The article analyzes the current state of small and medium-sized businesses in the Republic of Kazakhstan. The author reveals the essence of business through the prism of public administration and defines its role in the economy of Kazakhstan. As a result of the study, the features and systemic problems in the functioning of small and mediumsized businesses in the Republic of Kazakhstan were studied. When analyzing the current state and development of SMEs in the Republic, the method of collecting information and, in part, the method of abstraction were used for effective search, grouping, processing and generalization of the necessary material. The study of the economic dynamics of indicators by means of a comparative method to establish cause –and-effect relationships and identify systemic problems of state regulation and development of small business. Through the application of appropriate general and private economic methods, promising directions for further development of small and medium-sized businesses in the Republic of Kazakhstan were developed, which include: improving the strategy and tactics of interaction between representatives of SME and the authorities; improving legislation (tax, financial and innovation) in the field of SME support; improving mechanisms that ensure access to financial resources for SME; creation of Centers financed by state for the training specialized personnel and intensification of the development of modern forms of business integration.

В статье изложен ход и результаты исследования экономических отношений, возникающих в процессе финансирования казахстанских технологических предприятий. Автором, посредством применения соответствующих общелогических и частных экономических методовпроведения исследований, решена научная задача по формированию стратегии мобилизации и использования финансовых ресурсов для эффективного развития технологической промышленности Республики Казахстан. Комплекс исследовательского инструментария включает такие методы, как:формально-логический анализ,абстрагирование, графическийанализи экономико-статистический анализ.Каждыйиз методов использовался aдeквaтнoeгoфункциoнaльным вoзмoжнocтям и paзpeшaющимcпocoбнocтям.Это позволило автору последовательно peшатьcooтвeтcтвующиеэтaпные зaдaчииccлeдoвaния. Вначале изучить экономическую сущность системы финансирования развития казахстанских технологических предприятий,затем обосновать необходимость государственного регулирования данной системы. Далее определить роль и место интернет-трейдинга в системе экономических отношений между населением и участниками финансового рынка, и в завершенииразработать теоретическую модель финансирования развития технологических предприятий Казахстана, адаптированную под современные экономические реалии Республики. The author, through the use of appropriate General and private economic methods of research, solved the scientific problem of forming a strategy for the mobilization and use of financial resources for the effective development of the technological industry of the Republic of Kazakhstan. The complex of research tools includes such methods as: formal logical analysis, abstraction, graphical analysis, and economic and statistical analysis. Each of the methods was used adequately for the ero functionality and resolution capabilities. This allowed the author to consistently solve the corresponding stage tasks of the study. First, to study the economic essence of the system of financing the development of Kazakhstan's technological enterprises, then to justify the need for state regulation of this system. Next, determine the role and place of Internet trading in the system of economic relations between the population and financial market participants, and finally develop a theoretical model for financing the development of technological enterprises in Kazakhstan, adapted to the current economic realities of the Republic. The findings of the study represent a potential theoretical and methodological basis for use by relevant state bodies in the development and introduction of amendments and additions to legislative and regulatory acts regulating the mobilization and use of financial resources for the development of technological enterprises in the Republic of Kazakhstan.

The article notes that the growing popularity of healthy lifestyles contributes to the increase in consumption of fruits and berries. At the same time, the analysis of the dynamics of the gardening industry for 2000-2018 shows that the problem of providing fresh fruits and berries to the population remains one of the most important. Based on actual data, linear and logarithmic models of time series of key industry indicators for the period 2010 – 2019 have been compiled. Calculations showed that in the Russian Federation as a whole the trend of reduction of sown areas of perennial fruit plantations will continue with growth of yield and gross fees. In this regard, the issues of distribution and introduction of gardens of intensive type are updated. An overview of the views of domestic scientists-gardeners on the concept of “intensive garden” is given. It has been established that the distribution of intensive gardens is possible only if there are favorable natural and climatic conditions and a developed scientific and production base of nursery management. The current state and problems of gardening in one of the leading regions – the Republic of Dagestan - are considered. A significant technological lag of region in the further development of intensive horticulture has been identified. Various directions of intensification process in horticulture as the main and necessary condition of growth of efficient and sustainable production are summarized.

Relevance. Vegetable growing is a traditional sector of agriculture in Azerbaijan. The republic has all the conditions for its development, both natural and socio-economic. Materials and methods. The aim of the research was to analyze the current state of vegetable growing in the republic, to identify the strengths and weaknesses of the industry, to determine the terms of support for producers from the state and branch science. Results. The gross harvest of vegetables has been steadily growing in the last decades, and by 2019 amounted to 1715 thousand tons. The yield of vegetables also increased during this period from 14, 7 to 21.9 t / ha. In door production area is approximately 4800 ha. The production of greenhouse vegetables is focused on the Russian market. The bottleneck in the industry is vegetable seed production, a market with a capacity of almost 20 million euros is occupied by foreign companies. At the same time, the agricultural producers get state support in the form of subsidies and soft loans and a full tax exemption. Industry science is also developing: the Research Institute of Vegetable Production has been reconstructed and fully equipped, special training organized for vegetable growers in the Azerbaijan State Agrarian University. Further development of the industry continues through the intensification and biologization of production, expanding the range and improving product quality.

Purpose of the study: In current conditions of globalization, the role and importance of non-cash payment systems have changed dramatically. The authors of the article are aiming to analyze and promote new banking products and describe the way of development of modern banking business trends in the field of electronic banking services in their article. Methodology: In the course of this study, methods of comparative and statistical analysis, empirical, interviewing, observation and economic, and mathematical modeling were used.  Main Findings: The Central payment systems of the Republic of Kazakhstan provides options for the needs of the real economy sector, financial markets, and banks the other participants in the late payments and money transfers, as well as contribute to the effective implementation of monetary policy and the execution of the state budget. Applications of this study: The theoretical and practical provisions of the research can be applied in the educational process in economic areas and banking organizations' activities. Calculations are a necessary accompanying element of the money supply's creation (withdrawal) as a derivative of money circulation and one of the monetary regulation's main objects. Novelty/Originality of this study: Development of theoretical provisions aimed to modernize the mechanisms of state regulation of the domestic national payment system. It ensures its further development in current conditions and the formulation of practical recommendations and justification of organizational tools.

The article considers the specific features of public services delivery in the Republic of Kazakhstan and other countries where public services are provided with the involvement of different models of electronic government. Today, state provision of public services to citizens is becoming one of the most important spheres of the functioning of government authorities. The notion of public services has become an object of focused scientific research relatively recently in the Republic of Kazakhstan, while in developed countries, the relationship between the state and society, where the state is viewed as a service provider, developed in the 1980–1990s. The aim of this paper is to analyze the current state of the sphere of public services provided to the population of the Republic of Kazakhstan and to study international experience in this area. The authors view public services delivery as a process of information interaction between the state and society, which, at the current stage of IT development, is increasingly taking an electronic form. The authors explore historical and theoretical prerequisites for the creation of the modern system of public services, the current state of the corresponding organizational and legal framework in the Republic of Kazakhstan, and international experience of development and implementation of successful patterns of public services delivery. Besides, the authors study the specific features of legal regulation pertaining to handing public services over to a competitive environment. The article assesses the possibilities of further use of advanced technologies to address the tasks for which this important element of government control has been developed. The results obtained by the authors consist in the validation of the conclusions about the assessment of the public services sphere and its organizational and legal grounds, as well as the potential for its further development. The paper includes several suggestions for improvement of the organizational and legal framework of public services delivery. The novelty of this article consists in the fact that the authors suggest ways of further development of the interaction between the state and society based on thorough analysis of world practices of public services delivery

Abstract Water supply has pronounced priority, over other forms of water use. The term water supply includes the ensure of high quality water in general terms, for households, public needs and economic activities. The Republic of Serbia disposes with considerable underground and surface water resources, which are used for supplying, but it is required their rational utilization. The aim of this study is to show the current state of water supply on the territory of Serbia based on the analysis of the different indicators. One of the goal is to scan prevalent conditions and problems related to it and to propose optimal solutions. The survey includes an explanation of the long - term needs of the Republic of Serbia for fresh water (as well as share of different sources in the total water supply) and estimation of the possibility of satisfying that needs from available resources. On the base of that, there are adopted conclusions about basic directions of further development in the field of water management and water supply in Serbia.

The article discusses the main approaches to program and project management that are used in the UK, Russia and Malaysia. This review was conducted to identify best practices for Kazakhstan. The purpose of this article was a brief overview of the approaches to managing programs and projects in a number of developed countries of the world to determine the most optimal of them in the system of public administration in Kazakhstan. The review was conducted from the point of view of organizational interaction between structural units in the implementation of programs and projects, ensuring transparency of ongoing processes, and ways of involving stakeholders in the project. Also, a brief review of the project management standards in the countries under consideration was carried out. When writing the article, a general scientific research method was used, namely, the comparative-comparative method of the considered approaches to project management in a number of developed economies of the world. The legislative base in terms of the new concept of public administration development is analyzed. As a result of the research, the author identified the experience of Malaysia. The effective approach to the management of national reforms and projects, developed by the PEMANDU Institute, most fully reflects the principles laid down in the new vision of the state development of the Republic of Kazakhstan. The author has given a specific recommendation regarding amendments to legal acts.

The article considers the issues of increasing the level of economic diversification as an effective direction for achieving the strategy of sustainable development of the region. The paper carries out the analysis of the current state of the economy of the Sughd region of the Republic of Tajikistan, calculates the sectoral indicators of diversification and the average level of diversification of the regional economy. An assessment based on the existing methodology showed the need to continue the diversification process, but does not indicate which industries should be diversified first.In order to identify priority sectors in carrying out diversification, a ranking matrix for economic sectors has been developed. The diversification coefficients and the structural coefficient were used as indicators in the matrix, which makes it possible to assess the existing level of diversification of the region’s industries and determine the priority sectors (trade, agriculture and industry), which have the necessary economic potential.The article also considers the experience of successful countries that have reached a high level of economic development as a result of increasing the level of diversification, on the basis of which recommendations for the Sughd region of Tajikistan are substantiated in order to achieve sustainable regional economic growth. The research results can be used in the processes of developing a strategy for the development of the country’s regions and state regulation of spatial development.

The effective development of the territorial tourist and recreational complex deals with the conduct of tourist and recreational expertise, during which it is possible to assess the tourist and recreational potential of the territory, its current use, directions for further development of tourism and the risks associated with it. It the summer of 2020, the territorial tourism and recreational expertise was carried out in the Razdolnensky district of the Republic of Crimea, including sociological surveys and in-depth interviews with 25 representatives of the tourism business. As a result of the study, a portrait of a tourist was formed, the current state of the tourist infrastructure was analyzed, organizational and managerial risks and risks (natural and anthropogenic) affecting the effective use of the tourist and recreational potential of the territory were identified. Today pos. Steregushee and pos. Aurora are the centers of amateur family budget tourists with children who come in most cases on their cars who prefer unassuming holidays in the summer. According to experts, today there is no possibility for changing the model of tourist services in connection with the presence of problems of infrastructure and environmental nature. Infrastructure problems are reduced to small areas of equipped beaches. Environmental problems are associated with abrasion-accumulative processes (erosion of the coastline), tampering the territory by algae and the seaside grass of the semi-family (Zosteraceae). In the case of contamination of the beach of the seaside grass, the beach capacity is reduced by 2 times, and the load exceeds the maximum permissible. The elimination of the problems and change of the tourist and recreational model of development implies the development of a program for the development of the territory of the Razzonsky district, is required for an organized and controlled recreation and tourism, which will give income and taxes to the budget. According the results of the tourist and recreational expertise, relevant recommendations were given and the prospects for the development of rural and gastronomic tourism, sports views (kitesurfing), autotourism, as well as the development of general and specialized infrastructure, including glumpings are given.

The article presents the results of expedition research in the Republic of Sakha (Yakutia) and the Magadan region. The current state of the Kolyma Federal highway is analyzed both in terms of technical characteristics (type of pavement, speed of movement, level of vehicle vibrations when driving) and in terms of traffic flows (their volume and structure). It is noted that the highway plays an important role in servicing the transport needs of the population and business of these regions, which affects the state and development of settlements that gravitate to the highway. Heterogeneity in the load on the Yakut and Magadan sections of the route is indicated and the factors of its occurrence are explained. There is negative population dynamics of the main types of settlements located in the zone of influence of the route, determined the reasons of transformation of the existing system of settlement and prospects of development of the study area, identifies the reasons for the differences in transformation processes in the Republic of Sakha (Yakutia) and the Magadan region. The main factors of differentiation of the Yakut and Magadan segments of the Kolyma highway are identified, among which natural, economic and socio-cultural factors are noted. Two potential scenarios for further development of these regions are considered: the transition of the existing settlement system to shift development or its preservation. The main conclusions are supported by statistical information and materials of expedition research.
