development of grain production in order to ensure food security of the country and strengthen government support for this industry.Methods: comparative analysis, systems approach.Results. As shown in the research, if we pay attention to the activities of private entrepreneurship in the country, we can see result of the implementation of agrarian reforms after which various types of farms have been created in republic.The role of privateentrepreneurshipinthedevelopmentofproduction is great. Тhe article outlines the sowing area, production, productivity, import, export of grain and the level of selfsufficiency in this country from 2015 till 2017.
