Topik hari ini yang menjadi menarik adalah munculnya fenomena regenerasi dan pejabat yang akan berada di birokrasi melalui sebuah skenario di mana kepala daerah calon termasuk kepala desa berasal dari darah atau ikatan keluarga dengan pejabat incumbent. Ini adalah cermin dari aristokrasi dalam praktik demokrasi kita. Posisi adalah amanah yang dipercayakan oleh masyarakat kepada mereka yang berkompeten dan benar-benar mampu melaksanakan tanggung jawab secara profesional, untuk menuju posisi terendah dalam pemerintahan desa bahkan sebagai kepala desa, kehadiran karakteristik birokrasi lokal di desa mengarah pada pembentukan dinasti atau tidak atau aristokrasi birokrasi menjadi penting adalah adanya partisipasi masyarakat untuk mengawasi proses pembuktian proses pemilihan desa dianggap memenuhi prosedur atau hanya skenario posisi turunan.Kata Kunci : Birokrasi, Aristokrasi, Office, Kepala Desa.Topic today that becomes interesting is the emergence of the phenomenon of regeneration and officials who would have been in the bureaucracy through a scenario where the prospective head region including the head of the village is derived from the blood or family ties with the incumbent officials. It is a mirror of the aristocracy in our democratic practices. Position is the mandate entrusted by the people to those who are competent and truly capable of carrying out responsibilities in a professional manner, to the lowest position in the village administration even as the village head, the presence of the characteristic of the local bureaucracy in the village leads to the formation of a dynasty or not or bureaucratic aristocracy becomes important is the presence of community participation to oversee the process of proving the election process for the village is considered to meet the procedure or simply a derivative positions scenario.Keywords : Bureaucracy, Aristocracy, Office, Head Village

This research was motivated by the curiosity of the condition of education of the people in the village who are still bound by adat, both in terms of aspects of community participation and from aspects of government assistance in the advancement of education. This study aims to determine the educational conditions of the people of Kampung Naga, and the participation of the people of Kampung Naga towards education, as well as subsistence assistance in education from the government for the people of Kampung Naga. In this study using qualitative methods and descriptive approaches. By using interview techniques and observations on 30 November - 2 December 2018. The results of this study indicate that the level of the economy and government subsidy assistance greatly impact on community participation in implementing education.Penelitian ini di latar belakangi oleh adanya keingintahuan akan kondisi pendidikan  warga di Desa yang masih terikat adat, baik dari segi aspek partisipasi masyarakatnya maupun dari aspek bantuan pemerintah dalam kemajuan pendidikan. Penelitian ini bertujuan untuk mengetahui kondisi pendidikan masyarakat Kampung Naga, dan partisipasi masyarakat Kampung Naga terhadap pendidikan, serta bantuan subsisdi pendidikan dari pemerintah untuk masyarakat Kampung Naga. Dalam penelitian ini menggunakan metode kualitatif dan pendekatan deskriptif. Dengan menggunakan teknik wawancara dan observasi pada tanggal 30 November- 2 Desember 2018. Hasil penelitian ini menunjukkan bahwa tingkat perekonomian  serta bantuan subsidi pemerintah sangat berdampak pada partisipasi masyarakat dalam melaksanakan pendidikan.

The purpose of writing in this study is to determine and analyze the implementation of the Village Owned Enterprise Program (BUMDes) in Penarun Village, Batin VIII District, Sarolangun Regency. In this study the author uses empirical juridical research methods. The results of this research are that the Village Owned Enterprises (BUMDes) program in Penarun Village, Batin VIII District, Sarolangun Regency is not implemented effectively where the business program that is being run is not developing and cannot help the people of Penarun Village, Batin VIII District, Sarolangun Regency to improve their economy. The obstacles to implementing the Village-Owned Enterprises (BUMDes) program in Penarun Village, Batin VIII District, Sarolangun Regency consist of several factors, namely the absence of Human Resources who have innovation and creativity in Village-Owned Enterprises (BUMDes) Penarun Village, Batin VIII District, Sarolangun Regency and not the existence of community participation to develop Village Owned Enterprises (BUMDes) Penarun Village, Batin VIII District, Sarolangun Regency. Efforts were made to overcome obstacles to implementing the Village-Owned Enterprises (BUMDes) program in Penarun Village, Batin VIII District, Sarolangun Regency, namely developing business units and establishing cooperation with other Village-Owned Enterprises (BUMDes).


This programs is an effort to utilize plastic bottle waste to become a container of viticulture planting media with external products in the form of a vertical garden and hanging plant garden. Starting from the abundance of used plastic bottles buried in the garbage bank of Pojok village and the existence of plant nurseries by the community and added enthusiasm and community participation in building the village. The object of this service was the people of Pojok village Central Java Province. This service program aims to increase public awareness in utilizing used plastic bottles that were previously only sold and as an effort to improve the agro-tourism opportunities. The method used in this activity is Participatory Rural Appraisal (PRA). PRA is an approach method in the process of empowerment and increasing community participation. The Pojok village community will be actively involved in identifying problems, prioritizing the problems to be resolved, making alternative solutions to problems, planning and implementing programs. In addition, the community is also involved in program evaluation. The analytical method is to measure changes in the knowledge and behavior of the pretest and posttest design using the Wilcoxon test. At the end it can be concluded that the program can be the best solution in utilizing the former plastic bottles into a park as well as an effort to make people aware and motivate the people in Pojok Village to be more creative in using former plastic bottles.

This paper is about the process of election during democracy periode in Indonesia. The problem that usually accured during the election was the involvement of the elites in the process of election. Some elites, both from the political parties and from the village, usually interfering the process. The case in Gampeng shows that all elements have been working together in successing the process of election. Reflecting from the election process in Gampeng, the transition process towards more democratic government in Indonesia could be happen inpeace and harmony if there was honesty inside the political elites. They should more appreciate the voice from the people they were represented, instead of fighting for their own needs.

The tendency of the existing infrastructure is not in accordance with the needs of the community because it is top down. Therefore, this study aims to assess community participation in managing community-based sanitation. Studies conducted focusing on participatory processes and the level of community participation in the provision of sanitation in the village program Mangunharjo precisely in RT 03 and 04 RW I. The method used in this research is quantitative and qualitative. The level of community participation in the management of the sanitation program has high participation category that has meaning on the degree of power-sharing community which has occurred rights, responsibilities and authority between the community and government to participate. Meanwhile, at the stage of organizing the participation category includes medium category (tokensm) in which the wishes of the people has been discussed, but the decision rests with the government. It is influenced by the role of the Village and Chairman of RT / RW is too dominant so that the public is not very enthusiastic in participating at the stage of organizing and resigned to the decision of the facilitator. Implementation of the program when viewed from the principle pelaksaaan almost matches that is about 80%, planning, implementation, and evaluation is fully in accordance with the principle only at the stage of organizing has obstacles described earlier which resulted in incompatibility in principle with the implementation of the program. That there is a relationship between the facilitator and community involvement, if the facilitator can perform their duties well as explaining the program well and excessive interference, then the public will enthusiastically participate. The Government needs to show its commitment in the implementation of the provision of community-based sanitation program (PSBM) in terms of giving people an opportunity to participate fully in sanitation management stages.

Lakes are one of the surface water resources in Bali Island which supports the socio-economic activities of the community. The growing economic activities either in the tourism or agricultural sector have their effects on the emergence of various problems such as the environmental pollution, shallowness of lakes and erosions. The emergence of various pollutions and the decreased functions of the Lake Beratan is not separable from the intervention of the community living surrounding the lake so that the conservation efforts need the community participation living surrounding the lake. This is based on the idea that the success of the conservation of water resources does not only depend upon the government but the involvement of the community also becomes a key factor. This study aims to identify and analyze the participation of the community living surrounding the Lake Beratan in the conservation of water resources. The number of samples used in this study was 98 respondents gathered by means of purposive sampling in the village of Kembangmerta, the village of Candikuning I and Candikuning II which are located close to the area of Lake Beratan and the majority of the people there use the lake water for daily needs. The community participation is divided into two categories, less participations and good participations, calculated based on Likert scale while the effect of free variables such as age (X1), education (X2), income (X3), length of living (X4), and perception (X5) on bond variables were calculated using discriminating analysis. The result of the study shows that the community participation surrounding Beratan Lake in conserving water resources had been good. The differentiating variables were the age of the respondents and their incomes.

Community participation is a component that plays a very important role in implementing development in the village, because community involvement will have an impact on the benefits of development results for the village community, starting from planning, implementing, and utilizing the results of development in the village. The results showed that the coverage indicators were not implemented properly. Village development programs were only discussed by a few elements and did not involve all elements of society. Then there is still minimal space given by the village government to the community. In addition, the livelihoods of local people who require going to fields and forests make it difficult for the village government to empower them so that indicators of empowerment are still not visible there. Obstacles to participation in the community related to the development of Kampung Kamangi include the lack of public awareness of the importance of being involved in any development in the village, and the lack of space provided by the village government to the people who will participate.

Community participation in the management of the tourism sector is highly important in supporting the economy of the people of Baloli Village. This study discusses the process of community participation in Baloli Village in improving the economy through the tourism sector. In this study, the researcher applied the descriptive qualitative method. Data were collected through interviews, field studies, and documentation. Informants in this study were selected using a purposive sampling technique. In general, the selected informants were those who understand the problem studied. Those informants were the Village Secretary, the Head of the Community Welfare, Service, and Empowerment Section, visitors, and local people. The results indicated that community participation in tourism development, such as decision making, activity implementation, and utilization of results, is good. However, their participation in monitoring and evaluation is still not optimal. Furthermore, the potential of the tourism objects in Baloli Village is not developed maximally, such as many supporting facilities that have not been fully ideal.

Climate change is not something scary, dangerous. Urgent, exceptional and most importantly is that climate change was not known when it happened. And the thing to do is not frightened by the climate change, but it must be to explain to the people and groups that climate change is inevitable and things to do is to minimize the impact of climate change. One of them is by not cutting down trees carelessly, can manage waste and preserve family environment such as that done by the community Pangerwangi village, Lembang, West Java. The village which has been awarded as the climate village for being able to survive and adapt to climate change .. Because the essence of Kampung climate is how the community to survive and adapt to the climate because it is people who have to adjust to the climate. And achievements that have been achieved not in spite of community participation and community-based organizations.

Village Funds is already exist in 2015, one year after the implementation of Law Number 6/2014. The aim of this research is to analyze the relationship between the using of village funds and the village community participation to realize welfare in Islamic economic perspectives. This research is qualitative research with a case study approach of community participation in Megaluh Village, Jombang Regency, East Java Province, Indonesia. The implementation of Law Number 6 of the year 2014 as in line with the Village Funds in 2015 was able to encourage community participation in overall development processes ranging from planning, execution, supervision and utilization. The village community participation shows Islamic participation that the people involvement together with the goverment in development according to shari’a to realize welfare (falah) that is in line with maqashid shari’a.Keywords:  Village Funds, Participation, Islamic Economic Development, Islamic Public Economy, Maqashid Shari’a.
