At the present stage, the development of the domestic economy is closely connected with the digitalization of the activities of industrial enterprises as the main producers of vital material values. Based on the analysis, the nature of the digital economy of industrial enterprises is substantiated and a system-structured model of its construction is proposed. Taking into account the importance of scientific and technological progress for industrial enterprises, a conceptual system-digital model of quantitative linking and balancing of scientific and technological progress management functions and their components was developed. The model combines the functions management content into an integral unit in order to obtain objective quantitative indicators from each of them and from the totality of their actions. The model of level relations of divisions of the industrial enterprises participating in their scientific and technical activity is developed. It is focused on the transition from disparate actions of business units to actions that combine them on a systematic basis, thereby eliminating the existing disorder in their interaction in response to the request of the digital economy to ensure the accuracy of the results obtained from them. Assigning the most important place to the assessment of the economic efficiency of scientific and technical activities and their developments, and taking into account the fact that labor costs have a great influence on its formation, the need to streamline their regulatory framework, which allows on a parity basis to provide time standards for the implementation of individual stages of the development of scientific and technical products, is shown. The recommendations and suggestions presented in the article are aimed at high-quality training and active inclusion of industrial enterprises and their scientific and technical potential in the digital economy and at their effective functioning in its conditions as the most important strategic factor in the development of the economic system.

Energy generation, along with other sectors of Russia’s economy, is on the cusp of the era of digital transformation. Modern IT solutions ensure the transition of industrial enterprises from automation and computerization, which used to be the targets of the second half of the last century, to digital enterprise concept 4.0. The international record of technological and structural solutions in digitization may be used in Russia’s energy sector to the full extent. Specifics of implementation of such systems in different countries are only determined by the level of economic development of each particular state and the attitude of public authorities as related to the necessity of creating conditions for implementation of the same. It is shown that a strong legislative framework is created in Russia for transition to the digital economy, with research and applied developments available that are up to the international level. The following digital economy elements may be used today at enterprises for production of electrical and thermal energy: — dealing with large amounts of data (including operations exercised via cloud services and distributed data bases); — development of small scale distributed generation and its dispatching; — implementation of smart elements in both electric power and heat supply networks; — development of production process automation systems, remote monitoring and predictive analytics; 3D-modeling of parts and elements; real time mathematic simulation with feedback in the form of control actions; — creating centres for analytical processing of statistic data and accounting in financial and economic activities with business analytics functions, with expansion of communication networks and computing capacities. Examples are presented for implementation of smart systems in energy production and distribution. It is stated in the paper that state-of art information technologies are currently being implemented in Russia, new unique digital transformation projects are being launched in major energy companies. Yet, what is required is large-scale and thorough digitization and controllable energy production system as a multi-factor business process will provide the optimum combination of efficient economic activities, reliability and safety of power supply.

One of the reasons that at present in research and production associations and industrial enterprises, according to the degree of implementation, analysis is almost the most backward management function, in our opinion, is still insufficient attention on the part of economic services of these production links to issues of formation of analytical information processing. Having overcome, in principle, the psychological barrier of misunderstanding the advantages of using modern computer technology in production management, the economic services of enterprises in a number of cases have not yet realized that they should be both initiators of the functional development of the management system and direct participants in the new technology for the implementation of management functions, including and analysis function. The use of electronic digital machines in economic analysis is one of the indispensable conditions for achieving its efficiency and complexity. The problem of improving the function of economic analysis is becoming the subject of increasing attention, both from a large number of specialists, and from higher education institutions and various research organizations. The increasing attention to the problem of improving integrated economic analysis is evidenced by the fact that it is the subject of consideration at International, All-Ukrainian, Regional scientific and practical conferences, seminars and is significantly reflected in the recommendations of these forums. At the same time, it should be noted that the methodology of the approach, the breadth of coverage in solving the problem, the focus and depth of development in many cases by different authors are far from the same and not equivalent. Therefore, when conducting an analytical review of scientific publications, in our opinion, it is advisable to evaluate existing developments in a certain order, namely: firstly, works that emphasize the importance and need to improve the function of economic analysis without indicating specific ways to solve this problem; secondly, works examining specific forms of organizing economic analysis in management systems. The latter, in particular, include: works in which the dispersal and implementation of individual analysis tasks are proposed as part of various functional subsystems of the control system; works whose authors consider it possible to combine the tasks of economic analysis with the tasks of other management functions in one of the generally accepted subsystems of the management system; works in which the allocation of analysis tasks to an independent functional subsystem of the control system is justified.

Our research aims to develop and scientifically justify theoretical provisions and practical recommendations used for assessing resultativeness of a business enterprise adaptation to changing markets in digital economic environment which, in addition, creates opportunities for industrial enterprises to improve their resultativeness. In our study, assessment of enterprise adaptation performance is based on the method of indicator system development and logical analysis methods. Methodology described in this paper uses formula for calculating and algorithm for measuring industrial enterprise adaptation performance and, therefore, provides an opportunity to obtain useful information on effectiveness of company adaptation to market changes in the digital economy.

The article examines the issue of the effectiveness of the work of the Special meeting for combining measures to provide the active army with items of combat and material supplies, headed by the Minister of War. It is noted that the Special Meeting, which appeared on May 13, 1915, received extraordinary powers to carry out the economic mobilization of the entire national economy of the Russian Empire. These powers were legally formalized on August 17, 1915. From that moment in 1915, a Special meeting for the discussion and unification of measures for the defense of the state, for the provision of fuel for communication lines, state and public institutions and enterprises working for the purposes of state defense, for the food business and transportation of fuel and food and military cargo. This body, created in wartime conditions, was entrusted with extraordinary powers to manage state, public institutions and enterprises. The chairman of this meeting was the Minister of War, appointed directly by the emperor. It was he who could form commissions and subcommissions that dealt with both the procurement of weapons, equipment and equipment abroad, and directly with the implementation of a general domestic economic policy in the state for the development of certain branches of industrial and agricultural production. However, as the materials show, the transfer of management functions to the state apparatus and the entire mobilized economy of the country into the hands of the military department led to distortions in the development of the country’s national economy. Primary attention was paid to industrial enterprises working for the purposes of state defense, while the organization of food supply and transport support in the Russian Empire, despite the initiatives of the Ministry of Railways, the Ministry of Trade and Industry, the All-Russian Zemstvo Union, which had a representative in a Special Meeting, did not found due support and attention from the Chairperson of the Special Meeting.

At present, the digital economy, which takes information technology and data as the key elements, is booming and has become an important force in promoting the economic growth of various countries. In order to explore the current dynamic trend of China’s digital economy development and the impact of the digital economy on the high-quality economic development, this paper measures the digital economic development index of 30 cities in China from the three dimensions of digital infrastructure, digital industry, and digital integration, uses panel data of 30 cities in China from 2015 to 2019 to construct an econometric model for empirical analysis, and verifies the mediating effect of technological progress between the digital economy and high-quality economic development. The results show that (1) The development level of China’s digital economy is increasing year by year, that the growth of digital infrastructure is obvious, and that the development of the digital industry is relatively slow. (2) Digital infrastructure, digital industry and digital integration all have significant positive effects on regional total factor productivity, and the influence coefficients are 0.2452, 0.0773 and 0.3458 respectively. (3) Regarding the transmission mechanism from the digital economy to the high-quality economic development, the study finds that the mediating effect of technological progress is 0.1527, of which the mediating effect of technological progress in the eastern, northeast, central and western regions is 1.70%, 9.25%, 28.89% and 21.22% respectively. (4) From the perspective of spatial distribution, the development level of the digital economy in the eastern region is much higher than that in other non-eastern regions, and the development of digital economy in the eastern region has a higher marginal contribution rate to the improvement of the total factor productivity. This study can provide a theoretical basis and practical support for the government to formulate policies for the development of the digital economy.

The quality of education, implementing progressive methods of getting professional knowledge and technological progress pave the way for the innovative economics of Russia’s development in the 21st century. The author stresses the need of taking into account a new approach to transliterating scientific terms, personal and place names, English transliterating Russian personal names and toponyms in particular. The urgency of economic and law competence of industrial and research workers is accentuated. Using the former English transliteration of some most important toponyms of Russia and the Commonwealth of Independent States is to be considered incorrect.

Cooperation is a strategy of an enterprise, seeking to retain its market share. The cooperation means the establishment of long‐term relations of production between economically and legally independent enterprises. The measurement of the level of cooperation achieved plays an important part in this process because it helps to determine the effect of cooperation on the efficiency of commercial activities of an enterprise, as well as the extent of cooperation influence, the conditions required for effective cooperation of enterprises, etc. In the present investigation, the analysis of the cooperation influence on the competitiveness of an enterprise is made, based on the suggested formula for determining the level of the cooperation achieved by enterprises. The analysis performed shows that this influence is not strong, implying that the appropriate organisational forms of cooperation have not been found yet. Cooperation mainly affects the profitability of an enterprise. The analysis of cooperation in the area of production shows that cooperation in production, and the development of new technologies and new products is most important for achieving enterprise profitability. The number of partners also has a great influence on cooperation effectiveness. Santrauka Kooperacija yra vienas iš imones strategines elgsenos būdu siekiant išlikti rinkoje. The article analyzes the problems associated with the reform of control and supervisory activities to reduce the administrative burden on business entities. Special attention is paid to the mechanism of the "regulatory guillotine" in the Russian Federation, as a comprehensive update of mandatory requirements. This reform is especially relevant for organizations that produce high-tech products, since it is at these enterprises that the requirements corresponding to the current level of scientific and technological progress should be applied. As a research goal of the article, the authors analyzed the features of the introduction of the "regulatory guillotine" mechanism for industrial enterprises. As a result of the analysis, it is established that it is necessary to apply a process-oriented approach in the implementation of control and supervisory activities. It is determined that on the one hand, the mechanism of the "regulatory guillotine" for enterprises will reduce unnecessarily unjustified control and supervisory checks, form a system of regulation of control and supervisory activities, and minimize administrative pressure. The new regulatory and legislative framework (mandatory requirements) should be consistent and unambiguous, meeting the requirements of the time and technological development of enterprises, based on the most significant public risks. This will allow businesses to reduce costs and remove barriers to development. On the other hand, it is established that the implementation of the "regulatory guillotine" mechanism strongly depends on organizational and managerial aspects: the definition, justification and development of mandatory requirements that ensure a risk-based approach to control and supervisory activities is a difficult task for all participants of the reform, requiring them to be prompt and consistent. The implementation of the "regulatory guillotine" may take years and enterprises will have to work in the mode of uncertainty of the regulatory framework for several more years, and the establishment of a large number of uncontrolled exceptions contributes to the ambiguity of control and supervisory procedures. The article defines the difficulties of implementing the mechanism of the "regulatory guillotine" in industrial enterprises.
