Agriculture differs from other sectors of the economy to a number of features. The peculiarity of this area stems from the fact that agricultural production depends heavily on a number of natural factors. Acceleration of erosion processes of land and Water Resources, non-proportional change in the rate of demand-supply to agriculture and food products, crisis, disparity in agriculture and etc. creates additional difficulties for the agrarian sector. All this requires the implementation of a flexible Agrarian Policy in modern times. In order to ensure sustainable and sustainable development of the agrarian sector, to create a reliable basis for the country's food security, as well as to keep up with the growing competition of national producers in the world markets, modern agrarian policy should create a solid base for the agrarian sector to be competitive in the global market.

The article considers the current state of the institutional field of modern state agrarian policy, which consists of a number of legislative acts regulating: the area in which business activities of economic entities of the agrarian sector, features, mechanisms and measures of state support of the agrarian sector, measures to protect natural resources used in agriculture. The main problems that hinder the further development of the agrarian sector are highlighted: deformed structure of agricultural production in favor of export-oriented crop products, lack of program document on agrarian sector development, low efficiency of state support of the agrarian sector, lack of strategic vision and concrete actions to overcome the livestock crisis, access of agricultural producers to bank loans, inefficient use of the potential of Ukrainian lands, environmental problems of agricultural land use, insufficient development of agricultural market infrastructure. Currently, the agrarian sector makes a significant contribution to the country's GDP, the inflow of foreign currency from foreign trade operations provides the domestic market with a wide range of food products at a very acceptable level. However, the current model of functioning of the agrarian sector is inefficient. The lack of effective mechanisms to support small producers leads to a decrease in their competitiveness, reduced production of agricultural products and increasing demand for their imports, deteriorating food security, rising unemployment among the rural population and migration of labor to large cities and abroad. Due to the non-inclusive development of the agrarian sector, Ukraine is losing a significant share of the positive potential of favorable trends in world food markets. The main directions of further reforming of the agrarian sector of Ukraine and ensuring food security of the state, in particular: stimulating investment processes in the agrarian sector of Ukraine, introduction of modern technologies in agricultural production, development of agricultural market infrastructure, development of small agricultural production, development of agricultural cooperatives, rural development.

The digitalization of the agrarian sector is considered by the authors as a kind of “response” to the three main challenges of modern times – demographic, ecological and socio-economic. THE CONCEPT OF AGRICULTURAL DIVISION INTO DISTRICTS WITH DEFINITION OF ZONE SPECIALIZATION OF AGRICULTURAL PRODUCTION RА In Agrarian sector of Armenia the issue of the territorial organization of an economy should be discussed on the basis of the concept about division into districts. Hence in the current contribution special attention is given to discussion and estimation of the approaches, referring such concepts, as "specialization", "territorial administration", "adaptive-landscape approach", "vertically - landscape zones". Moreover on the basis of territorially - branch division of labor there is a necessity more proved placing and natural deepening of specialization of manufacture of an agricultural zone. In this context during the Soviet period of development of Agrarian sector under different schemes nature - agricultural division into districts the agro-industrial estimation of all territory of the republic has been given. During this period as system-design units have been accepted uniformity of vertical landscape zones and law of transitions. However in Agrarian activity, in connection with high level of state intervention, the principle of the proved distribution of branches and sub-sectors which corresponded to agricultural zones of the republic was broken. In a market economy, the absolutization of land ownership began to interfere with this. For changing the situation it is necessary to develop corresponding territorial Agrarian policy.

Despite the continued growth of agricultural production and increase the share of Russian exports on world markets of agricultural products, today the agrarian sector of Russia there are such negative features as: moral and physical deterioration of capital facilities, low capital productivity and labor productivity, falling profitability of production in some sectors of agriculture. In this regard, the issues of attracting foreign investment to the industry, stimulating investment in updating the material and technical base, and improving the state investment policy become particularly relevant. The theoretical and methodological aspects of the formation of investment resources by agricultural entities and the factors that determine the features of investment activities in agricultural production require additional consideration.

The importance of greening of modern agricultural production in terms of increasing the use of toxic substances of chemical or biological origin, which requires the direction of modern agricultural production in the direction of greening of artificial and natural factors of production, giving these issues extreme relevance. The conceptual and categorical transformation of ecological aspects of agriculture is given, which alternately took the form of the principle of agrarian law first as the principle of greening of labor in agriculture, then – the principle of greening of agriculture, ecological orientation of entrepreneurship in agriculture, and later – greening of agriculture and finally, acquired the formulation of the principle of greening of agricultural legislation. Other variants of the author's positions are also presented, among which the greening of agrarian law or directly the principles of agrarian law, as well as the state agrarian policy are considered. Based on the general nature of the principles, the implementation of which requires implementation in the regulations of the legislation, the priority of formulating the principle of greening of agricultural legislation is substantiated. At the same time, there are examples of greening the content of status agrarian laws, as well as non-«greening» status laws, which indicates the incomplete implementation of this principle in agricultural legislation. An array of functional agrarian laws is analyzed for certain areas of activity, which in quantitative terms and in terms of coverage outweigh the greening of status laws. AbstractAgricultural production is strongly affected by and a major contributor to climate change. Agriculture and land-use change account for a quarter of total global emissions of greenhouse gases (GHG). Agriculture receives around US$600 billion per year worldwide in government support. No rigorous quantification of the impact of this support on GHG emissions has been available. This article helps fill the void. Here, we find that, while over the years the government support has incentivized the development of high-emission farming systems, at present, the support only has a small impact in terms of inducing additional global GHG emissions from agricultural production; partly because support is not systematically biased towards high-emission products, and partly because support generated by trade protection reduces demand for some high-emission products by raising their consumer prices. Substantially reducing GHG emissions from agriculture while safeguarding food security requires a more comprehensive revamping of existing support to agriculture and food consumption.

The article is devoted to the study of the problem of alienation of peasants from the land in the period from the mid-1960s to mid-1980s in the context of the agrarian policy carried out during these years. The analysis of the complex nature of this problem is given on the basis of the extensive material of journalistic works by “village prose” writers, on the basis of archival and other historical sources. The author identifies and studies reasons for the alienation of the peasantry from the land in those years, such as: further stateization, centralization and concentration of agricultural production; its centralized planning; introduction of guaranteed wages; negative impact from the media and popular culture; rural inferiority complex; lack of brides in the countryside; the policy of eliminating unpromising villages.

Abstract. It is determined that ensuring food security and healthy nutrition for the growing population of the planet will remain a challenge for the world community. The global dominants and tendencies of development of agro-production activity within the global market of agro-food products are analyzed. The grouping of leading countries with a highly innovative agro-industrial sector, which is formed taking into account the goals of sustainable development based on the construction of a clustering model using the K-Means algorithm is done. Their experience of formation of the state policy directed for support of innovative transformations of agrarian and industrial complex is generalized and recommendations on implementation of their best achievements in the domestic agricultural sector are offered. The aim of the work is a comprehensive assessment of innovative transformations taking place in the agricultural sector in the context of the challenges of global sustainable development. The task of the research is to determine the most successful group of countries in terms of implementation of intensification of production activities, the effectiveness of innovation policy and the ability to meet the demand for food, taking into account the requirements of sustainable development; providing recommendations for the modernization of agricultural production of domestic producers. The following methods of scientific research were used to achieve the goal and solve the problems of the article: system analysis, forecasting, generalization, modeling, namely clustering by the K-Means algorithm, etc. The scientific novelty of the obtained results is to provide comprehensive recommendations for the formation of domestic public policy aimed at supporting innovative transformations in the agroindustrial sector, based on key factors and determinants of its development and taking into account the best practices of leading countries in this field.Keywords: agricultural production, innovations, sustainable development, state support.JEL Classification O13, O39, Q01, Q17, F63Formulas: 0; fig.: 2; tabl.: 2; bibl.: 20.

In our paper we researched the state regulation in agriculture of Ukraine, as well as world experience in this field. The distribution of state financing for support of agricultural production is analyzed. We singled out the direction of state support to the agrarian sector of Ukraine. The directions of organizational reforming of households in the market conditions are investigated. The variants of integration of households of the population into more consolidated economic forms are offered. The priority of the development of cooperatives in agriculture has been argued. The positive experience of state support of servicing cooperation is considered on the example of «The Benefits of the Development of Personal Peasant, Farmers, Cooperative Movement in the Village and Advice Service for 2016-2020» of the Vinnytsia Region. The prospects of creation of cooperatives for the provision of oilseeds processing services for the energy needs of agribusinesses and provision of livestock feed with forages are argued. This chapter focuses on addressing: the screening criteria used to evaluate potential new energy- related technology ventures in two international markets, namely the Philippines and Brazil; adopting a single case methodology to communicate the firm strategies used to attract investment and the behaviour adopted to try and effectively and efficiently enter the global market; and based on the descriptions and behaviours found, the case offers a holistic entry framework which will advance understanding of transcultural marketing and entry needs of the Philippines and Brazil regarding new energy-related innovations. This chapter uses qualitative case analysis of a single case technology commercialisation organisation and the experience of entering two new world markets: the Philippines and Brazil. These two markets have been selected as they are focused on energy securitisation, possess a distinct business culture related to early stage and Venture Capital (VC) investment and the behaviour of VCs, and are currently commercially attractive and interested in international investment and new technology market development (Broad & Cavanagh, 2011; Castells, 2011). This chapter reports on data focused on investment activity within the technology market in Brazil and the Philippines and cultural factors affecting investment and market entry specific to these markets. The chapter integrates the cultural issues of each destination with current literature and develops a checklist of actions related to each market destination. The chapter will assist with the success of attracting investment, sales growth, and performance in the new market and enhance profitability of the venture. The chapter will offer specific actions related to the entry and investment in each market and contribute to international marketing knowledge. This chapter offers a new transcultural marketing perspective on international venture capital exploring and learning from these two diverse emerging world markets. The lessons learnt from each market creates a shared and advanced outlook on seeking successful venture capital in newer global markets (Broad & Cavanagh, 2011).
