The global informatization of society, the transformation of the information and library sphere into one of the branches of the information industry, the comprehensive introduction and intensification of the use of the latest information technologies, the organization of access to the whole variety of information resources and the increased information potential of information and library institutions as a result have led to the emergence of new opportunities in the development spheres». Particular attention is paid to the development of information and library software and the development of special software for the integration and development of information and library activities, especially in such developed countries as the USA, China, South Korea and the Russian Federation.

Government spending are the basic of the health economics of any developed countries. We are overwhelmingly confident that an increase in the financing of the health care system makes it possible to improve the population’s access to medical care, which, accordingly, it is reflected on an increasing quality of life and its duration. Undoubtedly, investments in the healthcare industry should lead to the creation of new jobs, the development and introduction of advanced medical technologies and innovative drugs into clinical practice. In recent years, in the Russian Federation, there has been a positive trend in the volume of funds allocated by the state to protect public health. The article is devoted to the study of possible factors causing this growth. The authors made an attempt to answer the questions whether the increase in health care costs is due only to the political will of decision makers at the federal level, whether unhealthy lifestyles of the country’s citizens affect health care costs, which primarily depend on the costs of health care resources and others. To answer these questions, the authors analyzed the behavior of individual indicators reflecting health care expenditures and population health indicators for the Russian Federation in comparison with the countries of the Organization for Economic Development and Cooperation (OECD) – Australia, Canada, Denmark, France, Germany, Japan, Netherlands, New Zealand, Norway, Sweden, Switzerland, the UK and the USA.

Статья посвящена рассмотрению зарубежного опыта использования инженерно-технических средств охраны и надзора в пенитенциарных учреждениях, который может быть использован для повышения эффективности и оптимизации технического обеспечения исправительных учреждений уголовно-исполнительной системы Российской Федерации. В частности, рассматриваются особенности технической оснащенности исправительных учреждений США, Великобритании, Франции и Германии. В статье раскрываются вопросы, связанные с использованием системы видеонаблюдения, применяемой для дистанционного наблюдения за обстановкой в охраняемых зонах, на территории объекта, в режимных зданиях и помещениях, на подступах к территории учреждения. Также в статье проанализированы особенности несения службы отделом охраны зарубежных стран, экипировка лиц из числа караула, количественный состав караула при несении службы за постом видеонаблюдения. Отдельное внимание уделено инженерным заграждениям тюрем США, многообразию типов пенитенциарных учреждений в зависимости от категории преступников, отбывающих там наказание. Автор проводит аналогию с особенностями инженерного оснащения российских исправительных учреждений, акцентирует внимание на их различия. В статье раскрываются особенности биометрической идентификации осужденного, которая представляет собой автоматизированный способ распознавания личности путем проверки ее уникальных параметров. В заключение автор отмечает важность анализа положительного зарубежного опыта с целью рассмотрения возможности его внедрения в отечественную пенитенциарную систему. The article is devoted to the consideration of foreign experience in the use of engineering and technical means of protection and supervision in penitentiary institutions, which can be used to increase the efficiency and optimize the technical support of correctional institutions of the penal system of the Russian Federation. In particular, features of the technical equipment of correctional institutions in the USA, Great Britain, France and Germany are considered. The article discusses issues related to the use of a video surveillance system, which is used for remote monitoring of the situation in protected areas, on the territory of the facility, in secure buildings and premises, on the approaches to the territory of the institution. The article also analyzes the features of the service by the security department of foreign countries, the equipment of persons from among the guard, the quantitative composition of the guard when serving at the video surveillance post. Special attention is paid to the engineering barriers of US prisons, the variety of types of penitentiary institutions, depending on the category of criminals serving a sentence there. The author draws an analogy with the peculiarities of the engineering equipment of Russian correctional institutions and focuses on their differences. The article reveals the features of the biometric identification of a convict, which is an automated way of recognizing a person by checking its unique parameters. In conclusion, the author proposes to draw attention to the positive foreign experience, since a wider range of technical means to ensure security is used in the penitentiary systems of developed countries.

Presentation of information resources of the Russian archives in global information networks is an actual task of the current stage of archives management development. This task is a part of the Program of archives management informatization in the Russian Federation. The report highlights results of a project on creating an information portal „Archives of Russia“. Infrastructure of the portal, its main aims, formation of information resources are considered in it. Basic methodical approaches to the portal’s structure, forms and methods of work on filling the resource and support it in a working order are also reflected in this report. The main purpose of the portal is to give users additional opportunities to get access to archives, finding aids, specific records and their collections based on modern information technologies. The author describes principal methods for enhanced interaction of archives and their users in the process of obtaining necessary new information, legal basis for such cooperation, fulfillment of social and legal, and case requests of users. Major forms of archival records’ usage: central fund catalogue, state register of unique records of the Russian Federation Archival fund, guides to the Russian archives, electronic inventories of federal archives, online - projects exhibitions, electronic library, services to users in electronic form are mentioned in the report. Portal „Archives of Russia“ gives an opportunity to provide direct access to 85 regional archival resources and allows for a possibility of its expansion and additions. The author also presents a related project for creation of a virtual reading room in federal archives. As a part of this project it is expected to provide online - user access to archival records, including possibility of copying them. These projects will greatly enlarge the abilities of users to archives’ access by using modern information technologies and enable greater participation of the Russian archives in the world information space.

The Russian Federation is in the process of forming an «information society», which includes information and computer technologies as its external attributes. The process of informatization is developing in three main areas-education, work, and interaction between government and civil society – based on national programs, primarily «Electronic Russia» and its continuation. However, their implementation in Russia is characterized by a number of contradictions between the real tasks of ensuring sustainable development of the Russian Federation and formal settings for the growth of formal indicators of Informatization. As a result, the Russian Federation may fall further behind the technologically developed countries of the world, both in terms of the level of information support for the economy and public relations, and in terms of the level of information technologies development themselves. To remedy the situation, it is proposed to take measures to change the practice of goal-setting, to serve the interests of production, public administration and social needs.

The subject of this research is the problems emerging in the process of establishment and development of the Institution of personal data protection in the Russian Federation. Special attention is turned to the comparison of Soviet and Western models of protection of private life and personal data. The authors used interdisciplinary approach, as comprehensive and coherent understanding of socio-legal institution of personal data protection in the Russian Federation is only possible in inseparable connection with examination of peculiarities of the key historical stages in legal regulation of private life of the citizen. After dissolution of the Soviet political and legal system, the primary task of Russian law consisted in development and legal formalization of the institution of protection of human and civil rights and freedoms, first and foremost by means of restricting invasion of privacy by the state and enjoyment of personal freedom. It is concluded that the peculiarities of development of the new Russian political and legal model significantly impacted the formation of the institution of personal data protection in the Russian Federation. The authors believe that the Russian legislator and competent government branches are not always capable to manage the entire information flow of personal data; therefore, one of the priority tasks in modern Russian society is the permanent analysis and constant monitoring of the development of information technologies.

Цель данной статьи - описать условия, в которых Армянская Апостольская Церковь вступила в эпоху правления Н. С. Хрущёва, начавшуюся в 1953 г. По содержанию статью можно поделить на две части: в первой даются сведения о количестве приходов на территории Советского Союза и за его пределами, а также о составе армянского духовенства в СССР; во второй излагаются проблемы, существовавшие внутри Армянской Церкви, и рассматриваются их причины. Методы исследования - описание и анализ. Ценность исследования заключается в использовании ранее неопубликованных документов Государственного архива Российской Федерации и Национального архива Армении. По итогам изучения фактического материала выделяются основные проблемы Армянской Апостольской Церкви на 1953 г.: финансовый дефицит, конфликт армянских католикосатов и стремление враждующих СССР и США использовать церковь в своих политических целях. The purpose of this article is to describe the conditions in which the Armenian Apostolic Church entered the epoch of the reign of N. S. Khrushchev, which began in 1953. The article can be divided into two parts: first one gives information about the number of parishes in the territory of the Soviet Union and beyond, and about the structure of the Armenian clergy in the USSR; the second one sets out the problems that existed in the Armenian Church and discusses their causes. Research methods - description and analysis. The value of the study lies in the use of previously unpublished documents of the State Archive of the Russian Federation and the National Archive of Armenia. Based on the results of studying the materials, the main problems of the Armenian Apostolic Church in 1953 are: financial deficit, the conflict of Armenian Catholicosates and the eagerness of USSR and the USA, that feuded with each other, to use the Сhurch for their political purposes.

The article is meant to analyze current problems and prospects for the development of effective tax policy as part of digital transformation of Russian economy. Introduction of a digital tax and the consequences of the digital tax reforms in the EU, the USA and OECD countries are highlighted. The necessity of qualitative transformation of the tax system of the Russian Federation in response to modern challenges is substantiated, taking into account the changes of the Tax Code of the Russian Federation adopted at the end of July 2020. The authors suggested their own concept of a digital tax and the prospects for its adoption in Russia, and consider it inappropriate to impose taxes on Internet users who do not use the Internet for business. Today, the main focus should be made on creating and testing effective technologies that allow on-line monitoring the tax basis of digital economy entities, taking into account the cross-border movement or use of digital products (goods and services). In addition, it would be extremely important to provide for a potential tax exemption for part of the profits of international ICT companies that are received on the territory of the Russian Federation and reinvested in joint with Russian companies projects in the high-tech for civil purposes area.

Introduction. Currently, the Supreme Court of the Russian Federation, like many state bodies, is faced with a global challenge – the coronavirus pandemic, which has affected all public processes. The need for social distancing has contributed to the more active use of modern technologies that facilitate remote court hearings. Theoretical basis. Methods. The theoretical basis of the study were the Russian and foreign scientific works devoted to the problems of introducing information technologies into judicial activity. The methodological basis of the study was a systematic approach that made it possible to consider the possibilities of remote justice in its relationship to significant factors of a legal and organisational nature. The study used the methods of logical generalisations, analysis and synthesis, together with a systematic approach and the method of comparative jurisprudence. Results. The article briefly presents the results of a systematic analysis of measures carried out by the Supreme Court of the Russian Federation aimed at ensuring the widespread use of remote technologies in the administration of justice. Discussion and Conclusion. Given the current pandemic situation, the Supreme Court of the Russian Federation has introduced integrated related web conferencing and video conferencing technologies for remote court hearings. These technologies began to be actively used by courts during the pandemic period. Their application ensures a reasonable time frame for legal proceedings and makes it possible to ensure the availability of justice even in conditions of social distancing. The undoubted advantage of remote technologies is their potential to reduce procedural costs in the course of legal proceedings. However, the issues under consideration require further research, as well as preparation of conceptual suggestions to the legislator aimed at optimising procedural legislation.
