Floods on large rivers and torrential floods are the most common natural disasters in the Republic of Serbia. Floods on rivers are natural phenomena that go far beyond the framework of water management and hydro-technical measures. Given the distribution of hilly and mountainous areas in the Republic of Serbia and the developed hydrographic network, torrential floods occur very often, almost every year. Torrential floods and soil erosion are inseparable natural phenomena that shaped the relief long before the appearance of living beings on Earth. Erosion processes are difficult to notice and slow and are most often noticed only when large areas are exposed, and then the problem of erosion becomes a difficult-to-solve or unsolvable problem. For the classification of erosion processes in the Republic of Serbia, the EPM method (erosion potential method) is used, which classifies erosion into five categories that have their own quantitative characteristics.

Disasters caused by natural phenomena or human activities often occur in the Republic of Bulgaria. Their social and economic consequences can have a significant adverse effect on the development of the country and its economic growth, therefore disaster risk reduction is very important for sustainable development. This paper presents an overview of the main natural and man-made hazards in Bulgaria. A descriptive analysis of the critical disasters in Bulgaria for the time periods of 2003-2008 and 2010–2016 is made. The survey is based on the classification of the hazards. Existing statistical data is reviewed and analysed and, as a consequence, recommendations are proposed.

Solving problems of anti-erosion technology and machinery design is associated with finding an integral objective parameter that would meet piratical requirements and develop an acceptable determination method. Therefore, the research objective is to develop an integral criterion to determine soil erosion potential (SEP). As a value to characterize SEP it is prosed to use energy ΔА expended to erode and remove the unit weight of a soil mass Δm under specific conditions of its occurrence. Consequently, the development of theoretical prerequisites for the problem under consideration, as well as the experimental determination of ΔА and Δm, can reveal the main regularities in the physical mechanism of erosion processes. We propose to use the thermodynamic potential method to describe soil erosion processes. It has been shown that the Gibbs thermodynamic potential is the most suitable for this purpose since it is possible to design devices for the experimental measurement of independent variables. SEP is an additive and constant value for a given soil and expresses its properties, i.e. it can be adopted as a single integral criterion for assessing the resistance of soils to erosion.

Soil erosion is one of the most significant forms of land degradation in the Bosnia and Herzegovina. The mapping of soil erosion in B&H, as in the study area, was realized 30 years ago (1979-1985). The past decades has been marked by the changes which retained visible tracks and caused numerous changes in the intensity of erosion processes. In this paper, the mapping of the recent state of erosion intensity was performed, and then an analysis of changes was made in relation to the state of 30 years ago. The erosion potential method (EPM) was used for mapping the soil erosion and calculation of gross annual erosion and sediment yield. Erosion Map of the Vrbas river basin was made in the scale of 1:25,000. This Erosion Map counts a total of 69 topographic sections and 4,524 erosion polygons (plots). According to the Erosion Map of the Vrbas river basin, 5,666.88 km2 of the study area is affected by erosion, while 621.71 km2 are accumulating sediments. Annual gross erosion in the Vrbas river basin is 1,223,989.60 m3/year, while sediment yield is 366,088.10 m3/year. These research results are important because this is the first soil erosion map for the Vrbas river basin with EPM methodology for the whole river basin on territory of Bosnia and Herzegovina. The results can be applied in the field of spatial and urban planning, water and soil management on the local and regional level.

Water plays a very important role in supporting human life and other living beings as goods that meet public needs. Water is one of the declared goods controlled by the state as mentioned in the constitution of the republic of Indonesia. The state control over water indicated that water management can bring justice and prosperity for all Indonesian people. However, in fact, water currently becomes a product commercialized by individuals and corporations. It raised a question on how the government responsibility to protect the people's right to clean water. This study found that in normative context, the government had been responsible in protecting the people’s right over the clean water. However, in practical context, it found that the government had not fully protected people's right over clean water. The government still interpreted the state control over water in the form of creating policies, establishing a set of regulations, conducting management, and also supervision.

Current geopolitical and economic conditions for the functioning of railway transport in most post-Soviet states are such that it is extremely difficult to provide required quality of transport services and break-even operations at high expenses for maintaining the railway infrastructure and rolling stock. Dynamics of transportation of the Tajik Railway (TSR) is shown, which displays that most of its sections are classified as low-intensity ones. The paper proposes methodical principles, setting and qualitative analysis of the task of rationalization of operational work and organization of car flows for international transportation, taking into account the specifics of the Tajik Railway. There is a problem of complex maintenance of the efficiency of operational work in modern conditions based on the synthesis of the tasks of self-management (rational internal operational technology of the Tajik Railway) and coordination tasks (technological interaction with railway administrations of other states). Author substantiated the necessity of solving this problem. Proposed classification of technological restrictions and controlled variables in the performance of transport takes into account methods for changing external conditions for the functioning of the railway landfill and methods for increasing internal efficiency of its operation. The search for the solution of the problem involves direct search of variants along its ordered set with clipping of groups of variants that do not correspond to constraints, with the subsequent finding of compromise control over a set of effective alternatives.

Land degradation, especially soil erosion, is a societal issue that affects vineyards worldwide, but there are no current investigations that inform specifically about soil erosion rates in Chinese vineyards. In this review, we analyze this problem and the need to avoid irreversible damage to soil and their use from a regional point of view. Information about soil erosion in vineyards has often failed to reach farmers, and we can affirm that to this time, soil erosion in Chinese vineyards has been more of a scientific hypothesis than an agronomic or environmental concern. Two hypotheses can be presented to justify this review: (i) there are no official and scientific investigations on vineyard soil erosion in China as the main topic, and it may be understood that stakeholders do not care about this or (ii) there is a significant lack of information and motivation among farmers, policymakers and wineries concerning the consequences of soil erosion. Therefore, this review proposes a plan to study vineyard soil erosion processes for the first time in China and develop a structured scientific proposal considering different techniques and strategies. To achieve these goals, we present a plan considering previous research on other viticultural regions. We hypothesize that the results of a project from a regional geographic point of view would provide the necessary scientific support to facilitate deriving guidelines for sustainable vineyard development in China. We concluded that after completing this review, we cannot affirm why vine plantations have not received the same attention as other crops or land uses.

Natural disasters not only disturb the human ecological system but also destroy the properties and critical infrastructures of human societies and even lead to permanent change in the ecosystem. Disaster can be caused by naturally occurring events such as earthquakes, cyclones, floods, and wildfires. Many deep learning techniques have been applied by various researchers to detect and classify natural disasters to overcome losses in ecosystems, but detection of natural disasters still faces issues due to the complex and imbalanced structures of images. To tackle this problem, we propose a multilayered deep convolutional neural network. The proposed model works in two blocks: Block-I convolutional neural network (B-I CNN), for detection and occurrence of disasters, and Block-II convolutional neural network (B-II CNN), for classification of natural disaster intensity types with different filters and parameters. The model is tested on 4428 natural images and performance is calculated and expressed as different statistical values: sensitivity (SE), 97.54%; specificity (SP), 98.22%; accuracy rate (AR), 99.92%; precision (PRE), 97.79%; and F1-score (F1), 97.97%. The overall accuracy for the whole model is 99.92%, which is competitive and comparable with state-of-the-art algorithms.

Soil erosion remains one of the principal environmental problems in arid regions. This study aims to assess and quantify the variability of soil erosion in the Koutine catchment using the RUSLE (Revised Universal Soil Loss Equation) model. The Koutine catchment is located in an arid area in southeastern Tunisia and is characterized by an annual mean precipitation of less than 200 mm. The model was used to examine the influence of topography, extreme rainstorm intensity and soil texture on soil loss. The data used for model validation were obtained from field measurements by monitoring deposited sediment in settlement basins of 25 cisterns (a traditional water harvesting and storage technique) over 4 years, from 2015 to 2018. Results showed that slope is the most controlling factor of soil loss. The average annual soil loss in monitoring sites varies between 0.01 and 12.5 t/ha/y. The storm events inducing the largest soil losses occurred in the upstream part of the Koutine catchment with a maximum value of 7.3 t/ha per event. Soil erosion is highly affected by initial and preceding soil conditions. The RUSLE model reasonably reproduced (R2 = 0.81) the spatiotemporal variability of measured soil losses in the study catchment during the observation period. This study revealed the importance of using the cisterns in the data-scarce dry areas as a substitute for the classic soil erosion monitoring fields. Besides, combining modeling of outputs and field measurements could improve our physical understanding of soil erosion processes and their controlling factors in an arid catchment. The study results are beneficial for decision-makers to evaluate the existing soil conservation and water management plans, which can be further adjusted using appropriate soil erosion mitigation options based on scientific evidence.
