Social Tyranny and Democratic Governance in the Information Age

The development and diffusion of inexpensive, reliable and easy to use public Internet access means that large portions of the U.S. and global populations now regularly communicate with one another. Will the increasing penetration of the Internet into the social and political lives of people facilitate Thomas Jefferson's vision of a world “founded on the primacy of individual liberty and a commitment to pluralism, diversity, and Community”? While many people believe that the answer to this question is “yes”, such affirmations often rest on adducing cases not theoretically linked to one another. In contrast, the present paper provides a broadly philosophical, conceptual analysis of how use of the Internet can lead to forms of “social tyranny” in which one or more elements of a community impose their own beliefs and interests on others in that community. For instance, dependence on Internet access and use for social action or pertinent information about social activities may lead to marginalization and exclusion for people whose Internet access or use is limited. Furthermore, the connectedness or mode of connectedness of groups or organizations may give them an unfair advantage disseminating and advocating the messages they deliver to members of the communities in which they exist. The conclusion is not that we should adopt attitudes and policies that are antithetical to the use of the Internet. Rather, using ideas from Dewey and Habermas, amongst others, the conclusion is that it is important to reflect broadly and critically on how use of the Internet can transform the character of the public domain and the deliberations about governance that occur within that domain.

Container which is considered one of the greatest role in the world of information and communication technology is the internet. Generally, any person already have internet access, so the use of the Internet as a medium of information and knowledge to provide convenience. In the medical field utilizing the Internet as a means of interaction for the purposes of providing information to the public, which will then more often we refer to as a web-based information systems. In this case the web-based information system is a system that utilizes focused web method in a network the Internet is used as a means of interaction information, both in terms of service delivery schedule and type of specialist medical services.

A survey questionnaire was designed and implemented across three different communities to determine the current utilisation, importance, trust and future preference for the internet as a source of health information in three different socioeconomic groups. The following were the key results. Fewer respondents in the low socioeconomic group accessed online health information than the mid-high socioeconomic or university samples. The internet was a much more important source of health information for the university sample. The use of online health information and the importance ascribed to the internet as a source of health information was related to home internet access and the frequency of internet use in all three populations. Most respondents do not bring online health information to their doctor (>70% of those who access online health information). Age alone did not relate to the current use of the internet as a source of health information. Most respondents in all populations did not trust the internet. In all populations the internet was a more preferred source of health information than its current use would suggest, especially among those with home internet access and frequent users of the internet.

Abstrak: Bagi generasi pasca milenial penggunaan internet sangat akrab tetapi dengan berbagai tujuan penggunaan. Penelitian ini ingin melihat keterkaitan penggunaan internet oleh penduduk yang sedang sekolah untuk kepentingan penyelesaian tugas sekolah di Indonesia untuk mendapatkan hasil belajar yang baik. Analisis berdasarkan data sekunder dari Survei Sosial Ekonomi Nasional tahun 2018. Hanya saja data yang didapatkan tidak simetris dengan adanya pencilan. Regresi kuantil digunakan untuk meminimumkan pengaruh dari pencilan yang ada. Penelitian mendapatkan hasil bahwa terdapat kaitan yang erat antara akses internet dari penduduk yang sedang sekolah dengan penyelesaian tugas sekolah.  Hasil regresi kuantil menunjukkan bahwa proporsi akses internet untuk penyelesaian tugas sekolah berbeda antar golongan proporsi penggunaan internet. Proporsi penggunaan internet yang tinggi akan digunakan untuk penyelesaian tugas sekolah yang lebih tinggi pula. Abstract: For the post millennial generation the use of the internet is very familiar but with various purposes of use. This study wants to look at the relationship between the use of the internet by residents who are currently in school for the sake of completing school work in Indonesia to get good learning outcomes. Analysis based on secondary data from the 2018 National Socio-Economic Survey. It's just that the data obtained is not symmetrical with outliers. Quantile regression is used to minimize the effect of outliers. The study found that there was a close relationship between internet access from residents who were in school and completion of school work. The quantile regression results show that the proportion of internet access for completing school work differs between groups of proportions of internet use. A high proportion of internet use will be used for completing higher school work.

Everywhere in the media, people talk about the so-called “Twitter and Facebook revolution” in regard to the Green Revolution in Iran or other new social movements which demand democratization in their countries and use the Internet for communication and mobilization. Libertarian advocates of the Internet state that the Internet has democratizing effects because of its reputed egalitarian, open and free technological structure for communication processes. Especially in countries in which the media is under strict control by the government, these characteristics are emphasized as stimulation for political liberalization and democratization processes. This essay critically examines the alleged democratizing effect of the use of the Internet on the Malaysian society exemplified on the social movement Bersih. The Bersih movement demands free and fair elections in Malaysia, often described as an ethnocratic and “electoral authoritarian regime”. 141 The objective of this study is to demonstrate the dependency of such possible effects on context.

En este artículo analizo la propuesta de cambio de paradigmas de las organizaciones burocráticas que busca mejorar la calidad de los servicios públicos ofrecidos a los ciudadanos. El paradigma posburocrático implica una corriente de cambio que cuestiona la figura del «servidor público» y concede mayor importancia a los empleados; se considera el peso y la importancia de las instituciones y su relación con las convenciones sociales que le imprimen una identidad característica a cada organización burocrática particular, por ello examino las aportaciones de la teoría sociológica para comprender la vinculación entre la acción social y las convenciones e instituciones sociales con el fin de documentar la importancia de las convenciones sociales sobre las que descansa el funcionamiento cotidiano de la burocracia, y proponer proyectos de investigación relacionados.   ABSTRACTThis paper analyses changes occurred within paradigms in bureaucratic organizations, aiming at proving the quality of the services offered to the citizens. The posbureaucratic paradigm implies a course change that questions from the own conception the figure of the «public servant» and grants the major importance to the employees, it considers the influence and the importance of the institutions and its relation with the social conventions that imprints a characteristic identity to each particular bureaucratic organization, for that reason the contributions of the sociological theory are examined to understand the entailment between the social action and the social conventions and institutions, to illustrate the importance of the social conventions on which the daily operation of the bureaucracy rests; in order to propose related research projects.

Abstrak: Teknologi  informasi  dan  komunikasi  yang  berkembang  saat  ini, telah  menciptakan  perubahan  pada  banyak  hal.  Terlebih  dengan kehadiran  internet,  berbagai  keunggulannya  semakin  menambah keunggulan  dalam  dinamika  kehidupan  modern.  Ratusan juta manusia di seluruh dunia mengakses internet setiap harinya, dan jumlahnya terus bertambah dari waktu ke waktu. Hal ini berdampak pada penggunaan internet untuk kegiatan dakwah.Secara umum dakwah dilaksanakan secara konvensional. Namun, seiring perkembangan teknologi informasi, bermunculan dakwah yang menggunakan internet, yang biasa disebut dengan cyber dakwah. Terkait dengan hal tersebut, penelitian ini berupaya untuk melihat keterkaitan keduanya dalam konstruksi keberagamaan, yang karenanya media internet memberikan kemudahan dalam penyebaran informasi kepada masyarakat. Adapun jenis penelitian ini adalah kualitatif, dengan menggunakan metode field work yang dipadukan dengan studi kepustakaan.Diharapkan penelitian ini akan membuka ruang diskusi baru mengenai studi keislaman kontemporer yang lebih integratif dengan isu-isu kekinian. Selain itu, untuk memperkaya cakrawala terhadap diskursus perkembangan media yang menjadi bagian dari wacana keislaman global dan masyarakat modern. Abtsract: Information and communication technology that has developed at this time has created changes in many things. Especially with the presence of the internet, various advantages have added to the dynamics of modern life. Hundreds of millions of people around the world access the internet every day, and the number continues to increase from time to time. This has an impact on the use of the internet for da'wah activities.In general, preaching is carried out conventionally. However, along with the development of information technology, da'wah has sprung up using the internet, commonly referred to as cyber da'wah. Related to this, this study seeks to see the relationship between the two in religious construction, which is why internet media makes it easy to disseminate information to the public. The type of this study is qualitative, using the field work method combined with library studies.It is hoped that this research will open up new discussion space regarding contemporary Islamic studies that are more integrative with current issues. In addition, to enrich the horizon of the discourse of media development which is part of a global Islamic discourse and modern society.

  The phenomenon of the use of the internet as a learning media at the Al-Ihya (Unisa) Islamic University of Kuningan is increasingly passionate about the existence of hotspot facilities, so students can access the internet anywhere and anytime as long as they are active on the Unisa Kuningan campus. This interesting phenomenon is investigated because every new use of information and communication technology will have social consequences for the Unisa Kuningan academic community. The results of the study show that there are accessibility, frequency, and duration of internet usage by students who are quite high among students in accessing the internet. The social consequences that arise have not shown the existence of negative trends such as internet addiction and social alienation.   Keywords: Internet, learning media, social consequences.
