Like in most other nations of the world, the round leather game (football) is one sport that triggers the display of solidarity among Nigerians irrespective of tribe, religion and other social affiliations. Another experience of a similar magnitude of show of solidarity in this country is the Festivals of Arts and Culture which also displays the potentials in tourism. This study examined the potentials of Arts, Culture and Tourism as instruments of unification of Nigerians for purposes of a stable Nigerian political environment as well as the need for an inclusive public policy. Data was obtained from secondary materials while the mode of analysis was content analysis. The secondary materials include – books, journals, periodicals, newspapers, the internet, etc. The sociological and anthropological modernized theory, Durkheim (1997) was adopted as the theoretical framework of the study. Findings showed that, the Festivals of Arts and Culture across this country are often associated with so much fanfare, enthusiasm, relaxation, show of solidarity, oneness, that people tend to forget their social identities, groups, ethnicities, religions and other social inclinations. Hence, this paper suggested that government evolves an inclusive policy that would regularize and formalize the organization of Festivals of Arts and Culture in this country. The paper came to the conclusion that such festivals with great potentials for the unification of nationals should be harnessed for purposes of the peaceful co-existence of all Nigerians. The paper noted that this could only be realized through a well-articulated and inclusive public policy on Arts, Culture and Tourism.

Abstract: This discussion takes both a cultural and economic perspective in looking at examples wherein reducing the Canadian Internet deficit would serve the public interest, and examines the prospects for addressing the deficit with public policy. The author suggests that the Internet is important for public policy because it is a medium for delivering the "cultural sector" of the economy. Policymakers, he argues, should take a lively interest in Canadian content on the Internet for the same reason that they have historically taken an interest in the country's cultural expression more generally. After addressing the issue of access, the paper asserts that there remains a solid economic justification for public support of arts and culture, including the Internet, and provides pragmatic reasons for an activist cultural policy. Résumé : L'auteur emploie à la fois une perspective culturelle et une économique pour considérer des situations où réduire le déficit Internet canadien servirait l'intérêt public, et examine la possibilité de diminuer ce déficit au moyen de politiques publiques. Il croit qu'Internet est un champ important pour la politique publique parce que c'est un moyen efficace de livrer au public le « secteur culturel » de l'économie. À son avis, les décideurs politiques devraient s'intéresser vivement au contenu canadien sur Internet pour la même raison qu'ils se sont intéressés dans le passé aux expressions culturelles du pays en général. L'article, après avoir adressé la question d'accès, soutient qu'il y a encore aujourd'hui une justification économique solide pour que le gouvernement continue à appuyer les arts et la culture, y compris Internet, et donne des raisons pragmatiques pour une politique culturelle engagée.

The governments of many countries all over the world attempt to reform and improve their communication and interaction with citizens in important public policies issues through electronic channels mainly based on the Internet. It is therefore highly important to develop and systematically evaluate ICT tools that can facilitate and support high quality interaction and consultation among citizens and government agencies on public policies. This chapter investigates and evaluates the use of a structured e-forum tool, which has been designed and developed for this purpose, based on the Issue Based Information Systems (IBIS) framework. Using this tool an e-consultation pilot has been conducted on new legislation, which usually constitutes the most important, complex, and extensively debated component of every public policy. It has been evaluated using multiple methods: analysis of the discussion tree, quantitative evaluation through a structured questionnaire, and qualitative evaluation through an in-depth discussion in a small focus group. The conclusions of them were consolidated revealing the advantages offered by the structured e-forum, and also its limitations.

New media is a term that refers to products and services that provide information/entertainment using computers or the internet. The emergence of new media also encourages other activities that people usually do in a conventional way to the cyber world. Doing business is one example. Electronic commerce, or also known as e-commerce, is a trading method that uses the internet. Nowadays, e-commerce has become a trend in the world. Comprehensive regulations are needed to manage this activity. This paper will try to describe a comparative public policy on e-commerce in the two ASEAN countries, Singapore and Indonesia. We will see differences in e-commerce development in both countries, and attention to the role of governments as decision-makers in both countries.

The Information SuperHighway, Email, The Internet, FTP, BBS, Modems, : all buzz words which are becoming more and more routine in our daily life. Confusing terminology? Hopefully it won't be in a few minutes, all you need is to have a handle on a few basic concepts and terms and you will be on-line with the rest of the "telecommunication experts". These terms all refer to some type or aspect of tools associated with a range of computer-based communication software and hardware. They are in fact far less complex than the instruments we use on a day to day basis as microscopist's and microanalyst's. The key is for each of us to know what each is and how to make use of the wealth of information which they can make available to us for the asking. Basically all of these items relate to mechanisms and protocols by which we as scientists can easily exchange information rapidly and efficiently to colleagues in the office down the hall, or half-way around the world using computers and various communications media. The purpose of this tutorial/paper is to outline and demonstrate the basic ideas of some of the major information systems available to all of us today. For the sake of simplicity we will break this presentation down into two distinct (but as we shall see later connected) areas: telecommunications over conventional phone lines, and telecommunications by computer networks. Live tutorial/demonstrations of both procedures will be presented in the Computer Workshop/Software Exchange during the course of the meeting.

Background. Nearly all of the research on sex differences in mass media utilization has been based on samples from the United States and a few other Western countries. Aim. The present study examines sex differences in mass media utilization in four Asian countries (Japan, Malaysia, South Korea, and Singapore). Methods. College students self-reported the frequency with which they accessed the following five mass media outlets: television dramas, televised news and documentaries, music, newspapers and magazines, and the Internet. Results. Two significant sex differences were found when participants from the four countries were considered as a whole: Women watched television dramas more than did men; and in Japan, female students listened to music more than did their male counterparts. Limitations. A wider array of mass media outlets could have been explored. Conclusions. Findings were largely consistent with results from studies conducted elsewhere in the world, particularly regarding sex differences in television drama viewing. A neurohormonal evolutionary explanation is offered for the basic findings.

In the information society the status of information is changing: this main value of global civilization becomes an important resource of socio- economic, technological and cultural development. The rapid development of virtual technologies and the growing number of Internet users in Ukraine and in the world causes the new challenges to communication of each organization. The book publishers are also obliged to respond to these processes. However, the works devoted directly to publishers’ communication in the modern media space are still lacking in Ukraine. The objective of the article is to clarify peculiarities and conditions of the activities of Ukrainian book publishers in today’s media space which is an important issue today. It is analyzed the literature and sources on this issue and it is ascertained the theoretical and practical possibilities to take into account the trends in the world of modern media in the PR-activity of book publishers. Also the prospects for further scientific study and practical use of PR-communications in the activity of publishers are determined. The analysis of current changes in the modern information space allows us to trace the general tendencies: the new subject and object areas are formed; the number of subjects is expanded; the new formats of interaction within the system of communications of the organization and in society as a whole are created. That means that publishing house’s PR-communications are complicated by the emergence of new elements, such as active audience, social networks as communication channels, promotions on the Internet and others. PR communication in the Internet space is the most effective and inexpensive tool for interaction of publishers with active audiences. Thus, the activation of PR communication in the modern media space is associated with the emergence of the latest information technologies, online media as well as development of Internet. The use of online channels of Internet for communication with the target audience of publishing organizations has certain advantages over traditional media. At the same time, it is necessary to take into account the information saturation of media space, which complicates the way of PR-messages of book publishers to the reader.

Pornography is a debatable subject, both in Malaysia and around the world. Some feel it is harmless while others feel it is damaging. Pornography can bring about its own impact to the viewers. In Malaysia, the trend of viewing pornography among youngsters’ has been increasing. Studies have also shown Pornography can lead to unhealthy behaviors as a result of too much viewing. This study was conducted to discover the addiction level and the consumption effects on students at a Malaysian University. The researchers used purposive sampling to distribute questionnaires. The Scale used was the Internet Pornography Addiction Test and the Pornography Consumption Effects Scale consist of Positive and Negative dimension used to conduct the research. The research population (N=120) was students’ from University Tunku Abdul Rahman of Malaysia. There were significant relationship between the addiction and consumption. There were significant differences between the Positive and Negative Dimension as well. The Negative Effect Dimension is higher than the Positive Effect Dimension. There were significant differences between male and female students towards pornography addiction. However, there were not any significant differences among the genders in internet consumption. Male scored higher than female in the Internet Pornography Addiction. There were no significant differences between gender in the Positive and Negative Dimension.

В статье раскрываются особенности сущностного понимания религиозного экстремизма и организационно-правовой профилактики данного явления. Обращено внимание на важность профилактической работы в рамках предупреждения антиобщественного (девиантного) поведения. Авторами рассматриваются причины и условия формирования религиозного экстремизма и наполнения им сети Интернет. Интернет-сообщество сталкивается с массовой информационной угрозой со стороны экстремистских организаций. Это связано с катастрофически быстрым распространением радикальных идеологий, всеобщей компьютеризацией и информатизацией общественных процессов, что облегчает процесс распространения материалов, носящих экстремистский характер. Религиозный экстремизм является источником вооруженных конфликтов во всем мире. Жертвами этого страшного явления, как правило, являются дети, подростки, молодые люди, кого легко заманить в сети идеологического обмана. Религиозный экстремизм опасен не только разрушением социальных объектов и ценностей, убийствами, террором. Гораздо опаснее сама идеология экстремизма, которая искажает мировоззрение и психику человека. В этих условиях эффективным является проведение профилактических мероприятий с молодым поколением, доведение до людей важности вопроса, осуществление контроля за неблагополучными семьями, обучение молодых лиц толерантности и уважению к окружающим людям. В работе определены направления работы правоохранительных органов по вопросу совершенствования механизма противодействия распространению экстремистской информации. Определена важность международного сотрудничества. The article reveals the features of the essential understanding of religious extremism and organizational and legal prevention of this phenomenon. Attention is drawn to the importance of preventive work as part of the prevention of antisocial (deviant) behavior. The authors consider the reasons and conditions for the formation of religious extremism and the filling of the Internet. The online community is facing a massive information threat from extremist organizations. This is due to the catastrophically lightning-fast spread of radical ideologies, the general computerization and informatization of social processes, which facilitates the process of distributing materials of an extremist nature. Religious extremism is a source of armed conflict throughout the world. The victims of this terrible phenomenon, as a rule, are children, adolescents, young people and girls - whom it is easy to lure into networks of ideological deception. Religious extremism is dangerous not only the destruction of social objects and values, murders, terror. The ideology of extremism itself, which distorts the worldview and the human psyche, is much more dangerous. Religious extremism is a source of armed conflict throughout the world. The victims of this terrible phenomenon, as a rule, are children, adolescents, young people and girls - whom it is easy to lure into networks of ideological deception. Religious extremism is dangerous not only the destruction of social objects and values, murders, terror. The ideology of extremism itself, which distorts the worldview and the human psyche, is much more dangerous.
