In the XXI century, the role of information technologies in the life of society is growing every day. The informatization of society leads to qualitative changes in the field of education. The world requires more and more mobility from a person, therefore, in addition to traditional forms of education, distance learning firmly occupies its position. Distance education acts as one of the social mechanisms that contribute to the adaptation of society to new living conditions. Modern computer telecommunications are able to provide knowledge transfer and access to a variety of sources containing educational information on an equal basis, and sometimes much more effectively than traditional means of teaching.

Аннотация: В данной статье рассматривается роль информационных технологий в социальной, экономической и политической и других сферах жизнедеятельности Кыргызстана. Раскрываются понятия “информационные технологии”, “информационное общество”, “цифровая трансформация”. Приводятся основные направления применения информационных технологий в сфере образования страны, описываются условия для их дальнейшего развития. Анализируется сущность понятия информационного общества, перспективы развития Кыргызстана и безопасности информационного общества. Сформулированы основные проблемы развития информационных технологий, что неизменно отражается на уровне экономического развития страны. Приводятся пути для решения всех этих проблем и продвижения реформ в области внедрения IТ - технологий в стране, необходимых для дальнейшего развития цифрового общества. Ключевые слова: знания, информация, информационные технологии, информационное общество, образовательная система, дистанционное обучение, цифровая трансформация, цифровое общество. Аннотация: Бул макалада маалымат технологиялардын ролу Кыргызстандын коомдук, экономикалык жана саясий турмуш чөйрөлөрүндө изилденилет. Билим берүү тармагындагы маалымат технологияларын пайдалануунун негизги багыттары айтылат жана алардын андан ары өнүктүрүү үчүн шарттарды каралат. Маалымат коом түшүнүгүн, Кыргызстандын келечектеги өнүгүүсүнүн жана маалымат коомдун коопсуздугунун анализдөөсү жүргүзүлөт. Muitos são os embates acirrados nas academias que se posicionam contra (ou a favor) da educação à distância, sem ao menos um debruçar teórico-metodológico-prático sobre os limites e possibilidades que esta modalidade pode ocasionar no processo de ensino-aprendizagem. Assim este trabalho tem como objetivo, através de uma pesquisa bibliográfica, verificar como a educação a distância está sendo percebida pelos estudiosos na literatura, para isto, autores como Belloni(2001), Demo(2007), Morin(2001), Fróes(1999); Gouvêa (2006), dentre outros, foram lidos e suas ideias apresentadas. Para melhor entendermos essa modalidade, tratamos de sua historicidade, origem, limites e possibilidades, datas e acontecimentos marcantes no mundo e no Brasil, em seguida, algumas colocações sobre a função dos educadores e/ou tutores e orientadores, e como os profissionais dessa modalidade entendem o processo ensino-aprendizagem, para que ao ensinar verdadeiramente aconteça o aprender. Outra questão importante abordada neste artigo é a linguagem das tecnologias de comunicação como um dos fatores que influenciam a performance do educador nesta modalidade de ensino. Conclui-se que o ensino a distância não é algo novo e não deve ser analisado por atitudes maniqueístas, ou seja, como algo totalmente bom ou totalmente ruim. Há necessidade de competência(s) para se desenhar um ensino de qualidade, seja à distância, ou não, para não se oferecer apenas “perfumarias” baratas para serem comercializadas, pois cada vez mais a educação está sendo um direito inalienável e essencial para a sociedade. DISTANCE EDUCATION AND THE EDUCATOR OF THE 21ST CENTURY ABSTRACT Many are the conflicts in the academies that oppose (or favor) distance education, without at least a theoretical-methodological-practical approach to the limits and possibilities that this modality can cause in the teaching-learning process. Thus, this work aims, through a bibliographical research, to verify how distance education is being perceived by scholars in the literature, for this, authors such as Belloni (2001), Demo (2007), Morin (2001), Fróes (1999) ); Gouvêa (2006), among others, were read and their ideas presented. In order to better understand this modality, we deal with its historicity, origin, limits and possibilities, dates and events in the world and in Brazil, then some positions on the role of educators and / or tutors and counselors, and how the professionals of this modality understand the teaching-learning process, so that when teaching truly happens, learning happens. Another important issue addressed in this article is the language of communication technologies as one of the factors that influence the performance of the educator in this modality of teaching. It is concluded that distance learning is not something new and should not be analyzed by Manichean attitudes, that is, as something totally good or totally bad. There is a need for competence (s) to design quality education, whether at a distance or not, so as not to offer only cheap "perfumeries" to be marketed, since education is increasingly an inalienable and essential right for the society.

The article examines, using the example of the Republic of Crimea, the features of the creation and functioning of a system to ensure information transparency in the context of a crisis in the world economy. Analyzed media technologies and tools for interaction with Russian-­speaking and English-­speaking investors. The role of information technologies in attracting investments into the Crimean economy is determined. Recommendations for achieving information openness in the Republic of Crimea as an effective technology for the destruction of economic sanctions are proposed.

AbstractSocial epidemics or behaviorally based non-communicable diseases are becoming an increasingly important problem in developed countries including the United States. It is the aim of our paper to propose a previously understudied aspect of the spread of social epidemics, the role of information in both causing and mitigating social epidemics. In this paper, we ask, can information be harmful, contagious, and a causal factor in social epidemics? In the spread of biological epidemics, the causal agents are biological pathogens such as bacteria or viruses. We propose that in the spread of social epidemics, one of the causal agents is harmful information, which is increasing exponentially in the age of the internet. We ground our idea in the concept of the meme and define the concept of an infopathogen as harmful information that can spread or intensify a social epidemic. Second, we ask, what are the best tools to understand the role of information in the spread of social epidemics? The epidemiological triad that includes a host, agents (and vectors), and the environment is extended into a quad by including information agents. The quad includes the role of information technologies as vectors and the impact of the social environment. The “life cycles” of pathogens in biological epidemics and infopathogens in social epidemics are compared, along with mitigations suggested by the epidemiological quad. Challenges to the theory of infopathogens, including the complexities associated with the spread of memes and the role of behavior in the spread of epidemics are discussed. Implications of the theory including the classification of harmfulness, the freedom of speech, and the treatment of infected individuals are also considered. We believe the application of the epidemiological quad provides insights into social epidemics and potential mitigations. Finally, we stress that infopathogens are only part of social epidemic development; susceptible hosts, a favorable environment, and availability of physical agents are all also required.

At the moment, the most important problem of information technologies is their obsolescence. In turn, information technology plays a key role in improving the quality of high-tech products. The acquisition of state-of-the-art information systems and their logistics requires the adoption of innovative approaches in the design, production and provision of logistics services for their operation. The article discusses the factors that determine the importance of introducing CALS-technologies in modern computer logistics, which can significantly improve the economy of acquiring more modern technical systems. The comprehensive logistical support provided by the electronic design and operational documentation associated with standardization and continuous updating provides amazing benefits.

The article considers some psychological, pedagogical and technical aspects of the introduction of distance learning. It is emphasized that the main purpose of creating a system of distance education is to ensure free access to educational resources through the use of modern information technologies and social networks and to create conditions for citizens to exercise their rights to education. The main disadvantages of distance education are depersonalization, lack of proper motivation of participants in the educational process, loss of educational and socialization functions of education, hyperbolization of independent work, low level of control over the educational process.

Дается обоснование необходимости ускоренного внедрения NBIC-технологий (нанотехнологии, информацион -ные, биологические и когнитивные технологии) в отечественное производство на стадии его перехода к цифровой экономике. Рассматривается проблема формирования системы генерации и реализации инновационных знаний; показана ключевая роль информационных технологий (реинжиниринг бизнес-процессов, имитационное моделирование, системы поддержки реше -ний и др.). Отмечена важность подготовки кадров новой формации, способных использовать достижения NBIC-технологий в интересах современного производства. The paper discusses the need for accelerated implementation of NBIC-technologies (according to the first letters of their names: nanotechnology, biological, information, and cognitive technologies) in domestic production at the stage of its transition to the digital economy. The problem of forming a system for generating and implementing innovative knowledge is considered. The key role of information technologies (business processes reengineering, simulation modeling, decision support systems, etc.) in its solution is shown. The importance of training personnel of a new formation, capable of using the achievements of NBIC-technologies in the interests of modern production, is noted.
