Rural Mobile Telephony: A VSAT (Satellite) Based Approach

This work presents a VSAT based approach for extending mobile communication access to rural communities in developing countries using VSAT and satellite technology. The rural areas are clustered into village community cells with each cluster being served by a non regenerative bidirectional repeater system. The telecommunication technology of choice is the GSM standard. Traffic from the rural areas is collated together at the access point which serves as an interface between the village community cells and the satellite. The access points perform a frequency translation moving the signal from the GSM band to the satellite band at the transmitter and vice versa at the receiver. The system maximizes the advantage of satellite communication technology over other types in linking remote areas to urban centers that are geographically far apart. The satellite then links the village cell to the operator’s network via a dedicated BTS in the urban area. The system has the advantage of being modular, scalable and solar powered due to the low traffic from rural areas.

The autonomy of village government offers an important role in the development of rural areas. The village government can serve as a governmental axis, which directly shapes and governs people on daily basis. Thus, national development is inseparable from the devotion of village government. Nevertheless, there are still many problems faced by the village community, which until now cannot be completely solved. These problems ranging from the limited ability of the village government in carrying out its functions and roles, slow growth and social change in village, the tendency of rural communities to passively involve in social and economic change to dependence on parties outside the village area. It is thus imperative that the implementation of an effective evaluation process of village government must be explored and strengthened. This is research is conducted to answer “how to evaluate the village government in order to achieve autonomous and prosperous village.” This research use descriptive qualitative approach, in order to interpret facts by accurately describing the nature of certain group or individual phenomena derived from the findings. It finds that Permendagri No. 81/2015 as the focal regulation on the development of village government regulates the evaluation process of village government into eight process: (1) self-evaluation, (2) assessment, (3) analysis, (4) validation, (5) review, (6) clarification, (7) ranking, and (8) ministerial decree if needed. However, the research finds that in several indicators, there need to be some improvement or a more detailed set of sub-indicators that specifically address the diversity of village’s characteristics.

Penyebaran wabah COVID-19 (Coronavirus Disease Tahun 2019) yang bermula di bulan Desember 2019 dari salah satu negara di Asia semakin meluas dan berskala pandemi telah mencapai hingga ke hampir di seluruh belahan dunia. Di Indonesia penyebaran COVID-19  ini telah menularkan hingga mencapai 307.120 orang, dengan korban meninggal sebanyak 11.253 jiwa (BNPB, 2020b). Situasi ini menggambarkan bahwa penyebaran virus corona adalah secara masif dan dengan korban jiwa yang besar. Hingga saat ini belum ada pengobatan yang dapat menyembuhkan virus corona ini. Penyebaran COVID-19 ini semakin meluas hingga ke seluruh wilayah di Indonesia, dan tidak terkecuali di wilayah pedesaan. Permasalahan yang dialami oleh masyarakat desa adalah kurangnya kepedulian masyarakat terhadap pandemi COVID-19 dan protokol kesehatan yang telah ditetapkan pemerintah sebagai upaya dalam memutus rantai penyebaran virus corona. Di satu sisi masyarakat desa berupaya untuk dapat mempertahankan ekonomi keluarganya dengan tetap melakukan aktivitas di luar rumah walaupun dengan risiko yang besar. Melihat situasi ini maka tergerak keinginan untuk melakukan program bakti sosial dengan tujuan sebagai salah satu bentuk kepedulian dan realisasi dari kegiatan pengabdian kepada masyarakat khususnya di pedesaan. Kegiatan dalam upaya bersama masyarakat untuk memperkokoh mindset masyarakat terhadap pencegahan penyebaran COVID-19 adalah melalui pembuatan spanduk himbauan di beberapa lokasi yang sering dilewati masyarakat, penyemprotan disinfektan ke rumah-rumah warga, penempelan stiker, dan sosialisasi protokol kesehatan sebagai wujud dari mengubah mindset masayarakat yang masih belum percaya. Seluruh kegiatan ini mendapatkan dukungan dan antusiasme masyarakat desa yang berjumlah 2.325 jiwa serta mampu mengubah mindset sebelumnya. The spread of the Coronavirus Diseases 2019 called the COVID-19 outbreak, which began in December 2019 from one of the countries in Asia. That is increasingly widespread, and the pandemic scale has reached almost all parts of the world. In Indonesia, the spread of COVID-19 has infected up to 307,120 people, with 11,253 deaths (BNPB, 2020b). This situation illustrates that the spread of the coronavirus is massive and with enormous casualties. Until now, no treatment can cure this coronavirus. COVID-19 is increasingly spreading to all regions in Indonesia, and rural areas are no exception. The problems experienced by rural communities are the lack of public awareness of the COVID-19 pandemic and the health protocols that the government has set to break the chain of the spread of the coronavirus. On the one hand, the village community strives to maintain the family's economy by carrying out activities outside the home even though it is at significant risk. Seeing this situation, the desire to carry out social service programs moved to concern and realization of community service activities, especially in rural areas. Activities in a joint effort with the community to strengthen the community's mindset towards preventing the spread of COVID-19 are through the making of appeal banners in several locations that are often passed by the community, spraying disinfectants into people's homes, sticking stickers, and socializing health protocols as a form of changing the mindset of people who still do not believe it. All of these activities received the support and enthusiasm of the village community, totaling 2,325 people, and were able to change the previous mindset.

Currently the government continues to strive to build and develop the economy of rural areas through community empowerment programs with the aim of increasing productivity, business diversity and regional potential with the aim of improving the economy and welfare of rural communities. One of the government programs is by providing a budget. Funds in the field of community empowerment are used to support capital for the formation of Village Owned Enterprises (BUMDes). Where in accordance with the objectives of BUMDes, namely optimizing the management of village assets and the potential of existing villages, to support the village economy, and improve the welfare of the village community. But unfortunately, until now the role and function of my BUMDes has not been effective and cannot be felt by the community. This is due to the incompetence and lack of professionalism of human resources managing BUMDes and the lack of integration of the businesses managed by BUMDes with the existing village potential so that it seems as if BUMDes stands only as a formality without supporting the economic potential of rural communities. The purpose of this study is to create a strategic concept in the management of BUMDes so that it runs more effectively and according to targets so that it can support the economy of rural communities through the development of human resource knowledge in managing BUMDes that is integrated with the economic potential of rural communities. So that BUMDes and Village Basic Pontesials are integrated in a business institution that supports the village economy for the welfare of the village community. This solution can help rural communities in strengthening their economy and provide knowledge views and open insight to BUMDes managers so that they can develop BUMDes into businesses that are in synergy with the community. This study uses primary data sourced from questionnaires and interviews aimed at BUMDes management employees to see the extent to which the abilities, expertise, and knowledge of BUMDes management employees can evaluate and innovate in the business.

In the current era, many of our people do not know much about the importance of reading. Especially for ordinary people who have never read or written at all. Their insight may still be influenced by verbal, not written. This is both caused by there may be a lack of reading books and they don't have a large collection of books. The library in Sembulang village is in the form of a micro-library that can help the community to get to know writing and enjoy reading. The library is a special alternative for rural communities whose communities are still innocent or have not been intervened by city people. Later, the village community will be introduced to what is a micro-library, its functions, and so on. The other benefits of the micro-library in Sembulang are able to improve children's learning quality, introduce the importance of reading to the community, and increase the source of income for local villages. Of all these, it will first be explained to all local village people how to borrow or read in the library. The method used will be made socialization about the introduction of the library and its functions.

Abstrak : Reformasi dan otonomi daerah sebenarnya adalah harapan baru bagi pemerintah dan masyarakat desa untuk membangun desanya sesuai kebutuhan dan aspirasi masyarakat. Kewenangan Badan Permusyawaratan Desa (BPD) dalam melaksanakan fungsi pengawasan kepada pemerintah desa. Tujuan penelitian adalah untuk mengetahui kewenangan BPD dalam melaksanakan fungsi pengawasan sesuai Undang-undang Nomor 6 Tahun 2014 tentang Desa dan fakor-faktor yang menjadi kendala Badan Permusyawaratan Desa dalam melaksanakan fungsi pengawasan kepada pemerintah desa di Desa Sukaharja, Kecamatan Cibingbin, Kabupaten Kuningan. Metode penelitian ini dengan pendekatan yuridis empiris, yaitu menggunakan data primer dan sekunder dan dianalisis dengan metode deskriptif analisis. Hasil penelitian ini adalah kewenangan Badan Permusyawaratan Desa dalam melaksanakan fungsi pengawasan sesuai dengan Undang-undang Nomor 6 Tahun 2014 yaitu BPD memiliki hak untuk mengawasi dan meminta informasi tentang administrasi desa kepada pemerintah desa; menyampaikan pendapat tentang pelaksanaan pemerintahan desa, pelaksanaan pembangunan desa, pengembangan masyarakat desa, dan pemberdayaan masyarakat pedesaan; serta mendapatkan biaya operasional untuk pelaksanaan tugas dan fungsi anggaran pendapatan dan belanja desa serta faktor-faktor yang menjadi kendala yaitu dalam menerapkan fungsi supervisi kepada pemerintah desa terbagi menjadi 2 (dua) : faktor internal termasuk: sarana yang tidak memadai, pola komunikasi tidak berjalan dengan baik, dan anggota BPD tidak mengerti fungsi sedangkan faktor eksternal meliputi: masyarakat tidak mengerti fungsi BPD, ada sosialisasi pemerintah desa terkait fungsi Badan Permusyawaratan Desa , dan faktor sumber daya manusia masyarakat desa. Kesimpulan adalah kewenangan BPD dalam melaksanakan fungsi pengawasan sesuai Undang-Undang Nomor 6 Tahun 2014 tentang Desa yaitu BPD yang berhak mendapat pertanggungjawaban kepala desa dan meminta informasi kepada pemerintah desa.Kata kunci: Otoritas, BPD, Pengawasan, dan Pemerintahan Desa.�THE IMPLEMENTATION OF AUTHORITY OF VILLAGE CONSULTATIVE AGENCY IN RUNNING CONTROL FUNCTIONS ON VILLAGE GOVERNMENT (STUDY IN KUNINGAN REGENCY)�Abstract : The writer conducted this research with background to know the authority of Village Consultative Agency (Badan Permusyawaratan Desa) in implementing supervision function to village government. The purposes of writing this research� are to know the authority of Village Consultative Agency in implementing supervision function according to Law Number 6 of 2014 about Village and what factors that become obstacles are faced by Village Consultative Agency in implementing supervision function to village government in Sukaharja Village, Cibingbin District, Kuningan Regency. This research used descriptive analysis research with juridical-normative approach. Stage of research is through literature research using primary and secondary data collected through documentation and analyzed descriptive qualitative method. The result of this research was the authority of Village Consultative Agency� in implementing supervisory function according to Law Number 6 of 2014 namely VCB has the right to supervise and request information about the administration of village administration to village government; to express opinions on the implementation of village governance, implementation of village development, village community development, and empowerment of rural communities; as well as obtaining operational costs for the execution of duties and functions of the village income and expenditure budget. The factors that into two: internal factor including: inadequate means, communication patterns were not working properly, and members of Village Consultative Agency do not understand the functions while external factors include: the community does not understand the functions of Village Consultative Agency, there was a socialization of the village government related to the function of Village Consultative Agency, and the human resource factor of the village community. The conclusion of paper was the authority of Village Consultative Agency in implementing supervision function according to Law Number 6 of 2014 about Village namely VCB was entitled to hold accountability of village head and ask for information to village government.Keywords: Authority, VCB, Supervision, and Village Government.

Indonesia needs to have social capital so that groups living in a society consisting of approximately 500 ethnic groups can unite. Every ethnicity has the potential to maintain its culture and territory. Moreover, Indonesia is a country where most of the population lives in rural areas and only a small part lives in urban areas. With the lack of economic development and education in the rural villages, the information flowing in the villages is not as fast and significant as in the cities. Even the da'i (preachers) have to fight harder to gain trust, so that they can provide precise and accurate religious information to the village community. This study discusses deeper on how Social Capital communication as a cultural da'wah can touch the community, especially in rural areas, to absorb religious information properly and correctly. This case study employs literature review method in collecting the data. The descriptive approach employed in this study also helps investigate the status of the existing factors and then looks at the relationship between one factor and another. Human resources or human capital is a very important and strategic capital in the life of a community organization. This is especially in terms of how a preacher as a communicator can convey his da'wah message to the village community, with a cultural and belief approach. Such way of communication is what makes the village communities easier to accept the da'wah activities since they are based on trust, mutual understanding and shared values. In addition, the communicators also convey all information about religion according to the existing culture and beliefs.

The concept of development in Indonesia is an effort to increase equitable distribution of development and its results through sectoral policies and community performance, especially in rural areas. To prosper the village community, the government issued a special budget for villages through the Village Fund Allocation (VFA) to increase community independence, including the Sumber Boga Village. The amount of VFA for Sumber Boga Village naturally should be followed by an increase in the welfare of the community. This study aims to analyze the effect of the management of VFA on the welfare of the community in Sumber Boga Village, Masni District, Manokwari Regency. The type of research used is qualitative and descriptive research using 88 heads of families as respondents obtained using purposive sampling technique. Regression analysis was carried out and the results show that either partially or simultaneously, all independent variables affect people's welfare.

<p><em>Poverty often occurs in rural areas rather than urban areas, low education which results in low quality of human resources and lack of access is often the cause of rural poverty. In addition, most of the economies of rural communities rely solely on the traditional agricultural sector. Various poverty reduction policies have been implemented, including village fund policies. This study aims to examine the management of village funds in the Balong sub-district of Madiun Regency with a case study in the villages of Tatung and Karangmojo villages covering the management of village funds in Tatung village and Karangmojo village. Balong Subdistrict and the impact of empowerment in the villages of Tatung and Karangmojo, Balong District. This research was conducted in Balong Subdistrict, Ponorogo Regency with a Case study in Tatung Village and Karangmojo Village with qualitative methods. In the village of Tatung village funds are managed as tourist villages with a focus on Paragliding tourist rides. Whereas in Karangmojo village it is used for Bumdes in the form of Lovebird birds, providing Gapoktan assistance, and infrastructure development.</em></p>

ABSTRAK   Pokok permasalah pada masalah kemiskinan di Indonesia khususnya kabupaten Bengkalis. Kemiskinan adalah masalah klasik dan terjadi hamper di seluruh Negara di dunia. baik itu kemiskinan absolut maupun kemiskinan relatif. Masalah tentang masyarakat  miskin ternyata sangat kompleks, sehingga meskipun sudah banyak program-program dalam upaya pengentasan kemiskinan, namun juga tak kunjung selesai.  Tujuan penelitian ini untuk mengetahui bagaimana manajemen pemberdayaan masyarakat di kabupaten bengkalis dan pemberdayaan masyarakat desa di kabupaten Bengkalis. Metode penelitian menggunakan pedekatan kualitatif studi kepustakaan,  jenis penelitian menggunakan studi literatur dengan mencari referensi teori yang relevan dengan kasus atau permasalahan yang ditemukan. Hasil penelitian ini menunjukkan bahwa manajemen pemberdayaan masyarakat di kabupaten bengkalis belum maksimal, hal ini terlihat dari lemahnya upaya pemerintah dalam upaya melinearisasi kebijakan hingga tingkat desa khususnya desa tradisional yang masih tertinggal, tentu butuh sentuhan-sentuhan khusus yang bisa di tuangkan ke dalam sebuah aturan/kebijakan. Dengan kata lain, factor administrasi dan organisasi sangat mempengaruhi keberhasilan dalam pencapaian tujuan. Pemberdayaan masyarakat desa di kabupaten bengkalis juga belum terlaksana dengan maksimal. Hal ini terlihat dari lemahnya upaya pemerintah dalam upaya menduplikasi strategi dari desa yang berhasil kepada desa-desa lainnya di kabupaten bengkalis. Dalam upaya pemberdayaan masyarakat desa di kabupaten bengkalis perlu menanamkan kesadaran kepada masyarakat yang menjadi sasaran pemberdayaan terhadap pentingnya pemberdayaan tersebut agar dalam pelaksanaan, masyarakat sasaran pemberdayaan dapat lebih partisipasif.   Kata Kunci: Manajemen, pemberdayaan, masyarakat.desa. Abstract: The main problem in the problem of poverty in Indonesia, especially Bengkalis Regency. Poverty is a classic problem and occurs in almost all countries in the world. both absolute poverty and relative poverty. The problem of the poor turns out to be very complex, so that even though there have been many programs in poverty alleviation efforts, it has also not been finished. The purpose of this study was to find out how the management of community empowerment in Bengkulu Regency and village community empowerment in Bengkalis Regency. The research method uses a qualitative approach to literature study, this type of research uses literature studies by looking for theoretical references relevant to the case or problem found. The results of this study indicate that the management of community empowerment in Bengkulu Regency is not yet maximal, this can be seen from the weak efforts of the government in an effort to line up policies at the village level, especially traditional villages that are still lagging, naturally requiring special touches that can be poured into a rule / Policy. In other words, administrative and organizational factors greatly influence success in achieving goals. Empowerment of rural communities in the Bengkulu district has also not been carried out to the maximum. This can be seen from the weak efforts of the government in an effort to duplicate the strategy of the successful village to other villages in the Regency of Bengkulu. In an effort to empower the village community in Bengkulu Regency it is necessary to instill awareness to the people who are the target of empowerment of the importance of empowerment so that in the implementation, the target community of empowerment can be more participatory.
