Tujuan penelitian menganalisis efektivitas penyidikan tindak pidana korupsi di bidang pengadaan barang dan jasa oleh Polres Bulukumba. Penelitian ini adalah penelitian hukum empiris, yakni penelitian yang dilakukan langsung di lapangan. Data yang diperoleh baik primer maupun sekunder dianalisis baik secara deduktif maupun induktif kemudian disajikan secara deskriptif. Hasil penelitian menunjukkan bahwa Efektivtas Penyidikan tindak pidana korupsi di bidang pengadaan barang dan jasa oleh Polres Bulukumba adalah melalui upaya penyidikan melalui teknik pengembangan kasus dengan memanfaatkan saksi pelapor dan saksi pelaku serta teknik audit investigatif sebagai metode pencarian dan pengumpulan data, informasi dan temuan lainnya untuk mengetahui kebenaran atau bahkan kesalahan sebuah fakta dengan berkoordinasi dengan BPK/BPKP. Faktor yang menghambat dalam penyidikan tindak pidana korupsi di bidang pengadaan barang dan Jasa adalah keterbatasan jumlah sumber daya manusia pada Penyidik Polri yang melakukan kegiatan Penyelidikan dan Penyidikan serta keterbatasan sumber dana/anggaran penanganan perkara dalam kegiatan penyidikan. The research objective was to analyze the effectiveness of the investigation of corruption in the procurement of goods and services by the Bulukumba Police. This research is an empirical legal research, which is research conducted directly in the field. The data obtained both primary and secondary were analyzed both deductively and inductively then presented descriptively. The results show that the effectiveness of investigating corruption in the procurement of goods and services by the Bulukumba Police is through investigative efforts through case development techniques using reporting witnesses and perpetrator witnesses and investigative audit techniques as a method of searching and collecting data, information and other findings to determine truth or even error of a fact in coordination with the BPK / BPKP. Factors that hinder the investigation of criminal acts of corruption in the field of goods and services procurement are the limited number of human resources for Polri Investigators who carry out Investigation and Investigation activities as well as limited funding sources / budget for case handling in investigation activities.

      The development in the transportation sector, both goods, and services, especially transportation/ transportation using aircraft, is very rapid, it can be seen from the large number of business actors engaged in the aviation business. However, this is not balanced with good service to consumers, airlines have recently made unilateral flight cancellations or cancellations of flights for various reasons. This causes losses for passengers as consumers. This study aims to determine how the responsibility of business actors towards consumers/ passengers who suffer losses due to flight cancellations and legal remedies that can be taken by consumers. This study uses a form of normative legal research, which is research-based on written regulations and legislation and various literature related to the issues to be discussed in this study. An airline as a business actor can be held accountable if it makes a mistake. There are several types of responsibility in law, including responsibility in the sense of responsibility or also called moral responsibility, and responsibility in the sense of liability or also called juridical responsibility. The form of airline responsibility to passengers is included in the form of responsibility based on the element of error (liability based on fault) which is based on the principle of absolute responsibility (strict liability). The onrechtmatige daad doctrine is the basis for the formation of the principle of absolute responsibility as stated in article 1365 of the Civil Code which focuses on fault elements.

Globalization has been one of the strategies many organizations looking to achieve competitive advantage in their markets of operation have been implementing. It has been in existence since the Europeans and Americans started to move into other continents to conquer nations within those continents. Globalization involves the movement of an organization to other parts of the globe in order to utilize the opportunities normally available in those countries for manufacturing of products and trading. There are many strategies through which organizations could use to go global. However the most popular strategies are alliances, acquisitions, mergers and joint ventures.  Most organizations which go global usually look for how they could cut cost by utilizing the cheaper natural and human resources available in those countries for production of goods and services. These organizations which go global are called multi-national companies (MNCs), as they usually have assets in the countries they operate from. Some organizations have been able to benefit substantially from globalization, whilst others not. The successful organizations have been able to achieve competitive advantage and some of them have even been able to attain sustained competitive advantage in their fields of operation.

Application of transparency, participation, and accountability in the procurement process of goods and services is in need to achieve good governance. Local governments Sidenreng Rappang has committed to implement through regulation principles so important to study. Therefore, this study aims to determine the principles of transparency, participation, and accountability and bureaucratic behavior that influence the process of procuring goods and services.This type of research is descriptive qualitative data collection techniques through documents, questionnaires, and informants. The data were then analyzed using qualitative descriptive analysis.Behavioral results showed that bureaucracy tends political types in the application of the principles of transparency, participation, and accountability services for goods and services. This supported the existence of a Representative Observer of Society (ROS) that help implement it. The factors that influence still more in human resources and the enforcement of sanctions against irregularities rules or procedures.

This study aims to analyze e-government service quality in the goods and services procurement in Riau Province, particularly in Pekanbaru City.  The data were collected through an in-depth interview analyzed using a dialogical interpretation approach. The results showed that the service quality of goods/services procurement in Riau Province coordinated by the Electronic Procurement Service (LPSE) through its website http://lpse.riau.go.id has already met the users’ expectation. Even so, the ad hoc position of the Work Unit of LPSE Riau, decreasing enthusiasm of goods/services providers for upgrading the skills of their human resources, and ineffective communication between LPSE, ULP and PDE of Riau Provincial Government effectively degrade the quality of service that has already run well. Hence, there should be a restructuring of LPSE and Work Units related to the e-government implementation in order to synchronize the implementation of e-government in general and e-procurement in particular in Riau Province.

The Coronavirus disease 2019 (COVID-19) affect­ed almost all activities worldwide. The medical sec­tor was one of those which were most significantly impacted because the medical infrastructure was not sized for such a high scale shock, specialized human resources and medical infrastructure prov­ing to be much undersized and with slow growth potential. Many changes were required, important financial resources being mobilized in order to mo­tivate medical staff, offer treatments for the most severely affected patients, but also to create new fa­cilities where the increasing number of sick persons could be cured. In our research we want to offer a hospital cost perspective based on empirical analysis of the COVID-19 impact on different categories of expens­es made by Romanian hospitals that treated patients with COVID-19 in different stages of their disease. The period analyzed was January 2019 to December 2020 on a monthly basis. Our results showed that expenses with goods and services, drugs, reagents and human resources are influenced by COVID-19 in a significant manner.

The purpose of this research is to explain the authority of LPD financial management in Badung Regency, after the enactment of the Badung Regency Regulation No. 29/2013 and to find out the direction of the utilization of LPD coaching funds in Badung Regency. This research used normative legal research, with a statutory approach that specifically regulates the financial management authority of the LPD after the enactment of the Badung Regency Regulation number 29 of 2013. The data sources used were primary and secondary legal materials. The data were analyzed using descriptive qualitative method, namely the presentation by describing in detail certain aspects related to the problem being researched. The results showed that the authority to regulate the implementation of village credit institution activities in Badung Regency is still handled by the Provincial government because so far the Province has never handed over or delegated this authority to Badung Regency. Second, the utilization of village credit institution development funds is to provide guidance to LPDs in Bali and to improve the performance and quality of LPD management human resources.

This study empirically examines the causal relationship between population growth and economic growth, aswell as to analyze the influence of capital, labor, population growth and human resources on economic growth,using the annual data of ASEAN-5 (Indonesia, Malaysia, Philippines, Singapore and Thailand), over theperiod of 1980-2013. The method used in this study is the Granger Causality and Vector Error CorrectionModel (VECM). VECM is used because the data is stationary at first difference and there is cointegrationbetween variables.From the results estimation which is conducted, it is concluded that, overall, the relationship betweenpopulation growth and economic growth in ASEAN-5 is strong and negative flow from economic growth topopulation growth. This study supports the opinion of theoretical and empirical claims; as income increases,households value quality over quantity of children. Concurrently, population can be a stimulus for economicgrowth through the realization of favorable economies of scale induced by low labor costs, enhancingaggregate demand for goods and services and promoting human capital, and improved efficiency.

In the era of the diffusion of e-commerce and its services offered to the consumers over the Internet, the Internet is commonly used by both consumers and businesses to buy and sell their goods and services worldwide. This study focuses on the factors influencing customers' decisions and attitudes toward adopting online shopping in Jordan. The study found that online shopping in Jordan is still not very common, due to challenges and barriers that affect the diffusion of online shopping: delivery barriers, such as the lack of prepared transportation and mapping infrastructure, lack of reliable delivery system for delivering bought goods to the customers caused by the lack of postcode system; and lack of knowledge and awareness about the benefits of e-commerce among retailers and consumers. A structured questionnaire was distributed among 50 participants (university students, employees/professionals etc.), and then the collected data were analyzed using the Statistical Package for Social Sciences Version 18.02 (SPSS). The results show that attitudes toward online shopping and intention to shop online were affected by lack of human resources, such as low level of experience in using the Internet and shopping websites for shopping, lack of developed IT infrastructure, trust in e-retailers, and online payment and delivery service concerns. However, Jordanian consumers are willing to adopt and recommend online shopping for others as an alternative way for shopping.
