The platform of rural distance learning is an interactive tool used to farmers for the video training, interactive consulting, teaching and management with the features of resource integration, safe, and reliable. The platform was dual-network transmission structure via the Internet and E-government network, covering all the Beijing’s towns and villages, which is applied media asset management technology to build a municipal teaching resource library. The problems of the platform are solved such as complex network for rural areas, limited bandwidth resources and diverse user needs base on in-depth study of distance learning key technologies. The system was easy to deploy, highly scalable, and low cost operation. It is for farmers learning modern agricultural technology to provide a strong support.

Android system has become the world's most widely used phone platform, overtaking Symbian in the fourth quarter of 2010, and the software of choice for technology companies who require a low-cost, customizable, lightweight operating system for high tech devices without developing one from scratch, so it is possible used in rural distance learning. The text introduced a method of rural distance learning based on Android system, and the software design is given, the test effect is shown. The terminal users can get the information service through the Android system phone, which is suitable for rural users.

China’s overall economic growth is, to a great extent, hindered by the lack of economic growth in rural areas. Based on data from the Thousand-Village Survey (2015) of 31 provinces conducted by Shanghai University of Finance and Economics, we conduct this empirical study to analyze the current state of rural financial services and the factors influencing effective demand for loans in rural China. Looking at the demand side, in 2014, only 13.91% farmers had loans, and only 15.53% of them made financial institutions their first choice when they needed loans. Clearly, there is still much to do with regard to inclusive finance. From the perspective of the supply side, only 43.86% of dispersed loans can be categorized as productive loans, further reflecting that the financial services industry does not provide strong support for rural economic growth. Further study shows that the main factors influencing effective demand for productive loans are the population age structure and the rate at which migrant workers return home. Therefore, the "Second-Child" policy and policies that encourage migrant workers to go back home to start businesses are of vital importance in order to raise effective financial demand in rural China.

<div>Electrochemical reduction of CO2 to useful chemical and fuels in an energy efficient way is currently an expensive and inefficient process. Recently, low-cost transition metal-carbides (TMCs) are proven to exhibit similar electronic structure similarities to Platinum-Group-Metal (PGM) catalysts and hence can be good substitutes for some important reduction reactions. In this work, we test graphenesupported WC (Tungsten Carbide) nanocluster as an electrocatalyst for the CO2 reduction reaction. Specifically, we perform DFT studies to understand various possible reaction mechanisms and determine the lowest thermodynamic energy landscape of CO2 reduction to various products such as CO, HCOOH, CH3OH, and CH4. This in-depth study of reaction energetics could lead to improvements and develop more efficient electrocatalysts for CO2 reduction.<br></div>

The young generation has a very important role as the nation's next generation, so it needs special attention to make them strong and independent figures. The young age phase is also a determining gate for the future after completing education (United Nation, 2013). Unfortunately, in Indonesia the number of young unemployed reaches 22.48% (Central Bureau of Statistics, 2018). Under these conditions, one of the efforts that can be done to reduce the unemployment rate is through an entrepreneurial program (Fatoki, 2014). This is a challenge for all parties because Rahmatiah et al (2019) states that currently the young generation of Indonesia is still difficult to become entrepreneurs. Moreover, competition in the 4.0 industrial revolution era is getting tougher. For entrepreneurs in rural areas, the challenges faced are greater than those who live in urban areas (Azzahra & Dhewanto, 2017), however by utilizing digital technology and becoming digital entrepreneurs, rural residents are able to compete, minimize social inequalities and accelerate economic growth (Ratten, 2018 ). Only a few young people have the talent and interest to run a business (Ceptureanu & Ceptueanu, 2015). Therefore an in-depth study of the interests and entrepreneurial processes for rural youth to become a digital entrepreneur is needed. This research was conducted in order to have young digital entrepreneurs who came from rural areas to be able to compete in this 4.0 industry era. Thus, the research questions in this study are: (1). Why does rural youth want to be a digital entrepreneur? How is the entrepreneurial process of rural youth to become digital entrepreneurs? In this work, the issue of limited bandwidth typical of microstrip antennas realized on a single thin substrate is addressed. A simple yet effective design approach is proposed based on the combination of traditional single-resonance patch geometries. Two novel shaped microstrip patch antenna elements with an inset feed are presented. Despite being printed on a single-layer substrate with reduced thickness, both radiators are characterized by a broadband behavior. The antennas are prototyped with a low-cost and fast manufacturing process, and measured results validate the simulations. State-of-the-art performance is obtained when compared to the existing literature, with measured fractional bandwidths of 3.71% and 6.12% around 10 GHz on a 0.508-mm-thick Teflon-based substrate. The small feeding line width could be an appealing feature whenever such radiating elements are to be used in array configurations.

High-resolution data collection of the urban stormwater network is crucial for future asset management and illicit discharge detection, but often too expensive as sensors and ongoing frequent maintenance works are not affordable. We developed an integrated water depth, electrical conductivity (EC), and temperature sensor that is inexpensive (USD 25), low power, and easily implemented in urban drainage networks. Our low-cost sensor reliably measures the rate-of-change of water level without any re-calibration by comparing with industry-standard instruments such as HACH and HORIBA’s probes. To overcome the observed drift of level sensors, we developed an automated re-calibration approach, which significantly improved its accuracy. For applications like monitoring stormwater drains, such an approach will make higher-resolution sensing feasible from the budget control considerations, since the regular sensor re-calibration will no longer be required. For other applications like monitoring wetlands or wastewater networks, a manual re-calibration every two weeks is required to limit the sensor’s inaccuracies to ±10 mm. Apart from only being used as a calibrator for the level sensor, the conductivity sensor in this study adequately monitored EC between 0 and 10 mS/cm with a 17% relative uncertainty, which is sufficient for stormwater monitoring, especially for real-time detection of poor stormwater quality inputs. Overall, our proposed sensor can be rapidly and densely deployed in the urban drainage network for revolutionised high-density monitoring that cannot be achieved before with high-end loggers and sensors.

AbstractThis study concerns the development of autonomy in adult learners working on an online learning platform as part of a professional master's degree programme in “French as a Foreign Language”. Our goal was to identify the influence of reflective and collaborative dimensions on the construction of autonomy for online learners in this programme. The material used was 27 self-analysis papers in response to an assignment which asked students to review their distance learning experience (reflective dimension) and to highlight the role of others, if any, in their learning (collaborative dimension). In addition to these two major points, the analysis by category of the body of results shows principally that in qualitative terms, the factors of autonomisation for online learning are interconnected and include: the difficulties related to distance learning and the strategies that learners develop to face those difficulties, the importance of interpersonal relationships in social and emotional terms in overcoming those difficulties, the specific modes of sociability developed for distance learning and the related development of a new type of autonomy that is both individual and collective. The discussion examines the creation, over the course of time, of a new “distance learning culture” that is nonetheless never easy to create and share.

Aims: The aim of the Green Communication Infrastructure ‎‎(GCI) project is to understand the idea of a self ‎‎"sustainably" controlled correspondence foundation ‎fitting for smart city application fields. ‎ Background: This paper shows the endeavors to understand the idea of a ‎self "sustainably" energized communication foundation ‎fitting for smart city application fields. The recommended ‎Green Communication Infrastructure (CGI) comprises ‎different kinds of remote settled (or even versatile) hubs ‎performing diverse activities as per the application ‎requests. An imperative class of these hubs is the Wireless ‎Solar Router (WSR). Objective: The work in this venture was begun in 2009 with the aim ‎of demonstrating the essential advances that must be taken to ‎accomplish such framework and to proclaim the value of ‎embracing natural vitality assets in building mission ‎basic frameworks. Alternate destinations of this venture ‎are introducing a sensibly cost, solid, verified, and simple ‎to introduce correspondence foundation.‎ Method: The arrangement to actualize the GCI was accomplished ‎subsequent to passing two structure levels: device level and ‎system level. Result: The suggested system is highly applicable and serves a wide ‎range of smart city application fields and hence many ‎people and organizations can utilize this system. ‎ Conclusion: The presence of a reliable, secured, low cost, easy to install ‎and self-powered communication infrastructure is ‎mandatory in our nowadays. Housing as a place where household members spend about half (12 hours) of their daily time, including six to eight hours in sleep, is one of the essential conditions in the fight against poverty and precariousness.  The current Congolese urban environment is facing serious problems: small plots of land, lack of suitable housing in relation to the size and composition of households, overcrowding, and water and electricity supplies. This situation is becoming critical with the appearance of deviant behavior among children aged between 10 and 30. The government and its development partners have demonstrated their powerlessness face to this situation, leaving thousands of children on the streets without education or family warmth to form real criminal gangs. These street children have created the phenomena of "kuluna" and "black babies". It has been shown that these one act in this way for their survival, claiming their rights. In this study, we find innovative proposals to provide households sheltering adulterine and adoptive children with low-cost social housing, in order to restore the image of the head of the household and provide the children with a pleasant space for their physical, economic, cultural and spiritual development. This will undoubtedly help to find solutions to the problems facing children and indeed Congolese society as a whole today. The study revealed that if the government does not take practical measures in response to the phenomena created by wayward children, especially "black babies" and "kuluna", there will be a massive adherence of other children, especially the adulterine and adoptive ones. There will be a risk of the phenomena will to be exported to rural areas. The study recommends a "State - Household" partnership in the manufacture of new types of urban housing for households housing children likely to integrate or create gangs, jeopardizing social order and public security.
