Village Funds is already exist in 2015, one year after the implementation of Law Number 6/2014. The aim of this research is to analyze the relationship between the using of village funds and the village community participation to realize welfare in Islamic economic perspectives. This research is qualitative research with a case study approach of community participation in Megaluh Village, Jombang Regency, East Java Province, Indonesia. The implementation of Law Number 6 of the year 2014 as in line with the Village Funds in 2015 was able to encourage community participation in overall development processes ranging from planning, execution, supervision and utilization. The village community participation shows Islamic participation that the people involvement together with the goverment in development according to shari’a to realize welfare (falah) that is in line with maqashid shari’a.Keywords:  Village Funds, Participation, Islamic Economic Development, Islamic Public Economy, Maqashid Shari’a.

The Village

The implementation of the Law No. 6 of 2014 and the Village Fund in 2015 was able to encourage community participation in the entire development process starting from planning, implementation, supervision and utilization. This study aimes to analyze community participation in Megaluh Village by using an Islamic perspective. This study applied a case study approach to community participation and a literature review to determine community participation after the implementation of the Village Law from an Islamic economic perspective which are called maqhasid sharia. In general, Megaluh villages have shown active community participation in village development, but they still need to carry out long-term planning to ensure prosperity and this has not been observed during the study.

Community participation is a component that plays a very important role in implementing development in the village, because community involvement will have an impact on the benefits of development results for the village community, starting from planning, implementing, and utilizing the results of development in the village. The results showed that the coverage indicators were not implemented properly. Village development programs were only discussed by a few elements and did not involve all elements of society. Then there is still minimal space given by the village government to the community. In addition, the livelihoods of local people who require going to fields and forests make it difficult for the village government to empower them so that indicators of empowerment are still not visible there. Obstacles to participation in the community related to the development of Kampung Kamangi include the lack of public awareness of the importance of being involved in any development in the village, and the lack of space provided by the village government to the people who will participate.

Abstrak: Penelitian tentang Mitos Bangka bela menceritakan tentang sebuah kapal yang terdampar di desa tuananga dan kapal itu berubah menjadi batu, yang di sebut oleh masyarakat desa tuananga yaitu Bangka bela. Masyarakat tuananga selalu mengunjungi Bangka bela karena di tempat itu terdapat pemandian yang menyerupai kolam kecil.  Masyarakat di sana percaya bahwa setiap penyakit yang tidak dapat di seMbuhkan akan segera lekas sembuh apabila seseorang yang mengalami penyakit itu di mandikan di kolam Bangka bela tersebut. Masyarakat di desa ini percaya bahwa orang yang sudah di mandikan di bangka bela maka akan terhindar dari segala macam penyakit dan akan mudah mendaptkan jodoh. Tujuan penelitian ini adalah untuk mengetahui fungsi dan makna mitos Bangka bela pada masyarakat di desa tuananga di kecematan poto tano kabupaten Sumbawa barat. Penelitian ini menggunakan penelitian deskriftif kualitatif. Teknik pengumpulan data adalah metode observasi, metode wawancara, metode rekaman, metode dokumentasi. Metode analisis data yang di gunakan dalam penelitian ini adalah analisis kualitatif dan interpretative. Hasil penelitytian bahwa mitos Bangka bela satu tahun yang lalu pada musim batu akik di desa tuananga terjadilah pengambilan batu akik di Bangka bela tempat kolam kecil yang di lakuka oleh sekelompok orang yang tidak di kenal, selang dua hari setelah pengambilan batu akaik tersebut terjadilah sesuatu yang aneh di desa tuananga yang sangat menakutkan warga masyarakat tuananga yaitu munculnya makhluk aneh yang menyerupai anjing sebesar sapi yang berkeliaran di rumah warga masyarakat tuananga, sejumlah warga tuananga melihat adanya makhluk tersebut. Abstract:  The research on the myth of Bangka Bela tells about a ship that is stranded in the village of Tuananga and the vessel is transformed into a stone, which is called by the village community of Bangka Bela. People in the community always visit Bangka Bela because there is a bath that resembles a small pond.  People there believe that any disease that can not be healed will immediately heal when someone who is experiencing the disease is in the pond of Bangka Martial. The community in this village believes that the people who have been washed in Bangka Martial will be spared from all kinds of diseases and will easily get a soul mate. The purpose of this research is to know the function and meaning of the myth of Bangka Martial in the village of Tuananga in the jealousy photos Tano West Sumbawa District. This research uses qualitative deskriftif research. Data collection techniques are methods of observation, interview methods, recording methods, documentation methods. The data analysis methods used in this study are qualitative and interpretative analysis. The results that the myth of Bangka Martial one year ago in the stone season in the village Tuananga happened to take an agate stone in Bangka Bela place a small pond that is in the group of people who are not known, the interval two days after taking the stone The akaik happened something strange in the village Tuananga very frightening citizens Tuananga ie the emergence of strange creatures that resemble dogs of cows that roam in the House of citizens of the Tuananga, a number of citizens see The existence of the creature.

The Development Planning Deliberation which has been regulated in the Minister of Home Affairs Regulation Number 66 of 2007. Furthermore, in Law Number 6 of 2014 Article 80 Paragraph 1 explains that village development planning as referred to by involving village communities, village development planning deliberations determine priorities, programs, activities, and village development needs funded by the village income and expenditure budget, village community self-help and or district / city regional income and expenditure budgets based on an assessment of community needs. In this study, there are two core questions, namely first, how is the participation of the people of Wonosari village, Grujugan sub-district, Bondowoso district in the Musrenbang Perspective of Law Number 6 of 2014 concerning Village Article 80? Second, what factors influence community participation in Musrembang in the village Wonosari? By using observation, interview, and documentation techniques, the results of this research can be obtained, namely: Law Number 14 concerning Villages, seen from Article 80 that Wonosari Village in implementing village Musrenbang, a.) Wonosari Village has implemented the Village Musrenbang as it should have been implemented once a year and held in January. b) Whereas community participation in the Musrenbang in Wonosari village is following regulations that include elements of the community. For all elements in the Law for representation from the community, two factors affect the participation of the Wonosari village community, namely internal and external factors.

BUMDes is an instrument that drives the macro economy at the village level based on local potential and wisdom. Management of BUMDes in a professional manner can be a solution in order to advance and prosper all elements of village society.BUMDes Mitra Sejahtera is the BUMDes of Kaotan Blimbingsari village which has business activities in the form of buying and selling food and renting agricultural equipment. The management of Mitra Sejahtera BUMDes has been carried out on a traditional conventional basis. The majority of the people in Kaotan Blimbingsarivillage are Muslims with the value of mutual cooperation that thrives in the community.BUMDES business activities must be based on benefits and do not contain elements of persecution (tyranny) for the community.Departing from the spirit of doing changes for the better, the condition of the Kaotan village community and the principles of BUMDes business activities, the authors conclude that the implementation of the Sharia economic system is a solution for BUMDes Mitra Sejahtera. Therefore, the socialization of Islamic economic contracts is an important necessity for the managers of BUMDes Mitra Sejahtera. The socialization material includes Sharia business principles and forms of Sharia contracts.The implementation of this activity is packaged in a workshop. Activities carried out using the method of lectures, discussions and practices at the Kaotan Village-Owned Enterprise. This article aims to find out the developmentidea or paradigm through village financial management based on Law Number 6 of 2014 concerning Villages. In this study, the researcher used a normative research methodby examining the village regulations in depth. Primary legal materials are authoritatuve legal materials in the form of laws and regulations. Village dependence is the most obvious violence against village income or financial sources. Various financial assistance from the government has made the village dependent on financial sources from the government. The use of regional development funds is intended to support activities in the management of Regional Development organizations. Therefore, development funds should be managed properly and smoothly, as well as can be used effectively to increase the people economy in the regions. This research shows that the law was made to regulate and support the development of local economic potential as well as the sustainable use of natural resources and the environment, and that the village community has the right to obtain information and monitor the planning and implementation of village development.

Topik hari ini yang menjadi menarik adalah munculnya fenomena regenerasi dan pejabat yang akan berada di birokrasi melalui sebuah skenario di mana kepala daerah calon termasuk kepala desa berasal dari darah atau ikatan keluarga dengan pejabat incumbent. Ini adalah cermin dari aristokrasi dalam praktik demokrasi kita. Posisi adalah amanah yang dipercayakan oleh masyarakat kepada mereka yang berkompeten dan benar-benar mampu melaksanakan tanggung jawab secara profesional, untuk menuju posisi terendah dalam pemerintahan desa bahkan sebagai kepala desa, kehadiran karakteristik birokrasi lokal di desa mengarah pada pembentukan dinasti atau tidak atau aristokrasi birokrasi menjadi penting adalah adanya partisipasi masyarakat untuk mengawasi proses pembuktian proses pemilihan desa dianggap memenuhi prosedur atau hanya skenario posisi turunan.Kata Kunci : Birokrasi, Aristokrasi, Office, Kepala Desa.Topic today that becomes interesting is the emergence of the phenomenon of regeneration and officials who would have been in the bureaucracy through a scenario where the prospective head region including the head of the village is derived from the blood or family ties with the incumbent officials. ABSTRAK Masyarakat Dusun Nglepen pada awalnya adalah masyarakat pedesaan yang mayoritas menggantungkan mata pencaharian sebagai petani. Setelah bencana gempa bumi 5,9 skala richter yang menimbulkan kerusakan parah pada Sabtu 27 Mei 2006, Dusun Nglepen direlokasi ke wilayah lain, dibangun dengan bangunan rumah tahan gempa berbentuk kubah (dome). Keunikan desain rumah dome justru menjadi daya tarik desa wisata yang sangat diminati. Disisi lain, peralihan sosio-kultural masyarakat Dusun Nglepen menjadi masyarakat pariwisata sangat menarik untuk diamati. Artikel ini menyajikan gambaran tantangan dalam pengembangan Community Based Tourism Dusun Nglepen yang dikaji berdasarkan teori partisipasi masyarakat melalui analisis deskriptif kualitatif. Hasil menunjukan bahwa semakin tinggi partisipasi warga, maka semakin tinggi dampaknya tehadap masyarakat. Dampak yang ditemukan cenderung bernilai positif bagi masyarkat baik secara ekonomi maupun sosial budaya. Selanjutnya dampak positif yang dirasakan masyarakat cenderung mempengaruhi tingkat partisipasi dalam pengembangan pariwisata. Kata kunci : Community-Based Tourism, Desa Wisata, Partisipasi Masyarakat ABSTRACT In the beginning, the community of the village dwellers that worked as a farmer. The results showed that the higher the participation of citizens, then the higher the impact on the community. The impact positive for society, both economically, socially and culturally. Village government is the lowest level of government in the Government of the Republic of Indonesia. Its existence is very strategic for the implementation of programs of the central government, local government, and the wishes of the village community, so that the village government can help create a balance between the goals desired by the state and those desired by the people, namely the welfare of the people. For this reason, the role of village government officials is important to achieve the success of implementing village government tasks. In fact, there are still many village government officials who have not been able to carry out their duties and authorities properly and correctly. How are efforts to strengthen the role of village government officials so that they are able to carry out their duties and authority properly and correctly? One effort that can be done is to provide technical guidance to village government officials regarding village governance, the duties and authorities of village government officials, as well as the preparation of village regulations. Through this activity, it is hoped that the role of the village government apparatus in carrying out their duties and authorities will be strong, so that their duties and authorities can be carried out properly and correctlyABSTRAK;Pemerintahan desa adalah tingkat pemerintahan terendah di dalam Pemerintahan Negara Republik Indonesia. Keberadaannya sangat strategis bagi penerapan program pemerintah pusat, pemerintah daerah, dan keinginan masyarakat desa, sehingga pemerintah desa dapat membantu terciptanya keseimbangan tujuan yang diinginkan oleh negara dan yang diinginkan oleh rakyat yaitu kesejahteraan rakyat. Untuk itu peran aparatur pemerintahan desa menjadi penting untuk mencapai keberhasilan pelaksanaan tugas pemerintahan desa. Pada kenyataannya masih banyak aparatur pemerintahan desa yang belum dapat melaksanakan tugas dan wewenangnya dengan baik dan benar. Bagaimana upaya menguatkan peran aparatur pemerintahan desa, agar mampu menjalankan tugas dan wewenangnya secara baik dan benar? Salah satu upaya yang dapat dilakukan adalah memberikan bimbingan teknis kepada aparatur pemerintahan desa mengenai pemerintahan desa, tugas dan wewenang aparatur pemerintah desa, maupun penyusunan peraturan desa. Melalui kegiatan ini diharapkan peran aparatur pemerintahan desa dalam melaksanakan tugas dan wewenangnya menjadi kuat, sehingga tugas dan wewenangnya dapat dilaksanakan dengan baik dan benar.

The Village Community Empowerment With Traditional Culinary Business in the Group of Boga Ganesha Buleleng The development of fast food must be balanced with the consumption of traditional foods because fast food is allegedly to be a risk factor for the emergence of various diseases. This study aimed to analyze the behavior of IbIKK group of Boga Ganesha. The choice of location of the research was determined purposively with the consideration that the Boga Ganesha is one of the groups to empower the people with the traditional culinary efforts. The method used in collecting the data in this study was interviews with questionnaire instruments. Based on the research results, the potential of the IbIKK of Boga Ganesha is a kosher, hygienic and healthy traditional food processing. Behavior that was demonstrated by the members can be classified into an excellent category (4,6). The achievement of the implementation of the empowerment program that is included in the category of successful (4,2). Empowerment of program aimed to improve the quality of human resources. In this regard, members of the group should implement their skills so that they can open up business opportunities in order to improve the economy of the family. To support this, the facilitator should use the appropriate method so that all participants can obtain information equally.
