Currently there are as many as 65 countries infected with the corona virus. According to WHO as of March 2, 2020, the number of sufferers was 90,308 infected with Covid-19. The death rate reached 3,087 or 2.3% with a cure rate of 45,726 people. It is proven that the patient with the confirmation of Covid-19 in Indonesia originated from an event in Jakarta where the patient had contact with a Japanese national who lived in Malaysia. Hospitals will not be able to survive COVID-19 through hospital protocol and resources. Consider making passes. Second, use hospital personnel for the most relevant skills. This study aims to determine the HR policy analysis of the Royal Prima Hospital in dealing with the COVID-19 Pandemic, using descriptive qualitative research with the method of collecting data using in-depth interviews (direct interviews) which are measured by data validity (triagulation) and using 5 samples is a related informant, then the data is processed and analyzed in tabular form which is described in narrative form. The results of this study were found that in the input of the Royal Prima Medan General Hospital, the Policy on Health Protocols recommended by the government or WHO, found that the process of working and implementing policies as human resources has not been maximal in maintaining the distance between individual tablespoons, but the process of using APD is in accordance with the SOP. and meet Government or WHO standards. For Output There is human resource data confirmed to be infected with the corona virus. The data consists of 6 medical personnel, namely 2 nurses and 4 doctors. The aim of this paper are: to create a data visualization that can assist the Government in evaluating the return on the development of health facilities in the region and province area in term of human resources for medical personnel, to help community knowing the amount of distribution of hospitals with medical personnel in the regional area and to map disease indicator in Indonesia. The issue of tackling health is still a major problem that is not resolved by the Government of Indonesia. There are three big things that become problems in the health sector in Indonesia: infrastructure has not been evenly distributed and less adequate, the lack of human resources professional health workforce, there is still a high number of deaths in the outbreak of infectious diseases. Data for the research are taken from BPS, in total 10,600 records after the Extract, Transform and Loading process. Time needed to convert several publications from PDF, to convert to CSV and then to MS Excel 3 weeks. The method used is Eight-step Data Visualization and Data Mining methodology. Tableau is chosen as a tool to create the data visualization because it can combine each dasboard inside a story interactive, easier for the user to analyze the data. The result is a story with 3 dashboards that can fulfill the requirement from BPS staff and has been tested with a satisfied result in the UAT (User Acceptance Test). The government targets malaria elimination in Java and Bali by 2023. But until 2020, Pangandaran and Pandeglang Regency haven’t received malaria-free certification. This qualitative study was conducted to provide an overview of Pangandaran and Pandeglang malaria control implementation by comparing it to Activity Indicators based on the Indonesian Minister of Health Decree on malaria elimination. In-depth interviews, using thematically interview guidelines, were conducted to 48 key informants such as policyholders and people in charge of health programs and cross-sectoral at the provincial, district, sub-district, and village levels. Thematic analysis was used in the theme of policy implementation, budget, facilities and infrastructures, human resources, and cross-sector cooperation. The result shows that malaria control is implemented according to the decree, but some activities haven’t been done. The analysis on policy implementation theme shows that both districts have carried out according to the guidelines, with innovation in the form of establishing Posmaldes (village malaria post) in Ujung Kulon National Park in Pandeglang. APBD, APBN, and Global Fund are used as budget sources. Both districts stated that facilities and infrastructures are sufficiently available, but there is a lack in human resources’ quantity and varying degrees of competencies. There is also a lack of cross-sector cooperation because malaria control hasn’t become a priority in those sectors and they are only acting as supports to the health sector. Efforts to control malaria are considered less optimal due to the absence of malaria elimination regulations, varied human resource capabilities, and the limitation in the duties and functions of cross-sectors.

Agricultural modernization is a major change in agricultural patterns, namely from a traditional pattern (using various traditional methods) to a more advanced or modern pattern, which includes various aspects including; agricultural institutions and agricultural technology. The purpose of this study was to analyze the forms of agricultural modernization on farmers in Soki Village, Belo District, Bima Regency. The research method used is qualitative. The informants in this study were the farming community and the government in Soki Village. The data techniques in this study were observation, in-depth interviews, and documentation. The data validity used triangulation technique. The results showed forms of agricultural modernization in the farming community in Soki Village, from the paddy field processing stage to the post-harvest stage of rice and shallots, the farming community in Soki Village carried out agricultural activities using technological tools, but not all agricultural activities were carried out and used tools. agricultural technology because the farming community still understands traditional agricultural tools such as the habit of cutting rice, hoes for beating and leveling the land and planting the shallot method still doing the old or traditional

Background: The government has set various policies in order to control the spread of Corona Virus Disease 2019 (Covid-19). However, these efforts have not implemented optimally. The purpose of this study was to describe the health protocol implementation of the Covid-19 to prevention of Covid-19 in Southeast Minahasa Regency. Methode: This research was conducted in Southeast Minahasa Regency in August 2020. The subjects in this study were 210 family heads who met the inclusion criteria. The research variable is the implementation of health protocols in an effort to prevent Covid-19. The research data were analyzed by univariate. Presentation of data is made in table and narrative form. Result: This study showed that people who have the habit of washing hands are 87.9% (high category), using masks by 86.1% (high category) and keeping their distance by 77.5% (high category). Conclusion: The conclusion of this study is that the community has carried out the health protocol well. However, it is necessary to carry out continuous and massive socialization and monitoring efforts in order to reduce the rate of increase in Covid 19.

The Writing of “The Synergicities of Policies and Strategies of Prevention  Terrorism’s Crime of Bali Province” are aimed to develop legal science in general and particular in the field of criminal’s law as well as knowing and studying the synergy between roles and strategies from the government, law enforcers and the community and to find, to analyze, to review and to provide legal solutions to obstacles in the effort to prevent terrorism in crime of Bali Province so it can be constructed to be an effective counter measures formulation. The method used in the achievement of the goal is approach Juridical Empirical method, namely legal research with facts approach by observation and in-depth interviews on object of research. The research was conducted on Bali Police, Kesbangpolinmas Bali, FKPT, FKUB, MUDP, and Religious figures in Bali. The results disclosed that each agency / organization / institution / individual has carried out the obligations according their tasks effectively and strive synergize the policies and strategies of prevention in terrorism. There are a few obstacles ranging from funding, facilities, quality-quantity of human resources to the constraints associated with legislation. By identifying several issues and to find the best solution for more effective prevention of acts of terrorism in synergy and sustainable.

This study aims to determine the readiness of the government of Bitung in implementing accrual-based government accounting standards. Data was collected by observation at every SKPD in Bitung City Government followed in-depth interviews with key informants. The data collected was analyzed by qualitative methods. Then based on interviews (Focus Group Discussion) drawn conclusions indicate that Bitung City Government was ready to apply Accrual Based Government Accounting Standards. This is supported by the Government regulations which require to all local governments, including the city of Bitung in applying Accrual Based Government Accounting Standards, as well as Bitung City Government has issued the relevant mayor Accounting Policies in Bitung. Other things that support the readiness of the implementation of Accrual Based Accounting Standards, namely; development of human resources employee, committed leader who supports the changes later infromasi facilities and infrastructure systems are adequate and can accommodate Accrual Based Accounting Standards.

Abstract. This study aims to analyze the accountability of grant expenditure on the Government of the City of Manado. This research is a qualitative research with an exploratory approach. Data were obtained by in-depth interviews and documentation study. It was concluded that there are obstacles in the six grant expenditure management processes. The problems have occurred in the processes of accountability and reporting. Those problems are (1) compliance problems occurred in the process of implementing grants expenditure accountability, (2) regulatory constraints in which regulations have not yet been conveyed to grant managers, especially in relation to regional equipment, (3) constrains in the implementation of grant spendings in which they are processed in longer time because they have to go through several stages, (4) constraints in terms of lack of human resources competencies and capabilities of accountability and reporting, and (5) the limitations of supporting facilities in realizing accountability for grant spending. This study found that the coordination among grants managers, information and communication both managers and recipients of grants are very important to achieve accountability. Socialising regulations related to grant spending, affirming sanctions and aiding community or grant recipients will help to achieve better grant expenditure accountability. Various efforts were made to minimize the delay in submitting the grant fund accountability report, namely by giving sanctions, coordination between grant managers, more intensive requests for reports from recipients of the grant as well as the formulation of a standardized accountability report format to allow  grantees to compile accountability reports easier and to ease reviewers to examine the reports.Keywords: Grants Expenditure Accountability, Local Government.Abstrak. Penelitian ini bertujuan untuk menganalisa akuntabilitas belanja hibah pada Pemerintah Kota Manado. Penelitian ini adalah penelitian kualitatif dengan pendekatan eksploratori. Data diperoleh dengan teknik wawancara mendalam dan studi dokumentasi. Disimpulkan bahwa dari keenam proses pengelolaan belanja hibah, terdapat proses yang sering mengalami kendala yaitu proses pertanggungjawaban dan pelaporan. Kendala-kendala tersebut adalah (1) kendala kepatuhan yang terjadi dalam proses pelaksanaan akuntabilitas belanja hibah, (2) kendala regulasi, dimana regulasi belum tersampaikan kepada pengelola hibah khususnya perangkat daerah terkait, (3) kendala pelaksanaan belanja hibah yakni proses yang memerlukan waktu agak lama karena harus melewati beberapa tahap, (4) kendala kompetensi sumberdaya manusia dalam proses pertanggungjawaban dan pelaporan, (5) serta keterbatasan fasilitas penunjang merupakan kendala-kendala dalam mewujudkan akuntabilitas belanja hibah. Disamping itu, kerjasama antara pengelola hibah, informasi dan komunikasi baik untuk pengelola maupun penerima hibah sangat diperlukan dalam pencapaian akuntabilitas. Pentingnya sosialisasi peraturan-peraturan terkait belanja hibah, penegasan sanksi serta pendampingan bagi masyarakat atau penerima hibah akan membantu terlaksananya akuntabilitas belanja hibah yang lebih baik. Berbagai upaya dilakukan untuk meminimalisasikan keterlambatan penyampaian laporan pertanggungjawaban dana hibah yaitu dengan pemberian sanksi, adanya koordinasi antara pengelola hibah, permintaan laporan kepada penerima hibah yang lebih intensif serta penyusunan format laporan pertanggungjawaban yang baku agar memudahkan penerima hibah menyusun laporan pertanggungjawaban dan memudahkan pemeriksa.Kata kunci : Akuntabilitas Belanja Hibah, Pemerintah Kota.

Jokowi focus their governments to make Indonesia as the pivot of the maritime world greeted well considering Indonesia is a country that is two-thirds of the area consists of resource-rich waters and kelautan. Indonesia consists of 92 outer islands and 31 of them inhabited. As stated by Sukarno, in one of his speeches, Indonesia will become a strong nation if it has the ability or marine waters were strong, maritime shaft also have the same goal. This thesis discusses discusses the strategies and policies that have been planned by the government to make Indonesia as a maritime shaft. Jokowi as the pivot of the world's maritime evidenced by forming ministries coordinate their work and concentrated in maritime terms. Creating a strong quality of human resources in the field of maritime pariisata both capabilities in innovation and adaptation in the face of change, work culture and concepts to be implemented.

Health tourism is a travel activity to get health services. Yogyakarta is one of the provinces that has the potential to develop health tourism. This is seen by Yogyakarta type A hospitals, having 11 5-star hotels that provide spa and fitness. However, currently health tourism has not been widely realized and has not been developed in Yogyakarta. The purpose of this study was to determine the components of health tourism development and to find out the strategy for developing health tourism. This research uses descriptive qualitative method with data collection techniques using in-depth interviews and literature study. The data analysis method used is the SWOT method. The result of this research is that the components of health tourism development are adequate facilities, qualified human resources, professional medical personnel, affordable prices, marketing, and information technology. The strategy in developing health tourism is to increase promotion from both social and print media, provide training to human resources, provide discounts on certain products, make attractive products, health tourism is covered by BPJS, complete health tourism support facilities, build buildings / interesting facilities so that it becomes its main attraction.

Health in life is very important. In dressing, food, and all activities in life must be carried out cleanly to maintain good health for ourselves and the environment. At the end of 2019 unrest arises in all corners of the earth due to the emergence of a new type of virus, the corona / covid-19 virus. Corona virus is a large family of viruses that attack the respiratory syndrome system. Viruses that have never been identified in humans before, according to WHO (World Health Organization) corona virus is zoonosis, which means transmitted between animals and humans. In this journal the title of the Impact of Physical Distance Instructions from the Government in Preventing the Corona Virus Spread on the Distance Learning of MI / SD Students in Indonesia. By raising the title aims to provide education to the general public in the face, prevent, and continue to live in a situation of unrest such as this.
