The determination of the status of the Covid-19 Pandemic by the World Health Organization based on the number of spread of the virus has increased significantly and sustainably globally, this has been responded by the Government of Indonesia by setting the status of the Covid-19 outbreak as a National Disaster on March 14 as stated in the Decree President Number 12 of 2020 concerning the Designation of Non-Natural Disaster for the Spread of Corona Virus Disease 2019 (COVID-19) as a National Disaster. The principle of the unitary state emphasizes the highest power over all state affairs, namely the central government without a delegation or delegation of power to the regional government (local government). Based on the results of the research that has been done, it can be concluded that, considering that there are still problems with coordination, communication and synergy that were felt at the beginning of this pandemic, it is considered to be still lacking. The government should have responded quickly to the pandemic which in turn affected the entire handling process. However, it has been seen that the government is increasingly focused and realizes that coordination is important, one of which is reflected in the existence of a task force and a study of the status of various regions in Indonesia. This is done for the common interest of handling the Covid-19 health emergency.

This study aimed to find out if consumers of electrical and electronic equipment (EEE) in Nairobi, Kenya know about e-waste and its harmful effects, the available disposable mechanisms in the country and the legal framework for managing EEE. It also explored if consumers would desire to have information on e-waste and participate or be involved in its management. Primary data was collected from 98 residents of Nairobi via the online platform - SurveyMonkey tool, because the study was done during the corona virus disease (COVID-19) pandemic spread and the country was enforcing social distancing measures by the World Health Organization. Data was descriptively analyzed.  Results show that majority (84.2%) of the respondents understand what electronic waste is, 68.4% of the respondents know that e-waste has hazardous substances in them. 71% of respondents in the study however, indicated that they do not segregate it at source during disposal as is required by the e-waste guidelines. In the study, 73.7% of the respondents had no idea there existed any government efforts to guide or regulate its management. Most importantly, the city dwellers are willing to be involved in its management. This study, therefore, recommended that the government, through its regulatory bodies in environment, ICT and other relevant EEE regulators, to develop voluntary and mandatory legal, policies, guidelines and regulatory frameworks for managing EEE. The Government has to create proper disposal mechanisms, communicate effectively the challenges posed by inferior disposal methods and continuously engage the citizens in e-waste management activities.  Proper disposal and its eventual management can be part of consumer’s daily activity.

Since the World Health Organization declared the Corona Covid-19 virus as an epidemic, in the following, the Indonesian Government also stated that the Corona virus problem has become a non-natural national disaster. The President of the Republic of Indonesia and the Regional government together with their staff are helping one another in preventing the spread of Covid-19 in Indonesia. Many government bureaucratic efforts have been made by issuing policies as the initial steps to prevent the spread of Covid-19. As the implementer of the bureaucracy, the Government always strives to provide effective public services in efforts to prevent the spread of the Corona Covid-19 virus in society. From the central level to the heads of the provinces, Regencies and even the municipal governments. This study applies the content analysis method, in which the content analysis is limited to newspaper media which convey information related to some policies information presented by each head of government, both in several regions and countries. The purpose of this research is to provide education to the public in dealing with global disasters and efforts to prevent them. The results show that the bureaucratic efforts of the central government and local governments through various policies have carried out many communication strategies for their respective regional communities through coercion, informative, expulsion, targeting, persuasion and excess techniques in message packages in the form of instructions, to the public to prevent Covid-19 in their area. However, the techniques of coercion up to the approval stage are enforced to prevent the effect of violations on offenders. The central government in this case has not maximized its roles in implementing a comprehensive communication strategy for all local governments. This is due to the absence of the National Command from the central government which seems to be slow in preventing the transmission of Covid-19, which has become a global disaster, including in Indonesia.

ABSTRACT The outbreak of Corona. Virus Disease 2019. (Covid-19) had had a wide-ranging impact on the conditions of security and public order in Indonesia and national resilience. This had also been responded by the World Health Organization (WHO) by establishing the status of a global pandemic in Covid-19 given the negative impact that striked many countries in the world. With qualitative research methods, information was obtained from relevant informants that, with existing policies, the Indonesian government had carried out various efforts in the framework of the detection, prevention .and control of this Covid-19. Some of them were with the Presidential Decree No. 9 of 2020 concerning Amendment to Presidential Decree No. 7 of 2020 concerning the Task Force for the Acceleration of Handling Covid-19, Government Regulation of the Republic of Indonesia No. 21 of 2020 concerning Large-Scale Social Restrictions (PSBB) in the framework of Accelerating Handling of Covid-19 and Presidential Decree No. 12 of 2020 concerning Determination of Non-natural Disasters of the spread of Covid-19 as a National Disaster. From the group policy analysis model, it was found that in the unstable condition of the community in the midst of this pandemic, the PSBB policy was supported by the existence of the Task Force as an appropriate step in the handling of Covid-19 in Indonesia compared to the lockdown option which could have a domino effect on the condition of the nation . In addition, this paper also simulated government policy options by implementing a policy pattern for implementing rapid tests, quarantine and hospital operations for handling Covid-19 (Option C) and physical distancing / social distancing policies with patterns of working from home (Option D) that could provide the result of a decrease in the number of Covid-19 cases in Indonesia.

This study aims to determine the authority of the Audit Board of The Republic of Indonesia in carrying out audits of Village Financial Management. This research is a normative legal research with a statutory approach and conceptual approach. Based on the research results it is known that the inspection conducted by the Audit Board of The Republic of Indonesia covers all elements of state finance as stipulated in Law Number 17 of 2003, but village finance is not explicitly mentioned in the regulation. Referring to the approach used in formulating State Finances in a general explanation of Law Number 17 of 2003 concerning State Finances, can be said that finance managed by the village government is also included in the scope of state/regional finances which are also the object of Supreme Audit Board audit. This is related to the clarity of the status and legal certainty over villages in the constitution of the Republic of Indonesia. Village government as the lowest body of authority has the original authority to regulate its own household also has the authority and power as a gradual delegation of government over it ie the regional government and the central government, so that the central/regional government and village government is an inseparable part of government administration country. Therefore village finance is a state/regional financial subsystem as a consequence of the division of tasks among the government, regional government and village government.

This study will look at the government's policy of handling Covid-19 from a prophetic legal point of view based on three main pillars, namely humanization, liberation and transcendence. In this study, the authors use normative research by using the approach to legislation, the prophetic legal concept approach and the case approach. The results of the study show that the Covid-19 handling policy carried out by the government still contains inaccurate recipient data, the distribution of basic needs assistance is not carried out in stages from the Central Government to the Regional Government but is carried out simultaneously, there is a legal basis that opens space abuse of authority due to legal immunity for officials. Keywords: Policies, handling of covid-19, prophetic lawThe government has issued several legal products such as Government Regulation in Lieu of Law Number 1 of 2020 concerning State Financial Policy and Financial System Stability for Handling the Corona Virus Disease 2019 (COVID-19) Pandemic and/ Or in the context of Facing Threats That Endanger the National Economy and/or Financial System Stability and Government Regulation Number 21 of 2020 concerning Large-Scale Social Restrictions (PSBB) in the Context of Accelerating Handling of Corona Virus Disease 2019 (COVID-19). The government has also implemented PSBB and Physical Distancing policies, but these policies are not effective in breaking the chain of spread of COVID-19, it can be seen that the number of COVID-19 cases in Indonesia on January 28, 2021 has reached 1 million cases, the highest in Southeast Asia.
