Offshore platforms are considered among the most significant structures in the world that humans have ever built, having to function in a wide range of extremely challenging environments and have a major impact on the economy and industrial progress of countries. It is extremely important to properly plan, design, construct, transport and install such offshore structures. In the absence of commitment to this, the consequences could be severe in both economic and environmental terms. An overview of offshore structures is presented in this paper, and its purpose is to offer a consistent vision for the various types of offshore structures to be used for the extraction of oil and gas. In addition, the paper focuses on the expected accidents that may occur during and after construction. Accidents do not only cover the difficult environment where these structures are to be built, but they also cover the impact of climate change on these structures. The approach considered in this paper involves a systematic literature review that deals with reviewing different studies done on the similar research topic. The results found in this study determined that the type of offshore structure to be built or fixed at a particular location in water, depends mainly on the water depth and also on the past and present environmental records. Nonetheless, the outcomes of this study are still general; thus, further studies have to be completed in order to acquire more advanced knowledge in this particular field.

Abstract More than a thousand fixed oil and gas offshore structures were installed in the Southeast Asia region. Indonesia currently has more than 600 offshore oil and gas platforms, nearly half of which need to be decommissioned within the next few years. While the regulators and operators are developing procedures and regulations for the decommissioning process of the offshore platforms, there is also a need to ensure that onshore facilities are available to receive the decommissioned structures and equipment and subsequently process them safely. At the moment, there is no yard in Indonesia that is well-placed to undertake onshore decommissioning activities. The aim of this study is to develop recommendations for yard owners to assure their yards are ready for the upcoming decommissioning projects. Research data was collected directly from field survey in an offshore fabrication yard, owned by PT. Meitech Eka Bintan, Indonesia. In the current study, research data was analyzed by comparing with decommissioning yard facilities in ABLE Seaton Port, United Kingdom which was used as offshore structure decommissioning yard since 1985. Recommendations include the work required to assure the yard comply with respective guidelines and industry best practices. The research begun with identifying the yard's potential to receive onshore decommissioning work based on current primary facilities which are quay and fabrication area properties. After that, a yard modernization assessment was carried out as to identify the best location for the upgrade on the missing required facilities. The results indicate that the primary facilities of the yard are comparable to ABLE Seaton Port with both having similar depth at quayside, capable of mooring barges and Heavy Lift Vessel (HLV), both having liquid containment system at the fabrication area and the large fabrication area at PT. Meitech Eka Bintan yard is sufficient similar to the area utilized by ABLE Seaton Port for Brent Delta topside decommissioning works. However, since the yard's main business is currently on offshore structure fabrication, hence there is a lack of waste handling facilities such as waste handling workshop and covered waste storage area to fulfill the respective guidelines and regulations. A case study was carried out to identify the onshore decommissioning working area and the location of the waste handling facilities on the yard. This study is expected to assist towards improving the readiness of yards to carry out onshore decommissioning not only in Indonesia but also in Southeast Asia region.

The structural integrity of offshore platforms is affected by degradation issues such as subsidence. Subsidence involves large settlement areas, and it is one of the phenomena that may be experienced by offshore platforms throughout their lives. Compaction of the reservoir is caused by pressure reduction, which results in vertical movement of soils from the reservoir to the mud line. The impact of subsidence on platforms will lead to a gradually reduced wave crest to deck air gap (insufficient air gap) and cause wave-in-deck. The wave-in-deck load can cause significant damage to deck structures, and it may cause the collapse of the entire platform. This study aims to investigate the impact of wave-in-deck load on structure response for fixed offshore structure. The conventional run of pushover analysis only considers the 100-year design crest height for the ultimate collapse. The wave height at collapse is calculated using a limit state equation for the probabilistic model that may give a different result. It is crucial to ensure that the reserve strength ratio (RSR) is not overly estimated, hence giving a false impression of the value. This study is performed to quantify the wave-in-deck load effects based on the revised RSR. As part of the analysis, the Ultimate Strength for Offshore Structures (USFOS) software and wave-in-deck calculation recommended by the International Organization for Standardization (ISO) as practised in the industry is adopted to complete the study. As expected, the new revised RSR with the inclusion of wave-in-deck load is lower and, hence, increases the probability of failure (POF) of the platform. The accuracy and effectiveness of this method will assist the industry, especially operators, for decision making and, more specifically, in outlining the action items as part of their business risk management.

This paper describes the results of measurements and analysis of the parameters, characterizing technical state of offshore platforms in Vietnam Sea. Based on decreasing in time material characteristics because of corrosion and local destruction assessment on residual life time of platforms is given and variants for its repair are recommended. The results allowed to confirm advantage of proposed technical diagnostic method in comparison with others and have been used for oil and gas platform of Joint Venture "Vietsovpetro" in South Vietnam.

Against majority opinion within his profession, Donald Bloxham argues that it is legitimate, often unavoidable, and frequently important for historians to make value judgements about the past. History and Morality draws on a wide range of historical examples, and its author’s insights as a practising historian. Examining concepts like impartiality, neutrality, contextualization, and the use and abuse of the idea of the past as a foreign country, Bloxham’s book investigates how the discipline has got to the point where what is preached can be so inconsistent with what is practised. It illuminates how far tacit moral judgements infuse works of history, and how strange those histories would look if the judgements were removed. Bloxham argues that rather than trying to eradicate all judgemental elements from their work historians need to think more consistently about how, and with what justification, they make the judgements that they do. The importance of all this lies not just in the responsibilities that historians bear towards the past—responsibilities to take historical actors on those actors’ own terms and to portray the impact of those actors’ deeds—but also in the role of history as a source of identity, pride, and shame in the present. The account of moral thought in History and Morality has ramifications far beyond the activities of vocational historians.

The implementation of plastic details in various constructions enables to reduce the prime cost and labor intensity of machine and device manufacturing, decrease the weight of design and improve their quality and reliability at the same time. The studies were carried out with the aim of labor productivity increase and substitution of colored and black metals with plastic masses. For this purpose, the details with certain characteristics were selected for further implementation of developed technological process in oil-gas industry. The paper investigates the impact of cylinder and compression mold temperature on the quality parameters (shrinkage and hardness) of plastic details in oil-field equipment. The accessible boundaries of quality indicators of the details operated in the equipment of exploration, drilling and exploitation of oil and gas industry are studied in a wide range of mode parameters. The mathematic dependences between quality parameters (shrinkage and hardness) of the details on casting temperature are specified.

Every few decades, the world order changes due to various geopolitical, economic and other circumstances. For example, as a result of globalization, the world order has undergone significant changes in the last forty years. Globalization has led to the destruction of the postwar world order, as well as to world leadership by the United States and the West. However, in recent decades, as a result of globalization, the U.S. and the West began to cede their leadership to developing countries, so there is now a change in the economic structure of relations in the world system. Today the center of economic growth is in the East, namely in Asia. There are no new superpowers in the world at the moment, but the unipolar world will cease to exist due to the weakening of the U. S. leadership, which will lead to a change in the world order. A new leader, which may replace the U. S., will not have as wide range of advantages as the USA has. Most likely, the essence of the new order will be to unite the largest countries and alliances into blocks, for example, the USA together with the Trans-Pacific Partnership, the EU, etc. The article outlines forecasts of GDP growth rates as well as the global energy outlook; analyzes the LNG market as well as the impact of the pandemic on the global oil and gas market; and lists the characteristics of U. S. geopolitics.

As with many other nations in Europe, Denmark has experienced below-replacement fertility over the past three decades. The impact on population growth of the recent fertility decline to a large extent has been offset by a positive net balance of external migration. To provide a factual basis for a wide range of policy issues and social and cultural impacts we start by studying external migration, differential fertility, naturalization of foreign nationals, and population growth in the framework of multidimensional life models. Migrants and naturalized citizens tend to have reproductive behavior and sex/age profiles that differ significantly from those of the remaining population. To study some concerted demographic and social impacts of such differentials, we construct a number of midterm projections based on existing and expected development of fertility, mortality, and migration.

PurposeThis study explores Ghanaian views about accountability discharge by firms and government in the context of the nation's newly discovered oil and gas resources. The research focusses on a range of issues relating to stakeholder interaction, communication flows and the impact of decision-making on Ghanaian lives, as perceived by individuals on the ground.Design/methodology/approachThe paper adapts elements of legitimacy theory to interpret the outcome of a series of semi-structured interviews with members of key accountee and accountor groups including citizens and representatives of the state and private firms in the oil and gas industry in Ghana.FindingsThe results indicate that rather than attempting to effect substantive accountability discharge, Ghana's government and oil and gas firms employ a wide range of legitimation strategies despite the apparently complete absence of the accountee power normally seen as driving the need for social contract repair.Research limitations/implicationsThe findings suggest that accountability discharge in Ghana is cursory at best, with several legitimising strategies in evidence. The representatives from state institutions appear to share some of the concerns, suggesting that the problems are entrenched and will require robust enforcement of a strengthened regulatory approach to effect meaningful change.Originality/valueThis paper contributes to the literature on the discharge of institutional accountability by building on earlier conceptualisations of legitimacy theory to explore perceptions around a recent natural resource discovery. The analysis highlights grave concerns regarding the behaviour of state and corporate actors, one that runs counter to sub-Saharan African tradition.

The GUPCO offshore structure management system was developed as a part of an integrated infrastructure management system. This paper presents a case study of providing an integrity management system for inspection, evaluation and repair of the fixed offshore platforms in Gulf of Suez. The management system procedure is presented focusing on the first step for defining the highly risky weight to the lower risky weight structure based on API criteria for assessment of the existing structures. The risk analysis methodology for developing design and assessment criteria for fixed offshore structure based on consequence of failure is illustrated. In our case study the assessment method is applied for a number of fixed offshore structures. The above methodology is performed after theoretical assessment and then verifying by using ROV subsea inspection for the fixed offshore structure. Comparison between the actual structure performance and the predicting risk assessment for the structure from the model will be studied. The overall management system will be illustrated in scope of predictive maintenance philosophy and reliability for all offshore structures.

This paper presents highlights of the report of the 16th International Ship and Offshore Structure Congress (ISSC) I.1 Environment Committee presented in August 2006 in Southampton, UK. Subjects addressed include notable accomplishments in the study of the marine environment pertinent to the design and operation of ships and offshore structures. These include advances in the past three years with respect to sensing, modeling and analysis of environmental data, discussion of rogue waves, climate change and parametric roll, and recommendations for further research.
