AbstractSince December 2019, a novel coronavirus responsible for a severe acute respiratory syndrome (SARS-CoV-2) is accountable for a major pandemic situation. The emergence of the B.1.1.7 strain, as a highly transmissible variant has accelerated the world-wide interest in tracking SARS-CoV-2 variants’ occurrence. Similarly, other extremely infectious variants, were described and further others are expected to be discovered due to the long period of time on which the pandemic situation is lasting. All described SARS-CoV-2 variants present several mutations within the gene encoding the Spike protein, involved in host receptor recognition and entry into the cell. Hence, instead of sequencing the whole viral genome for variants’ tracking, herein we propose to focus on the SPIKE region to increase the number of candidate samples to screen at once; an essential aspect to accelerate diagnostics, but also variants’ emergence/progression surveillance. This proof of concept study accomplishes both at once, population-scale diagnostics and variants' tracking. This strategy relies on (1) the use of the portable MinION DNA sequencer; (2) a DNA barcoding and a SPIKE gene-centered variant’s tracking, increasing the number of candidates per assay; and (3) a real-time diagnostics and variant’s tracking monitoring thanks to our software RETIVAD. This strategy represents an optimal solution for addressing the current needs on SARS-CoV-2 progression surveillance, notably due to its affordable implementation, allowing its implantation even in remote places over the world.

AbstractThis article examines the impact and repercussions of the COVID-19 pandemic on patterns of armed conflict around the world. It argues that there are two main ways in which the pandemic is likely to fuel, rather than mitigate, conflict and engender further violence in conflict-prone countries: (1) the exacerbating effect of COVID-19 on the underlying root causes of conflict and (2) the exploitation of the crisis by governments and non-state actors who have used the coronavirus to gain political advantage and territorial control. The article uses data collected in real-time by the Armed Conflict Location & Event Data Project (ACLED) and the Johns Hopkins University to illustrate the unfolding and spatial distribution of conflict events before and during the pandemic and combine this with three brief case studies of Afghanistan, Nigeria, and Libya. Descriptive evidence shows how levels of violence have remained unabated or even escalated during the first five months of the pandemic and how COVID-19-related social unrest has spread beyond conflict-affected countries.

Marine cloud brightening with a sub-micron spray of filtered sea water can exploit the Twomey effect to enhance planetary cooling. Several previous climate model results show that it can also affect precipitation in both directions in different places. Modulating the climate model settings for the concentration of cloud condensation nuclei with separate coded sequences in a number of spray regions round the world and correlating each sequence with the resulting weather patterns in observing stations round the world can give an everywhereto- everywhere transfer function of spray from each region to each observing station. The short life of spray allows the best choices of spray regions and seasons. Spray patterns can be modified tactically to suit real-time weather observations.

This protocol outlines the all the steps necessary to become a GenomeTrakr data contributor. GenomeTrakr is an international genomic reference database of mostly food and environmental isolates from foodborne pathogens. The data and analyses are housed at the National Center for Biotechnology Information (NCBI), which is a database freely available to anyone in the world. The Pathogen Detection browser at NCBI computes daily cluster results adding the newly submitted data to the existing phylogenetic clusters of closely related genomes. Contributors to this database can see how their new isolates are related to the real-time foodborne pathogen surveillance program established in the USA and a few other countries, and at the same time adding valuable new data to the reference database. ------ Although originally published as a Chapter in Methods and Protocols, Foodborne Bacterial Pathogens, the protocol has since been adapted and split into four separate protocols all of which are contained in this collection.

AbstractObjectivesTo collect and synthesize the literature describing the use of real-time video-based technologies to provide support in the care of patients presenting to emergency departments.Data SourceSix electronic databases were searched, including Medline, CINAHL, Embase, the Cochrane Database, DARE, and PubMed for all publications since the earliest date available in each database to February 2016.Study SelectionSelected articles were full text articles addressing the use of telemedicine to support patient care in pre-hospital or emergency department settings. The search yielded 2976 articles for review with 11 studies eligible for inclusion after application of the inclusion and exclusion criteria. A scoping review of the selected articles was performed to better understand the different systems in place around the world and the current state of evidence supporting telemedicine use in the emergency department.ConclusionsTelemedicine support for emergency department physicians is an application with significant potential but is still lacking evidence supporting improved patient outcomes. Advances in technology, combined with more attractive price-points have resulted in widespread interest and implementation around the world. Applications of this technology that are currently being studied include support for minor treatment centres, patient transfer decision-making, management of acutely ill patients and scheduled teleconsultations.

The world has not yet come up with a single recipe for fighting corruption. But thanks to constant progress, anti-corruption strategies are replenished with effective innovation mechanisms. The global experience of using blockchain opens up new prospects for eliminating corruption in the world. Blockchain is an opportunity not only to modernize outdated functional systems, but also to apply new, more effective means of combating corruption and cybercrime. One of the main advantages of the blockchain is that all network participants have a register of transaction data. Therefore, if someone decides to hide, delete or change their recalculations in the accounting book, then copies of these transactions still remain in tens of thousands of other users and the system immediately accesses them. Therefore, a few minutes will be enough to solve the issues of detecting a crime. Today, it is worth highlighting 3 types of widespread use of blockchain technology in the fight against corruption: identity verification, asset registration and tracking of monetary transactions. For example, you can check the purpose of money transfers in real time, see salary payments, and compare prices among suppliers. Like any type of crime, corruption in human society cannot be completely excluded. However, decentralized platforms functioning on blockchain technology, already today, firstly, can directly bring together the customer and the executor, and secondly, all the conditions agreed upon by the participants can then be easily verified (thus, it will be impossible to imperceptibly inflate the price when using blockchain). Blockchain technology is in demand because it creates an unprecedented degree of trust in information in relationships between individuals and public organizations, or between the state, people and private institutions.

People use a wide range of communicative acts, from concrete demonstrations to abstract language. What are the strengths and weaknesses of such different modalities? We present a series of real-time, multi-player experiments asking participants to teach (Boolean) concepts using either demonstrations or language. Our first experiment (N = 454) manipulated the complexity of the concept, finding that linguistic (but not demonstrative) teaching enables high-fidelity transmission of more complex concepts. Why, then, do humans use both demonstrations and language? As a form of conventionalized communication, language relies on shared context between speaker and listener, whereas demonstrations are inherently grounded in the world. We hypothesized linguistic communication would be more sensitive to perturbations of shared context than demonstrations. Our second experiment (N = 568) manipulated teachers’ ability to see the features that defined the concept. This restriction severely impaired linguistic (but not demonstrative) teaching. Our comparative approach confirms language relies on shared context to permit high bandwidth communication; in contrast, demonstrations are lower-bandwidth but more robust.

In recent times the usage of intelligent systems have paved way formany applications to be robust and self-reliant. One such popularand vast growing technology is face recognition. Facial Recognitiontechnology is used in security, surveillance, criminal justice systemsand many other multimedia platforms. This work proposes a realtime facial recognition technology which can be used in any industrialsetup eliminating manual supervision, ensuring authorized accessto the personnel in the plant. Due to the recent development ofCOVID-19 pandemic around the world, wearing masks has becomea necessity. Our proposed facial recognition technology identifies aperson’s face with mask or no mask in real time with a speed of20 FPS on a CPU and an F1-score of 95.07%. This makes ouralgorithm fast, secure, robust and deployable on a simple personalcomputer or any edge device at any industrial plant or organization.

Abstract: In the world of technology that is increasing, then as humans we will not be separated from the process improvement that occurs. From year to year, it is certain that this increase will certainly. Increasingly rapidly occurring in communication technology. Communication technology has also penetrated the military world, especially in MQTT-based communications. In this research, MQTT-based technology is applied to implement real time tracking system on android. This system is used to send the longitude and latitude coordinates of the personnel so that these points can be known directly via android. From this pure experimental research method, the coordinate point data will continue to be monitored and the existence can be known continuously. This system is designed on a VPS server or Virtual Private Server, so that all devices even though none of the networks can communicate with  each  other  as  long  as  they  have  access  rights  for application user.
