The grain economy of Russia has now reached a new high level of development, providing ample opportunities for the expansion of Russian grain to the world market. The research reveals the following main threats to further strengthening the position of Russian wheat in the world market: instability of yields and inappropriate production and logistics infrastructure, which determines overestimated transaction costs and low flexibility of supply. The article analyzes the structure of importers of Russian wheat to characterize the instability of the world wheat market and high competition on it. The aim of the research is to form key directions for ensuring the sustainability and efficiency of wheat exports. The development of the grain product subcomplex of the Russian agro-industrial complex is presented by the authors from the position of priority in ensuring the food security of the population by fully meeting the needs of the domestic market, while exports are assigned the role of an instrument for regulating the grain market. Increasing wheat exports is not a priority for the development of grain farming; however, under the current conditions, this is the main incentive for increasing grain production and a way of obtaining foreign exchange income for agrarians. In this regard, it seems necessary to increase the regulatory role of the state in managing the country's grain balance and intensify investment processes in the industry through improving the country's fiscal and monetary policy in relation to the agricultural sector.

Neither the development of the world economy nor the availability of raw materials can guarantee the stability of economic development and a high level of social welfare. Now Kazakhstan faces the task of accelerated development of national economy sectors that give a multiplicative effect (the share of agricultural products in the country's GDP should grow 5 times by 2050), including the agro-industrial complex of Kazakhstan has a great potential to become a new driver of economic development. Therefore, the agro-industrial complex of Kazakhstan needs sustainable development of export-oriented agricultural production that is competitive on the world market. Despite the solution of many theoretical and applied problems reflected in the works of these authors, a General approach to the classification of organizational reserves for improving the efficiency of production of scientific-intensive products is not currently formed, and the issues of forming a mezzanine for identifying and using, and evaluating the level of production efficiency require further improvement. The purpose of the research is to develop theoretical, scientific, methodological and practical provisions for the formation of a production management system of innovative potential based on improving the competitiveness of the agricultural industry, aimed at ensuring food security in Kazakhstan. The article shows that the innovative type of economic development requires the development of a competitive innovative potential product, the implementation of the principles of continuous improvement, the search and use of the organization of production for its effective production. The necessity of forming mechanisms for identifying and using organizational reserves to increase the efficiency of production of innovative potential products is also determined. This opened up the possibility of creating and developing conditions conducive to the mobilization of domestic reserves.

The article examines the features of blockchain technology and the construction of its structural elements. It is based on the principle of structuring and working with databases, which was developed by Satoshi Nakomoto in 2008. A feature of its model is the reliability of transactions and the creation of a decentralized register of data accounting and key blocks of information. The article also examines the main types of operation of the blockchain system, from Blockchain 1.0 to the concept of Blockchain 4.0. Given the high level of interest of the world in building reliable information accounting, the blockchain has become an important tool for ensuring reliability both for the financial world and for the wider areas of application considered in the work. The stages of development are characterized and the process of formation of blockchain technology on the world market is analyzed. The paper presents examples of major cryptocurrencies in the world, which are currently considered the most stable and relevant for investment or settlement. The study shows a tendency to accelerate the emergence of various types of cryptocurrencies developed by the world's largest digital giants, such as Libra 2019 from Facebook, Gram from the most popular messenger Telegram, and many others. The wide range of cryptocurrencies on the market encourages users to increasingly use the blockchain system and increase the turnover of cryptocurrency, because as of 2019 the market value is about 420.5 billion dollars, which is growing every year. The basic principles of information protection and ensuring the reliability of its accounting are considered. Considerable attention in the article is paid to the peculiarities of the construction and operation of the blockchain system itself. The operating model is the most important for improving the operation of the blockchain system and encouraging users to use modern technologies. Much attention is paid to the system of accounting for information blocks, access to it, the use of hashes and ensuring the reliability of the connection of chains of blocks with each other. An important area of work is the analysis of accounting systems PoW and PoS, as well as combining them into a single, which provides more effective protection of information. Prospects for further development of Blockchain technology at the corporate and state levels are outlined. The paper identifies the main prospects for the use of blockchain technology at the corporate level, provided the use of effective financial instruments and ensuring the transparency of financial transactions, increasing the number of innovative technologies and calculation methods based on this technology. At the state level, among the promising areas of blockchain technology, attention is paid to social security, accounting and registration of tax information, introduction of the system in the military-industrial complex, archive of vehicle operation, issuance of certificates, voting system and other areas

The article traces the role of the Ural-Siberian region in Russia’s responses to historical challenges in the era of modernization. It is concluded that this role has been steadily increasing over the course of four centuries — from traditional society to the end of the historical period of modernization. Such a chronologically large and meaningfully diverse process is revealed for the first time in historiography. Addressing it made it possible to assess the strategy of a particular region in ensuring the country’s responses to world challenges at the expense of its own resources. Historical experience has shown that the region stayed in history as a reserve territory of the deep rear. These tendencies are traced on the materials of the procurement of furs, extraction of silver and gold, and ferrous metallurgy products. These resources contributed to Russia’s entry into the world market, the formation of its military-industrial complex, and responses to the challenges of the times and global competitors. The exploitation of such wealth controversially influenced the modernization processes and overcoming the country’s lag behind the advanced states of the world, although imperial Russia sometimes outstripped its opponents in some indicators, in particular, in the production of ferrous metals. Each of the five macro problems posed in this text requires further elaboration precisely from the standpoint of challenges. It is necessary to continue studying the perception of these problems in our country and the ways of organizing responses to them, as well as the reaction of the world community to Russia’s responses. This is the task for specialists in both Russian and general history.

Improving the efficiency of agricultural production and the competitiveness of agricultural products is impossible without the creation of professional teams with a high level of productivity. The formation and development of the personnel potential of the agro-industrial complex comes to the fore in the light of ensuring the country’s food security and solving the problems of import substitution. The development of the industry relies more on the creation of a vertical education system, the development of rural territories, etc. Compilation of forecasts for the staffing of the agroindustrial complex will coordinate the efforts of educational institutions, business structures, and authorities in organizing the training and retraining of personnel for the agricultural sector.

Using a sample of 1,705 convertible bonds issued by manufacturing and service companies from the United States (1,138 issues); Europe (270); and Asia (297) between 2004 and 2014 this paper investigates the role of callable convertibles in the corporate investment process. This research shows first that callable convertibles are used to finance investment projects particularly by American firms which may exercise new investment options to improve poor financial performance. Secondly, the same strategy may be followed by European companies, but they seem not to carry out investments on as large a scale as American firms. Thirdly, the research results do not provide evidence that Asian enterprises use callable convertibles for investment purposes: they likely use these instruments for different reasons.

This article analyses the role of the World Heritage Convention in the Arctic, particularly the role of Indigenous people in environmental protection and governance of natural, mixed and transboundary properties. It outlines the Convention in an Arctic context, profiles Arctic properties on the World Heritage List and Tentative List, and considers Arctic properties that may appear on the List of World Heritage in Danger. It gives detailed consideration to examples of Arctic natural, mixed, and potentially transboundary, properties of greatest significance to Indigenous people with reference to their environmental protection and management. In doing so, it reviews and analyses recent high-level critiques of the application of the Convention in the Arctic. Conclusions follow, the most significant of which is that the Convention and its Operational Guidelines must be reformed to be consistent with the United Nations Declaration on the Rights of Indigenous People.

The economic crisis that convolved the world economy a few years ago is the result of a series of government policies in the economic field. Starting from the Subprime Mortgage in America, the crisis eventually spreads across all sectors of the economy. As analysts say that the explosion of the current economic crisis is caused by the trend of low interest rates that are applied by the Fed. The trend of low interest rates will give rise to expectation of market to future economic situation. It is characterized by the overflow of capital expansion in all sectors, especially in property sector. Today, along with the growing mobility of capital from one country to another as part of unavoidable economic liberalization, mobility of capital, on the one hand, has spawned some of the imbalances in the life of a State. The powerlessness can not be separated from economic ideology and system on state role in the economy. Capitalism with its laissez faire brings the concept of state minimal role in the economy. In the empirical facts, it is broken by the crisis situation in 1930 and today's financial crisis. Socialism tends to carry the central role of the State in the economy through the centralistic planning system. The fall of the Soviet Union in the 1980s brought the world to a choice whether reconstructing capitalism or socialism as Fukuyama and Gidden said. On the other hand, as the new system, the economic system of Islam brings the concept of the role of the State in the economy on the basis of universal values of Islam, such as justice in the economy which is reflected in the mechanism of the prohibition of riba (usury), just income distribution and redistribution of income through zakat and social security. This article is an exposure of the State's role in the economy which is studied through the perspective of today’s economic system. The systems are capitalism, socialism, and Islam. The article not only explores conceptual framework, but also also contains an empirical framework mapping and how the conceptual framework is operated. The article proves that the implementation of the principles and use of the tools of corporate social responsibility can increase the reputation of the corporation and its activity in the world market. The purpose of the article is to substantiate and determine the role of corporate social responsibility of the mining and metals companies in ensuring and improving their reputation in the world market. The article substantiates that the low level of corporate governance practice and insufficient part of social contribution to the companies negatively affect formation of corporate social responsibility of the corporations. The article analyzes the indicators of Corporate sustainability and Transparency for 2018-2019 according to the professional rating of the largest Ukrainian mining and metals companies, based on leading international practices. The analysis of indicators made it possible to identify the proportional dependence of the reputation of the corporation on the measures of corporate social responsibility that the latter implements. It is determined on the basis of the study that corporate social responsibility is an effective tool to increase the competitiveness of mining and metals companies.

Agricultural sector as a main contributor to GDP formation in West Sumatera is required to be able to diversify its business in order to highest achieving economic and social development. One diversified agricultural business prospective to be developed is agro-tourism. The development of agro-tourism requires collaboration and synergy between academician, businessman and government as known as triple helix actors. This study is designed with aim to (i) map the agro-tourism potential in west Sumatera; (ii) analyze the role of each actors, so they may take action in accelerating Agro-tourism development. This research uses observation, depth interview method, literature study and focus group discussion. The result shows that agro-tourism in West Sumatra is more prominent of great natural and cultural value, small scale and lack of local facilities. It also requires relatively high level of investment relative to its return. Therefore government support is likely an essential element of agro-tourism development and the effort may be better directed toward consolidating with intellectual and business also.
