В статье рассматриваются проблемы становления педагогического обра- зования в Северной Осетии в первые десятилетия советской власти. Государственная политика в сфере образования проводилась, исходя из экономических и идеологических задач нового политического режима. Политизация общественной жизни, борьба с инако- мыслием, всеобъемлющая идеологическая цензура, абсолютный контроль государства – эти и другие явления данного периода были характерны и для сферы высшего образо- вания. В статье впервые, на основе партийных документов, рассматриваются вопросы взаимодействия органов власти и образования. The article examines the problems of the formation of pedagogical education in North Ossetia in the fi rst decades of Soviet power. The state policy in the fi eld of education was carried out proceeding from the economic and ideological tasks of the new political regime. The politicization of public life, the fi ght against dissent, comprehensive ideological censorship, absolute control of the state: these and other phenomena of this period were characteristic of the sphere of higher education as well. The article, for the fi rst time, on the basis of party documents, examines the issues of interaction between the authorities and education.

The article analyzes the relationship between the State and universities in Mexico during the 1970s. From a socio-historical perspective, the academic and social project, Universidad-Pueblo, of the Universidad Autónoma de Guerrero (UAG) is addressed. The emphasis on written press makes it possible to observe how some higher education institutions and its students proposed critical models that were strongly articulated with social demands and left-wing movements amid an authoritarian political regime in which democratic institutional ways of citizen participation were virtually closed. The Universidad-Pueblo project is one of the most radical and complex experiences of this process and its study allows to analyze the relevance of universities within the state’s public life, as well as to consider the UAG as a democratic sphere in the political context of the state of Guerrero.

In the context of modern scientific, technical and information revolution, education functions as a complex socio-economic organism, which plays an important role in the progress of mankind. The state policy in the field of education is an integral part of the state policy. Everything that happens in society, economy, culture, one way or another, affects the formation and implementation of educational policy, the functioning of the education system as a whole. The aim of the article is to highlight the essence of the "multimedia" concept, "multimedia technologies" and "distance learning", the characteristics of the types of multimedia products that are most often used to study theoretical material, revealing the benefits of using multimedia technologies in the educational environment.The article reveals the essence of concepts: "multimedia", "multimedia technologies" and "distance learning", describes the types of multimedia products that are often used to organize the study of theoretical material, discloses the advantages of using multimedia technologies in the educational environment, identifies the main methodological and didactic requirements to the use of multimedia technologies in training at a higher education institution. Conclusions: using multimedia technologies allows to individualize the learning process and promotes the independence of applicants. Thanks to these technologies, the interest of applicants in the educational component increases, there is confidence that he is able to learn it, by re-studying the material at a convenient time. It is also possible to adjust the time and duration of training to your own schedule and capabilities.

Based on historical, pedagogical and archival sources, the article analysed the state of national schools and the problem of training of pedagogical personnel in Kazakhstan in the 20-30 years of the 20 century. The authors reveal difficult and contradictory conditions for the formation and development of national schools in the early years of Soviet power. The general difficulties in the organization and operation of national schools were the weak educational and methodological provision of education in the native language for students, the scarce educational and material base and the acute shortage of national pedagogical personnel. The article highlights the development of the ethnic component in the content of the education of national schools and in the system of teacher training, as well as the problem of their educational provision. The authors of the article analyzed archival sources, which contain information on the content of teacher training for national schools KazPI named after Abai, the first forge of pedagogical personnel with higher education, described the network of training of national pedagogical personnel in Kazakhstan and beyond in the 20th30th years of the 20 century.

The article deals with the content of the state responsibility for the quality of higher education in the context of reforming the system of higher education in Ukraine. It is noted that the responsibility for the quality of higher education is distributed among different subjects in accordance with the specified power and authority. In the context of the implementation of the Law of Ukraine "On Higher Education" (2014), with an increase in the level of autonomy of institutions of higher education, the volume of their responsibility for the quality of higher education is growing. The author's position on the discussion between experts according to the definition "quality of higher education" is highlighted. The provisions defined by both key national documents and documents of the European Higher Education Area acknowledged the responsibility of the state for the quality of higher education. The value platform of this responsibility is established. The functions of the state and the tools of public administration that are capable of ensuring the implementation of state policy in the field of higher education are described.

The imbalance associated with the dominance of supply over demand in the market of educational services, excess demand for certain specialties and its absence in others has a negative impact and worsens the staffing of government agencies and the economy of Ukraine as a whole. This is the motive for retrospective analysis of the experience of staffing by state order of the economy, mechanisms and structures that carry out individual processes at different stages from order formation to the distribution of specialists for the formation of modern educational policy. The factors influencing the orders of specialists, such as demography, the structure of economic sectors, priorities of economic development, deindustrialization of the economy, etc. are analyzed. The results of retrospective analysis of the system of training and placement of personnel with higher education for a period of more than 100 years, the need to develop long-term (at least 6-7 years) state policy and prioritize the training of specialists with higher education by state order. Tasks and measures have been identified, the solution of which will allow to create a regular approach to the mechanism of formation of the state order in the training of specialists with higher education and the influential levers of its management. The lost elements of the structure are given, which do not allow the existing system of staffing by the state order to function effectively. It is proved that state regulation of higher education should be carried out exclusively in accordance with state priorities, prospects of national economy and its branches, in accordance with modern conditions on the basis of the European educational space, as well as based on forecasting, planning needs, assessing demographic and economic situation. The conducted retrospective analysis allows to determine the need for long-term state policy and to determine priorities in the training of qualified specialists with higher education by state order.

The proper education policy of the state and the efficiency of investment invested in the education system will ensure the success of the education system. Reforms in Georgia are going on as a continuous process. Despite some positive results, the state failed to provide sustainable development of the system under poor financing. The research aims to study the problems related to the quality of education, its financing and availability. Evaluation of the main directions of the state policy of education and elaboration of certain recommendations for the improvement of the system. In the paper opinions are expressed on higher education budgeting, promotion of education financing as part of social responsibility of business, main challenges of the new government initiative - ,,Education - Road to Freedom’’ are discussed.

The emphasis has been placed on the fact that due to the competent use of the necessary tools during the development and implementation of state policy in the field of higher education it is possible to create conditions for the reproduction of educational potential of our state. Particular attention has been paid to the fact that the main purpose of higher education is the state investment in human capital in order to develop skills and professional competencies for priority areas of economic activity. The ability to use them properly will ensure innovative socio-economic and cultural development of our country taking into account current needs of human beings and society. In this regard, it is important to have a clear understanding of the place and role of state policy in the field of higher education within state education policy in general, the use of the necessary legal tools in developing effective state policy within higher education, since it directly affects the competitiveness of our state on the world stage, its socio-economic development and Ukraine’s entry into the international educational and scientific space. The author has emphasized the importance of understanding the role and significance of the state policy in the field of higher education within the system of state education policy in general, outlining the priority areas of its modernization in order to bring it into line with generally accepted European standards in this area. As a result of revealing the essence of the state education policy, the author has offered to understand the state policy in the field of higher education as a set of key ideas, priorities or goals enshrined in national legislation, when the authorized subjects implement managing impact with the assistance of certain legal tools in order to ensure the proper functioning of higher education area, acquisition of skills and professional competencies by applicants for higher education, development of their employment abilities. The purpose of the state policy in the field of higher education is to create an ideal model of higher education system and its integration into the national education system, strengthening relationship between higher education institutions and the labor market, ensuring further development of socio-economic, scientific and cultural potential of our country, strengthening the intellectual potential and the state’s competitiveness on the world stage, Ukraine’s entry into the European educational and scientific space. The tasks of the state policy in the field of higher education have been systematized. That allowed to determine its characteristic features that distinguish it from other types of state policy in general and state educational policy in particular. The factors influencing the effectiveness of the state policy in the field of higher education have been highlighted. It has been emphasized that the current stage of modernization of the state policy in higher education in Ukraine is characterized by the focus on higher education as the most important innovative component of the modern economy, as the necessary prerequisite for economic growth, cultural and intellectual development.

The purpose of article is to analyze the evolution of legal regulation of higher education in Russia since the beginning up to the beginning of reform in modern conditions.Characteristics of the problem field. Higher education is studied in various aspects (sociological, cultural, historical, economic). An independent institute of educational law is distinguished in the legal science. Serious transformations of higher education in the Russian Federation have actualized the need for understanding the domestic experience of legal regu-lation. The state policy in the sphere of higher education and the evolution of educational legislation are studied in historical and legal studies.The methodology. The narrative method is the method of description. It is necessary for the reconstruction of past events and phenomena. The narrative method is supplemented by a chronological method. The formal legal method is applied to the interpretation of norms. The sociological method establishes the links between state policy, regulatory legal regulations and the social result achieved. The comparative method is used fragmentarily.Results. Higher education is a relatively new social institution. In the European tradition it took shape during the Middle Ages. The completed model was formed in the XIX century in Germany.The Russian Empire used the German model. Higher education was regulated by the state. The main regulations governing educational relations at the university were the General Charters. These Charters reflected the autonomy of universities.Three stages are identified in the legal and regulatory framework of higher education in the Soviet period: 1917 – the first floor 1930s; second floor 1930s – the first floor 1950s; second floor 1950s – 1980s.At the first stage the state regulated only politically and ideologically important educational relations. Many questions were not regulated centrally. In the 1930s the state impact on higher education was growing. The consignments are included in norm-setting activities. The established norms changed little until the end of the Soviet period. In the 1960s the liberalization of educational legislation began, which continued until the end of the Soviet period.Conclusions. Higher education as a special social Institute took shape in the medieval period. The German model, tested in the early nineteenth century with the establishment of the University in Berlin, had a huge influence on the genesis of modern higher education.
