Often we talk about the effects of globalization on social determinants. The great nations of the world come together to make the best decisions to continue life on the planet, being that educational institutions must take awareness of the role that concerns them and transcend to their graduates social responsibility and ethics that concerns them as citizens, able to work at different levels of complexity to address the individual and collective health, respecting differences: social, cultural, ethnic, among others, caused by the phenomenon of the global village, which brings changes in the health of populations most vulnerable, translated into the reemergence of diseases and other emergency that still cannot be controlled; with changes in the epidemiological board, reaching the top: chronic diseases, influenced by unhealthy life styles of the same system takes to adopt, depending on demands of performance and speed of modern times, in which the market work requires a highly skilled labor, but at the same time very cheap and deeping the exploitative and discriminatory the same character.

The study focuses on the impact of the COVID-19 pandemic on education systems around the world. The article reveals similarities and differences in decisions made by the responsible bodies in order to ensure the work of educational institutions during the current crisis caused by the new coronavirus pandemic. The author analyses the tools and facilities selected for education process and argues that in most cases digital technologies help students to continue their education even in the face of serious social shocks. At the same time, the downside of digital learning is also discussed. In a significant number of cases, the inability to attend schools and universities has a painful effect on the overall physical (such as food support), psychosocial (stress) and economic (additional costs associated with the need to use equipment and communication facilities) condition of both students and their families. The author emphasizes the pro and contra of digitalization as a vector for the development of education: new technologies not only contribute to solving the “old” issues of the industry, but also provoke the emergence of new challenges in this area. It is noted that the current situation in education can radically change not only the set of familiar tools for transferring knowledge, but also its content. Decision makers, heads of educational institutions, students and their parents face the challenge of finding the optimal ratio of “new” (digital) and “old” (classical) in the emerging model of education of the XXI century. The research is based on data published by international organizations (UN, ITU, UNESCO et al.), educational institutions of various countries of the world, and the author's personal teaching experience during the pandemic.

The study is devoted to topical issues of the distribution of competencies between the budgets of different levels, first of all, with the aim of effectively fulfilling the tasks they face, forming a reliable and stable revenue base for local budgets, equalizing regional incomes, as well as the conditions and mechanisms for providing them with financial assistance. The purpose of this article is to generalize the existing ones in the world, as well as to improve and develop methodological approaches to assessing the effectiveness of the use of fiscal equalization funds, which is undeservedly paid little attention to in the research of Uzbek scientists. The article analyzes the existing system of interbudgetary relations of the Republic of Uzbekistan, identifies the problems and trends of its development. Based on the application of these approaches, as well as mathematical-statistical and expert methods, conclusions were drawn about the presence of a high level of differentiation of the regions of Uzbekistan in terms of important socio-economic indicators and about the effectiveness of the transfer policy carried out in the republic, designed to smooth out these differences. The work will be useful to employees of the relevant authorities of Uzbekistan, decision-makers in the field of formation and implementation of socio-economic policy at the regional and national levels, as well as a wide range of researchers and readers interested in the peculiarities of organizing the system of interbudgetary relations.

Abstract. The Islamic education, Islamic boarding schools and madrasas, have made a very significant contribution to the implementation of education and social reform. Through the teaching process, in which the kyai as the main figure and the use of the ‘yellow book’, traditional Islamic ideas colored the early days of growing awareness as a nation and a State. When the New Order government carried out the development and modernization of society, there was a revival of a Muslim group called the “new middle class santri”, which took place in line with the modernization that occurred in the traditional Islamic educational institutions of the pesantren. Then in the era of democratization, the world of Islamic education experienced growth and development in various religious institutions and styles. Most of the pesantren are still committed to maintaining a moderate religious style, recognized as the foundation for the development of civil society and the formation of a ‘distinctive’, friendly, moderate, and tolerant social-political identity of Indonesian society. The Muslim character is different from other regions, especially the Middle East which is the axis of the Islamic world. However, a small proportion of pesantren are thought to promote the growth of religious chauvinism, teach a ‘narrow’ interpretation of Islam and provide a framework of thought and action in responding to socio-political change which often takes the form of a ‘jihad’. This article tries to explore the contribution of Islamic education to social change in the Indonesian Muslim community. Abstark.

Internally, Islamic education is faced with the classic problem of the low quality of human resources in education management. The causes include poor quality and education staff development and selectivity of education personnel. Furthermore externally, Islamic education institutions faced three major issues; globalization, democratization, and liberalization. The issue of globalization that is identical with market orientation and mechanism also affects the world of education. That way in education also includes awareness about how to attract and convince the community of the type and model of education. From here, the education world is ready or not ready to be involved in competition to gain public trust. To face these challenges Islamic Education institutions must maximally manage and empower all elements of management in the management of educational institutions. A good understanding of the elements of management can have an impact on the readiness of educational institutions to manage their institutions well in any condition to be the best and foremost.
