Drawing on the diverse perspectives of four emergency management professionals and a public administration academic, gaps revealed by our nation’s response to the COVID-19 pandemic are discussed. These gaps range from political theory regarding our government system of federalism to fundamental questions around the public communication of risk management and the provision of mass shelter and care.

Social media represents for public administration an important area to experi-ment forms of democratic innovation, however this potentiality is often unex-plored. This article, with a focus on the case of the city of Bologna aims to explore 1) whether and how public communication practices enhanced in local participa-tory processes can support a substantial form of participation; 2) which roles so-cial media specifically play in enhancing a participatory environment; 3) which kind of dynamics of interaction emerge between public administration and citizens and the challenges which need to be addressed by a public communication orient-ed to the public engagement.

O presente artigo aborda a experiência de um estudo de caso que buscou no pensamento da Comunicação Pública (CP) propor uma política de comunicação para uma Instituição Federal de Ensino Superior (IFES), que desde sua fundação, 1910, não possui um documento oficial de comunicação para relacionamento com públicos estratégicos. Logo, com base na técnica de pesquisa auditoria de comunicação organizacional, uma abordagem de caráter qualitativo esquadrinhou as ambivalências internas e externas da comunicação organizacional e levantou o conjunto de recursos humanos, produtos e tecnologias que compõem o sistema de comunicação da IFES. Os resultados mostram as particularidades destes elementos e exemplifica de que maneira a Comunicação Pública pode ser adota como recurso estratégico em IFES, e por conseguinte, na Administração Pública brasileira.  The present article approaches the experience of a case study that sought in the thought of the Public Communication (CP) to propose a communication policy for a Federal Institution of Higher Education (IFES), that since its foundation, 1910, does not have an official document of communication with strategic audiences. Therefore, based on the research technique of organizational communication auditing, a qualitative approach scrutinized the internal and external ambivalences of organizational communication and raised the set of human resources, products and technologies that make up the IFES communication system. The results show the particularities of these elements and exemplifies how Public Communication can be adopted as a strategic resource in IFES, and therefore, in the Brazilian Public Administration.

Abstract Implementation of risk management to the public sector in the Czech Republic presents itself to the new situation managers associated with many difficulties. These are primarily the ability to identify risks in public administration and ensure the proper functioning of their management process. The article aims to show the specifics of public administration in relation to the identification and risk management process and depending on the help of analogies derived from the model of key competences of managers necessary to successfully manage the entire process. In accordance with the stated aim of the text is divided into two main parts. In the competency model, emphasis is placed on the so-called Soft skills with focus on explaining the growing importance of moral competence in the risk management process, which is often neglected. This article was written as a part of the research project Development of Social Skills of a Soldier (LEADER_DZRO_K104), funded by institutional support which is intended for the development of research organizations in the Ministry of Defence (DZRO K- 104) funded from.

The following article discusses the identity challenge facing Emergency Management, and draws upon the experience of Public Administration to guide future developments in this area. The article undertakes a four-part analysis by discussing: (1) the legitimacy of Public Administration discipline; (2) the legitimacy of the Emergency Management discipline; (3) the legitimacy of the Public Administration profession; and (4) the legitimacy of the Emergency Management profession. The article concludes with a review of the discussion, and argues that Emergency Management has followed or benefited from the same path taken by Public Administration. However, Emergency Management must focus more on a code of ethics, particularly in reference to hiring practices and enforcement of professional values.

<p>Directors and Officers Liability Insurance (D&amp;O) contracted by the direct public administration in Brazil</p><p> </p><p>O presente artigo pretende oferecer uma análise sobre os aspectos relacionados com a contratação de seguros de responsabilidade civil para diretores e gestores públicos (D&amp;O) pela administração pública direta no Brasil. Neste contexto, proceder-se-á a uma investigação dos fundamentos do seguro de responsabilidade civil que, por conseguinte, permitirá esclarecer as nuances do D&amp;O cujos beneficiários são diretores e agentes públicos que gozam de alta discricionariedade em processos decisórios. Assim, será demonstrado que, se um governo deseja utilizar de maneira eficiente o D&amp;O, que é uma ferramenta de gerenciamento de risco, é necessária não só a aplicação da análise econômica do direito e de princípios de governança corporativa, mas também de princípios que regem a administração pública em seus negócios jurídicos.</p><p> </p><p>This article aims to analyze the Directors and Officers Liability Insurance (D&amp;O) contracted by the direct public administration in Brazil. In this context, an understanding of the underpinnings of civil liability insurance sheds light on the nuances of the D&amp;O, whose beneficiaries are usually managers and public agents enjoying high-discretion decision-making power. Hence, this study will demonstrate that if a government wishes to make efficient use of D&amp;O, a risk management tool, it is necessary to apply not only the Economic Analysis of the Law and principles of corporate governance but also general principles governing the public administration in its transactions.</p>

Project risk is the object of interest of people and institutions implementing and financing project activities. Each project brings new challenges and risks but also a chance to gain knowledge and development. That is why project management is becoming a standard that receives more and more attention. At the stage of launching a project, it is necessary to conduct risk analysis, which allows risks identification, characterisation and proper assessment. This analysis enables the development of a risk prevention plan, indicating ways to respond to challenging situations when they occur. It also allows the introduction of risk monitoring methods. The specified stages of risk management are well known in public administration, especially to those institutions that raise funds for implementing projects and then manage them. In public administration, institutions implementing projects are obliged to carry out management control, and some responsibilities related to risk management have been imposed on applicants. Therefore, it becomes necessary for project managers and unit managers to understand its (risk) importance for achieving the objectives of the organisation’s projects and the potential benefits that can be obtained after its effective implementation. Organisations that can take into account risk management awareness in projects will be able to use the risk management process to improve the results and increase the satisfaction of all parties interested in the implementation of projects. This article aims to present the identification and risk assessment in projects and challenges faced by the public administration, including the security system, which has been dynamically acquiring funds for implementing projects in recent years.

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.
