The development of Gili Labak Island by the Tourism, Culture, Youth and Sports Office of Sumenep Regency has started from 2015 to 2020 using the APBD. Initially, the development of Gili Labak Island was initiated by the Sumenep Regency Government. The next trip involved the Kombang Village Government and the people living on the island. This study aims to understand and describe the role of the Department of Tourism, Culture, Youth and Sports of Sumenep Regency in tourism development in the Gili Labak Island Region. By using qualitative research methods, the results of this study state that the role of the Tourism, Culture, Youth and Sports Office of Sumenep Regency in the development of the Gili Labak Maritime Area consists of 3, namely as a motivator, dynamist and facilitator. As a motivator, the Department of Tourism, Culture, Youth and Sports of Sumenep Regency seeks to explore the potential of human resources, nature, and also the awareness of community members in developing the tourism sector in Sumenep Regency. As a facilitator, the Department of Tourism, Culture, Youth and Sports of Sumenep Regency tries to create an orderly, comfortable and safe atmosphere, including facilitating the availability of development facilities and infrastructure such as mentoring and funding. Meanwhile, as the dynamist of the Tourism, Culture, Youth and Sports Office of Sumenep Regency, he provides and trains the community on tourism management on Gili Labak Island, Sumenep Regency. In general, the development of marine tourism areas on Gili Labak Island is good, but tourism facilities and infrastructure in the area need to be improved so that tourism services to visitors are getting better. The problem of the study comes out of unknowing the effect of quality of tourism services on the development of tourism sector, which leads to deepen more in rent-seeking economy in Kurdistan region, lack of cultural level and awareness make the tourism resorts are not attractive for tourists, the absence of tourism facilities such as hotels, restaurants, furnished apartments for tourists especially in tourism seasons for the purpose of benefiting it as a financing source, and also depending on oil have led not to pay attention to other sectors like tourism sector.        The objective of the study is knowing the role of tourism services quality of hotels of Sulaimaniyah governorate, via knowing tourism management and to whaat extent they have services quality, the researchers used the analytical descriptive method and they have taken a sample of hotels in Sulamaniyah governorate which are Sulamaniyah Palace hotel, Paradise hotel, Yelda hotel and Ramada hotel, by distributing questionnaire among employees who work in top and middle management levels such as top managers and executive managers, and questionnaire distributed randomly and the questionnaires are responded by (39) persons with the proportion (86.67%). The study concluded that taking the implementation of services quality in tourism; especially, in hotels is very necessary.

ABSTRAK Koordinasi diperlukan untuk mengkomunikasikan kebijakan-kebijakan atau program- program untuk pembangunan desa yang sudah ditentukan dalam RKPdes. Pembangunan merupakan upaya untuk meningkatkan taraf hidup masyarakat yang berkualitas dan bermartabat. Pembangunan diperluka untuk mengisi kekosongan pasca kemerdekaan. Ketercapaian pembangunan tidak lepas dari peran pemerintah desa sebagai penggerak pembangunan tersebut. Penggunaan sumber daya yang efektif dan efesien merupakan kunci utama kesuksesan pembangunan. Dalam mewujudkan hal tersebut diperlukan suatu koordinasi antar anggota masyarakat dengan pemerintah desa dalam wadah rapat mingguan (minggon). Metode penelitian ini menggunakan metode deskriptif dengan memberikan penjelasan atas suatu fenomena atau mendeskripsikan karakteristik suatu objek. Sedangkan analisis yang dipergunakan analisis deskriptif kualitatif dengan langkah-langkah yaitu; (1) mengumpulkan data dan informasi yang dibutuhkan tentang objek; (2) mengidentifikasi masalah serta menganalisis secara mendalam; (3) membuat rancangan bangun sistem sesuai kebutuha kondisi lapangan; (d) memberikan rekomendasi dan implementasi perancangan yang cocok. Minggon merupakan instrumen penting bagi Desa, tujuan diadakannya rapat setiap minggu untuk memfollow up program kerja yang telah dicanankan dalam RPJMDes, selain itu Minggon membantu menyelesaikan masalah dengan cara musyawarah antara perangkat Desa dengan masyarakat langsung untuk mencapai mufakat. Hasil Minggon setiap mingguan di tulis dalam Notulen sebagai dokumen Desa, selain itu sebagai acuan untuk menyelesaikan program yang sedang berjalan.   Key: Koordinasi, Pembangunan.   ABSTRACT Coordination is needed to communicate policies or programs for village development that have been determined in the RKPdes. Development is an effort to improve the quality of life of the people with quality and dignity. Development is needed to fill the post-independence void. The achievement of development cannot be separated from the role of the village government as the driving force for this development. Effective and efficient use of resources is the main key to successful development. In realizing this, a coordination between community members and the village government is needed in a weekly meeting forum (weekday). This research method uses descriptive methods by providing an explanation of a phenomenon or describing the characteristics of an object. While the analysis used qualitative descriptive analysis with the steps, namely; (1) collect required data and information about objects; (2) identify problems and analyze in depth; (3) designing system build according to kebutuha field conditions; (d) provide recommendations and implement suitable designs. Minggon is an important instrument for the village, the aim of which is to hold meetings every week to follow up on the work programs that have been announced in the RPJMDes, besides that Minggon helps solve problems by means of deliberation between village officials and the community directly to reach consensus. The results of the weekly week Minggon are written in the Minutes as Village documents, in addition to that as a reference for completing the ongoing program.   Key: Coordination, Development.

This research examine the innovation of village government  roles in tourism policy in Batu Municipality, Batu Municipality is one of the cities in Indonesia whose economic growth is dominated by the tourism sector. Economic growth during 2012-2016 Batu City's economy has shown a marked increase with an average of 6.95 percent but the poverty rate has not shown a significant decline with the number of more than 9,000 people since 2013 to 2016 and the gini ratio in 2015 was recorded at 0,36 points or up from the 2013 figure of 0.31 points. This indicates that the growth of the tourism sector has not been able to be felt by the entire community. this happens because the tourism sector is still dominated by large investors by building artificial tourism (artificial) which involves minimal society, therefore the city government of Batu develop a new approach by optimizing the role of village government in developing the policy village tourism and form of pokdarwis (kelompok sadar wisata (group of tourism awareness)). This research uses qualitative approach, case study research and interactive model analysis from Miles, Huberman and Saldana. The result of the analysis shows that the innovation of the role of village apparatus in developing the new community based tourism destination and the collaboration with pokdarwis has given a new form in tourism policy in Batu Town, the tourist villages developed at the village level are more successful in giving positive influence to the people's welfare as well able to involve massively society.

Village government is the lowest level of government in the Government of the Republic of Indonesia. Its existence is very strategic for the implementation of programs of the central government, local government, and the wishes of the village community, so that the village government can help create a balance between the goals desired by the state and those desired by the people, namely the welfare of the people. For this reason, the role of village government officials is important to achieve the success of implementing village government tasks. In fact, there are still many village government officials who have not been able to carry out their duties and authorities properly and correctly. How are efforts to strengthen the role of village government officials so that they are able to carry out their duties and authority properly and correctly? One effort that can be done is to provide technical guidance to village government officials regarding village governance, the duties and authorities of village government officials, as well as the preparation of village regulations. Through this activity, it is hoped that the role of the village government apparatus in carrying out their duties and authorities will be strong, so that their duties and authorities can be carried out properly and correctlyABSTRAK;Pemerintahan desa adalah tingkat pemerintahan terendah di dalam Pemerintahan Negara Republik Indonesia. Keberadaannya sangat strategis bagi penerapan program pemerintah pusat, pemerintah daerah, dan keinginan masyarakat desa, sehingga pemerintah desa dapat membantu terciptanya keseimbangan tujuan yang diinginkan oleh negara dan yang diinginkan oleh rakyat yaitu kesejahteraan rakyat. Untuk itu peran aparatur pemerintahan desa menjadi penting untuk mencapai keberhasilan pelaksanaan tugas pemerintahan desa. Pada kenyataannya masih banyak aparatur pemerintahan desa yang belum dapat melaksanakan tugas dan wewenangnya dengan baik dan benar. Bagaimana upaya menguatkan peran aparatur pemerintahan desa, agar mampu menjalankan tugas dan wewenangnya secara baik dan benar? Salah satu upaya yang dapat dilakukan adalah memberikan bimbingan teknis kepada aparatur pemerintahan desa mengenai pemerintahan desa, tugas dan wewenang aparatur pemerintah desa, maupun penyusunan peraturan desa. Melalui kegiatan ini diharapkan peran aparatur pemerintahan desa dalam melaksanakan tugas dan wewenangnya menjadi kuat, sehingga tugas dan wewenangnya dapat dilaksanakan dengan baik dan benar.

Tourism management plan at the local level provides a framework for balanced development of a given area through the utilization of the existing tourism resources by the provision of tourism services that are required in order to attract the tourists from different parts of the world. Tourism governance will have an impact on the environment, which is controlled by local governments. The development of the tourism sector is essential to improve the welfare of the community and the regional economy. Strengthening the role of local government as a leading tourism sector in the region is considered to be able to encourage the creation of a collaboration between industries (actors) to manage sustainable local tourism. This paper was written to find out how far the role of local government is and how relations between sectors (actors) are in managing sustainable regional tourism. This study uses a literature study approach, with documentation data collection techniques derived from the study of several reputable journals, books, and other secondary sources that are relevant to this research. The data analysis technique is content analysis. In tourism management, the role is not only done by one party but all supporting aspects and involved in the framework of creating orchestration and ensuring the quality of activities, facilities, services, and to create experiences and value of tourism benefits to provide benefits to the community and the environment. These will be able to encourage the tourism system through the optimization of roles and collaboration between business, government, society, academics, and media.

Buleleng Regency is one of eight regencies in Bali that is known by foreign tourists as an attractive tourist destination, where the area has a variety of arts, culture and natural tour- ist attractions. Munduk Village has a variety of tourist attractions consisting of arts or culture and natural scenery, in the form of hills, rice fields, and waterfalls that are characteristic of the village. The concept of Tri Hita Karana is the basis for living the daily lives of local people in Munduk Village. Village tourism is a form of integration between attractions, accommodation and supporting facilities that are presented in a structure of community life that integrates with the prevailing procedures and traditions where tourists can stay in or close to the village to learn and enjoy life in the village.From the description of the background above, the formulation of the problem in this paper is: what is the role of tourism villages in the development of villages in Munduk Village, Banjar District, Buleleng Regency. The research method is done using interviews.Conclusions from the results of the study indicate that the role of the tourist village munduk in Munduk Village, Banjar Subdistrict, Buleleng Regency is as a source of income for the people in Munduk Village other than as farmers, considering the Munduk village area as a tourist vil- lage that is visited by many tourists which in turn can increase the income of the surrounding community. The suggestions that can be asked are: For the Munduk village government should be able to support tourism villages in Munduk by helping to provide funding facilities for devel- opment in order to develop. In addition, the community is given facilities for capital in order to build a business to support tourist villages in the village of Munduk, Banjar District, Buleleng Regency.

The purpose of this study is to determine the government's role in recommending permit for people based mining in the Borisallo village, Parangloe District of Gowa Regency and to know how the village government in providing guidance to the people in the village Borisallo mining Parangloe District of Gowa. The method used is qualitative. Data were collected using instruments such as: observation, documentation and developed with interviews with informants. Technical analysis of the data used in this study is a model of interactive analysis, namely : data collection, data reduction, data serving and withdrawal conclusions. The validity of the data in this study examined using triangulation techniques. These results indicate that the role of the village government is quite good in the management of people through the mechanism of recommendation and coaching. This method is an attempt to reduce illegal mining in the village Borisallo the daily increasing because of the lack of new jobs. Another policy that has been applied by the village government Borisallo in reducing adverse environmental impacts caused by the people themselves, by imposing a levy policy for improvement of the road maintenance. Tujuan penelitian ini yaitu Untuk mengetahui peran pemerintah Desa dalam merekomendasikan perizinan pertambangan rakyat di Desa Borisallo Kecamatan Parangloe Kabupaten Gowa dan Untuk mengetahui cara pemerintah desa dalam memberikan pembinaan terhadap pertambangan rakyat di Desa Borisallo Kecamatan Parangloe Kabupaten Gowa. Metode penelitian yang digunakan adalah kualitatif. Data yang dikumpulkan dengan menggunakan instrumen berupa : observasi, dokumentasi dan dikembangkan dengan wawancara terhadap informan. Teknik analisis data yang digunakan dalam penelitian ini adalah model analisa interaktif, yaitu: pengumpulan data, reduksi data, sajian data, dan penarikan simpulan. Keabsahan data dalam penelitian ini diperiksa dengan menggunakan teknik triangulasi. Hasil penelitian ini menunjukan bahwa peran pemerintah desa cukup baik dalam pengelolaan pertambangan rakyat melalui mekanisme rekomendasi dan pembinaan. Cara ini merupakan suatu upaya untuk mengurangi penambangan ilegal di Desa Borisallo yang semakin hari semakin banyak karena kurangnya lapangan kerja baru. Kebijakan lain yang telah diterapkan oleh pemerintah desa Borisallo dalam mengurangi dampak buruk bagi lingkungan yang disebabkan oleh masyarakat itu sendiri yaitu dengan memberlakukan kebijakan retribusi untuk pemeliharaan jalan.

BUMDesa activities are inseparable from community empowerment which aims to accommodate all community activities in the economic sector and as an alternative to poverty alleviation. The purpose of this study was to analyze the processes and factors supporting the empowerment of village communities carried out by BUMDesa Tirta Mandiri so that they get many achievements. This research method uses a qualitative descriptive research design. The research results show that the success of Ponggok Village is not obtained instantly but through a series of community empowerment processes. The role of the village government is very influential in the success of BUMDesa because it is not tired of conducting literacy studies by cooperating with academics and consultants. Various innovations were also developed to be able to compete and keep up with the times, therefore other village-level economic institutions such as Pokdarwis Wanua Tirta and UKM Nila Murni are collaborating with them to be more active in empowering the people of Ponggok Village.Keywords: BUMDesa, Community Empowerment, Ponggok Village
